Au XIXe siècle, l’industrialisation et l’urbanisation accélérée des pays d’Europe nécessitaient d’énormes quantités de bois pour la construction, le soutènement des mines, les traverses de chemin de fer, les poteaux électriques et la pâte à papier. Faisant face à une demande en bois d’œuvre croissante, les forestiers allemands parvinrent à augmenter les rendements tout en maintenant une exploitation forestière soutenable. Malgré ces efforts, la production domestique ne parvint plus à couvrir la demande en bois d’œuvre à partir des années 1860. Plutôt que de piller ses forêts, l’Allemagne préféra recourir à des importations massives depuis les pays voisins. L’article examine cette question au tournant des XIXe et XXe siècles, lorsque l’Empire allemand devint le deuxième importateur de bois d’œuvre au monde. En s’appuyant sur la notion d’« hectares fantômes », développée par les historiens de l’économie et de l’environnement, il plaide pour une approche combinant l’histoire de la sylviculture et celle du commerce du bois.

During the 19th century, rapid industrialization and urbanization processes in several European countries required huge quantities of wood for building construction, supporting structures in mines, rail sleepers, electric poles and pulpwood. In response to fast-growing demand for timber, German foresters succeeded in increasing yields per acre while maintaining a sustainable forest management. Despite these efforts, domestic production could no longer meet the demand for timber from the mid-1860s onward. Since there were limited possibilities for extending forest resources by tree planting, Germany finally chose to import massively from neighbouring countries rather than depleting its own forests. The paper examines this question at the turn of the 19th and 20th centuries, when the German Empire became the second largest timber importer in the world. The article advocates an approach combining the history of forestry and the history of timber trade using the concept of “ghost acres”, developed by environmental historians and historians of economics.

I forbindelse med et omfattende arbeid Norske Skogindustrier ASA igangsatte i 2006 med formål å restrukturere industribebyggelse og landskap på Klosterøya i Skien, har Norsk Sjøfartsmuseum ved flere anledninger gjennomført arkeologiske registreringer (Falck 2007, Nymoen 2008). Denne rapporten beskriver og drøfter funn som ble gjort ved arkeologisk registrering i forbindelse med fjerning av industriavfall og forurenset grunn. Planområdet omfatter et landareal ned mot Skienselva kalt Klosterhavna. Undersøkelsene er gjennomført i form av 8 en dags befaringer i tidsrommet 28.11.08 til 18.08.09 etter kulturminneloven § 9 og melding fra tiltakshaver etter § 14,3 ledd.
I deler av planområdet ble det under flere meter tykke fyllmasser avdekket sammenhengende tømmerkonstruksjoner tolket dels som ledd i tidlige landvinningsprosjekt, og dels som underlag for bryggeanlegg og bygninger. Årringsdateringer tilsier at disse tømmerkonstruksjonene ble anlagt her fra midten av 1700 –tallet.
Gravearbeidene avdekket dessuten flere nord sørgående kløfter avgrenset av fjellrygger som må ha vært en del av et grunntvannsområde med bakevjer mellom den gamle Klosterhavna og Kattskjæret. I disse rennene ble det funnet store mengder flis og tømmer. Andre funn var bryner, del av oppgangssag, vannsagede bord, båtdeler samt brekkasje av bruksgjenstander og handelsvarer. Funnkonteksten taler for at dette kan stamme fra aktiviteter i Klosterhavna eller dels være fraktet hit av elvestrømmen.
Rapportens første del er en kort beskrivelse av områdets kulturhistoriske kontekst. Deretter redegjøres det for de enkelte funn og funnsituasjoner samt den dokumentasjonen som er gjort. Tilsist drøftes resultatene fra de arkeologiske arbeidene samlet. Det påpekes at disse inneholder kilder som i fremtiden vil kunne være egnet til å belyse to hovedtema:
1 Middelalderens topografi og havnelandskap samt i hvilken periode og hvorfor det ble gjennomført større ”landvinningsprosjekter” på Klosterøya.
2 Arkeologisk datering av oppgangssagenes historie i Skien og utskipning av brynestein som ”trading ballast” sammen med trelastprodukter.

En colaboración estratégica TRAFFIC, EU FLEGT Facility, Programa UE FAO FLEGT, la Oficina Regional para México, América Central y Caribe (ORMACC) de la UICN, el Instituto Mundial de Recursos (WRI), el Fondo Mundial para la Naturaleza (WWF), UICN Sur, el Ministerio de Ambiente del Ecuador y la Corporación de Manejo Forestal Sustentable (COMAFORS), organizaron del Foro: Gobernanza, Sistemas de Verificación de la Legalidad y Competitividad del Sector Forestal en América Latina.El objetivo del Foro fue de facilitar el intercambio de experiencias y lecciones aprendidas que, sin intentar alcanzar consensos, sirvieran para informar procesos de toma de decisiones que buscan fortalecer la institucionalidad y el clima de negocios, y que permitan un desarrollo forestal sostenible justo y equitativo en la región. Cerca de 140 representantes del sector público, privado, organismos internacionales, organizaciones de la sociedad civil y comunidades de pueblos indígenas de América Latina de diez países (México, Honduras, Guatemala, Nicaragua, Panamá, Bolivia, Brasil, Colombia, Ecuador y Perú), junto con representantes de países de la Unión Europea y Estados Unidos mantuvieron un dialogo abierto, sincero y constructivo sobre temas comunes como son las gobernanza, los sistemas de verificación de la legalidad y la competitividad del sector forestal en la región. Se considera que los tres temas tratados en el Foro son esenciales para el desarrollo forestal en la región. La tala ilegal y el comercio asociado prosperan donde la gobernanza es débil, y a su vez, la gobernanza débil y la tala ilegal obstaculizan la competitividad del sector forestal. Los sistemas de verificación de la legalidad apoyan a la gobernanza y, sí se establecen apropiadamente, apoyan a la competitividad forestal. La competitividad del sector forestal legal es importante porque un sector fo-restal competitivo atrae y retiene la inversión para la gestión forestal a largo plazo. La gestión forestal sostenible a largo plazo mantiene la cobertura forestal, el rendimiento económico, así como proporciona beneficios sociales, económicos y ambientales. A lo largo de tres días, los participantes del Foro realizaron o escucharon presentaciones, discutieron las presentaciones en grupos multisectoriales en mesas de trabajo, y compartieron sus experiencias y conclusiones.
