This paper examines the arguments underpinning the smart specialisation concept, an idea which originally emerged from the sectoral growth literature, and one which has recently been applied with to the regional policy context. The shift from a sectoral to a regional context appears prima facie to be quite straightforward but this paper explains that translating the idea to a regional policy context is rather more complex that it at first appears and implies some changes in both interpretation and implications. The outcomes of this are that in a regional policy setting the smart specialisation logic is seen to be broadly consistent with the overall reforms of EU Cohesion Policy. However, in a regional policy setting there is no reason why ICTs should be prioritised over many forms of intangible capital, and the promotion of technological diversification via entrepreneurship may need to be related to specific sectors or activities.

Connotation and Denotation are two principal methods of describing the meanings of words. Connotation refers to the wide array of positive and negative associations that most words naturally carry with them, whereas denotation is the precise, literal definition of a word that might be found in a dictionary.

The major objective of the study was to design and develop a Smart Solar-Powered LED Street Lighting System for a Greener Community. The project is different from conventional street lighting systems not only in the sense that it uses solar energy, but more importantly, it is also a stand alone device that provides for an efficient energy management program that ensures effective maintenance and reduced energy wastage due to malfunctioning lighting controls. In addition, it is much cheaper to fabricate and maintain as compared with its commercially available counterparts. One important feature of the project is that it automatically controls the brightness of the LED lamp depending on a particular time of day, especially in cases where full level illumination is not needed, thus reducing power consumption. It automatically activates and deactivates lighting depending on the hours whereby daylight is sensed, thus ensuring a continuous cycle of charging and discharging the storage battery for maximum efficiency. All of these functions are possible since the project uses a controller, allowing for variable settings of time activation as well as brightness level, depending on the preference of the end-users. The project functioned according to expectations, being a cheaper and environment-friendly alternative as compared with its commercially available counterparts. It also provided a cost-effective approach to managing street lighting systems in a wide variety of applications.

In this study, different concentrations of five food dyes (amaranth, patent blue, carminic acid, indigotine and erythrosine) have been evaluated for genotoxicity in the Somatic Mutation and Recombination Test (SMART) of Drosophila melanogaster. Standard cross was used in the experiment. Larvae including two linked recessive wing hair mutations were chronically fed at different concentrations of the test compounds in standard Drosophila Instant Medium. Feeding ended with pupation of the surviving larvae. Wings of the emerging adult flies were scored for the presence of spots of mutant cells which can result from either somatic mutation or somatic recombination. For the evaluation of genotoxic effects, the frequencies of spots per wing in the treated series were compared to the control group, which was distilled water. Knitted metal meshes are characterized by excellent stowability properties. For the operation, meshes have to be tensioned, which leads to much lower accuracy. In order to keep the stowability advantages of knitted meshes but enhancing shape accuracy, a flexible reflecting surface material composed of carbon fibre reinforced silicone (CFRS) has been developed and investigated. Due to its low bending stiffness determined by the silicone matrix, the composite material can be manufactured easily with double curvature and nearly ideal parabolic shape. Compared to the conventional stiff matrix composites, which give high accurate double curved reflecting surfaces, an additional functionality is acquired by using a flexible silicone matrix. The use of this material allows for easy stowing and deployment. Because of the carbon fibres, the CFRS is characterized with a very low thermal expansion coefficient (measured and calculated about À0.36e-6/1C) with no moisture absorption or micro-cracking effects even under strong environmental cycles. These points indicate a high dimensional stability of the material. Results obtained from different thermo-mechanical and radio-frequency (RF) characterization tests for such CFRS surfaces confirm the expected behaviour. The measured RF properties, such as insertion loss, cross-polarization, reflectivity, and passive intermodulation (PIM), show that the created material can be used even up to 15 GHz of RF. Higher frequencies can be achieved in different cases. Several application examples are addressed further in the paper.

The proposed work targets to solve the issues faced by students in a university canteen by integrating a mobile application for online food ordering, together with an application for vacant seat detection for hassle-free seating space finding, food recommendation and sentiment analysis features making food ordering process in a university canteen more convenient and efficient. Our proposed system consist of three main modules which are Vacant seat detection module, Recommendation module and Feedback analysis module. We have used TensorFlow detection model for our vacant seat detection. We’ve used this model to detect people in canteen and calculate the available seats. This helps students, faculty and staff to be aware of the estimated number of canteen as customers in real-time. To ˆ implement recommendations module, our system uses item-based collaborative filtering. This module give five similar food item based on the similarity of food items. For feedback analysis module, we analyzed the sentiment of the comments received on a particular food item. A positive review is defined as a score of 4 or 5, negative rating of 1 or 2 can be considered and review with a rating of 3 is considered neutral. This is used to know the overall rating of food. All three module combined can definitely help students/faculty to save their time as well as help canteen staff members to manage everything for effectively.

Detecting impending failure of hard disks is an important prediction task which might help computer systems to prevent loss of data and performance degradation. Currently most of the hard drive vendors support self-monitoring, analysis and reporting technology (SMART) which are often considered unreliable for such tasks. The problem of finding alternatives to SMART for predicting disk failure is an area of active research. In this paper, we consider events recorded from live disks and show that it is possible to construct decision support systems which can detect such failures. It is desired that any such prediction methodology should have high accuracy and ease of interpretability. Black box models can deliver highly accurate solutions but do not provide an understanding of events which explains the decision given by it. To this end we explore rule based classifiers for predicting hard disk failures from various disk events. We show that it is possible to learn easy to understand rules, from disk events, which have extremely low false alarm rates on real world data.

In a solar photovoltaic array, it is possible that shadow may fall over some of its cells. Under partial shading conditions the PV characteristic gets more complex with multiple peaks. The purpose of this paper is to illustrate, by analyzing different shading situations, the effects that partial shading can cause in a PV array. First this is done by simulation using Matlab/Simulink, then the impact of shading is illustrated experimentally by measurements on a two commercial 140 W PV panels series connected.

The practice of pilgrimage to the tomb of the great figures has become a popular tradition in Indonesia, especially in Java. One of the mostly visited by sites is the Tomb of Syeh Mutamakin (1645-1740) in Kajen, Margoyoso, Pati, Central Java. This qualitative research tried to see the effect of the presence of the tomb as a place of pilgrimage, to the economic life and the development of education, especially boarding schools, in Kajen. The research findings indicated that the tradition of pilgrimage to the tomb of Syeh Mutamakin has pushed economic growth for the people, especially for sellers of merchandise around the tomb. The history of Syeh Mutamakin as a muslim scholar, and his roles to the community Kajen, Margoyoso, had preserved and promoted the growth of pesantren as an Islamic educational institution.

Higher Education is considered to be the most important for the development of any country. It has a remarkable place in the process of social, political and economical change in any economy, as higher education directly contributes towards the human resource development of the country by educating and placing people in the workforce. It also enhances the style of living. In this context the human resource today is highly technological than ever and are demanding new and innovative ways to learn. As a result of development of smart phones, smart devices, smart systems and smart technologies, there is enormous opportunities to increase the quality of teaching- learning in higher education. This paper presents the up to date outcomes of researches that aimed to analyze the evolution of higher education in India including concepts of smart classrooms, smart institutions and smart systems for development of smart education at higher level.

We investigate whether the discrete energy levels and the high peak absorption in quantum dots (QDs) provide an opportunity for increasing the electro-optic and nonlinear optical properties. For this purpose we calculate the electrorefraction spectra of QDs starting from the Luttinger-Kohn Hamiltonian and using a plane-wave expansion for solving the eigenstates of the QD. For a pyramidal InAs/GaAs quantum dot, we find a high peak electrorefraction of 0.35 for TE-polarization, which is 35x larger than in a quantum well. In the tail of the quantum dot absorption spectrum, we find an electrorefraction of 1.3.10 -2 at an absorption loss of 0.15 dB/cm.

Myb genes constitute one of the largest transcription factor families in the plant kingdom. Soybean MYB transcription factors have been related to the plant response to biotic stresses. Their involvement in response to Phakopsora pachyrhizi infection has been reported by several transcriptional studies. Due to their apparently highly diverse functions, these genes are promising targets for developing crop varieties resistant to diseases. In the present study, the identification and phylogenetic analysis of the soybean R2R3-MYB (GmMYB) transcription factor family was performed and the expression profiles of these genes under biotic stress were determined. GmMYBs were identified from the soybean genome using bioinformatic tools, and their putative functions were determined based on the phylogenetic tree and classified into subfamilies using guides AtMYBs describing known functions. Indonesia as an archipelago country has many border areas and it is reported that there are ten countries which are neighbouring with Indonesia. In the process of bilateral or multilateral relationship there are many problems occured between Indonesia and the countries, especially the problems related to boundary issues, which can threaten the sovereignty of the nation. In addition, people living in border areas tend to compare their lives with their better-neighbour life and it eventually desires them to change their citizenship. This is a crucial national problem. Therefore, it is important to teach nationalism among younger generation, especially those living in border areas. This is a qualitative reasearch which reports teaching nationalism through the subjects of religions among students in senior high schools in border areas in West Kalimantan and their nationalist attitudes. The results showed that nationalism embodied in the subjects are tolerance, democracy, human rights, unity and harmony, and "I Love Indonesia". In additions, the nationalist attitudes of the students can be seen from their usage of Indonesian language, the use of domestic products, love and willingness to sacrifice for the nation, and desire to develop national cultures.

This article is a summary of research to of KH. Ahmad Shakir's thought from Lasem Rembang. One of his thoughts is the Book of al-Hikmah which used Pegon and Javanese Language. The used of language in the book shows the value of Javanese scholars locality in spreading Islam thought based on society faced. In addition, the book is arranged based on the request of the society, surrounding communities (Lasem-Rembang), which is still relatively less knowledge of Islamic law, especially the problem of Taharah (purification). Therefore, the examples are given in the book show about daily problem of Lasem society. Historical approach is used to reveal the biography of the author, his social and cultural background, while analyzing the data the author uses descriptive analytical method. The result of these studies show that scholars thought of Java has been developed. Some Islamic legal issues related to medical science or modern medical discussed in Book of al-Hikmah. Discussion about the mole-made (such as tattoos) , using a wig (made of human hair, animal, or synthetic), blood transfusion, alcohol with various types and legal, bank breastfeeding (breast milk), all covered by the rules of fiqh and medical considerations for today's modern society .

A smart grid can be considered as an unstructured network of distributed interacting nodes represented by renewable energy sources, storage and loads. The nodes emerge or disappear in a stochastic manner due to the intermittent nature of natural sources such as wind speed and solar irradiation. Prediction and stochastic modelling of electrical energy flow is a critical characteristic in such a network to achieve load balancing and/or peak shaving in order to minimise the fluctuation between off peak and peak demand by power consumers. Before contributing energy to the network, a node acquires information about other nodes in the grid and the state of the grid in order to adjust its power injection to or consumption from the grid. The unpredictable behaviour of nodes in a smart grid is modelled and administered through a scheduling strategy control and learning algorithm using the historical data collected from the system. The stochastic model predicts future power consumption/injection to determine the power required for storage components. In the proposed stochastic model and the deployed learning and adaptation processes, two indicators, based on moving averages of different subsets of the time series are implemented to satisfy two objectives. The first objective is to predict the most efficient state of electrical energy flow between a distribution network and nodes. Whereas the second objective is to minimise the peak demand and off peak consumption of acquiring electrical energy from the main grid by using ant colony search algorithm (ACSA). The performance of the indicators is validated against limited autoregressive integrated moving average (LARIMA) and second order Markov Chain model. It is shown that proposed method outperforms both LARIMA and Markov Chain model.

In smart homes, the Semantic Matching Framework (SMF) provides an appropriate middleware for delivering personalized assistive services in line with the disabilities of a user. SMF is a system based on the Web Ontology Language (OWL) as a modeling language to define ontologies for modeling and reasoning on the user environment and its profile. This paper first, details the adopted approach to personalize a smart home to people with special needs. Then shows how SMF support and manage multiple-users.

Hidayatulloh mengungkapkan bahwa implementasi bimbingan manasik yang dilakukan oleh Kankemenag Kabupaten Gorontalo telah sesuai dengan kebijakan nasional di Kementerian Agama. Lilam Kadarin Nuriyanto mendeskripsikan kualitas pelayanan pernikahan yang dilakukan oleh Kantor Urusan Agama (KUA) di Kabupaten Tegal. Penelitian kuantitatif yang dilakukan oleh Nuriyanto ini mendapati bahwa indeks kepuasan masyarakat termasuk kategori baik. Namun dalam pelayanan tersebut terdapat gap yang negatif antara harapan dan kenyataan sehingga Kementerian Agama perlu meningkatkan kualitas pelayanan agar dapat mengurangi gap tersebut.

A qualified test must be able to differentiate two groups of students: those who are in the high level in terms of cognitive competencies, and those who are in the lower ones. Therefore, a good test has to refer to appropriate theories and procedures. Through quantitative approach this study aimed to analyze the quality of the PAI items that were tested at the USBN 2013/2014. The items of the test were classified into two groups: Form A and Form B. The data were obtained through the answer sheets of Muslim students in the class XII of the SMAN 1 Ungaran which reached to 228 sheets. The results showed that form A was better than that of the form B. Both form A and form B had 4% of the items with good level of difficulty. Good discrimination index was reached by 18% of the items in the form A and 10% in form B. This meant that if the items of the questions were tested at SMAN 1 Ungaran, the quality of the questions should be improved. However, these results did not represent the PAI quality items at USBN 2013/2014 in general because the data were obtained from only one school.

This paper is a analysis result of transcription of the Banjar leather puppet performance by Dalang Iderus. By using a qualitative approach and semiotic method the result showed that Banjar puppet performed by Dalang Iderus can represent the existence of puppet 'dakwah' in Banjar. Some 'dakwah' values that can be taken from the transcription of the puppet performance are: the explanation on the importance of greetings, the importance of rectifying the intention in seeking knowledge, knowledge of bismilah, attitudes among children towards their parents, and attitudes among officials towards ordinary people. 'Dakwah' aspect is not directly shown in the form of speech, but it can be observed visually (in a video recording of puppets). For example, when talking about taboo that is inappropriate for third parties to hear should be discussed in a different room.

Cities are centers of knowledge and sources of growth and innovation and possess exceptional possibilities for economic development. At the same time, however, the cities undergo certain transformation due to urbanization and thus need to face the urban development challenges. The paper discusses briefly on the paradigms (independent or multiple paradigms) the cities adopt and in over the years how there has been a paradigm shift that address the urban development issues. The paradigm shift has been analyzed based on extensive literature review of significant paradigms that have been implemented in several cities in the world in the last decades. An extensive study has summed up the tools for analysis-selected parameters and characteristics of numerous urban development paradigms.

Global climate change has huge effects on the agricultural system and its productivity. Scientists report that changing climatic conditions led to a decrease in global wheat yields by 5, 5% and corn by 3, 8% and that by 2090, climate change is projected to lead to a loss of 8-24% of total world production of corn, soybeans, wheat and rice. According with others Scientists, Africa is threatened with a loss of the corn crop by 5% and wheat by 17% until 2050.Taking all of this into account agricultural sector needs to adapt to climate change. The goal of the paper is analyze the Climate-Smart Agriculture (CSA), verify the results of this approach in some significant Country in terms of vulnerability to climate change and asses what are the impacts. The paper intends responding to why should CSA be a good alternative and how it is different from what is being practiced right now. The conclusions put evidence on what is good in it and why it is important to pursue this practice.

The Caí River (Rio Grande do Sul, Brazil) is an important watercourse that receives large amounts of industrial and untreated municipal discharges in its lower course. We employed the SMART in Drosophila melanogaster to evaluate the genotoxicity of surface waters collected from Caí sites receiving direct sewage discharge: from Montenegro (Km 52) and from São Sebastião do Caí (Km 78 and 80), and from two sites under the industrial influence (Km 13.6 and 18.6). The genotoxic analysis included three collections: March, June and September 1999, which were tested at crude sample and at 50 and 25% concentrations. Considering the industrial samples from Km 18.6 and 13.6, collected in March, June and September 1999, they were characterized as not having genetic toxicity. The urban samples collected in March-Km 52, 78 and 80-showed a significant increment in the frequencies of total spots. In Km 52 and 78 the genotoxic effect was associated to both mutational and recombinational events, although for Km 80 the increases observed were mainly related to the occurrence of homologous recombination. Moreover, the Km 80 crude sample from June and all the concentrations analyzed for Km 52 in September were also able to induce mitotic recombination. These effects were only observed in the ST cross, demonstrating the genotoxins present in the urban discharges act by direct interaction with the DNA of the somatic cells. The SMART in D. melanogaster was shown to be highly sensitive to detect genotoxic agents present in the aquatic environment, and must be better exploited for monitoring areas under anthropogenic discharges.

The fabrication of carbon nanotube (CNT)-reinforced ceramic nanocomposites through laser sintering has been rarely studied, and the fabrication feasibility has been rarely tested. Laser sintering is a flexible, localized and high-precision process, which can also potentially produce coatings or parts with complicated shapes and/or spatially controlled compositions. Therefore, compared with other technologies laser sintering has its own advantages. Experimental investigations reported in this paper have confirmed the feasibility of fabricating CNT-reinforced ceramic nanocomposites through laser sintering of ceramic nanoparticles and CNTs. The studies show that laser sintering can induce the agglomeration of ceramic nanoparticles into a relatively more continuous ceramic phase, and during the sintering process CNTs are well preserved without any obvious quality degradation, and they are also bonded with the ceramic phase after laser sintering.
