1.0 SCOPE OF WORKS

1.1 General Description

This work method statement is to describe the method and procedure for
pavement work which accordingly to the JKR Specification for
of Damansara – Shah Alam Elevated Expressway (DASH). Other than that, it
is to provide information of quality plan, inspection and test required during
the project implementation and to perform safe working environment and
compliance to the safety requirements.

1.6 Works Procedures

1.6.1 Treatment to Existing Pavement Layer

1.6.1.1 Milling Work

1.6.1.1.1 Pavement milling is the process of removes the least part of the surface
of a paved area such as a road or bridge. Milling removes anywhere
from just enough thickness to level and smooth the surface to a full
depth of removal.

1.6.1.1.2 Before commence of any milling work, the area shall be duly joint the
course of demarcation by surveyor or site supervision team to verified
the area that need to be removed which is to be specified in term
length, width and depth of pavement area.

1.6.1.1.3 Once accomplished, the Traffic Management Plan with full equipment
shall be apply at the working area and the working area shall to be
barrier to adopt the permanent road closer practice.

1.6.1.1.4 The marking point were set out for checking purpose and to make sure
the milling works not excluding over 1000mm depth (or reach certain
require depth) by the site supervision team.

1.6.1.1.5 The milling work will process with the Pavement Milling Machine 1900
series and the surplus material form milling work through conveyor
system to the bucket lorry and shall be disposed out of site.

1.6.1.1.6 Milling work shall continue progressively until reach the require width,
length and depth with the joint checking from site supervision team at
site for verification of the work done.

1.6.1.1.7 The dust or any objectionable material from milling process shall be
removed using the power broom until clean and free before proceed
the inlay Bituminous Road base layer.

1.6.1.2 Inlay Bituminous Macadam Road base (AC 28)

1.6.1.2.1 Before proceed laying of Bituminous Macadam Road base, the top

surface of the road base layer which is Crusher Run shall be checked
again to confirm the shape and compaction follow to the project
specification.

1.6.1.2.2 Prior to apply Prime Coat SS-1K, the road base surface shall be swept
using power broom to remove all dirt, dust and free from other
objectionable material.

1.6.1.2.3 The bitumen emulsion shall be spray using pressure distributor bar or
manually using hand (if narrow space) with the rate of spraying in the
range of 0.5-1.0 liters/m². The prime coat area shall be normally left
undisturbed for at least 24 hours to let it penetrated and cure
sufficiently to the road base surface.

1.6.1.2.4 Bituminous Macadam Road base shall then be proceed laying to


maximum designed thickness of 120mm after 24 hours.

1.6.1.2.5 Proposed to perform two rolling patterns to determine and establish the
required and appropriate rolling pattern to achieve the specified
compacted density 2.3, which are 2 passes static rolling, 2 passes vibrate
rolling, 10 passes pneumatic rolling and 2 passes final static rolling.

1.6.1.3 Inlay Asphaltic Concrete Binder Course (AC 28)

1.6.1.3.1 Prior continuing the AC28 layer, the top Bituminous Macadam Road
base layer shall be duly joint inspect and check to make sure it follows
required shape, super elevation, level and grade within the tolerance.

1.6.1.3.2 Follow to apply Tack Coat RS-1K, the Bituminous Macadam Road base
surface shall be swept using power broom to remove all dirt, dust and
free from other objectionable material.

1.6.1.3.3 Commence coating of spray Tack Coat RS-1K with rate 0.50 to 1.00
liters/m² shall be applied. Then proceed laying of ACBC to nominal
designed thickness of 70mm

1.6.1.3.4 Proposed to perform two rolling patterns to determine and establish the
required and appropriate rolling pattern to achieve the specified

compacted density 2.3, which are 2 passes static rolling, 2 passes vibrate
rolling, 10 passes pneumatic rolling and 2 passes final static rolling.

1.6.1.3.5 Samples of the bituminous mixture shall be taken during the mix
production and laying production. These samples will be used to test and
determine the aggregate grading, binder content and
compaction/Marshall density (98%-100%) for compliances to the
specified consultant’s requirement.

1.6.1.4 Inlay Asphaltic Concrete Wearing Course (AC 14)

1.6.1.4.1 Prior continuing the AC14 layer, the top Binder Coarse layer shall be duly
joint inspect and check to make sure it follows required shape, super
elevation, level and grade within the tolerance.

1.6.1.4.2 Follow to apply Tack Coat RS-1K, the surface shall be swept using power
broom to remove all dirt, dust and free from other objectionable
material.

1.6.1.4.3 Commences coating of spray Tack Coat RS-1K with rate 0.50 to 1.00
liters/m² shall be applied. Then proceed laying of AC14 to nominal
designed thickness of 50mm.

1.6.1.4.4 Proposed to perform two rolling patterns to determine and establish the
required and appropriate rolling pattern to achieve the specified
compacted density 2.3, which are 2 passes static rolling, 2 passes vibrate
rolling, 10 passes pneumatic rolling and 2 passes final static rolling.

1.6.1.4.5 Samples of the bituminous mixture shall be taken during the mix
production and laying production. These samples will be used to test and
determine the aggregate grading, binder content and
compaction/Marshall density (98%-100%) for compliances to the
specified consultant’s requirement.

1.6.2 Regulation

1.6.2.1 Once the profile level has confirmed from the Consultant, the position
of points from survey data and thickness for each point shall be marked
on the pavement. The areas that need to be regulated with AC28/AC14
shall be identified. Concurrently, pegs shall be positioned on the marked

points. The level shall then be determined (with the use of string) and
checked with designer profile and approved by the Engineer’s site
agent.

1.6.2.2 Tack coat is sprayed on the areas to be regulated. Then, regulating work
shall start on the undulation area first. The regulating works shall be
done accordingly (with reference to the laid thickness per lift) to achieve
the identified level. The minimum thickness shall be 2 times from the
nominal size.

1.6.2.3 Once complete the regulating work, the laid premix is let to cure as per
specification and the transverse key-joint is milled out.

1.6.2.4 Prior to lay of final layer AC14, surface shall be ensured to be cleaned
and Tack Coat, RS-1K is sprayed throughout the areas follow with 50mm
thick of AC14 shall be laid and compacted.

1.6.2.5 Compaction shall follow the rolling pattern established during the trial
lay.

1.6.3 Reconstruction of Existing Pavement Layer

1.6.3.1 Excavation work and preparation subgrade

1.6.3.1.1 Before commence of any excavation work, the area was duly joint
demarcation by surveyor and double checking all the related services
shall done relocate or done termination work.

1.6.3.1.2 Once accomplished, the Traffic Management Plan with full equipment
shall be apply at the working area and the working area shall to be
barrier to adopt the permanent road closer practice.

1.6.3.1.3 The dipping peg were set out at site with joint survey both parties’
surveyor to make sure the excavation works not excluding over
1000mm depth and for checking purpose.

1.6.3.1.4 The excavation work will process with the Excavator 290Series and the
earth/surplus material form excavation shall be disposed out of site.

1.6.3.4.5 Once reach the require depth of 1000mm, the dipping work shall be
carried out with all relevant parties for final checking before proceed
the subbase laying work.

1.6.3.4.6 The earth surface subgrade level will be compacted with the Roller
Compactor with the weight of 10 tones and grade to the design cross
fall using motor grader before proceed laying subbase work.

1.6.3.2 Laying Subbase and Road base

1.6.3.2.1 Subbase layer which is sand (with 200mm thick) shall be transport, laid
in placed over the full width formation subgrade using motor grader
and follow by compacting work using roller compactor.

1.6.3.2.2 Care to be taken the subbase layer shall be watering with +1% to -2%
the optimum moisture contains to avoid any segregation and to achieve
Compaction Test, 95% of the maximum dry density.

1.6.3.2.3 Once completed laying and compacting subbase layer, the joint
inspection with all relevant parties were carry out to inspect the surface,
thickness and width of the laid subbase before continuing new fresh
road base layer.

1.6.3.2.4 Road base layer which is Wet Mix Macadam/ Crusher Run mix with
water (with 200mm thick) shall be transport, laid in placed over the full
width of carriageway top on the subbase layer using the motor grader
and follow by compacting work using roller compactor.

1.6.3.2.5 Care to be taken the road base layer shall be watering with +0.5% the
optimum moisture contains to avoid any segregation and to achieve
Compaction Test, 95% of the maximum dry density.

1.6.3.2.6 Once completed laying and compacting road base layer, the joint
inspection with all relevant parties were carry out to inspect the surface,
thickness and width of the laid road base follow project requirement
before continuing bituminous road base macadam layer.

1.6.3.3 Overlay Bituminous Road base, AC28

1.6.3.3.1 Before proceed laying of Bituminous Road base Macadam layer, the top
surface road base layer which is Crusher Run shall be checked again to
confirm the shaped and compacted follow project specification.

1.6.3.3.2 Prior to applying Prime Coat SS-1K, the road base surface shall be swept
using power broom to remove all dirt, dust and free from other
objectionable material.

1.6.3.3.3 The bitumen emulsion shall be spray using pressure distributor bar or
manually using hand (if narrow space) with the rate of spraying in the

compacted density 2.3, which are 2 passes static rolling, 2 passes vibrate
rolling, 10 passes pneumatic rolling and 2 passes final static rolling.

1.6.3.4 Overlaying Binder Coarse, AC28

1.6.3.4.1 Prior continuing the AC28 layer, the top Bituminous Macadam Road
base layer shall be duly joint inspect and check to make sure it follows
required shape, super elevation, level and grade within the tolerance.

1.6.3.4.2 Follow to apply Tack Coat RS-1K, the Bituminous Macadam Road
base surface shall be swept using power broom to remove all dirt, dust
and free from other objectionable material.

1.6.3.4.3 Commences coating of spray Tack Coat RS-1K with rate 0.50 to 1.00
litres/m² shall be applied. Then proceed laying of ACBC to nominal
designed thickness of 70mm

1.6.3.4.4 Proposed to perform two rolling patterns to determine and establish the
required and appropriate rolling pattern to achieve the specified
compacted density 2.3, which are 2 passes static rolling, 2 passes vibrate
rolling, 10 passes pneumatic rolling and 2 passes final static rolling.

1.6.3.4.5 Samples of the bituminous mixture shall be taken during the mix
production and laying production. These samples will be used to test and
determine the aggregate grading, binder content and
compaction/Marshall density (98%-100%) for compliances to the
specified consultant’s requirement.

1.6.3.5 Overlaying Wearing Coarse, AC14

1.6.3.5.1 Prior continuing the AC14 layer, the top Binder Coarse layer shall be
duly joint inspect and check to make sure it follows required shape,
super elevation, level and grade wi
thin the tolerance.

1.6.3.5.2 Follow to apply Tack Coat RS-1K, the surface shall be swept using power

material.

1.6.3.5.3 Commences coating of spray Tack Coat RS-1K with rate 0.50 to 1.00
liters/m² shall be applied. Then proceed laying of AC14 to nominal
designed thickness of 50mm.

1.6.3.5.4 Proposed to perform two rolling patterns to determine and establish


the required and appropriate rolling pattern to achieve the specified
compacted density 2.3, which are 2 passes static rolling, 2 passes vibrate
rolling, 10 passes pneumatic rolling and 2 passes final static rolling.

1.6.3.5.5 Samples of the bituminous mixture shall be taken during the mix
production and laying production. These samples will be used to test and
determine the aggregate grading, binder content and
compaction/Marshall density (98%-100%) for compliances to the
specified consultant’s requirement.

2.0 SAFETY AND HEALTH

2.1 Job Safety & Health Analysis

Job Safety & Health Analysis (JSA) shall be conducted on all the hazardous
activities at project site. The hazards in a particular activity and the control
measures implemented in the JSA shall be briefed to the workers during

safety induction and tool box meeting. Please refer to the attached
Appendix 5.2.

2.2 Information to Personnel

2.2.1 All workers employed in the project site must have valid CIDB green card.

2.2.2 All new workers and staff must attend the Safety Training or Safety
Induction Course before commencing works at site and attendances shall
be recorded in an induction checklist.

2.2.3 All the personnel will be briefed by the safety supervisor.

2.2.3 All site personnel shall wear proper Personnel Protective Equipment (PPE):

2.2.4.1 Safety helmets, safety vest, safety boots and Wellington Boots with
steel toe.

2.2.4.2 Workers working at height to be equipped with safety harness.

2.2.5 Monthly safety meetings shall be held with all the contractors’ related-to-
works.

2.2.6 All workers must attend the daily toolbox meetings held at site and
attendances shall be recorded.

2.2.7 Traffic signal man to execute the traffic management plan & control the
traffic flow during the execution works on affected areas.

2.3 Emergency Arrangements

2.3.1 The actual potential emergency situation may arise during site works are
accident/major injury.

2.3.2 An Emergency Response and Communication Team shall be formed at the


site.

2.3.3 Please refer to the Emergency Response Plan for Health, Safety &
Environmental Emergency Response Team & Flow Chart.

2.3.4 The Organization chart, list of emergency contact person and relevant
authorities with their contact numbers shall be showed in the Notice Board.
These lists can be obtained from the Emergency Response Plan.

2.3.5 The emergency situations which may occur are shown in the table
(Appendix 5.2) for jobs safety & health analysis. The level of risk or severity
of the accident dictates the emergency level.

2.3.6 In the event of emergency, the site management staffs must evaluate the
situation and commence the necessary procedures as follow:

2.3.6.1 Raise the alarm.


2.3.6.2 Stop works.
2.3.6.3 Remain composed.
2.3.6.4 Make sure notifications of emergency or evacuation are in place
for all workers surrounding the vicinity.
2.3.6.5 Make sure all workers are assembled at designated assembly
point.
2.3.6.6 Make sure first aid kits are prepared at assembly point.
2.3.6.7 All workers are told not to leave the assembly point until clear sign
is issued.
2.3.6.8 Headcount shall be conducted.
2.3.6.9 First aiders shall attend to the injured workers.
2.3.6.10 Prepare assessment reports for the losses.

3.0 ENVIRONMENTAL ISSUES

3.1 Environmental Aspects, Impacts & Control Measures

3.1.1 The significant environmental impacts associated with the steel erection
works have been identified and listed in the Appendix 5.3.

3.2 Air Quality and Noise Level

3.2.1 All machineries shall be well maintained and in good working condition to
reduce emission of soot, smoke and noise.

3.2.2 The following measures shall be implemented if the above mentioned


(soot, smoke and noise) is deteriorating:

3.2.2.1 Increase maintenance frequency.


3.2.2.2 Replace to better equipment if necessary.
3.2.2.3 Switched-off equipment if not in use.
3.2.2.4 Supply workers on-site with proper PPE (i.e. ear plugs and mask)

3.2.3 Water truck shall constantly spray the water to minimize the dust especially
during hot weather if any transport operation going on.

3.3 Water Quality

3.3.1 Water from the construction works will be filtered and channelized to the
silt trap for silt arrest. Plastic sheet cover shall be installed at the trench
effectively.

3.4 Waste Management

3.4.1 Surplus soil, hacked pavement, and demolished concrete walkway shall be
removed from site regularly.

3.4.2 Scheduled waste from maintenance works of machineries, vehicles and


tools will be placed in designated areas. Proper oil tray or drum shall be
places to prevent the oil spillage all over the place. Subsequent waste shall
be removed from site and disposed of at an approved dump site by the
local authority.

3.5 Housekeeping

3.5.1 Housekeeping is an essential part of safety for the daily routine.

3.5.2 Housekeeping would include the following items:


a) Maintain the access road to all working area.
b) Park the machineries in orderly manner.
c) No littering around the site.
