EXECUTIVE ORDER NO. 27 S. 2020

AN EXECUTIVE ORDER CREATING OF MUNICIPAL TASK FORCE (MTF) – END LOCAL COMMUNIST
ARMED CONFLICT (ELCAC) OPERATIONS CENTER (OPCEN) IN THE MUNICIPALITY OF KALAYAAN,
LAGUNA.

WHEREAS, Executive Order No. 70 provides for the institutionalization of the Whole-of-Nation Approach
in attaining inclusive and sustainable peace, creation of National Task Force to End Local Communist
Armed Conflict, and directs for the formulation of a National Peace Framework;

WHEREAS, the Whole-of-Nation approach addresses the root causes of insurgency, internal disturbances
and tensions, and other armed conflicts and threat by prioritizing and harmonizing the delivery of basic
services and social development packages by the government, facilitating societal inclusivity, and ensuring
active participants of all sectors of the society in the pursuit of peace agenda;

WHEREAS, the National Peace framework contains principles policies, plans, programs, and mechanisms
to localize peace agreements and interventions that will bring inclusive and sustainable peace, and address
the root causes of insurgencies, internal disturbance, tensions and other armed conflicts threats in
identified areas;

WHEREAS, Section 15 of Joint Memorandum Circular No.1 series of 2019 states that “the Regional Task
Force-ELCAC (RTF_ELCAC) shall establish its operations center to closely monitor and supervise the
implementation of programs, projects and activities at the regional and sub-regional levels. The RTF-ELCAC
shall designate personnel who will run and manage the operations center on a 24/7 operations”;

NOW, THEREFORE, I, SANDY P. LAGANAPAN, by virtue of the powers vested to me by law, do hereby
order the creation of Municipal Task Force (MTF) – End Local Communist Armed Conflict (ELCAC)
Operations Center (OPCEN) in the Municipality of Kalayaan, Laguna.

Section I. Establishment and Management of the Operations Center

The Operations Center (OPCEN) shall be established at the national level down to the regional,
provincial, and city/municipal levels.

Section II. Organizational Structure and Staffing Pattern.

The MTF-ELCAC OPCEN shall be manned by at least seven (7) personnel composed of the following:

Section III. Functions

The MTF-ELCAC OPCEN shall function as follows:

a. Assists and facilitates coordination with concerned government agencies on the nationwide
conduct of NTF-ELCAC and activities/engagements that includes security coordination;
b. Maintain/updates directory of the MTF-ELCAC leadership and concerned government agencies;
and
c. Ensures community security.

Section IV. Duties and Responsibilities

A. Chief, OPCEN

1. Responsible for the administrative and operational activities of the NTF-OPCEN


2. Ensures the availability of reports for the information and consumption of the National
Task Force Leadership; and
3. Performs other duties as directed.

B. Assistant Chief, OPCEN

1. Assistant the Chief, OPCEN in directing, supervising and controlling the management
of the NTF-OPCEN;
2. Acts as Security Officer of the NTF-ELCAC OPCEN; and
3. Performs other duties as directed.

C. Admin Staff

1. Maintains files records for incoming and outgoing communication;


2. Maintains and updates Directory
3. Facilitate the procurement of logistical requirements for the OPCEN; and
4. Performs other duties as directed.

D. Operation Staff

1. Renders 24/7 duty on rotation basis;


2. Receives and transmit communication;
3. Makes follow-up of outgoing communication/directives/compliances with target dates;
4. Consolidate the daily, monthly, quarterly and annual accomplishment reports of the 17
JRTF’s and 12 National Clusters; and
5. Performs other duties as directed.

Section V. Submission of Reports

a. The daily activity report shall be submitted via email in MS Word format to the NTF-ELCAC
OPCEN everyday not later 10:00 p.m., including holidays, in the prescribed format.
b. The monthly accomplishment report shall be submitted on or before the 5th day of ensuing
month of the prescribed form and substance and in soft copy both in PDF and Word format via email.
c. The quarterly accomplishment report shall be submitted not later than 1st week of the
succeeding quarter, in the prescribed form and substance and in soft copy both PDF and Word via email.
d. The annual report shall be submitted not later than 1st week of the next year in the prescribed
form and substance and in soft copy both in PDF and Word format via email.

Section VI. Operation Center Facility

The MTF shall establish a dedicated OPCEN facility.

This order shall take effect immediately.
