Democracy in the Middle East and North Africa

A discourse of democratisation in Morocco during the period 1997-2010 had been promulgated by the regime. Mohamed 6's succession to the throne augured a political liberalisation that touched many political taboos, resulted in the last golden age of the printing press, but finished by rolling back promises of change and reverting back to authoritarianism. It did not last long, however, before the beginning of another period of political opening, this time brought to life by the voice of the youth of the 20th. February Movement. The state wielded all of its power to abort the dynamism of the movement, eventually reproducing itself through the 2011 constitution and excluding any potential democratic element from penetrating it. The paper shows how this historical rendez-vous with change was missed, and examines the present political scene through the light of democracy.

Als im Januar 2011 Tausende Demonstranten auf dem Kairoer Tahrir-Platz den Rücktritt des ägyptischen Präsidenten Hosni Mubarak forderten, war sich die deutsche Presse einig: Mubarak muss weg! Im Laufe des sogenannten Arabischen Frühlings wurde Mubarak von der deutschen Presse unisono zum «Diktator» erklärt, die ägyptische Bevölkerung wurde hingegen zumeist als liberal beschrieben. Auch nach den ersten freien demokratischen Parlamentswahlen in der Geschichte Ägyptens, aus denen im Januar 2012 der politische Arm der Muslimbruderschaft als stärkste Partei hervorging, wich die Mehrzahl der deutschen Journalisten nicht von ihren zuvor konstruierten Narrativen über das Land am Nil ab.

«Pharaonen, Fata Morganen, Framing» analysiert die Berichterstattung der drei Printmedien «Die Welt», «Der Spiegel» und «Neues Deutschland» über Ägypten im Zeitraum vom Beginn der gegen Hosni Mubarak gerichteten Massenproteste im Januar 2011 bis zur Absetzung Mohammed Mursis durch das ägyptische Militär im Juli 2013.

Seit Februar demonstrieren die Menschen in Algerien jeden Freitag. Bis zu einer Million Menschen füllen dann die Strassen von Algiers. Sie wehren sich gegen eine Regierung, die sie als korrupt und inkompetent betrachten. Durchaus mit Erfolg: im April trat Präsident Abdelaziz Bouteflika nach 20 Jahren Herrschaft zurück. Doch die Demonstrierenden geben sich damit nicht mehr zufrieden. Jeden Freitag demonstrieren sie weiterhin für einen Machtwechsel.
Gemeinsam mit Maghrebexperte Beat Stauffer und Dominique Laleg ergründet die Sendung die Bedeutung der Demonstrationen als sozialer Aufbruch in einer tief konservativen Gesellschaft und wagen den Blick auch über die Landesgrenzen hinaus und fragen, nach der Bedeutung des Aufbruchs für die Region, 8 Jahre nach dem arabischen Frühling.

With the adoption of the European Neighbourhood Policy (ENP) in 2003, the European Union (EU) for the first time introduced benchmarking procedures in the realm of democracy promotion, while also establishing the principles of ‘positive conditionality’ and differentiation. In order to exploit its full potential, however, this strategy must be able to define how political development can effectively be measured and monitored, along with the benchmarks chosen for this purpose. Applying insights of democratic and
transition theories to the Action Plans concluded with Jordan and Tunisia, the contribution shows that the ENP suffers from the absence of analytical depth as far as concepts and processes of democratization are concerned, along with an arbitrary and largely useless selection of pseudo-benchmarks. While undermining the effectiveness of the leverage model of democratization policies, the EU’s lack of clarity and determination seriously contradicts the declared objectives of its democracy promotion policy.

En este artículo introduciré una hipótesis acerca de los rasgos que presenta el sistema
electoral israelí en la actualidad, proponiendo una discusión que incorpore elementos
provenientes de algunos modelos teóricos clásicos sobre la democracia. Ampliando este
primer enunciado, analizaré la dimensión estructural del sistema electoral israelí a partir del
contexto en que se dieron las elecciones celebradas en marzo del presente año y en relación
a las de 2009 y 2013, partiendo del planteo general de Claude Lefort sobre la democracia2
