China Turkey relations

As the People’s Republic of China emerges as a power
with global reach, understanding its interactions with the
range of states comprising the modern MENA region has
become more urgent.

It is beyond the scope of this paper to review in depth the
economic, political, and strategic dimensions of Chinese
interactions with the modern Middle East. Instead, this
China Institute Occasional Paper will briefly sketch the
interactions between China and the states of the MENA
region in the early 21st century.

Although this paper includes a short historical survey of
China-Middle East relations, the focus is the present and
future of the relationship, and existing economic linkages
with the People’s Republic of China (PRC). Our hope is
that gathering and publishing the core economic data will
provide an important reference point for other researchers
who are working on China – MENA relations.

Çin Halk Cumhuriyeti Devlet Başkanı Xi Jinping’in 19. Çin Komünist
Parti Kongresinde yaptığı konuşmayla birlikte Çin hakkında yapılan
yorumlar farklılaşmaya başlamıştır. Xi’nin izlenecek politikalarda
yeni bir çağ başladığına yönelik söylemi, yeni dönemde aktif politikaların
sinyallerini barındırmaktadır. Bu söylemin en önemlisi ise 2050 yılına kadar süper güç olma iddiasıdır. Keza Xi öncesi yönetimler ülkenin küresel güç gibi iddialı bir kavram içerisinde olmadığını, Çin’in gelişiminin dünyayla bütünleşme ve gelişimi halk için kullanmaktan başka bir amaç taşımadığını belirtmişlerdir. Bu iddianın yanında “Yeni Çağ için Çin karakteristikleriyle sosyalizm” savı ise yeni bir ideolojik savaşın işareti olarak görülebilir. Xi’nin ikinci dönemi Çin’in dünyadaki konumunda neleri değiştirecek? Bu değişiklik uluslararası sistemde nasıl yanıt bulacak? Türkiye-Çin ilişkileri bu değişimden nasıl etkilenecek? Soruları bu makalede cevaplandırılmaya çalışılmıştır.

After the entry of China into the United Nations Security Council in 1971, relations between Turkey and China officially began. The 2000s was the period of recovery and restructuring for Turkey-China relations. With the One Belt One Road Project announced by Chinese President Xi Jinping in 2013, Turkey-China relations with a history of about 45 years have entered a new turn. In this study we will evaluate the historical progress and development of relations between Turkey and China within the scope of OBOR Project.

1971 yılında Çin'in Birleşmiş Milletler Güvenlik Konseyi Daimi Üyesi olmasıyla birlikte Türkiye-Çin ilişkileri de resmen başlamıştır. 2000'li yıllar Çin-Türkiye ilişkileri için iyileşme ve yeniden yapılanma dönemi olmuştur. 2013'te Çin Devlet Başkanı Xi Jinping tarafından açıklanan OBOR Projesi ile yaklaşık 45 yıllık geçmişi olan Türkiye-Çin ilişkileri de yeni bir döneme girmiştir. Bu çalışmada OBOR Projesi kapsamında Türkiye ile Çin arasındaki ilişkilerin seyrini değerlendireceğiz.

ITH 50 years of diplomatic relations between Turkey and the People's Republic of China celebrated in August, the relationship between the two nations deserves a closer look. Despite their geographical remoteness, Turkey and China have maintained a close relationship in the past Bridging the Distance Between Minds and experienced similar historical changes. Both their long-standing empires dissolved in the 19th century and both were forced into a semi-colonial situation by Western imperialist powers. As the Ottoman Empire' s power waned, Britain sized the opportunity to make the empire sign the Balta Liman Treaty in 1838 and gain greater advantages. For the Ottoman Empire, this unequal treaty was what the Treaty of Nanjing signed in 1842 was for China, when Britain forced China to make tari concessions, cede Hong Kong and su er other losses. Both these unfair pacts saw most of the restrictions on foreign trade removed and the privileges of foreigners considerably expanded, both in the Ottoman Empire and China. Also, the subsequent transformation of both countries from an empire into a modern country is another similarity between them. Growing Academic Interest Diplomatic relations between the two modern nations were established in 1971, and bilateral official COMMENTARY An import commodity exhibition in Shanghai displays nearly 10,000 special products from 40 countries and regions around the world, creating an immersive culture and shopping experience for locals and tourists. There has been much ado lately about a possible Turkish-American “divorce”. Regional and policy experts, as well as think tanks and authoritative magazines, have taken up the “marriage breakdown” metaphor, albeit not without caution. Indeed, Turkish-American relations have reached a low point and the idea of following separate ways has been looming large, but the “divorce” analogy can be more misleading than helpful. Notwithstanding the vows of loyalty in good and bad times found
in international treaties, alliances are not formed out of affinity, neither are they dissolved out of a sudden aversion. They are based on geopolitical reasoning. Although the two sides might even agree on the irreconcilable differences ground, a Turkish-American break-up would be far from consensual, even as a new rival contender is lurking just around the corner.

Çin Halk Cumhuriyeti’nin “İpek Yolu Ekonomik Kuşağı ve 21. Yüzyıl Deniz İpek Yolu” girişimi Asya, Afrika ve Avrupa’nın altyapı projelerine öncelik verilmesi suretiyle; çok boyutlu, çok sıralı ve karma bağlanabilirliğin arttırılmasını amaçlamaktadır. Türkiye’nin Orta Koridor girişimi ise Türkiye, Gürcistan, Azerbaycan, Türkmenistan, Kazakistan, Afganistan, Pakistan ve Çin Halk Cumhuriyeti arasında ekonomik koridorlar oluşturmayı hedeflemektedir. Orta Koridor girişiminin “İpek Yolu Ekonomik Kuşağı ve 21. Yüzyıl Deniz İpek Yolu” girişimi ile uyumlaştırılması iki ülkenin ortak amacı olan tarihi İpek Yolu’nun yeniden canlandırılması ve iki ülke ilişkilerinin geliştirilmesi için önem arz etmektedir. İpek Yolu’nun yeniden canlandırılması sürecinde Türkiye ve Çin Halk Cumhuriyeti,  ulaştırma, enerji, ticaret, kültür, turizm alanlarında, ve de çok taraflı kurum ve kuruluşlarda işbirliği yapabileceklerdir. Diğer yandan, bu işbirliğinin önünde iki ülkenin birbirini yeterince tanımaması, İpek Yolu’nun canlandırılması konusundaki olası anlayış farkı, jeopolitik faktörler ve Uygur meselesine farklı yaklaşımlardan kaynaklı bazı zorluklar mevcuttur. Bu tür zorlukları aşmanın yolu iki ülkenin iletişimi arttırması ve halklar arasındaki bağların güçlendirilmesinden geçmektedir.

Abstract
People’s Republic of China’s “Silk Road Economic Belt and 21st Century Maritime Silk Road” initiative aims to set up all-dimensional, multi-tiered and composite connectivity by prioritizing the infrastructure projects of Asia, Africa and Europe. Turkey’s Middle Corridor initiative focuses on creating economic corridors between Turkey, Georgia, Azerbaijan, Turkmenistan, Kazakhstan, Afghanistan, Pakistan and People’s Republic of China. Aligning the Middle Corridor initiative and the "Silk Road Economic Belt and 21st Century Maritime Silk Road" initiative is important for reviving the Silk Road and furthering relations between the two countries. In the process of reviving the Silk Road, Turkey and People’s Republic of China can cooperate in areas such as transportation, energy, trade, culture, tourism and in multilateral institutions and organizations. Nevertheless, there are some challenges awaiting this cooperation that arise from lack of knowledge of each other, possible difference of perception in reviving the Silk Road, geopolitical factors and different approaches to the Uyghur issue. The approach to overcoming such challenges is to increase the communication between the two countries and strengthen the ties among the peoples.

A young socialist regime with few diplomatic ties in the 1950s and 1960s, the
People’s Republic of China (PRC) made significant attempts to reach foreign
audiences through the use of mass media. Shortwave broadcasting was a
particularly significant means of disseminating the PRC’s worldview abroad.
Radio Peking’s Turkish language section, which was established in 1957 along
with Arabic and Persian broadcasts, signaled China’s desire to reach countries
in the Middle East. Predating official Sino-Turkish ties and providing a direct
cultural link between China and Turkey at a time when few such channels
existed, Radio Peking’s Turkish language broadcasts should be regarded as a
significant aspect of Sino-Turkish relations during the Cold War years. Based
on recently available Chinese language sources, as well as interviews with
retired staff, this article examines Radio Peking’s Turkish language section with
regard to its organization, program content and audience from 1957 to 1976.
It is significant that the PRC regime continued its Turkish language broadcasts
amidst various challenges, such as administrative instability, lack of trained
personnel, poor technical equipment and unsatisfactory audience numbers.

Uygur meselesi, Türk-Çin ilişkilerini etkileyen başlıca konulardan biridir. Geçmişten bu yana farklı sebeplerle bu konu, ikili ilişkileri etkilemiştir. İç savaşın başlamasıyla istikrarsızlaşan Suriye’de, diğer yabancı unsurların yanı sıra bazı Uygur gruplar da varlık göstermektedir. Bu makale, ana vatanlarından çok uzaklarda radikal örgütlerde boy gösteren Uygurların, Suriye’deki varlıklarının sebebini ortaya koymayı ve bunun Türk-Çin ilişkilerine olan etkilerini göstermeyi hedeflemektedir. Türkiye’nin, Suriye ile 911 kilometrelik uzun bir sınıra sahip olması sebebiyle, yabancı savaşçıların tercih ettiği rotaların başında geldiği iddia edilmektedir. Oysa Türk güvenlik güçleri, binlerce yabancıyı Suriye’ye geçmek isterken yakalamış ve gereken kanuni işlemleri uygulamıştır. Bu noktada, Suriye’deki Uygurların yabancı devlet makamları, akademi ve medya organları tarafından Türkiye ile ilişkilendirilmesi konuyu bir üst seviyeye taşımış; Uygurlar, Suriye’deki varlıkları sebebiyle Türk-Çin ilişkilerini olumsuz yönde etkileyemeye başlamıştır. Bu çalışma, Türk-Çin ilişkilerini Suriye’deki Uygurlar bağlamında ele almakta olup, Türk-Çin ilişkileri literatüründeki boşluğu doldurmayı amaçlamaktadır.

He is currently a Ph.D student in the Department of Political Science at the University of Alberta, specializing in the fields of international relations and comparative politics. In his first field of focus, Noureddin specialises in international relations theory and the study of Sino-Middle Eastern relations. China’s new Silk Road policy, titled, ‘One Belt, One Road’, signals a proactive turn in China's regional policy towards Central and West Asia. The policy has two dimensions: First, China aims to revitalize the old Silk Road exchanges of goods, ideas and people with trade, energy and transportation projects. Second, armed with these new connections, China aims to redefine the territories the old Silk Road encompasses as a region in the contemporary international system.
Turkey, as one of the countries at the westernmost end of the historic Silk Road, and one of the target countries of the China’s new Silk Road diplomacy, welcomes the increasing economic and technological exchange with China.  Establishing better contacts with China fits suitably in Turkey's new foreign policy orientation.
While the foreign policies of the two countries seem to be in sync, Turkish domestic political dynamics and public opinion hinder further engagement between the two ends of Silk Road. The negative public opinion towards China manifests itself in the form of media coverage, protests and lobbying and, at times, it derails bilateral relations. This paper assesses the prospects for bilateral relations in the light of these developments.
The paper starts with a historical analysis of Sino-Turkish relations and proceeds with various dimensions of the current relations. Then, it provides an analysis of various public opinion surveys in order to grasp the nature of the Turkish public opinion towards China, and it offers a media framing analysis in order to decipher the specific ways the image of China is constructed in Turkish public opinion. The last part of the paper discusses the domestic political actors that have a role in the perceptions and policies toward China in Turkey.

Türkiye-Çin Halk Cumhuriyeti askerî ilişkileri, 1990’lann ikinci yarısında azımsanamayacak sonuçlar ortaya çıkarmıştır. Ne var id, bu dönemden sonra, Türkiye ile Çin arasındaki ikili askerî ilişkiler, askerî işbirliği alanındaki birçok gelişmeye rağmen önemli sayılabilecek ilave sonuçlar meydana çıkarmamıştır. Türkiye ile Çin arasındaki ikili askerî ilişkilerin kapsamlı bir değerlendirmesi olan bu makale, iki ana kısımdan oluşmaktadır. İlk kısım, yeni bir analitik çerçeve içinde iki ülke arasındaki askerî ilişkilerin durumunu betimlemektedir. İkinci kısım, iki ülke arasındaki askerî ilişkileri tahlil etmekte ve iki tarafın da askerî işbirliğini ilerletmeye istekli olmasına karşın, muhtelif sebeplerden ötürü, Türk-Çin askerî ilişkilerinin düşük seviyede bir gelişme gösterdiğini ileri sürmektedir. This paper attempts to scrutinize the Belt and Road Initiative. The following sections outline the background of the initiative, analyze its strategic goals from the perspective of China, and explain the involved technical costs. Additionally, in the fourth section, an examination is conducted whereby the paper discusses the various viewpoints that arise from the European Union, Türkiye, Germany, and the United States regarding the initiative on different aspects of politics, society, and economics.

the BRI is not high enough. There are positive and negative evaluations. The positive evaluation is mainly related to the importance of BRI with regard to Turkey's economy, business, infrastructure construction and the national rejuvenation, while the negative side is about China's aim, cultural security and the disputes between the two countries. To deal with such cognitive differences, China needs to boost the publicity of the initiative and form a better understanding about Turkish domestic needs. China and Turkey should also seek to strengthen people-to-people ties.

Turkey's attempted military coup on 15 July 2016 provided an opportunity for China and Turkey to improve cooperative relations. After the military coup, Turkey experienced a severe internal political crisis. Structural contradiction with traditional Western allies forced Turkey to reconsider its allegiances and political positions. Several high-level Chinese delegations to Turkey played an important role in improving Turkey's political stability, economic development and national security. Recep Tayyip Erdoğan's re-election as president of Turkey, the strategic coordination between Turkey and China's Belt and Road Initiative and Turkey's Middle Corridor project all accelerated and promoted China-Turkey relations. This is a golden opportunity for China and Turkey to build the strategic cooperation relations that began in 2010. If Turkey can accommodate the core interests of and establish political ties with China, further cooperation between the two countries will not only benefit both, but also have a great impact on regional stability and global governance.

Yapılan literatür araştırmasında, Türkiye Cumhuriyeti ile Çin Cumhuriyeti (中华民国) ilişkilerini değerlendiren çalışmaların, Atatürk dönemindeki Çin ile ilişkiler veya genel ikili ilişkileri inceleyen kısıtlı ve dar kaynaklı çalışmalar olduğu görülmektedir. 1923-1949 yılları arasında, Türkiye Cumhuriyeti ile Çin Cumhuriyeti ikili ilişkileri açısından tanımlayıcı bir çalışmaya ihtiyaç olduğu görülmüştür. Benzer devrim ve reformlar gerçekleştirmiş iki Cumhuriyet arasında dostane ilişkiler 1926 yılında kurulmuştur. Çin’de Atatürk ve Türkiye’deki devrim hakkında birçok kitap, gazete yorumu, makale yayınlanmıştır. Çinli heyetler Türk devrimini incelemek için Türkiye’ye çeşitli ziyaretler gerçekleştirmiştir. İkinci Dünya Savaşı’nın yarattığı kaos ortamında zaman zaman ikili ilişkiler, kesintiye uğrasa da devam ettirilmiştir. The years between 1923 and 1949 are a lost period in terms of bilateral relations between Turkey and the Republic of China (中华民国). Research conducted in this area is limited; studies examining Chinese relations of the Atatürk period or general bilateral relations are limited, too. Friendly relations between the two Republics, which had similar revolutions and reforms, were established in 1926, allowing them to influence each other ideologically. Especially in China, many books, newspaper reviews, and articles were published about Atatürk and the Turkish Revolution. Chinese delegations have made various visits to Turkey to study the Turkish Revolution. Even though bilateral relations have been been occasionally interrupted in periods as by the Second World War era, the general trend was toward continuity. This study evaluates the relations between Turkey and the Republic of China by examining the Prime Ministry archives, Presidency Archives, Ministry of Foreign Affairs Archives, and newspaper archives of the period (Cumhuriyet, Ulus, Milliyet, and Akşam), and Chinese sources. Türkiye-Çin Halk Cumhuriyeti (ÇHC) ilişkileri diplomatik olarak 1971 yılında kurulmuştur. Ancak tarihi geçmiş değerlendirildiğinde, Türk-Çin ilişkileri Doğu Asya'ya dayanan binlerce yıllık bir geçmişe sahiptir. Genel olarak iki ülke arası ilişkiler düşük yoğunluklu bir seyir izlemiştir. Bu seyrin son yirmi yılı, Türkiye'nin yasama ve denetim faaliyetlerinin yürütüldüğü ve gündemin hem iktidar hem de muhalefet milletvekilleri tarafından değerlendirildiği, Türkiye Büyük Millet Meclisi faaliyetleri üzerinden analiz edilmiştir. Türkiye-Çin ilişkilerinin TBMM faaliyetlerinde iki temel hatta ilerlediği görülmüştür: Doğu Türkistan ve dış ticaret özelinde ekonomi. Bu bağlamda, 1999-2019 tarihleri arasında yer alan 21., 22., 23., 24., 26. ve 27. TBMM dönemleri değerlendirilmiş, yasama ve denetim faaliyetlerinde Çin ile ilgili meselelerin görüşüldüğü tutanaklar incelenerek önemli konuşma ve denetim çalışmaları örneklendirilmiştir. Ayrıca, sebepleri de analiz edilerek, genel olarak Türk parlamenterlerin Çin'e yönelik olumsuz bir söylem geliştirdiğini gösteren bir söylem analizi yapılmıştır.

Abstract

The diplomatic relations between the Republic of Turkey and the People's Republic of China (PRC) were established in 1971. However, when the historical background is examined, the Turkish-Chinese relations have thousands of years' history which dates back to East Asia. The bilateral relations between two countries has followed a low-density course in general. The last twenty years of this course has been analyzed in terms of the Grand National Assembly of Turkey (GNAT) where Turkey's legislative and auditing activities are executed and the agenda is assessed by the deputies of both ruling and opposition parties. It has been found out that the Turkish-Chinese relations have reflected on two main issues among the GNAT activities: East Turkestan and the economy specified on foreign trade. In this context, the 21st, 22nd, 23rd, 24th, 26th and 27th GNAT terms from 1999 to 2019 has been analyzed; some prominent speeches and supervisory activities have been exemplified by examining the parliamentary minutes of legislative and supervisory activities which discussed the issues related to China. Moreover, a discourse analysis has been made which demonstrated that the Turkish parliamentarians have adopted a negative discourse towards China, together with studying its reasons.

Think of international organizations and groups like the UN, World Bank and the IMF might come to mind. The Shanghai Cooperation Organisation (SCO) likely doesn’t make most people’s lists. The SCO is probably the biggest international organization that you’ve never heard of, and that’s likely because the West is being expressly excluded. However, the SCO is increasingly influential and is set to only become more well-known in the West.
