BACKGROUN The enactment of R.A. 10121 paved the way for strategies aimed at
D cultivating safer, more adaptive, and resilient communities, all with the
ultimate goal of achieving sustainable development by 2028. This
monumental achievement was made possible through the
implementation of a comprehensive, multi-hazard, multi-sectoral, inter-
agency framework, embracing a community-based approach to
disaster risk reduction and management (DRRM). Integral to this
framework was the adoption of the National DRRM Plan 2011-2028,
which mandated the continual implementation of community-based
DRRM activities in all barangays nationwide.

Community-based DRRM entails actively involving at-risk communities


in ongoing processes of identifying, analyzing, addressing, monitoring,
and evaluating disaster risks to reduce vulnerabilities and bolster
capacities. It places community members at the forefront of decision-
making and execution, recognizing their invaluable role as frontline
responders during disasters, often preceding immediate assistance
and external support. Thus, continuously enhancing their capacities
across all four thematic areas of DRRM—preparedness, mitigation and
prevention, response, and recovery and rehabilitation—is crucial in
mitigating disaster risks and vulnerabilities, particularly at the individual
level. Moreover, fostering such enhancements fosters improved
collaboration and solidarity among neighboring areas, enhancing
overall resilience.

Te conduct of Barangay Disaster Risk Reduction and Management


Planning is not merely an initial step but a continuous process in
ensuring the safety and well-being of Silagonhons. Therefore, we have
chosen to hold this activity in the Municipality of Silago to facilitate a
more comprehensive and ongoing approach to understanding and
analyzing our local situation.

OBJECTIVE(S 1. To update and upgrade all Barangay Disaster Risk Reduction


) and Management (BDRRM) Plans incorporating Quality
Management Systems (QMS) under OPLAN Listo.
2. To provide assistance and guidance for the conduct of
CBDRRM programs, projects, and activities at all levels of
governance and administration.
3. To explain the implementation mechanism for CBDRRM Plans,
particularly focusing on:
• Continual updating of CBDRRM Plans in response to abrupt
climate change, health concerns, and LGBTQ inclusivity.
• Conducting DRRM training at the community level and
subsequent execution of CBDRRM activities.
4. To issue support policies that facilitate the effective
implementation of BDRRM Plans.

These objectives aim to enhance community resilience,


preparedness, and response capabilities to mitigate the impact of
disasters and ensure the safety of all residents.

The composition of participants for the activity includes:

• 15 Punong Barangays (Barangay Captains)


• 15 Barangay Kagawads (Council Members) assigned to the
Committee on DRRM
• 15 Barangay Secretaries

This diverse group of participants represents various sectors within


the community, ensuring comprehensive input and collaboration in
the development of the Community/Barangay-Based Disaster Risk
Reduction Management Plans (CBDRRMPs).

The registration fee for participation in the workshop will be Php
8,500 per barangay or Php 1,700 per participant from each of the
15 barangays. This fee will cover expenses related to meals and
snacks, as well as honoraria for the training team throughout the 2-
day activity.
FUNDING
SOURCE Additionally, the Municipal Local Government Unit (MLGU) will
provide funding amounting to Php 20,582.00 to cover expenses for
training supplies, materials, and accommodation for resource
speakers. This contribution serves as the MLGU's counterpart
support for the successful execution of the workshop.

HIGHLIGHT During the First Day of the Workshop, resources speakers discussed
S the Community/Barangay Based Disaster Risk Reduction
Management Plans (CBDRRMPs) templates and guide the participants
on how to properly fill up the required data. Each barangay was
required to make their evacuation route map.

During the second day of the workshop, each barangay was tasked to
present their output and the resource speakers provided feedback. On
the second day, barangay already has their Final Draft of their updated
CBDRRMPs, ensuring that they achieve an assessment score of
MEDIUM. This score reflects the thoroughness and effectiveness of the
plans in addressing disaster risks and enhancing community resilience.
The output will undergo comprehensive assessment utilizing the
OPLAN LISTO Quality Assessment Tool. The Summary of
Recommendations resulting from this assessment will be meticulously
addressed, aligning them with the Comprehensive Disaster Risk
Assessment (CDRA) at the Municipal level.
