    in A District-Wide Perspective

    1. This is to announce a District Research Caravan v.2.0 SALIKSIKalakbay:


    Cultivating Curious Minds: Exploring Barriers in Research Writing in A District-
    Wide Perspective on March 19-20, 2024 at the District Conference Hall, Plaridel
    Elementary School, Plaridel District, in support to the Division Memorandum
    No. 099, s 2024, entitled " Division Research Caravan, v.2.o SALIKSIKalakbay:
    Strengthening DepEd Bulacan’s Synergy in Research Journey.

    2. DepEd Order No. 16, s. 2017, entitled Research Management Guidelines


    articulated the provisions of Technical Assistance in the research management
    cycle. Plaridel District wanted to continue its effort to intensify research culture
    in both elementary and secondary teachers and school heads as well as to the
    non-teaching personnel. There is a need for comprehensive technical assistance
    provisions to researchers covering all phase of research. There is a continuous
    dropping rate and percentage of research turnouts in Plaridel District. Despite
    numerous research proposals that were submitted from the past school years,
    the number of approved titles remains steady and stagnant. This arising concern
    among elementary and secondary schools of Plaridel enables the researcher to
    conduct a phenomenological study on the barriers and perceived challenges in
    writing and completing research. Meanwhile, there are given factors which
    associate and inhibit with low research engagement among teachers such as
    non-collaborative school culture, limitations in teachers’ awareness, beliefs,
    skills and knowledge, limited resources, demotivators, and economic factors.

    3. This activity aims to:


    • identify the perceived barriers of elementary and secondary
    teachers of Plaridel District towards research writing;
    • provide intensive technical assistance to 32 researchers with
    proposal submitted in the Division level; and

    5. Expenses to be incurred in this activity particularly meal provisions for


    the participants and technical working group, as well as the honorarium for the
    speakers shall be charged to Local School Board Fund subject to usual
    accounting and auditing rules and regulations.
