BARANGAY

• primary planning and implementing unit of


government policies, plans, programs, projects
and activities in the community and as a form
wherein the collective views of the people may
be expressed, crystallized and considered...”
LEGAL BASIS FOR PLANNING

Each local government unit shall have a comprehensive multi-


sectoral development plan to be initiated by its development
council and approved by its sanggunian. Sec. 106, RA 7160

The development council at the provincial, city, municipal, or


barangay level, shall assist the corresponding sanggunian in setting
the direction of economic and social development, and
coordinating development efforts within its territorial jurisdiction.

BARANGAY DEVELOPMENT PLAN (BDP)

• a three-year comprehensive multi-sectoral development plan


that is formulated through an inclusive and participatory
approach led by its development council and approved by its
Sanggunian

• an official document of the barangay that specifies policy


options, programs, projects and activities intended to
contribute towards the achievement of the barangay’s
developmental goals and objectives
FORMULATING/UPDATING THE BDP
DILG MC 2021-087

• BDP is comprehensive, multi-sectoral and community-driven


(DILG MC 2021-087), linkage between planning and budgeting
processes (Sec 305 RA 7160)
• Integration of sectoral and thematic concerns in the
barangay development plan (disaster risks, climate change impacts,
poverty, gender responsiveness, conflict sensitivity, and concerns of those who
are traditionally marginalized, such as women, children, persons with disability,
senior citizens, and indigenous peoples
• Collaboration and coordination between and among
barangays
• Participation of the barangay residents and other
stakeholders
ALIGNMENT OF BDP TO THE CDP
•The barangays shall coordinate with the city/municipality to ensure
the alignment of its vision, mission and strategic goals, and to
facilitate convergence and/or complementation at both levels.
•The barangays shall submit its list of PPAs to cities/municipalities
for augmentation, complementation and/or harmonization with the
PPAs to be identified by the cities/municipalities. In turn, the
cities/municipalities shall coordinate with the barangay the PPAs
that were considered for funding

• Whenever feasible and practicable, the cities/municipalities shall


develop and undertake joint programs with the barangays to
augment the technical and financial capacity of its component
barangays.

PROMOTING CITIZEN PARTICIPATION IN THE BARANGAY
DEVELOPMENT PLANNING PROCESS

To ensure greater participation of the community in the formulation of the


BDP, the barangays are encouraged to observe the following:

1.
Mobilize community members through house visits, informal
discussions, dialogues and interviews among others

2. Expand the representatives of non-governmental organizations


in the BDC and the BDC — TWG to ensure that all sectors within the
barangays are involved in the process
3. Mainstream and expedite the accreditation of people’s
organizations, sectoral groups and private sectors for possible
representation in the BDC.
PROMOTING CITIZEN PARTICIPATION IN THE BARANGAY
DEVELOPMENT PLANNING PROCESS

4. Present and gather inputs from the residents on the results of


data gathering and identifications of strategies and interventions,
through the conduct of barangay assemblies, community meetings
and public consultations.

5. Encourage non-governmental organizations in the barangay to


apply for accreditation in the Sangguniang Barangay pursuant to DILG
MC No. 2018— 146 re Accreditation of Barangay-Based Non-
Governmental Organizations (NGOs) and their Membership in the
Barangay-Based Institutions (BBIS).

ORGANIZATION/RECONSTITUTION OF
BARANGAY DEVELOPMENT COUNCILS (BDCS)

In order to ensure that the process and content in the formulation


and updating of the BDP are comprehensive, multi-sectoral and
participatory, the BDCs are encouraged to observe the following:
a) Engage the BBIs and sectoral planning group in the process of
formulation and implementation of the BDP;
b) Coordinate with city/municipal development councils in the process of
formulation and implementation of the BDP.
c) Ensure that the barangay development plan is presented and discussed
during barangay assembly days or special assemblies for the purpose;
and
d) Formulate and implement a monitoring and evaluation system
participated by barangay members and other stakeholders.

Creation of BDC - Technical Working Group (BDC - TWG)


The Barangay Development Council may form a sectoral committee to assist
them in the performance of their functions. 15 To operationalize this, every BDC
is enjoined to create a BDC-TWG.

Composition of the BDC - TWG


The BDC, through a Resolution, may create a TWG composed of sectoral
planning groups.
• BBIs are likewise recommended to be part of the sectoral planning groups
to ensure that the projects of these BBIs are integrated into the BDP to
avoid wasteful duplication of projects and programs. 16
• The LDC may call upon any local or national official in the LGU to assist in
the formulation of the development plans and public investment programs
of the said LGU.

Roles and Functions of the BDC – TWG18

The following are the roles and functions of the BDC — TWG as the sectoral
committee:

• Provide the BDC with data and information essential to the formulation of
plans, programs, and activities
• Define sectoral or functional objectives, set targets, and identify programs,
projects, and activities for the particular sector or function;
• Collate and analyze information, statistics and conduct related studies;
• Conduct public hearings on vital issues affecting the sector or function;
• Coordinate planning, programming, and implementation of programs,
projects, and activities within each sector
• Monitor and evaluate programs and projects; and
• Perform such other functions as may be assigned by the BDC.
