Drawing on cultural studies, the concept of hybridity has emerged in peace and conflict studies as an important critique of the fragile failed/state discourse, and the binaries whereby the modern state is often contrasted with traditional or non-state actors. The concept is also challenged for reproducing the very binaries that it seeks to overcome and lacking analytical vigour. The paper addresses these critiques by exploring a case of diamond theft in rural Sierra Leone. It suggests an analytical shift from interaction between state institutions (police) and non-state authorities (traditional leaders) to focusing on processes of hybridisation through the enactment and performativity of authority. This is an analytical move from preconceived cultural and political entities to the subject and the simultaneous quality of how he or she assembles and projects authority. It is in the subject’s strategies and practices at the micro level that we clearly see how hybridisation processes occur.

To engage properly with the Somali National Army, to understand it in the hope of improving stability and the lives of over 12 million Somalis, good basic information on its composition and characteristics is necessary. Authoritative accounts on the subject have been scarce for over 25 years. This account seeks to detail the army’s dispositions across southern Somalia, and, more importantly, the brigades’ clan compositions and linkages. Clan ties supersede loyalties to the central government. The army as it stands is a collection of former militias which suffer from ill-discipline and commit crime along with greater atrocities. Estimates of numbers are unreliable, but there might be 13,000 or more fighters in six brigades in the Mogadishu area and five beyond.

This author wrote his doctorate thesis on post-conflict army reconstruction, submitting it in 2011. Continued research on the subject in the intervening seven years indicates that his theoretical propositions can be refined and improved. This article examines refinements to the model, and then applies those refinements in detail to the Afghan case. In so doing, it shifts the focus from potentially altruistic state-building to a case that was driven by pure national-strategic interests. Issues surrounding the liberal peace ideology dominate recent army reconstruction in conflict-affected states. The liberal peace underpinning is of supreme importance, so much so that in many discussions, it is internalised and accepted virtually without thought. This paper will advance the body of knowledge by establishing, for the first time, a theoretical basis for the widespread failure of army reconstruction in Afghanistan. The empirical basis builds on extensive previous research by other scholars. The resulting model can also be applied to better explain outcomes in other similar cases.

Benchmarks, metrics, results, impact and evaluations have been trending topics within the international security community. Now, 2015 promises to witness a crescendo in this mounting wave of attention for data, as the Sustainable Development Goals are further specified into targets and indicators. In recognition of the salience of the topic and need for reflection, in late 2014 an expert meeting of policymakers, practitioners and researchers was convened to discuss the political nuances and operational challenges of designing, applying and interpreting security progress measurements. This report seeks to capture the debates, lessons and innovations that emerged from the day’s discussions. The meeting, which was held under the Chatham House Rule, benefited from the deep and varied experience of the speakers, as well as the critical reflections offered by the participants. The organisers would also like to acknowledge the staff of The Netherlands Permanent Mission to the UN, for assisting with coordination and generously hosting the event in their New York mission.
