With the approval of the management, the undersigned attended the

above-mentioned activity via ZOOM Teleconferencing on 07 April 2021 from


9:00am to 12:00nn.

The Department of Interior and Local Government-Bureau of Local


Government Development organized the activity in collaboration with the
Capacitating LGUs on Resettlement Governance-Project Management Office
(CLRG-PMO) to provide a forum for discussion where NGAs could present the
BP2 PPAs and DILG BP2 Regional Focal Persons could share their experiences in
recent dispatch operations.

Ms. Josie Jean R. Rabanoz, CE, MPA, EnP, Provincial Administrator and Co-
Chair of the BP2 Core Team, Province of Davao del Norte, also attended the
virtual forum in place of Governor Edwin I. Jubahib.

The following were discussed:


1. NEDA-RDS Director Remedios S. Endencia presented the long-term
perspective of the BP2 Program;
a. The said long-term perspective was based on the implementing
guidelines of EO 114 or the Institutionalizing the Balik Probinsya,
Bagong Pag-asa Program;
b. The BP2 program is a program for regional development that
aims to improve the well-being and quality of life of people in
both urban and rural areas;
c. It will develop secondary or sub-provincial growth areas
consistent with the principles of sustainable development,
resiliency, and inclusive growth;
d. It enjoins convergence and collaboration among national and
regional agencies, LGUs, private sector, and other stakeholders
to ensure that progress proceeds with no one left behind;
e. It encourages the LGUs and other stakeholders in co-designing
of and co-implementing the regional BP2 action plan;
2. National Program Manager Janet P. Armas, KALAHI-CIDSS NCDDP of
the Department of Social Welfare and Development discussed the
short-term plans on the BP2 Program;
a. The said term plan includes the immediate activities meant to
assist the relocation of the BP2 beneficiaries who are ready to
return to the provinces;
b. The member agencies of the said term program are DSWD,
DOTr, DOH, DILG, DA, DOLE, DTI, TESDA, DepEd, CHED, and
NHA;
c. Ms. Armas presented the plans, activities, and policies (PAPs) of
each member agencies;
d. For the DILG, the following are its PAPs:
i. Assists NGAs in coordinating with LGUs in the
implementation of the program on various phases;
ii. All efforts, updates and developments at the national
levels are properly cascaded to LGUs;
iii. Potential constraints faced by LGUs are properly
evaluated, channeled to and addressed by concerned
NGAs;

iv. In coordination with concerned NGAs, provides necessary
assistance and support to LGUs in performing their
responsibilities and functions;
v. Develops and implement initiatives that address policy,
governance and operational gaps in the BP2 program at
local level; and
vi. Ensures governance principles (transparency,
accountability and citizens’ empowerment) are embedded
in the implementation at the local level;
3. Deputy Executive Director and Head for Operations of NHA BP2
Committee, as well as the Assistant General Manager of NHA, Engr.
Victor C. Balba, illustratively discussed the Dispatch Procedures,
Operations, and Ways Forward; and
4. The Provincial Local Government of Davao del Norte, represented by
Ms. Rabanoz, presented a video on their experiences as the receiving
LGU of the BP2 Program.

The draft Memorandum Circular on the Roles and Responsibilities of the


DILG and LGUs in Implementing the Short-Term Component of the Balik
Probinsya, Bagong Pag-asa (BP2) Program was also addressed by DILG CLRG-
PMO personnel – DMO III Ace Quebal, PEO III Dene Lenderos, and CDO III
Ferdinand Para del Carmen. The following topics were discussed:
1. The BP2 Program is based on Senate Resolution No. 380, EO No. 114,
series of 2020 and the Balik Probinsya, Bagong Pag-asa (BP2) Council
Resolution No.1;
2. Under the proposed Circular:
a. LGUs are advised to submit their budget proposal, including a
resolution adopting the BP2 program and its implementing
guidelines to the BP2 Council, who will in turn, submit the same
to the DBM;
b. LGUs are advised to allocate funds for the BP2 program from
their internal revenue allotments;
c. In line with Section 13, Article X of the Constitution, as well as
Section 33 of the Local Government Code, LGUs are also advised
to form cooperative arrangements with other LGUs for the
pooling of resources in favor of the beneficiaries;
1. Moreover, the DILG’s roles are the following:
a. Coordinate with the BP2 secretariat with regard to the
implementation of the short-term cluster interventions;
b. Assist in the information dissemination of related PPAs for the
benefit of the program and shall be communicated with the
concerned LCEs through their respective DILG Regional,
Provincial and Field Offices;
c. Monitor the number of beneficiaries before and after dispatch
and the assistance provided by NGAs and LGUs;
2. The Circular requires LGUs to submit quarterly reports, which will be
forwarded to DILG ROs via DILG FOs for consolidation and
endorsement to their respective RDCs, with a copy given to the DILG
CO. Furthermore, the monitoring tool records the status of
implementation of the BP2 Program's short-term component for both
sending and receiving LGUs;

3. The aforementioned reports were also presented for both sending and
receiving LGUs.

As a result, the undersigned, as the designated BP2 Provincial Focal


Person, will coordinate program implementation with the BP2 Core Team of the
Province of Davao del Norte.
