The scope of work includes cable pulling and dressing, which should be
carried out fully according to Saudi Aramco Standards and as well as to

2.3. RESPONSILITIES

CONSTRUCTION MANAGER
Shall be responsible for the overall implementation such as:
- Manage and oversee the day-to-day construction management of the
project.
- Responsible for implementation of the scope of work as related to
construction/fabrication, pre-commissioning of the facilities in
conformance with project specifications, Scope of Work, and in
accordance with the approved Project Schedule.
- Monitor and report to Project Manager / Senior Construction Manager
of project details, including progress, risks and opportunities in a timely
manner.
- Define clear roles, responsibilities and deliverable requirements in
terms of both scope and schedule to all the team members.
- Monitor construction productivity and schedule performance and
investigate reasons for less than satisfactory performance.
- Provide recommendations and institute measures for improvement by
modification to operating procedures/work instructions.

ELECTRICAL SUPERVISOR
Shall be responsible for conducting surveillance and inspection duties such as:

- Overall in-charge of the site electrical works. Will be on-site during the
electrical works and reporting to the status of said activities.
- Ensures relevant permits and detailed JSAs are raised and received.
- Responsible in providing safe environment free of hazards to his crew prior to
commencement of work.
- Reviews carefully relevant project drawings, project schedule and other
related project documents before conducting any electrical works.
- Conducts a kick-off meeting every day before start of work that goes over the
schedule
And sequence of electrical work in data confirms the availability of all
materials, tools, equipment's and required personnel who will carry out the
activities.

QA/QC SUPERVISOR

Shall be responsible for conducting surveillance and inspection duties such as:
- Responsible for the implementation of all required quality control
activities and inspection for this particular job. Will be regularly visiting
the site daily.

QA/QC INSPECTOR
Shall receive all Requests for Inspection (RFI) Forms from the Construction
Department:

- Responsible for conducting surveillance and inspection duties for work,


ensuring efficient recording and reporting and review all relevant documents,
material certificate and non-conformance reports. Shall inform Contractor of
the inspections activities as per QMIS and raise the RFI to Contractor QA/QC
Department. Will be on-site during the installation activities. All activities shall
be covered with RFI as per approved QCP with advance notification to
COMPANY.
- QC inspector shall ensure all activities at previous stages related to this are
covered with RFI inspected and accepted
- QC inspector shall pre inspect and confirm the activity is complying with
standards and latest revision of IFC drawing and cable schedule before

initiating the RFI.

HSE OFFICERS
 Shall be responsible for conducting surveillance and inspection duties such
as:
 Monitors HSE aspects during construction activities in field side and report to
HSE Supervisor.

ELECTRICAL ENGINEER
Provides technical support to site operation group with all relevant project
documents, Electrical data & specifications to be able to address the requirement
of electrical works for the project. Ensures every person follows Saudi Aramco
HSE rules and procedures.

2.4. TOOLS AND EQUIPMENTS

All equipment and tools being mobilized on site will be certified and running go condition.
It shall be double checked and inspected by the concerned personnel prior to use of
Them. Equipment operators and Drivers shall have a current Saudi license with a valid
Company Certificate. Tools and equipment are listed below.

2.5. MATERIAL CONTROL

2.5.I. The QC Inspector shall carry out an inspection of the material when the
material arrives in the warehouse. The inspector shall ensure the material
conforms to the project specifications / Purchase Order.
2.5.II. The inspector shall ensure all cables are free from damage, any damage
noted shall be identified.
2.5.III. Electrical equipment shall be hauled, transported and unloaded to job site
on a safe and most efficient manner.
2.5.IV. Upon receipt at the storage and handling area, the equipment will be
inspected for mechanical damage. Any damage or discrepancies shall be
recorded & reported immediately.
2.5.V. Check/Inspect all the materials received are in conformance with purchase
order and specification requirement. Ensure that equipment’s are handled
in accordance with Materials Control System.

2.6. QUALITY PLAN

2.6.I. The Construction department shall inform the Quality Department of the
installation activities by issuing a Request for Inspection "RFI".
2.6.II. The Inspector shall verify the cable by performing inspections as per the
Inspection and test plan and shall record his findings on Quality Record
(SAIC/SATR). Any defects noted during the inspection shall be informed to
the Construction Department (Construction Manager) by the Inspection
Report, (Q.E.I.L.) Quality Exception Items List
2.6.III. Prior to release of the cable from the lay down area, a megger test can be
performed and the test recorded on relevant SATR check sheet. This test
record can be attached to the Saipem or Saudi Aramco Form
2.6.IV. The Inspector shall use the (SAIC/SATR) as a checklist and ensure all points
on the Checklist are complete. The (SAIC/SATR) shall be the quality record
document to identify that the inspection has taken place and that the
installation is in full compliance with the Project Specification.

Note: If a megger test is not carried out, the cable FATs should be reviewed.
• The depth of the trench will provide a minimum cover of 1070mm from the top of the cable to
the grade or paving area, not including the cable diameter and 6" Sand bed. Depth of trench
to be per Saipem or Saudi Aramco and IFC Drawings.

• The inspection for the trenching has been conducted and ensures a minimum depth of 6"
clean sand has been placed on top of the soil.
• The required number of cable rollers has been installed along the cable installation route in
the trench and additional at change of direction in the trench.
o Cable pulling winch shall have valid calibration.
o "A dynamometer is installed at winch" shall be calibrated and a copy of the certificate
is attached.
o The set-up area for the cable drum is clean from foreign matter, which may cause
damage to the cable jacket.
o The cable shall be pulled from the drum as per the direction arrows on the drum. (The
leading of end of cable coming from the top of the drum).
o The Manufacturer's cable installation guidelines shall be followed during the
installation. The QC inspector during cable installation shall monitor the dynamometer
on the cable winch, where applicable. At all times during the cable pulling process the
winch-men shall be present to ensure that excess stress on the cable shall not happen
during the installation.
o After the installation of the cable, the cable shall be sealed to prevent ingress of
moisture and foreign matter "(installation of a heat shrinkable booth shall be used as
a sealing method)". This is applicable where the factory seal has been removed or
damaged when pulling the cable.
o The cable drum set-up area is identified and cordoned off (QA/QC/ Construction &
Safety). Flagmen are available at sufficient distances to monitor the cable installation.
If permitted by the Proponent radios may be used. The color of the flags shall be
GREEN for PULL and RED for STOP

2.7. INSTALLATION METHODLOGY


2.7.1 Setting up Cable Drum Area

o Prepare hot/cold works permit if required & safety paper work prior to start
work.
o Complete and submit Field Material Request to Material Controller for Drum deliver to
site.
o Delineate the area required for the cable station drum set up with a fixed
barricade, install all required signage as per SA Subcontractors General Plant
and Equipment Procedure.
o Determine weight of cable drum and select appropriately rated SWL cable
stand for the task.

o Ensure cable drum stand is set up on firm level ground.


o Check drum number and cable number against pull sheets generated via CCMS
from the IFC Cable Schedule.
o Check and Verify that cable drum spindle is correctly rated for SWL (written on
drum spindle).
o Cable drum spindle (correctly rated for SWL) will be inserted into the drum and
secured by means of cones and/or collars.
o The cable drum will be placed onto the correctly rated SWL cable stands by the
crane crew and the cable will be rolling off the top of the drum.
o Cable drums will be carried by vehicles, when movement of location is
required.
o All lifting operations will comply with SA Lifting and Rigging Guideline

2.7.2 Set up Cable Pull Run

• Before beginning installation in any area, examine all parts of the


adjoining work onto which applicable work is to be placed. Should any
condition be found which will prevent the proper execution of the work,
installation shall not proceed in that area until such conditions are
corrected.
• All routes are chosen to allow ease of access to all cables when
installed.
• Access the trench via the dedicated entry points.
• Delineate the area required for the cable pull with a fixed barricade, install
all required signage as per SA Subcontractors General Plant and
Equipment Procedure.
• Check the route intended to be taken against the layout drawings, if any
problems are discovered stop work and contact the supervisor.
• Set out the cable installation template into the base of the trench
where required along the route.
• Measure the run distance and check lengths against the intended distance
indicated on the cable schedule if the distance measured is greater that
the intended run length on the cable schedule report this to the
supervisor before starting installation.
• Set out all the required trench cable rollers along the route paying
attention to the cable installation template.
• Deviations in the cable route will be set up using corner rollers, care will
be taken to ensure that the minimum cable bending radius as detailed in
the Manufacturers Data Sheet is not exceeded. This will be achieved using
pre made concrete corner support that has been manufactured to suit the
bending radius of the cables; the corner rollers will rest against the block
and be fixed in position.
• Where the expected load on the corner roller is light the corner may be

set up using star pickets and sandbags and the bend radius is to be
measured with a tape measure to ensure the bend radius will not be
exceeded.
• The rope where required will be run out along the route and placed
on the rollers.
• The cable on the drum will be checked again that it is the correct
size, type and length, then verified by QA before pull begins.
• The cable will be connected to the rope with rated cable swivel and
cable pulling sock, this sock will also be wired to the cable and all
edges that might catch will be taped up and protected.
• The sock will be fully inspected for signs of damage, if damage is
found the sock will be tagged out of service and reported to the
supervisor.
• Check the sock is the correct size for the cable to be pulled in
ensuring that the sock is not too large
• Expand the sock by condensing its length to cause the mouth to
open up, insert the cable fully up to the head of the sock.
• The sock will also be securely fixed to the cable and all edges that
might catch will be taped up and protected
• All cable shall be securely fixed to the tray, work and the complete
installation must be carried out in a neat and workmanlike manner
without crossovers

2.7.3 INSTALL CABLE


 Where sizes of Cable Trays are not detailed on drawing then tray shall be adequately sized
to support the cables without bunching and a 25% reserve margin shall be allowed in size
and weight be loaded.
 The cable will be checked against the pull sheet to ensure that it is the correct size, type
and length.

 All persons involved with the cable pull will muster at the cable set up position and be
briefed by the supervisor in charge of the task that is being performed and radio checks
will be performed.
 The cable will be installed by persons taking up stations along the cable route and they will
be responsible to monitor the cable as it is progressively pulled off the drum. The spacing
at which the persons are placed will be dependent on the cable size and weight. At all
deviations and corners a person will be stationed to assist and monitor the cable travelling
around the corners and all personnel will have communication via a hand held radio.
 Where a hand pull rope is used the work crew will be stationed at pre-determined
position for the pull. When the start command is given by the pull coordinator the work
crew will pull in unison. A designated person shall walk with the head ensuring its smooth
passage along the trench and around corners. At all deviations and corners a person will
be stationed to assist and monitor the cable travelling around the corners and all critical
personnel will have communication via a hand held radio.
 Minor cable roller adjustments will be made as required to ensure that the cable is
running correctly across the rollers.
 At no point will any person be subject to excessive strain when making roller adjustments
and the cable pull will be stopped when these adjustments are required
 The cable pull will continue until the required length at the destination point has been
reached.
 Once the correct length has been pulled in, the supervisor will check that the correct
length has been reached, the cable will not be cut at this point.
 Approved cable pulling lubricant shall be used in case of pulling cable through ducts.
 Ensure the conduit ends terminated to concrete surface is with bell end fitting.
 Ensure the conduit ends are smooth in order to avoid any outer sheath damage.
 Any accident damage to outer sheath of the cable or factory damage found shall be
informed to SPQC for assessment before proceeding.
 The cable will be lifted off the rollers and positioned on the sand bedding as required,
paying particular attention to the cable segregation as per the specifications and drawings.
 All horizontal cables are to be set around all vertical rising services as necessary. Ensure
sufficient clearance from soffit for every installation.
 All cable shall be securely fixed to the tray, work and the complete installation must be
carried out in a neat and workmanlike manner without crossovers

2.7.4 Dressing the Cables

 Cables will be dressed as per the site standards for cable segregation, trench and duct
section drawings

CABLE PULLING AND DRESSING

 If there is a requirement to make fine adjustments to cable locations, this will be done
using sufficient persons to ensure that at no point wills any person is subject to excessive
strain or with the aid of a timber lever or soft slings to avoid bending.
 Cables will be dressed into corners ensuring the bend radius as detailed in the
Manufacturers Data Sheet is not exceeded by measurement of the radius.
 Once the cable has been dressed into the correct position, the supervisor will check that
both ends have the required length of cable and when this has been confirmed, the cable
will be cut.
 If single core cables are installed, they will be dressed into a trefoil formation and
embraced with a non-magnetic PVC coated stainless steel cable tie of the appropriate
length for the size of the trefoil bundle as per SA Specification for Electrical Installation.
 Once the cable is cut the QA/QC department will be called and they will complete the
required tests and install the cable end caps, if the cable has not been tested after
installation is complete, end caps will be fitted to prevent the ingress of moisture. This
will be achieved by means of a glue lined heat shrink cap or an approved cold shrink cap
placed over the end of the cable and shrunk with a heat gun / gas blow torch. (Hot works
Permit required).
 Each Cable will be fitted with a Stainless Steel Cable Label permanently etched with the
cable number allocated by the relevant IFC Cable Schedule, attached by use of 2 PVC
coated stainless steel cable ties at 30m spacing, changes in direction, entry and exits to
duct banks and at each end of the cable as per SA Specification For Electrical Installation.
 Any damage found on cable shall be recorded and QA notified ASAP.

2.7.5 Coiling the cable

 The cable will be required to be coiled into positions determined by the Contractors coil
position drawing.

 The coil position will be confirmed by a Contractor's representative and confirmed by


the supervisor.

 During the coiling of the cable all personnel involved with the task will work together as
a team and all movements will be communicated by the leading hand before any
movement takes place.

 The manufactures minimum bending radius will not be exceeded at all time during
coiling.

 Mechanical aids will be used if required.

 Coiling cable to be protected against mechanical damages.

 Cables shall be protected as per the procedure in Method Statement for Protection of
Cables above Ground.

 Remove any remaining material including barriers and clean the work area thoroughly.

 Work Permit should be returned and signed as closed by Aramco as works completed.

 Figure eight configurations shall be used in case of coiling of cable is required.

2.7.6 Cable storage before and after pulling

Cables can be seriously damaged if proper care is not exercised in its storage, in the warehouse
or laydown yard. The following factors shall be considered for cable storage:

• Cable drums shall be stored on firm and flat surfaces to ensure that
flanges of the drum do not sink into the ground.
• Water shall not accumulate at the storage location.
• Storage location shall be away from any ongoing construction, chemical
or petroleum sources, open fires, heat sources or heavy vibration areas.
• Cable drums shall be supported on flanges only. Drums shall never be kept
flat.
• Loose cable coils shall be stored on wooden pallets. Coiled cable shall be
properly tied with rope or wire at four (4) or more points round the coil.
The coil radius shall not be less than the minimum-bending radius of the
cable. (Cable bending radius shall be as per the manufacturer
recommendations).
• During storage, cable ends must remain capped with appropriate heat-
shrinkable caps to prevent moisture from entering the cable.
• Cable shall not be stored exposed to sun for long term once the outer
cover of the drum is open.
• All empty drums and balance cable shall be removed from work site
immediately after completion of activity to that cable drum.

2.8. General HSE REQUIRMENTS


 All personnel must undergo contractor and company safety orientation and training
before entering on site.
 All personnel involved will have attended a daily toolbox talk explaining both this job
specification and related method statement.
 No activities will be carried out unless the correct authorized signed permit are in
place.

CABLE PULLING AND DRESSING

 Focus on work and address to safety and superiors any risk that may occur at site
during execution.
 All personnel who are working on the construction site will use correct PPE at all times
while on construction site.
 A clear and working environment must be present.
 All personnel shall be made aware of any localized hazards via toolbox talk.
 Ensure that barriers have been put in place around work area so as to prevent
unwanted personnel or vehicles from entering the work area.
 All works are subject to pre-site Risk assessment.
 Safety is everyone’s responsibility; ensure that all works are done in a safe manner.

3. APPLICABLE JOB SAFTY ANALYSIS

3.1. PROTECTIVE JOB SAFETY EQUIPMENTS


All employees will be provided with the appropriate personal protective equipment
Including:

 Hardhat
 Coverall (Flame retardant if required)
 Shoes with steel toe caps
 Safety glasses with side shields
 Work gloves
 Safety harness/line (as required)
 Ear protection equipment
 Dust Mask

The Safety Manager shall be responsible for the specification of all personnel protective Equipment
(P.P.E) for procurement. The Safety Dept. will inspect all deliveries of P.P.E. to ensure compliance with
specifications. As part of individual employee toolbox checks, supervisors shall check that each
employee's P.P.E. is in good order and fit for purpose. Special protective equipment may be used for
any operations involving chemical Handling, Lead abrasive blasting, painting /coating or other
hazardous/toxic materials

3.2. SAFETY PRE-CAUTIONS


 Clear working area.
 All safety precautionary signboards must be visibly posted.
 Wear full body harness when working at heights with 100% tie off policy.
 Ensure that only authorized competent personnel are within the affected area.
 The work shall be executed in accordance with the approved Risk

 Assessment and Job Safety Analysis.


 Work from approved scaffold platforms
 Remove any remaining material and clean the work area thoroughly.
 Work Permit should be returned and signed as "closed" by COMPANY I CONTRACTOR
as work is completed.
 QC inspector shall be ensure all Grounding and Lightning Protection conform to the
applicable Projects Standards and material receiving inspection has been conducted,
covered with RFI and accepted.
 The Quality Inspector shall ensure the Grounding and Lightning Protection conform to
the Specifications and drawings.
 Make sure no obstructions occurred in cable routing for cable installation.
 All earthling-bonding jumpers are effectively grounded as per project specifications
and standards.
 The QC inspector shall use the relevant SAIC checklist to record his inspection findings.
Any deficiencies noted shall be logged into the Logbook (QEIL System) and issued to
Construction and ensure the comments are rectified before issuing RFI.
