MESSAGES
In creating Barangay Development Planning (BDP) is very challenging and quite
achieving as our main agenda is to develop and sustained to the socio economic; education;
health; peaceful environment and to render our services to the community efficiency and
accuracy. To support our Barangay for the fulfillment and to provide the capacity building
initiatives, thru the help and collecting different ideas from the council, training program that
guides us, as the Barangay in every steps of our governance journey. Especially during this very
unexpected pandemic that ruins our economy for the entire world.
Our Barangay as the political unit is the primary planning and implementing unit of
government policies, plans, programs, project and activities in the community. As we can see
with the efforts that we concede thru from all members everything are possible, it is more easier
to build & reach the goals in pursuing the good governance with the unity of collecting ideas,
suggestions and opinions from the members who are building & creating with;
In this order, Barangay officials play an eminently task as front liners in the delivery of
basic services to the community. The capacity development program aims to enhance the
knowledge, skills, and attitude thru out the Barangay level. Performing our duties,
responsibilities functions and to be able to meet the demands relating the services to the people.
Our goal is reaching the capacity of having peaceful community, clean & healthy environment.
As part of our vision providing the livelihood project for the community and most of it, free from
all illegal activities.
Our task and goals in our Barangay is to develop more on socio economic, political and
the welfare of mankind, by enhancing the delivery basic services to the community thru
Barangay level.
As we carry for the improvement of our Barangay Governance, technically that the effort
we insert, we the elected officials learning activities will be of huge help to our Barangay
Officials as we move forward with our journey serving the people to initiate and perform our
duties and responsibilities in proper and in accordance with the law. As I’ve learned the saying;

PREFACE
Barangay are the building blocks of cities / municipalities. The development of a city /
municipality depends largely on the vitality, health and dynamism of the different Barangay
which comprise the city / municipality. Economic activities to name of few, occurs in specific
Barangay where sea / air ports, reclamation area, shopping malls, markets, cultural heritage and
tourism sites are located if taken together, these activities comprise the city / municipal economy
which provides employments, spurring investments, generating income and building revenue
base for the city / municipality, Any serious problems and deficiencies in the Barangay in turn
affect the pace of development not only in the Barangay but in the city / municipality as a whole.
Development planning is mandated by law-the Local Government Code (LGC) of 1991 (R.A
7160); The Urban Development and Housing Act of 1992 (R.A 7279); and the social Reform and
Poverty Alleviation Act of 1997 (R.A 8485) all mandated the formulation of local development
plans.
As defined by the LGC, that Barangay is “ the primary planning and implementing unit of
government policies, plans, programs, projects and activities in the community, and as a
forum wherein the collective views of the people may be expressed crystallized and
considered”
Furthermore, the LGC also stipulated the creation of the Barangay Development Councils
(BDCs). Sec. 106 states that “each local government unit (including Barangays) shall have a
comprehensive multi-sectoral development plan to be initiated by its developmental council
and approved by its Sanggunian” For this purpose, the development council at the Barangay
level, shall assist the corresponding Sanggunian in setting the direction of economic and social
development and local development, and coordinating efforts within its territorial
jurisdiction. Ensuring people’s participation in local development efforts; prepare
Barangay development plans and monitor and evaluate the implementation of national or
local programs and projects.
Hence, the formulation of the Barangay Development Plan of Bargy. Catugasan thru the full
support and guidance of the City/ Municipal Local Government of Lila, Liga ng mga Baranagy,
DILG office, C/ MPDO, C/ MSWDO, C/ MHO, C/ MDRRMO, C/ MBO, C/M Engineering
office, C/M Accounting Office, C/M Agriculture Office, Barangay Council of Catugasan, Purok
Leaders, and stakeholders.

1
In the late 18th century Barangay Catugasan is part of Barangay Cayupo. As a population
increases in the sitio Catugasan. The natives decided to separate derived from “TUGAS” or
Molave tree which are seen growing in this Barangay. The lower part of the Barangay is suitable
for rice fields for there is irrigation as a source of water. In the upper part of the Barangay is fully
grown with plants called “ MAGUEY” which served as a source of livelihood by the
community . Most of the people are farmers, maguey cutters and fisherman.
There are many families living in the Barangay. They elected their Punong Barangay.
Seven Sannguniang Barangay Members, the Sangguniang Kabataan Chairman, Secretary and the
Barangay Treasurer. They have also Lupong Tagapamayapa. At present the Barangay has two
chapters. The waiting shed. Barangay hall, Barangay stage and a basketball court. It has forty-
eight household members with fifty-three families and a total population of two hundred sixty-
six with an average of five persons per household. There are more than thirty professionals in the
Barangay in which some of them are overseas workers.

Methodology on Data Gathering
Barangay TAUG has organized a BDP Planning Team through an Executive Order /
Barangay Resolution to spearhead the gathering and collection of needed data in coordination
with the Local Government Unit of Lila- office of the City / Municipal Planning, DILG and
other LGU departments and offices), analyze and validate the assessment result, prepare and
present them during the BDP planning workshops until done. The Barangay planning team uses
BGPMS and other available data from the city / municipality to capture state of the Barangay in
order to find solutions and address the development gaps.
Data gathering covers Barangay’s performances for Calendar Year 2017 as the year
under review. Data interpretation was limited only to the indicators required in the 2017
enhanced BGPMS Data capture Form. Data and information are useful in the identification of
priority areas for improvement is also made available to enable Barangay Officials to plan and
implement appropriate strategies for their constituents.
The BGPMS shall focus on the following priority performance areas: (1) Administration;
(2) Social Services; (3) Economic Development; and Environmental Management. The
performance areas are further subdivided into several services areas as follows.

Vision, Mission, Goals and Objective of the
Barangay
Vision Statement
Start here. That by the year 2020 the Barangay Catugasan will be an infrastructure and
agriculturally developed community providing livelihood projects, a clean and healthy
environment, with people living in a peaceful community, free from all illegal activities thru a
sustained and committed Barangay Officials with supportive and God-fearing constituents.
Mission Statement
Start here. To develop the socio-economic, political and moral values of man by enhancing the
delivery of basic services to the community thru the Barangay level.
Start here. Our goals and objectives of our Barangay well develop and disciplined community,
free from illegal activities thru sustained with our very supportive constituents. For
administration objectives we surely believe that reaching our goals is one way of achieving and
proving out ourselves by enhancing our capacity thru implementing our plans of developing the
sector within the Barangay.
In social development sector our aims is to widen the knowledge of the community on
how important to become united and peaceful community, injecting more efforts prioritizing out
of school youth to develop their self-confident for away from drugs.
For economic development sector our goals into our community that someday no more
constituents would buy goods to the market as we focus on backyard gardening as an additional
income to our constituents and to lesser from poverty.
Our goals in environmental development sector is to protect our mother earth, preventing
cutting trees balancing implementation of having resolution that someday Barangay become the
natural greenest environment protecting the resources to be more aware on how important to live
with full of nature that God give us.
Our Barangay will be an infrastructure and well develop community very progressive and
competitively that many investor will come as we proudly present our white beaches along the
shore and put up, more infrastructure for their investment someday.

1. E.O / SB Resolution Creating Barangay Development Planning Team
WHEREAS, the local Government Code of 1991 or R.A 7160 mandates local
government units to prepare a comprehensive multi-sectoral development plan that outlines the
key goals and objectives, challenges and concerns facing LGU’s and a set of programs, projects
and policies to attain its vision and mission towards a sustain socio-economic development;
WHEREAS, R.A 7160 further provides that the local Development Council (LCD) is the
body mandated by the local government Code of 1991 (LGC) to prepare such multi-sectoral
development plan of a local government unit (LGU) thus, it is critical to ensure that the LCD as
well as its functional and sectoral committees, as providers of technical support and assistance
are constituted and activated including the technical working groups for that purpose;

The BDP PT shall be the over-all committee responsible for coordinating all technical
and administrative activities in the preparation of the BDP, including stakeholder consultations
and meetings.
The BDC Execom is tasked to ensure that the decisions of the council are faithfully
carried out and implemented and act on matters requiring immediate attention or action by the
council. It is also responsible to act on matter authorized by the council including on the
planning process.
The BDC sectoral or functional committees are tasked to assist the BDC in performing
the functions. In relation to planning, such committees may perform the following:
The BDP PT may call upon the assistance of relevant units and / or C/ MLGU personnel
through the respective department heads, in the implementation of various activities relative to
the formulation of the BDP.
Moreover, everyone is enjoined to participate in the activities of the BDP planning team
when requested.
Section 4. EFFECTIVITY
The BDP PT shall exercise their duties and functions effective immediately.

WHEREAS, section 384 of Republic Act 7160 (local government code of 1991) state that the Barangay,
as the basic political unit, serves as the primary planning and implementing unit of government views of
the people may be expressed, crystallized and considered;
WHEREAS, section 106 of the same law states that the BDC shall assist the Sanggunian in setting the
direction of economic and social development , and coordinating development efforts within its territorial
jurisdiction;
WHEREAS, the Barangay development plan of Barangay Catugasan Council (BDC) shall initiate the
preparation of the Barangay Development plan to be approved by the Sangguniang Barangay;
WHEREAS, the Barangay development plan of Barangay Catugasan, Lila, Bohol for 2021-2025 has been
crafted by the employing the participatory approach.
NOW THEREFORE, on motion of Hon. Alyssa Fe Hampac duly seconded by Hon. Judy Dañoso, BE IT
RESOLVED, as it hereby resolved to adopt the 2021-2025 BDP and recommended the same to the
Sangguniang Barangay of Catugasan for its approval.
RESOLVED FURTHER, that copies to this resolution be forwarded to the city / municipal development
council for information.
