Financial Criminology is an emerging field of today's research area in combating and detecting any misuses or fraudulent in financial management. The study of financial criminology by academia and industry is dramatically increased. Therefore, domain understanding and knowledge capturing in financial criminology is needed to help the future researcher to get a better understanding of the domain. This paper proposes an ontology-based representation of financial criminology to capture the commonly talked terms and topics in financial criminology researches and studies. Ontology is one of the knowledge representation techniques that allow us to understand a particular domain (Financial Criminology) in the form of classes (parent) and attributes (children) hierarchy. Twenty Five (25) journals and research papers in financial criminology has been selected for this research in order to extract the commonly talked terms and topics of financial criminology studies. Text Analytics processor tool by RapidMiner has been used to extract and identify the terms, then the tool will analyze the number of frequency of the terms used in each of the research paper. Finally, the identified terms is converted to an ontology representation language (OWL) by using Protégé. The research found that there are nine (9) classes (Topics) that are commonly researched on the field of Financial Criminology. The ontology representation view is validated by three (3) Financial Criminology experts and Auditors. The text analytics result and ontology view of the domain is discussed in the research findings section.

In this paper, we present a basis for treating, evaluating and measuring knowledge as an energy acquired by knowledge centric objects in society. The energy level acquired is indicated as their knowledge potential or KnP. Some objects get more charged in the knowledge domain and exhibit a longer and/or more intense energy trail. The Rate of knowledge acquisition, intellectual caliber and need intensity driving to acquire knowledge all play a role in the knowledge energy (Kenergy) thus acquired. Knowledge management is currently changing significantly. KM effectively uses the right information and communication technology (ICT) and social interaction. New ways that exist in the virtual world make it possible to support knowledge and the process of acquiring it because to create knowledge and the process of sharing knowledge in a virtual world environment takes into account the social aspects needed. With the use of web 2.0 technologies, the main communication media in Second Life in the form of text, voice, instant messaging (IM), email and blogs can be maximized. By conducting exploratory analysis on "second life" research that contributes to a general understanding of how technology can be used to support or activate KM in education. College Student and lecturer can participate in teaching and learning processes, while academic staff supports the University business processes. A result provides factors that effects increase and impairment on student score, framework of 4 Pillar Solution Model for Second Life Education is formed and evaluation knowledge sharing maturity using COBIT 4.1 Framework and Maturity Level Classification using CMMI Model.

Personal intelligence has been coined by a number of authors and one of them relates the concept with agentmediated personal knowledge management (PKM). The concept of agent-mediated PKM has recently been expanded to a bottom-up approach towards collective goals in organisational knowledge management (OKM). Exploiting this concept further from the perspective of crossing organisational boundaries and into the world wide web of social network, the concept of social intelligence is proposed. In this paper, a nodal approach to agent-mediated PKM is extended to model the concept of social intelligence in social network, in which knowledge workers work cooperatively with software agents in a virtual workspace called a node. This paper analyses the knowledge management processes by characterising these nodes as intelligent social entities.

Requirements Management is one of the challenging and key tasks in the development of software products in distributed software development environment. One of the key reasons found in our literature survey the failure of software projects due to poor project management and requirement management activity. This main aim of this paper 1. Formulate a framework for the successful and efficient requirements management framework for Global Software Development Projects. (GSD) 2. Design a Mixed organization structure of both traditional approaches and agile approaches, of global software development projects. 3. Apply Ontology based Knowledge Management Systems for both the approaches to achieve requirements issues such as missing, inconsistency of requirements, communication and knowledge management issues and improve the project management activities in a global software development environment. 4. Propose requirements management metrics to measure and manage software process during the development of information systems. The major contribution of this paper is to analyze the requirements management issues and challenges associated with global software development projects. Two hypotheses have been formulated and tested this problem through statistical techniques like correlation and regression analysis and validate the same.

Therefore, businesses can handle the intricacy caused by their internal and external environments solely when they combine knowledge management and strategic foresight processes.. In this study, horizon scanning has been defined as a strategic foresight approach and its relationship with knowledge management has been displayed. This study also emphasizes the fact that while this forecasting method has commonly been used in many of the European countries in public and private sectors, it has not been investigated and employed in Turkey. Moreover, how the horizon scanning is applied and its organizational effects are explained. In addition, in the era of industry 4.0, along with foresight operations and knowledge management, horizon scanning has been considered as a strategic approach that will contribute to the businesses to catch up with the future.

This dissertation could not have been completed without the commitment, contributions, dedication, interest, love, and patience furnished by my wife and best friend, Louise R. Levergneux. Between 2000 and 2007 my wife took on the status of doctoral student widow. Anyone who has tried to complete a PhD will know what that meant-the brooding silence, unanswered questions, late nights alone, tired looks, severe glances, impatient responses, and overall foul personality. There were some hard times during those seven years, but Louise followed me to Kent, Ohio (USA), from Ottawa, Ontario (CANADA), and stayed with me. She spent much of her time training our beautiful Sheltie, Imperial Topaz, while keeping our home in order, looking after the bills, cooking meals, creating and marketing her artists' books, and continuing her professional work as a visual artist. I look forward to spending more time with her and Topaz and repay them with a more pleasant personality and increased sense of humour once I have my time back from this life-changing endeavour.

organizations address it. Issues such as lack of collaboration,
mistrust, missing leadership qualities and inadequate
knowledge sharing have been discussed and how they would
result in failure of knowledge management practices in an
organization. Finally different strategies were provided to
address these people issues.

The orbital debris problem presents an opportunity for international cooperation toward the mutually beneficial goals of orbital debris prevention, mitigation, remediation, and improved space situational awareness (SSA). Achieving these goals requires sharing orbital debris and other SSA data. Toward this, I present an ontological architecture for the orbital debris and related domains, taking steps in the creation of an orbital debris ontology. The purpose of the ontology is to capture general scientific domain knowledge; formally represent the entities within the domain; form, structure, and standardize (where needed) orbital and SSA terminology; and foster semantic interoperability and data-exchange. In doing so I hope to offer a scientifically accurate ontological representation of the orbital domain; contribute to research in astroinformatics, space ontology, and space data management; and improve spaceflight safety by providing a means to capture and communicate information associated with space debris.

The attempt to establish a unified taxonomy for the field of Information Ethics is both unattainable and unwarranted. The categorization of Information Ethics as a defined discipline, an applicable practice, a philosophy and a worldview remains constantly in flux due to, what Luciano Floridi terms, ‘philosophical naturalism’. As such, a broadening understanding of the field will only serve to further collapse categorization. The following paper will outline, using a discourse analysis methodology, how the nature of the field of Information Ethics at a foundational level must necessarily defy classification. The assumptions behind the current classifications of the field will be questioned. Beginning with the history of the inception of the field through Librarianship and Cybernetics and questioning the yet unresolved ontological debates between information philosophers such as Rafael Capurro and Floridi, this paper will explicate how any such attempt to develop an agreed upon taxonomy will and should always remain incomplete.

As knowledge is being accepted as an inseparable imperative strategy of organization, organizations look at knowledge as a power which drives advantages to them. However, many organizations believe it is not about just the existence of knowledge but the organizational growth is being driven from the act of knowledge sharing. Through many established surveys, it is believed that in those organizations that their management and staff focus on practicing knowledge management and knowledge sharing will grow stronger and turn to be more competitive indeed rather than those organizations which lack of knowledge management practices. As modern economy takes knowledge as a point to achieve project success, utilization of information and data coupled with the harnessing of people's skills and ideas as well as their commitments and motivations. Therefore, it is undeniable that today knowledge is an essential asset of every single organization and it has become more important than land, labor or capital in today's economy. This paper investigates on the importance of knowledge management in generating of project success by analyzing whether or not government agencies in Malaysia, practice Knowledge Management. In this regard, a research has been conducted amongst fifteen Malaysian government agencies to find how effective project managers in Malaysian government agencies, integrate Knowledge Management criteria and factors in order to achieve project success and enhance citizen loyalty as well as gaining competitive advantage, the findings of this research worth to be considered.

The mobile phones are becoming now an irreplaceable utility of every household. It serves as wall clock, alarm clock, calculator, calendar, timer and many more, but have this multi-functionality overloaded the interface of the new generation of the mobile phones. The youth have adapted well to these multiple functionalities graphical user interface, but the interface has now haunting effects for usage by the two age groups i.e. elderly and kids. The interface may end up leading the new generation mobiles in the market useless or of very little use to the elderly and kids. This leads towards the need of age based user interface in the mobile operating system which will consist of interface selection home screen which further directs to age oriented interfaces.

Every written text in any language has one author or more authors (authors have their individual.sublanguage). An analysis of text if authors are not known could be done using methods of data analysis, data mining, and structural analysis. In this paper, two methods are described for anomaly detections: ngrams method and a system of Self-Organizing Maps working on sequences built from a text. there are analyzed and compared results of usable methods for discrepancies detection based on character n-gram profiles (the set of character n-gram normalized frequencies of a text) for Arabic texts. Arabic texts were analyzed from many statistical characteristics point of view. We applied some heuristics for measurements of text parts dissimilarities. We evaluate some Arabic texts and show its parts they contain discrepancies and they need some following analysis for anomaly detection. The analysis depends on selected parameters prepared in experiments. The system is trained to input sequences after which it determines text parts with anomalies using a cumulative error and winner analysis in the networks. Both methods have been tested on Arabic texts and they have a perspective contribution to text analysis.

Data exploration and visualization systems are of great importance in the Big Data era, in which the volume and
heterogeneity of available information make it difficult for humans to manually explore and analyse data. Most traditional systems
operate in an offline way, limited to accessing preprocessed (static) sets of data. They also restrict themselves to dealing
with small dataset sizes, which can be easily handled with conventional techniques. However, the Big Data era has realized the
availability of a great amount and variety of big datasets that are dynamic in nature; most of them offer API or query endpoints
for online access, or the data is received in a stream fashion. Therefore, modern systems must address the challenge of on-the-fly
scalable visualizations over large dynamic sets of data, offering efficient exploration techniques, as well as mechanisms for
information abstraction and summarization. Further, they must take into account different user-defined exploration scenarios
and user preferences. In this work, we present a generic model for personalized multilevel exploration and analysis over large
dynamic sets of numeric and temporal data. Our model is built on top of a lightweight tree-based structure which can be efficiently
constructed on-the-fly for a given set of data. This tree structure aggregates input objects into a hierarchical multiscale
model. We define two versions of this structure, that adopt different data organization approaches, well-suited to exploration and
analysis context. In the proposed structure, statistical computations can be efficiently performed on-the-fly. Considering different
exploration scenarios over large datasets, the proposed model enables efficient multilevel exploration, offering incremental construction
and prefetching via user interaction, and dynamic adaptation of the hierarchies based on user preferences. A thorough
theoretical analysis is presented, illustrating the efficiency of the proposed model. The proposed model is realized in a web-based
prototype tool, called SynopsViz that offers multilevel visual exploration and analysis over Linked Data datasets. Finally, we
provide a performance evaluation and a empirical user study employing real datasets.

This contribution presents a brief history of softwares for identifying of
typical daily load pro¯les developed in the Brazilian electric power sector since the
eighties. In order to tell this history we present the features of three softwares that
have been used by the Brazilian electric distribution utilities, all of then with data
mining techniques for clustering.

This paper describes a blended learning implementation and experience supported with intelligent learning environments included in a learning management system (LMS) called @KU-UZEM. The blended learning model is realized as a combination of face to face education and e-learning. The intelligent learning environments consist of two applications named CTutor, ITest. In addition to standard e-learning tools, students can use CTutor to resolve C programming exercises. CTutor is a problem-solving environment, which diagnoses students' knowledge level but also gives feedbacks and tips to help them to understand the course subject, overcome their misconceptions and reinforce learnt concepts. ITest provides an assessment environment in which students can take quizzes that were prepared according to their learning levels. The realized model was used for two terms in the "C Programming" course given at Afyon Kocatepe University. A survey was conducted at the end of the course to find out to what extent the students were accepting the blended learning model supported with @KU-UZEM and to discover students' attitude towards intelligent learning environments. Additionally, an experiment formed with an experimental group who took an active part in the realized model and a control group who only took the face to face education was performed during the first term of the course. According to the results, students were satisfied with intelligent learning environments and the realized learning model. Furthermore, the use of intelligent learning environments improved the students' knowledge about C programming.

Mainstream knowledge management researchers generally agree that knowledge extracted from unstructured data and semi-structured data has become imperative for organizational strategic decision making. In this research, we develop a framework that captures and analyses unstructured data using machine learning techniques and integrates knowledge and insight gained from the data into traditional knowledge management systems. Unlike most frameworks published in the literature that focuses on a specific type of unstructured data, our frameworks cut across the varieties of unstructured data ranging from textual data from social network sites, online forums, discussion boards, reviews to audio data, image data and video data. We highlight some preprocessing and processing techniques for these data and also highlight some standard output. We evaluate the framework by developing a textual data application programming interface (API) using python and beautiful soup and we perform sentiment analysis on the students' review data collected through the API.

ABSTRACT
Recent events have increased the numbers of internally displaced person in the country at large. Plateau State has been one of the states that have been hit with these issues and has various IDP’s and IDP’s camps within the state capital and other local government areas of the state. Also the State accommodates other internally displaced persons from other states too. Responding to women and sexual gender based violence in internally displaced person’s camp in Plateau State should not be neglected because sure issues are things that are happening before our eyes but most times, are overlooked. This study gives an insight to these happenings and seeks redress where necessary. The study adopted survey methodology. A set of questionnaire was administered to women in internally displaced camps in Plateau State. The study found that sexual based violence exists in IDP’s camps in the State and it is a reoccurring situation that needs immediate responds and monitor by the appropriate authorities. The study recommends that the state should put more effort in checking women and sexual gender violence in IDPs’ Camps. Effective mechanism should be put in place for the implementation of laws and policies on sexual based violence in IDPs’ camp.

Paper ini membahas tahapan pengembangan model digital dashboard (DD) sebagai tools enterprise performance management (EPM). Bertujuan untuk mengetahui sejauh mana model DD dikembangkan untuk mempermudah pengaksesan informasi strategis, melaksanakan monitoring, evaluasi, dan pengukuran kinerja enterprise. Penelitian juga bermaksud untuk mengidenfikasi apakah komponen critical suscess factor (CSFs), business process (BP), business activity monitoring (BAM), key performance indicator (KPI), mapping BAM ke dalam KPI telah dilakukan dalam pengembangan digital dashboard. Penelitian dilakukan dengan cara mengidenfikasi tahapan membangun EPM-DD, bentuk EPM-DD, komponen EPM-DD, cakupan EPM-DD, membuat tabel komparasi, dan menganalisanya. Hasil penelitian menyatakan bahwa tahapan pengembangan digital dashboard  tediri dari: menentukan metodologi, mendefinisikan data layer, presentation layer, visualization layer, menentukan komponen, dan cakupan data  dan user. Diketahui pula bahwa komponen BP, BAM, KPI telah diperhatikan pada beberapa pengembangan. Sementara komponen CSFs sama sekali belum menjadi perhatikan. Telah dibuat pula sebuah rekomendasi tahapan pengembangan digital dashboard sebagai tools EPM yang memiliki 6 tahapan.

Worldwide Interoperability for Microwave Access (WiMAX) networks were expected to be the main Broadband Wireless Access (BWA) technology that provided several services such as data, voice, and video services including different classes of Quality of Services (QoS), which in turn were defined by IEEE 802.16 standard. Scheduling in WiMAX became one of the most challenging issues, since it was responsible for distributing available resources of the network among all users; this leaded to the demand of constructing and designing high efficient scheduling algorithms in order to improve the network utilization, to increase the network throughput, and to minimize the end-to-end delay. In this study, we presenedt a simulation study to measure the performance of several scheduling algorithms in WiMAX, which were Strict Priority algorithm, Round-Robin (RR), Weighted Round Robin (WRR), Weighted Fair Queuing (WFQ), Self-Clocked Fair (SCF), and Diff-Serv Algorithm.

Today, knowledge and intellectual capital of the organization are the main factor in competition and, in other respects, these supply chains compete with each other, and thus organizations must work to integrate the entire supply chain in an integrated manner in coordination with other members of the chain. On this route the integrated management of supply chain knowledge is important both in improving the functional characteristics of the chain and in promoting the integrity of the supply chain the present paper focuses on supply chain review and others the evolution of that pendulum then discusses its management and its role in the supply chain. The theoretical review of the subject literature shows that the role of knowledge management in supply chains is not only undeniable, but with the development of information and development technology.

This article returns to a theme addressed in Vol. 8(1) October 2002: knowledge management and the problem of managing tacit knowledge.  The article is primarily a review and analysis of the literature associated with the management of knowledge.  In particular, it focuses on the works of a group of economists who have studied the transformation of knowledge into information through the process of codification and the knowledge transaction topography they have developed to describe this.  The article explores the theoretical and philosophical antecedents of the economists' views.  It uses this as a basis for examining the dominant views of knowledge that appear in much of the literature on knowledge management and for performing a critical evaluation of their work.  The results of the analysis centre upon the question of when is it appropriate to codify knowledge.  They present a basic summary of the costs and benefits of codification before looking in more detail at its desirability.  The conclusions concern the implications of the above for knowledge management and the management of tacit knowledge.  They deal with the nature of knowledge management, some of the reasons why knowledge management projects fail to achieve their expectations and the potential problems of codification as a strategy for knowledge management.

The purpose of the paper is development of a conceptual model for the representation of knowledge as an active intellectual substance and, on this basis, study of metaphysics of knowledge transformation process being produced both individually and collectively in the practice of organizations. The first principle of knowledge engineering, as Edward Albert Feigenbaum noted, says that the power in solving problems that an intellectual subject (person or machine) manifests in the process of activity depends primarily on its knowledge base, and only secondly on the methods of inference used. Strength is hidden in knowledge. The process of producing knowledge is permanent and does not depend on whether an individual is going to use this knowledge or not. Knowledge constantly produces new knowledge regardless of the owner's desire. Besides that, knowledge can't arise from nothing, but always-from some knowledge obtained earlier. As well as the intelligence, knowledge is an emergent instance arising from the collective interaction of a lot of intellectual atomic elements of knowledge (knowledge quanta). Idiosyncrasy of this interaction is expressed precisely in the creation of new knowledge. Due to postulating the knowledge self-organizing, the hierarchical knowledge structures in memory and the process of thinking as a kind of syntax for the procedure of new knowledge generation are described. This is an effort towards understanding the memory mechanisms, the process of thinking, the sources of heuristic knowledge just through the inner nature of knowledge. Also, based on the knowledge self-organization principle, an archetype of the appropriate knowledge-based system architecture is presented too. As an implementation of the concept, the perceptual act model is described, and on its base, a possible scenario for the behavior of a robot meeting an obstacle in its path is considered. As the mutual transformation of tacit and explicit knowledge makes new knowledge, the impact of the self-organization of knowledge on the transformation process as well as conditions of self-organization of both individual knowledge and organizational knowledge are analyzed in detail. Finally, modification of the known model of knowledge dimensions by Nonaka and Takeuchi is proposed. Because of the native activity of knowledge, it is impossible to build a knowledge management system without considering the internal structure of knowledge and its emergent ability to self-organize. Ensuring the natural process of knowledge development at all ontological levels in an organization is an essential prerequisite for the evolution of values in this organization.

Nigeria has 169 universities approved by National University Commission (NUC) with 43 Federal Universities, 47 State Universities and 79 Private Universities. The universities are located in different geographical areas and collaboration among these universities is difficult and this makes accessibility to data and information resource of the universities a problem. As a result quite a number of knowledge built from these resources are locally managed within each university private network that is not shared with other universities due to lack of virtual collaboration on a grid computing platform. Knowledge building and management in a country is a function of the information that one could have access to with ease but non-collaboration of the universities in a virtual environment is a hindrance to quality national knowledge building and management. Thus the need arises to embrace grid system as platform for all universities to pool their resources together and hence make their information resources available and accessible for knowledge building and management. This report presents an overview of Nigeria universities' operations as regard their research and innovation policies and vis-à-vis governance and resource management across public and private universities. Also we did a systematic review and analysis of knowledge grid (KG) technology vis-à-vis its use for knowledge management in Nigerian universities. We focused on identifying the strengths and challenges of knowledge grid development and implementation vis-à-vis the technological, economic and social implications involved in the process. Our future work is to develop a robust knowledge grid model that will allow collaboration among universities in Nigerian community and hence facilitates information and knowledge sharing and management among the universities.

Organisations nowadays are determined to achieve their business goal and objectives of being the leader of the industry and being point of reference in terms of knowledge expert in the field.  The issue arises in achieving these goals, whereas the people (or knowledge workers) within the organisations still find difficulties in searching and locating knowledge experts within their own firm.  For organisations with high employees turn over, such as in the construction industry, this problem is deemed to be a risk that the organisations have to solve to succeed in achieving the goal and objectives.

In addition to that, knowledge workers work in silo and have their own way of managing knowledge to be experts in the field.  Organisations should look into a solution to ensure that these knowledge workers can find and assist each other in achieving their objectives, especially when the knowledge is required to perform certain task quickly.  Collectively, their personal objectives would be the objective of the firm, so the organisation should implement a suitable organisational knowledge management framework to overcome this problem...

Zusammenfassung Wie kann man Geschichte in einer Datenbank auf adäquate Weise abbilden? Wie erfasst man Informationen über historische Ereignisse und die daran betei ligten Personen, Orte und Gegenstände und erschließt sie so, dass durch das Datenmodell möglichst universelle Zugangswege eröffnet werden? ZUCCARO (ZOPE-based Universally Configurable Classes for Academic Reseach Online), ein Projekt der Bibliotheca Hertziana, des Max-Planck-Instituts für Kunstge schichte in Rom, versucht diese Fragen zu beantworten und modellhaft vorzuführen. Angeregt durch das "CIDOC Content Reference Model", einer Ontologie zur Erfassung historischen Kulturguts, entstand ein Datenbanksystem auf der Basis des Web Application Servers ZOPE. Das Datenmodell basiert auf drei Schichten: Den allgemeinen historischen Stammdaten wie Personen, Orte, Institutionen und Bauwerke, den spezifisch kunsthistorischen Daten (Gemälde, Skulpturen, Druckgraphi ken) und der wissenschaftlichen Dokumentation (Fotografien, Quellen, Bibliographie). Alle diese Datenklassen sind mitei nander verknüpft durch das "historische Ereignis", durch das der geschichtliche Kontext hergestellt wird. Auf diese Weise werden Redundanzen vermieden und die Daten von beliebigen Standpunkten aus abfragbar gemacht. Das Projekt wird mit Open Source Software verwirklicht, die Inhalte werden Wis senschaftlern auf der ganzen Welt frei zugänglich sein. ►►► Summary How is history best accommodated in a database? How to adequately represent information about historic events and the persons, places and objects involved? How to organize the information in such a way that the data model will open up a wide variety of access strategies? ZUCCARO (ZOPEbased Universally Configurable Classes for Academic Research Online), a project of the Bibliotheca Hertziana (Max Planck Institute for Art History) in Rome, strives to give exemplary answers to these questions. Starting from the "CIDOC Con tent Reference Model", an ontology for cultural heritage, we created a database framework based on the web application Server ZOPE. Our data model has three tiers: General histor ic data (persons, locations, institutions and buildings), specific artefacts from the realm of art history (paintings, sculptures, prints) and the scientific documentation (photographs, sources, bibliography). Objects belonging to these categories are linked to each other by means of "historic event" objects representing the relationship in its chronological context. In this way redundancies are avoided and historic facts can be retrieved through database queries from different points of view. The project is realized with Open Source Software, and the database contents will be freely available to scholars all over the world.

8th International Conference on Foundations of Computer Science & Technology (CST 2021) will provide an excellent international forum for sharing knowledge and results in theory, methodology and applications of Computer Science & Technology. The goal of this Conference is to bring together researchers and practitioners from academia and industry to focus on understanding Modern Computer Science & Technology concepts and establishing new collaborations in these areas.

This study aims to articulate how the importance of the university and technology parks administrations has affected on the development of the Intellectual Property Rights (IPR) in changing environment of the Turkish universities. The forty-five participants were selected from different startups at the university technology parks. By using phenomenological analysis, eight research questions were answered in the semi-structured interviews. The collected data were analyzed in Atlas.ti order to mke depth study. As a result, the data show that the university and technology parks administrations have inevitably affected IPR system in many ways. During the transformations process of the universities towards entrepreneurial universities, academic people and students have been influenced to a greater degree. Academic profession, which is an umbrella term for working conditions for academics, has changed a lot. Most (91%) participants agree that the style of the administration has played important roles to increase performance indicators since they are used to assess and measure individuals, departments and universities against each other; therefore, IRP have gained importance among the academic people  and students. However, the large number (84%) of the participants does not know deeply the details in IPR. More importantly, the large number (91%) mentions that these activities related IPR collaboration and cooperation among academics. Additionally, a large number of the (94%) participants agree that the effects would be different on the elite universities comparing to the socially disadvantaged universities. They (76%)point out that the future of higher education has been changing in terms of faculty organizations, particularly with new IRP policies. Most (85%) of the participants clarify that the university administration would develop a better network in order to increase the patent activities. Most (78%) participants articulate that IRP would change the culture of academic world. Most (81%) claim that competitiveness is important not only for the universities bot also for the academic people so that the university administration would change their performance criteria to prepare properly for the competitive global market. These (61%) participants strongly point out that employability is remrkably importnat for the universities. By improving intellectual property rights and entrepreneurial activities, universities can increase their funding. Hence, they take into account technology parks as the places to develop strategies for different activities to increase income. Furthermore, most (92%) participants mention that the financial autonomy would make the universities aggressive in the market due to the fact that the government is increasingly reducing the support for the higher education. Hence, the university management would try to increase their income by means of the IRP would increase conflicts and inequalities, the rest (71%) agree that the role and style of university management, like in Wisconsin Madison could manage the universities without conflicts and inequalitics. As a result, as most (91%) participants clarify that the university administration play important and crucial role in controlling and managing the conflicts and inequlities through IPR to protect all the stakeholders, particularly those who do not have strong background, like the PhD students. Nigeria has 169 universities approved by National University Commission (NUC) with 43 Federal Universities, 47 State Universities and 79 Private Universities. The universities are located in different geographical areas and collaboration among these universities is difficult and this makes accessibility to data and information resource of the universities a problem. As a result quite a number of knowledge built from these resources are locally managed within each university private network that is not shared with other universities due to lack of virtual collaboration on a grid computing platform. Knowledge building and management in a country is a function of the information that one could have access to with ease but non-collaboration of the universities in a virtual environment is a hindrance to quality national knowledge building and management. Thus the need arises to embrace grid system as platform for all universities to pool their resources together and hence make their information resources available and accessible for knowledge building and management. This report presents an overview of Nigeria universities' operations as regard their research and innovation policies and vis-à-vis governance and resource management across public and private universities. Also we did a systematic review and analysis of knowledge grid (KG) technology vis-à-vis its use for knowledge management in Nigerian universities. We focused on identifying the strengths and challenges of knowledge grid development and implementation vis-à-vis the technological, economic and social implications involved in the process. Our future work is to develop a robust knowledge grid model that will allow collaboration among universities in Nigerian community and hence facilitates information and knowledge sharing and management among the universities.

This paper describes a blended learning implementation and experience supported with intelligent learning environments included in a learning management system (LMS) called @KU-UZEM. The blended learning model is realized as a combination of face to face education and e-learning. The intelligent learning environments consist of two applications named CTutor, ITest. In addition to standard e-learning tools, students can use CTutor to resolve C programming exercises. CTutor is a problem-solving environment, which diagnoses students' knowledge level but also gives feedbacks and tips to help them to understand the course subject, overcome their misconceptions and reinforce learnt concepts. ITest provides an assessment environment in which students can take quizzes that were prepared according to their learning levels. The realized model was used for two terms in the "C Programming" course given at Afyon Kocatepe University. A survey was conducted at the end of the course to find out to what extent the students were accepting the blended learning model supported with @KU-UZEM and to discover students' attitude towards intelligent learning environments. Additionally, an experiment formed with an experimental group who took an active part in the realized model and a control group who only took the face to face education was performed during the first term of the course. According to the results, students were satisfied with intelligent learning environments and the realized learning model. Furthermore, the use of intelligent learning environments improved the students' knowledge about C programming.

Network self-management, among other objectives, looks for solutions (systems, frameworks and/or strategies) in which the human intervention is drastically reduced in the analysis and planning of new network states, which in turn, is based on a set of SLAs (Service Level Agreement) definitions and traffic profile. The self-management system/framework has to find a solution meeting SLA and traffic requirements within a reasonable computational time (execution time) in order to achieve a near real time operation. In general, it is necessary to adopt approaches based on reasoning and learning in self-management systems in order to avoid and/or reduce human intervention [1]. As such, self-management systems/frameworks do require the storage of network states. In this context, it is important to identify critical states and, if possible, to predict when they will occur in order to facilitate the self-management process. In this paper, a proposal for pseudo-predictability based on Case-Based Reasoning (CBR) is presented. The pseudo-predictability CBR method considers previous network states to infer future network state scenario. It was developed for the self-management framework defined in [2] and, in general, further promotes the scalability of self-managed systems.
