and the UAE over the period 1997– 2014. Lack of enough energy-growth nexus studies on the oil exporters of the Middle East and Commonwealth of Independent States coupled with a number of issues, which have not been addressed by prior studies motivate us to conduct this review. Policymakers should take into consideration that any policy measures aimed at conserving the Primary Energy Consumption can undermine economic growth, as we find that the growth hypothesis dominates in the Primary Energy Consumption-growth nexus. Conversely, validity of the neutrality hypothesis in the Residential Electricity Consumption-growth nexus, another finding of this study, implies that policymakers can pursue conservation policy by reconsidering the residential electricity subsidies in the selected countries. The study contributes to the energy-growth literature by addressing some issues and filling the gap for the Eurasian oil exporting countries, especially those in the Middle East and Commonwealth of Independent States.

Algorithms (MOEAs) have been presented to solve real life problems. However, a number of issues still remain with regards to MOEAs such as convergence to the true Pareto front as well as scalability to many objective problems rather than just bi-objective problems. The performance of these algorithms may be augmented by incorporating the coevolutionary concept. Hence, in this paper, a new algorithm for multiobjective optimization called SPEA2-CC is illustrated. SPEA2-CC combines an MOEA, Strength Pareto Evolutionary Algorithm 2 (SPEA2) with Cooperative Coevolution (CC). Scalability tests have been conducted to evaluate and compare the SPEA2-CC against the original SPEA2 for seven DTLZ test problems with a set of objectives (3 to 5 objectives). The results show clearly that the performance scalability of SPEA2-CC was significantly better compared to the original SPEA2 as the number of objectives becomes higher.

The article is devoted to the legal status of temporary labor migrants from countries of the Eurasian Economic Union states (EAEU) and other countries of the Commonwealth of Independent States (CIS) in Russia. The text touches upon the following issues: social insurance, deportation, administrative deportation, subsequent entry to Russia and the rules of the stay of family members. The article fi nishes with conclusions related to the advantages of EAEU and CIS nationals’ legal status and outlines advantages of both legal statuses. The text is based on the results of legislative acts and materials describing the law enforcement practice. The current article is the second part of the study results description. The fi rst part was published in the previous issue of the journal.

Статья посвящена правовому положению временно пребывающих трудящихся иностранных граждан из стран Евразийского экономического союза и прочих стран Содружества Независимых Государств. В тексте анализируются вопросы их социального страхования, депортации, административного выдворения, последующих въездов на территорию России и правила пребывания членов семей. В заключение представлены выводы относительно преимуществ юридического статуса трудящихся граждан государств Евразийского экономического союза перед гражданами прочих стран Содружества Независимых Государств. Текст подготовлен на основании результатов анализа законодательных актов и материалов, которые описывают правоприменительную практику. Данный текст является второй частью описания результатов исследования. Первая часть была опубликована в предыдущем номере журнала.

The article describes the legal status of temporary labor migrants from countries of the Eurasian Economic Union states (EAEU) and other countries of the Commonwealth of Independent States (CIS) in Russia. The text summarizes rules of border crossing, staying, labor relations, taxation of migrants. The article also supplies with results of comparative analysis of EAEU and CIS nationals’ legal status and outlines advantages of both legal statuses. The article is based on the results of analysis of legislative acts and materials describing the law enforcement practice.

Статья описывает правовое положение трудящихся временно пребывающих иностранных граждан из стран Евразийского экономического союза (ЕАЭС) и прочих стран Содружества Независимых Государств (СНГ). В тексте резюмируются правила, регулирующие пересечение границы, пребывание, трудовые отношения, налогообложение граждан государств ЕАЭС и прочих стран СНГ. Также в статье представлены результаты сравнительного анализа правового положения таких иностранцев и предварительные выводы относительно преимуществ одного юридического статуса перед другим. Статья написана на основании результатов анализа законодательных актов, а также материалов, описывающих практики правоприменения. Данный текст является первой частью описания результатов исследования. Вторая часть будет опубликована в следующем номере журнала.
