SEMINAR-WORKSHOP ON BARANGAY GENDER-RESPONSIVE PLANNING

AND BUDGETING

-An Activity Design-

I. RATIONALE

The Barangay as the basic political unit, serves as the primary planning and
implementing unit of government policies, plans, programs, projects, and activities in
the community.

Strengthening barangay governance through barangay empowerment is thus


at the heart of making government more effective, transparent, accountable, gender-
responsive and inclusive in its public service. Mainstreaming GAD in barangay
mandated plans enables the barangay to create steps that will ensure integration
and institutionalization of gender perspectives in their programs, projects and
activities.

The PCW-DILG-DBM-NEDA Joint Memorandum Circular (JMC) No. 2013-01


titled, "Guidelines on the Localization of the Magna Carta of Women" was issued on
July 18, 2013 to prescribe policies and procedures in mainstreaming gender
perspectives in local planning, programming and budgeting; local legislation; project
development, implementation, monitoring and evaluation pursuant to Republic Act
No. 9710 or the Magna Carta of Women (MCW). A GAD budget policy was adopted,
whereby all government agencies, state colleges and universities (SUCs) and even
local government units (LGUs) including to institutionalize gender mainstreaming.

Moreover, in reference to Local Budget Memorandum no. 75 – A re: FY 2018


Internal Revenue Allotment and Guidelines on the preparation of the FY 2018
Annual Budgets of Local Government Units, the FY 2018 Annual Budgets of LGUs
shall likewise include PPAs that can be attributed and built-in within the budget level
or prepare plans for the following:
 Gender and Development
 Senior Citizens and Persons with Disabilities
 Combatting AIDS
 Implementation of the programs of the Local Councils for the
 Protection of Children
 Peace and Order

Together with the Annual Budget, LGU shall prepare Annual Investment
Program supported by the following-- DILG-endorsed Gender and Development Plan
and Budget; MDRRMO-reviewed Local Disaster Risk Reduction and Management
Plan; Peace and Order Plan; List of PPAs for the Local Council for the Protection of
Children; List of PPAs for Senior Citizens and Persons with Disabilities; and List of
PPAs to Combat Acquired Immune Deficiency Syndrome (AIDS).

Furthermore, a more focused intervention prioritizing climate change
adaptation and disaster risk reduction in the country’s cities and municipalities needs
to be put in place, noting that our LGU’s vulnerabilities are becoming more
pronounced.

The Barangays need to mainstream Gender and Development and both


disaster risk reduction and climate change adaptation into their plans and budget to
ensure policy coherence and effective use of resources.

A well-prepared barangay budget serves as basis for planning and policy


adoption, program and project implementation, financial control as well as
management information. Barangay budgeting is the critical exercise of allocating
revenues/income and borrowed funds to accomplish and attain social, political and
economic goals and provide for much needed public services, thus, it is very
important to prioritize their PPAs to be incorporated in the budget

Hence this design.

II. OBJECTIVES
At the end of the activity, the participants will be able to enhance the
capacities of the Barangays on Gender-Responsive Planning and Budgeting.

Specifically aims to attain the following:

1. Review the Budget Process Cycle and Budget Calendar;


2. Have a better appreciation on gender and development program;
3. To ensure the compliance with the requirements on Barangay Budgeting
as prescribed under Republic Act No. 7160 otherwise known as the Local
government Code and other related laws and issuances;
4. Integrating GAD, Peace and Order and DRRM to Barangay Budget;
5. To formulate Gender and Development Plan and Budget;
6. To discuss other GAD related laws and issuances such as RA 9262 RA
7877, RA 11313, etc.
7. Refocus the Barangay Programs, Projects & Activities in response to
COVID

To be able to attain the objectives of the Seminar-Workshop on Barangay Gender-
Responsive Planning and Budgeting, lecture-discussion method shall be used.
Visual aids such as power point presentations and handouts will be utilized to assure
the successful discussion of the topics. Workshops will also be conducted as well.

IV. PARTICIPANTS

This activity shall be participated by Barangay and SK Officials and volunteers of


Brgy. San Antonio.

The MLGOO ad LGU’s GADFPS Focal Person shall be the resource speakers
and render technical support.

V. DATE and VENUE

This Seminar-Workshop on Barangay Gender-Responsive Planning and


Budgeting will be conducted on ___________ at ________________________.

VI. FUNDING REQUIREMENTS:

A budgetary requirement of Php _____________ per pax/head is


appropriated for this capacity development activity charge to MOOE, GAD
and SK funds to defray the expenses subject to its availability and the usual
accounting and auditing rules and regulations broken down as follows:

1. Food & Hotel Accommodation P6,300.00


2. Transportation P1,000.00
3. Registration (includes supplies, honorarium P2,220.00
& accommodation of speakers)

4. Per diem P480.00

VII. RESPONSIBILTY

The activity will be spearheaded by the Sangguniang Barangay of Brgy. San


Antonio, Kalayaan, Laguna. A Terminal Report will be submitted to DILG
Kalayaan Office ten (10) days after its conduct.
