Нематериалното културно наследство на България / The Intangible Cultural Heritage of Bulgaria. Пд, 2010 Текст и съставителство – Венцислав Велев и Кирил Анастасов. В настоящото издание, посредством илюстративен материал, се представя част от многообразието на нематериалното културно наследство у нас. Показани са най-типичните етнокултурни общности, фолклорни области и събори на народното творчество – елементи от една система, в центъра на която е живата традиция и нейните носители. За първи път се представя Националната програма " Живи човешки съкровища " и Националната листа на българските живи човешки съкровища. Специално място е отредено на вече световно признатите за шедьоври от ЮНЕСКО Бистришки баби и нестинарите от с. Българи. Регистрираните недвижими паметници на културата в България са над 40 000, а в държавните и общинските музеи се съхраняват повече от 5 млн. движими културни ценности. Седем паметника на културата и два природни обекта са признати за уникални обекти от световно значение и са включени в Списъка на световното наследство на ЮНЕСКО. Изданието е не само още една стъпка в популяризирането на това богато културно наследство. То показва и общата ни грижа за неговата защита и предаване на поколенията. В настоящият доклад ще бъдат представени някои по-важни моменти, свързани с мястото и ролята на традиционната кухня, като част от общата народностна култура на населението от региона на Югоизточна България. Териториите, обект на настоящото изследване се явяват част от историко-географската област Източна Тракия, която самата е част от по-широкия ареал Северна Тракия. В глобален аспект това са територии, които имат отделни периоди на обща история, народо-психология и взаимовръзка между отделни културни пластове. От политическа гледна точка в настоящия момент това са територии разделени в рамките на Република България и Република Турция. Ето защо в обсега на настоящия доклад влиза регионът обхващащ територии включени във физико-географската област Югоизточна България. Възприето е виждането, че традиционната кухня и кулинарните дейности на всеки народ по своята същност отразява хранителните традиции и свързаните с тях поминъци, утвърдени през периода на неговото историческо развитие. Неминуемо, всички те се повлияват от поредица от различни външно действащи фактори, между които могат да се посочат: географските и климатичните условия и промени, обществено-икономическо развитие, начини на производство, разпределение и размяна на продуктите, демографски изменения, навици, бит, религия, културно и обществено развитие и др.

В резултат от приложението на Конвенцията на ЮНЕСКО за опазване на нематериалното културно наследство е създаден и специален "Регистър на добрите практики". В него се вписват примери от различни държави разкриващи предприети мерки по отношение опазването на нематериалното културно наследство и споделяне на опита в тази посока. Целта е да се намерят най-добрите и оптимални механизми насочени към съхраняването и препредаването през поколенията на познанията за тяхната традиционна култура. Целта на настоящото изследване е да посочи приноса на България в световния Регистър. Задачите са свързани с проследяване на процесите, които през годините се наблюдават, както и доказване устойчивостта на тази модели.As a result of the implementation of the UNESCO Convention on the Safeguarding of the Intangible Cultural Heritage, a special "Register of Good Practices" has been created. It lists examples from different countries revealing measures taken to safeguard the intangible cultural heritage and share experience in this direction. The aim is to find the best and optimal mechanisms aimed at preserving and retelling across generations the knowledge of their traditional culture. The purpose of this study is to indicate Bulgaria's contribution to the World Register. The tasks are to track the processes that have been observed over the years, as well as to demonstrate the sustainability of this model.

The Croatian national report on the legal aspects of cultural heritage is written in the context of the HEURIGHT project – the Right to Cultural Heritage, its Protection and Enforcement through Cooperation in the European Union. This report offers an overview of the Croatian legal framework for cultural heritage, and researches into certain specific issues within this broad field. Throughout the pages various legal sources relevant for this purpose are being made reference to and analyzed where appropriate, including the constitutional provisions, multilateral and bilateral international treaties, EU legal sources and their implementation into the Croatian legal system, national laws and regulations (statutory provisions and by-laws) and pertinent case law of courts and administrative authorities.

Механизмите и инструментите за защита на културното наследство, в това число и нематериалното, представляват комплекс от политически, стратегически, правни, икономически и технологични мерки и натоварените с изпълнението им органи и организации. Ето защо, въпросите свързани с опазването и популяризирането на нематериалното културно наследство все повече влизат в периметъра на вниманието не само на учените, но и на различните институции, които имат отношение към този процес. От значение се явява и обстоятелството, че в случая става въпрос за културно наследство, което можем да определим и с понятието " живо ". Важен елемент, за да съществува то е човекът, който със своите знания го поддържа и го препредава на следващите поколения. По този начин това наследство оказва съществено влияние върху развитието на обществото. Самото наследство ярко присъства и в съвременния бит и живот на населението на страната. Знанията, уменията и традициите не само се запазват и препредават. Те активно се практикуват и дообогатяват. Един от най-ефикасните начини за трайно съхранение на нематериалното културно наследство (освен внимателното му проучване, документиране и експониране) е и грижата хората, които го олицетворяват, да продължават да усъвършенстват своите знания и умения и да ги предават на следващите поколения.

В световен мащаб България е държава позната със своето уникално културно-историческо наследство. Материалната култура е оставила своите белези в поредица от пластове, които разкриват живота по българските земи още от древността до наши дни. Проучени и социализирани, същите предизвикват подчертан интерес както сред специалистите така и сред широката общественост. Днес представянето на нематериалното културно наследство съчетава не само идентифицирането на определена традиция, но и нейното опазване, посредством препредаването й през поколенията, поддържането й жива и днес. Добре съхранено, това наследство излиза извън стандартните разбирания за нещо което може да се изследва, наблюдава и показва като елемент на традиционната култура, както в повечето случаи се получава с материалното културно наследство. Отликата от него е, че нематериалното освен свързано с миналото е и неделима част от ежедневието на общността, която го е създала. То е живо и в съвремието ни. Един от съществените проблеми по отношение съхраняването на живото наследство е свързан със точната и своевременна негова идентификация, както и последващо опазване.
Настоящият доклад има за цел да направи кратък анализ на една от актуалните практики в областта на опазването на нематериалното културно наследство, реализирани към момента в страната - Националната система "Живи човешки съкровища - България".

Arkaik köklere dayanan ve kuşaktan kuşağa aktarılarak yakın zamana kadar getirilmiş olan pek çok kültürel miras örneği, başta değişen yaşam şartları olmak üzere çeşitli sebeplerle modern dünyada yaşama şansını yakalayamamaktadır. Özellikle modern medya aygıtlarının, kültürleşme süreçlerinin yoğun bir şekilde yaşanmasına olanak tanıdığı çağdaş dünyada, gelenekte var olan ve çeşitli işlevleri üstlenen kültürel yaratmaların yerini, tek bir merkezden üretilip bu medya aygıtları ile dünyaya dağılan kültürel unsurlar almakta ve bu durum sonucunda da yeryüzündeki pek çok yerel ve ulusal kültür yaşama şansını kaybetmektedir. Uzun vadede bu problemin doğuracağı tektipleşme tehlikesinin aslında insanlık adına evrensel bir tehlike oluşturduğunun farkına varılması ile birlikte bu tehlike olasılığı ile Birleşmiş Milletler öncülüğünde çok uluslu bir mücadele başlatılmıştır. İşaret edilen tehlike içerisindeki modern dünyada, başta SOKÜM Sözleşmesi’nin doğurduğu farkındalıkla, geleneksel olanı korumanın yolları aranmaktadır. SOKÜM Sözleşmesi’nde belirtilen kimlik saptaması, belgeleme, araştırma, muhafaza, koruma, geliştirme, güçlendirme, aktarma ve canlandırma gibi koruma biçimlerinden bazıları; halkbilimcilerin uygulamalı halk bilimi, fakelore, geleneğin icadı gibi kavramlar üzerinden yürüttüğü yenilikçi koruma yaklaşımları ile kesişmektedir. Bu kesişim kümesinde yürütülen çalışmaların ortaya çıkmasını sağlayan başta ticaret olmak üzere, eğitim, sanat gibi farklı motivasyon kaynakları bulunmaktadır. Politika da bu motivasyon kaynakları içerisinde, geleneğin yeniden yaratılmasında etkin ve güçlü itici kuvvetlerden biri olarak belirmektedir. Türkiye’de özellikle İkinci Meşrutiyet’in ilan edilmesinden sonra ortaya çıkan milliyetçi derneklerin folklorik imgeleri çeşitli şekillerde kullanmasından Cumhuriyet’in erken yıllarındaki güçlü uluslaşma sürecinde Cumhuriyet Halk Partisi’nin izlediği politikalarda İslam Öncesi ve Türkistan merkezli mitolojinin canlandırılmasına; Milliyetçi Hareket Partisi’nin 1969 yılında mitolojiden aldığı Bozkurt imgesini modern dünyaya adapte etmesinden, Adalet ve Kalkınma Partisi’nin atlı okçuluk gibi geleneksel sporları canlandırma faaliyetlerine ve alplık-gazilik kurumlarının etkisinde geliştirilen hikâyelerin televizyon dizilerinde işlenmesine kadar, bu uygulama örnekleri geniş bir kümeyi oluşturmaktadır. Bu çalışmada, kaynağını politik yapılanmalardan alan belli başlı uygulama örneklerinin uygulanış biçimleri, hedefleri ve sonuçlarının incelenmesi amaçlanmaktadır. Uygulama örneklerinin belirlenmesinde SOKÜM Sözleşmesi’ndeki tasnif sistemi temel alınmıştır. Buna göre beş kategoriye ayrılan somut olmayan kültürel mirasa dair seçilen örnekler şu şekildedir: Birinci kategori olan somut olmayan kültürel mirasın aktarılmasında taşıyıcı işlevi gören dille birlikte sözlü gelenekler ve anlatımlar kümesine dâhil edilebilecek bozkurt imgesi, seçilen ilk örnektir. İkinci kategori olan gösteri sanatlarına giren askeri bando organizasyonu olan mehter uygulamaları, çalışmada kullanılacak bir başka örnektir. Toplumsal uygulamalar ritüeller ve şölenler şeklinde belirtilen üçüncü kümeye dâhil edilebilecek örnekse atlı okçuluk uygulamaları olarak belirlenmiştir. Doğa ve evrenle ilgili bilgi ve uygulamalar kategorisine dâhil olan Nevruz etrafında oluşan inanç ve uygulamalar ve son küme olan el sanatları geleneğine dâhil edilebilecek olan hat geleneği ise çalışmada ele alınacak diğer örnekleri oluşturmaktadır. Söz konusu beş kültürel mirasın, siyaset eliyle modern dünyada yeniden yaratılması, canlandırılması ya da güçlendirilmesi şeklindeki uygulama örneklerinin hedefleri ile sonuçlarının örtüşüp örtüşmediği araştırılacaktır. Çalışma kapsamında veriler, medya kanalları ve sahada kaynak kişilerle yapılacak olan anketlerden elde edilecektir. Toplanacak olan bilgi yorumlanarak, folklordan alınarak gündelik hayatın içine siyasi bir motivasyonla yerleştirilen geleneksel unsurların üzerine yapışan politik anlamlar olup olmadığı, geleneğin yeniden yaratılmasında hangi aygıtların kullanıldığı, yeniden yaratılan geleneğin işlevsel bir dönüşüm yaşayıp yaşamadığı, geleneğin yeniden yaratılmasında siyasal güçlerin olumlu ve olumsuz sonuçlarının neler olduğu gibi konular üzerine genellemelere ulaşılmaya çalışılacaktır. Araştırma sonucunda elde edilecek olan genellemelerden hareketle, SOKÜM Sözleşmesi’nin hedefleriyle de bağlantılı olarak gelecekte yapılacak olan uygulamalı halk bilimi örneklerinde nelere dikkat edilmesi gerektiğine ulaşılmaya çalışılarak, ileriye dönük uygulama demelerinden olumlu sonuçların alınmasına katkı sağlanması hedeflenmektedir.

The historical-cultural evolution of the ethnoses living in one geographical region does not exclude the existence of similarities along with numerous differences. They are stipulated by a variety of positive (good-neighborliness, trade, voluntary or unintentional influences due to the common context, etc.) or negative (devastation wars, invasions and forced religious-cultural changes, and so forth) factors and become so ingrained and synthesized specifically for a particular nation that over the centuries, no one disputes their identity, origin, and even affiliation. Examples of the established elements can be found in language, oral tradition, performing arts, living or religious traditions and celebrations, gastronomy, handicrafts, and other resources of intangible cultural heritage. The above mentioned similarities can become potentially more attractive to tourists not only because of their interest in Georgian traditions and holidays in different parts of Georgia, but also because they assist to realize that we, people from different cultures, have affinities to be embraced and distinctions to be accepted and respected. Cultural heritage is a considerable part of the nation's identity, so its study, preservation and revival also contribute to the development of the country's modern culture along with certain social and economic benefits. The paper presents the means and difficulties of managing the process of turning Georgian traditions into a cultural tourist product and suggests some recommendations to overcome the existing barriers.

The traditional celebration “Surva” is one of the cultural markers in the Pernik region, Bulgaria. The custom of the masking is alive in almost of the residences in the municipality and can be experienced every year at dawn of the 14th of January and through the whole day of the 14th of January, when the locals celebrate “Vasilyovden” or “Surova” – the traditional New Year’s Eve in old style.

The study envisages the protection of the celebration of the glory of Good Friday in the locality of Varosh, Prilep, which is celebrated on the first Friday after the biggest Christian holiday, the Resurrection of Christ - Easter. The good has been practiced continuously for more than 100 years and is a kind of cultural identity of the townspeople who also call themselves „Markogradjani“. In the context of this claim, we would like to present the fact that there is not a single household in the area that has not prepared a ritual lunch („janija“) for the „day“ and that has not opened the gates for all guests who come en masse from Prilep and neighboring settlements. Also, the monastery of St. Archangel Michael deeply respects this tradition through the service of evening (before the holiday) and morning liturgy (on the holiday itself) and the feast of the faithful with a modest table, the evening before the holiday. Under the margins of the monastery, in a beautiful natural-cultural ambiance, every year there is a big fair, where visitors not only „shop for health“, but also relax with numerous songs and dances.
For these reasons, we proposed to classify the cultural good in the category significant cultural heritage.

The paper analyzes the steps anticipating the adoption and international approval of the UNESCO Convention
for the Safeguarding of the Intangible Cultural Heritage. It deals, particularly, with a wide body of expert discussion reports
and studies laying the base for adopted political documents and legislative acts, summarizing resolutions and proposals,
which we had to consider. Retrospective and analytical review presented in the paper allows not only to recognize and
appreciate the long-term way anticipating the development of the final draft of the UNESCO Convention, but also to examine
most of conceptions, terms and principles applied in 2003 Convention which are further improving under challenges of
time and international community. Analyzing the genesis of criteria and principles, that is, the essence of today concept on
safeguarding of the intangible cultural heritage underlying the 2003 Convention, the author stresses upon such important
its integral parts as comprehensive and interdisciplinary studies, broad field for dialogue directed at reaching consensus,
definition of the role of communities and individual bearers of the intangible cultural heritage.
У статті розглядаються кроки, що передували прийняттю та міжнародному схваленню Конвенції ЮНЕСКО про охорону нематеріальної культурної спадщини. Зокрема, ідеться про величезний масив матеріалів експертних обговорень і досліджень, на
основі яких приймалися політичні документи та нормативно-правові
акти, робилися підсумкові резолюції та пропозиції, і який довелося опрацювати. Ретроспективний та аналітичний огляд, запропонований у статті, дозволяє не просто зрозуміти та оцінити той довгий
шлях, що передував розробці остаточного проєкту Конвенції ЮНЕСКО про охорону нематеріальної культурної спадщини, а й глибше
збагнути багато понять, термінів і принципів, застосованих у Конвенції 2003 року, які дедалі вдосконалюються, враховуючи вимоги
часу та міжнародного суспільства. Досліджуючи генезу критеріїв
і принципів, власне, суті сьогоднішньої концепції про охорону нематеріальної культурної спадщини, покладену в основу Конвенції
ЮНЕСКО 2003 року, автор наголошує на таких важливих складових,
як усебічні та міждисциплінарні дослідження, широке поле діалогу,
спрямованого на досягнення консенсусу, визначення ролі громади та
окремого носія елемента нематеріальної культурної спадщини.

Öz Birleşmiş Milletler Eğitim Bilim ve Kültür Teşkilatı (UNESCO), İkinci Dünya Savaşı'ndan sonra küreselleşme ve popüler kültür karşısında yok olma tehlikesiyle karşı karşıya kalan kültürleri korumak, onları gelecek nesillere aktarmak ve yaşatmak için bir dizi önlem alıp program geliştirdi. 1989 yılındaki tavsiye kararı doğrultusunda Güney Kore'nin usta insanlara dikkat çekmesiyle yaşayan insan hazineleri sistemi ortaya çıktı. Usta kişi ifadesi somut olmayan kültürel miras unsurlarını yaratan, bilgi ve becerisi yüksek insanları tanımlamaktadır. Böylelikle somut olmayan kültürel mirasın üreticisi olan usta kişiler merkeze alınarak korundu. Türkiye'de 2008 yılından günümüze âşık, karagöz, çini, keçe, kispet gibi çeşitli geleneksel meslek ve sanat dallarından yetkinliği ispatlanmış otuz kişi Yaşayan İnsan Hazinesi Ulusal Listesi'ne girmiştir. Bartın'da ağaç maket ev yapımı sanatını icra eden Ahmet Güldür, mesleğini yaklaşık yirmi yıldır sürdürmektedir. Geleneksel bilgi ve tecrübesini çıraklarına aktarmaktadır. Maket evleriyle kent belleğinin korunması ve aktarılmasına da katkı sunmaktadır. Bu makalede Bartın'da ağaç maket ustası Ahmet Güldür'ün hayatı ve sanatı yaşayan insan hazineleri bağlamında değerlendirilmiş ve ulusal envantere girmesi için bütün şartları sağladığı tespit edilmiştir. Abstract: The present work examines the role of infor-mation technology in preserving the Intangible Cultural Herit-age. The ability to digitize, archive, promote, and popularize through new information technologies gives a new look and a fundamentally new approach to passing the traditions from generation to generation.

In light of increasing media attention and commercial
interest in documenting Chinese cuisine, this article examines the
presentation of food in today’s mainstream Chinese media and the
effects of its aesthetics in China and around the globe. Identified
herein are the various stages of what I call a mediated discursive
transformation of China’s foodscape and culinary heritage in the
globalization era, which started with an upsurge of gastronomic writing
in China’s print media and is being furthered by a generation of
globally conscious Chinese elites. To examine the mediated process
of Chinese cuisine under the influence of globalization and, particularly,

В данной работе рассматриваются возможности сохранения Нематериального культурного наследия при помощи внедрения новых информационных технологий в существующие сети знаний и поддержки их деятельности. Создание возможностей и условий для интеграции между разными проектами в общей базе данных и использование унифицированных технологий и моделей для идентификации, оцифровки и распространения позволит сохранить народное творчество разных сообществ, сохраняя в том числе их самобытность и разнообразие.
Сохранение традиционной культуры и элементов Нематериального культурного наследия через научную документацию, архивирование и оцифровку является частью общей стратегии сохранения.

The current work considers the possibilities to keep the Intangible cultural heritage through new information technologies, and to be implemented in already existing webs of knowledge and to help their activity. The creation of opportunities, conditions for integration of different projects in common database and using of unified technologies and models for identification, digitization and sharing will be able to keep folklore art of different communities as they completely preserve their identity and variety.
Keeping the traditional culture and elements of Intangible cultural heritage through scientific documentation, archiving and digitization is a part of common strategy for preservation.

There is no heritage if it is not backed by the community,
self-identifying with it, and any policy in heritage safeguarding would be wrong if this community does not take

Представянето на нематериалното културно наследство съчетава не само идентифицирането на определена традиция, но и нейното опазване, посредством препредаването й през поколенията. Добре съхранено, това наследство излиза извън стандартните разбирания за нещо което може да се изследва, наблюдава и показва като елемент на традиционната култура, както в повечето случаи се получава с материалното културно наследство. Един от съществените проблеми по отношение съхраняването на живото наследство е свързан със точната и своевременна негова идентификация, както и последващо опазване. Настоящият доклад има за цел да направи кратък анализ на една от актуалните практики в областта на опазването на нематериалното културно наследство, реализирани към момента в страната. Обект на изследване е приложимостта на националната система „Живи човешки съкровища – България“, която е единствената действаща в национален обхват.

“Otto” and “Rumi” were the artistic aliases adopted by Ekrem Yazici, a Turkish national who became one of the growing numbers of foreign “jingpiao,” foreign traveling artists who would establish themselves in China’s porcelain capital Jingdezhen. Based on data gather during the first phase of the author’s ethnographic study with Ekrem Yazici at Jingdezhen, this article examines the foreign traveling artists, or the foreign “jingpiao"’s cultural awareness and their active participation in the construction of Jinagdezhen’s ceramic cultural landscape. This study presents the foreign "jingpiao"'s identity transformation processes: from the once “Others” seeking acknowledgement and accommodation to the current “actors” contributing to the transformation processes per se. The study also suggests the importance of foreign artists in China as a collective group of “multi-identity actors” that play an essential role in the formulation and construction of contemporary China’s artistic and cultural landscape.

Celem artykułu jest szczegółowy etnograficzny opis dwóch wybranych przykładów niematerialnego dziedzictwa kulturowego, odnotowanych w trakcie badań terenowych prowadzonych w ramach projektu Atlas niematerialnego dziedzictwa kulturowego wsi wielkopolskiej na terenie gminy Połajewo (powiat czarnkowsko-trzcianecki). Pierwszym z nich jest zwyczaj dorocznych spotkań kobiet 8 marca, podczas tak zwanego Sabatu Ciot Połajewskich; drugim cykliczne spotkania w Połajewie kolędników-dudziarzy, w drugą niedzielę stycznia. Oba zwyczaje, mimo iż są przedłużeniami lokalnych tradycji zapisanych w przekazach oficjalnych (tryptyk Pokłon Pasterzy, od którego wywodzić ma się tradycja gry na dudach) oraz ustnych (legendy dotyczące obecności czarownic w gminie ), w aktualnej formie funkcjonują względnie od niedawna. Głównym problemem towarzyszącym ich opisowi jest postawienie pytania, na ile są one związane z tradycyjnie pojmowanym niematerialnym dziedzictwem kulturowym, na ile zaś stanowią pewne novum kulturowe, wynalezione (invented) przez animatorów w celach ożywienia partycypacji w kulturze lokalnej? Poszukując odpowiedzi na to pytanie, w części analitycznej artykułu odwołuję się do koncepcji tradycji Erica Hobsbawma oraz Jerzego Szackiego.

Discussing enthusiastically the EU common cultural sphere as the new, achievement of international collaboration we forget the project “Europe” is not a political arrangement which appeared after the Second World War. Despite the geographical understanding of this term and the “national” background of the contemporary Europe per se, it exist a whole variety of “(Central)-European cultural heritages”. (Central)-European musical style is a good example of such linkage.
Discussion of two terms: “pastorella” and “pastorale” – popular in European music since 17th c. till the 19th c. – will be a good example of such musical heritage preserved regardless the historical and civilizational changes. The numerous musical clichés connected with above mentioned terms are common heritage of numerous national music styles. More! The same musical elements used to be called the “characteristic” components of local/regional/national styles. It is however easy to proof the same elements are entirely unknown to other cultures or their function is reasonably different. One can therefore define the borders of a given cultural heritage by examining the dispersion of chosen musical constituents like: instruments, genres, compositional techniques and other clichés.

Резюме: Опазването на нематериалното културно наследство и неговото препредаване през поколенията се явява от ключово значение процес, който е свързан с дейностите по съхраняване на традиционната култура. Миналото предадено с нови способи и отправено към бъдещето е част от различните мерки, които се предприемат на международно, национално и регионално ниво. Необходимостта от разработването на поредица от конкретни мерки, както и тяхното прилагане в практиката също се явява съществен въпрос. Това е динамичен процес, който следва да се следи в неговата динамика, предвид и изменящата се обстановка. Споделянето на добър опит и практики се явява също ключово важен елемент, който следва да се насърчава. Всичко това прави тематиката не само актуална, но и такава, която неизменно ще стои в основата на бъдещи политики разработвани от различни институции.

ÖZ Bu araştırmada Türk Cumhuriyetlerinden Türkiye'ye lisans öğrenimi amacıyla gelmiş üniversite öğrencilerinin kendi ülkelerinin UNESCO Somut Olmayan Kültürel Miras Listesi'nde yer alan kaynaklarına ilişkin bilgi ve deneyim düzeylerini tespit etmek amaçlanmıştır. Ayrıca listede bazı ortak değerleri tescillenen Türk Dünyası ülkeleri öğrencilerinin bu değerlere ilişkin bilgi ve deneyim düzeylerinin farklılığını saptamak hedeflenmiştir. Bu amaçla Kastamonu Üniversitesi'nde öğrenim gören Türkiye vatandaşı öğrenciler ile Azerbaycan, Kazakistan, Kırgızistan, Özbekistan ve Türkmenistan'dan gelen toplam 399 öğrenciye ulaşılmıştır. Ulaşılan verilere tanımlayıcı istatistikler ve farklılık analizleri yapılmıştır. Araştırma sonucunda en yüksek bilgi ve deneyim ortalamasına sahip ülke Kırgızistan olurken bunu sırasıyla Azerbaycan, Kazakistan, Türkmenistan, Türkiye, Özbekistan takip etmiştir. Kültürel miras değerleri içerisinde en bilinen unsurlar; Azerbaycan, Kazakistan ve Türkmenistan için Nevruz, Kırgızistan için Kırgız Destan Üçlemesi, Özbekistan için Özbek pilavı ve Türkiye için Karagöz olmuştur. Vatandaşları tarafından en az bilinen unsurlar ise; Azerbaycan için Çevgen oyunu, Kırgızistan için ekmek (lavaş, yufka) yapma kültürü, Kazakistan için Doğan-Şahinle avlanma, Özbekistan için Katta Ashula ve Boysun ilçesi kültürel alanı, Türkmenistan için Geleneksel Türk halı yapım sanatı ve son olarak Türkiye için Islık Dili ve Semah olmuştur. Ayrıca ortak somut olmayan kültürel miraslardan Nevruz, Lavaş, Dede Korkut ve Âşıklık geleneğine ilişkin bilgi ve deneyim düzeyi ülkelere göre farklılık gösterirken, epik anlatıcılık için anlamlı bir farklılık tespit edilememiştir. ABSTRACT The purpose of this research came from the Turkic Republics of Turkey to the undergraduate education of university students aimed their countries to determine the level of knowledge and experience relating to the sources of the UNESCO Intangible Cultural Heritage List. Also, it is aimed to determine the difference of knowledge and experience levels of students of Turkish World countries whose common values are registered in the list. For this purpose, a total of 399 students from Turkey, Azerbaijan, Kazakhstan, Kyrgyzstan, Uzbekistan and Turkmenistan have been reached. Difference analyzes were made to the data reached. The country with the highest average knowledge and experience of the research it while Kyrgyzstan respectively, Azerbaijan, Kazakhstan, Turkmenistan, Turkey, Uzbekistan has followed. The most known elements among the cultural heritage values are; Nowruz for Azerbaijan, Kazakhstan and Turkmenistan, Kyrgyz Epic Trilogy for Kyrgyzstan, Karagöz for Turkey and pilaf for Uzbekistan. Tarihi ve kültürel alanların muhafaza edilmesinde somut ve somut olmayan kültürel miras önem arz etmektedir. Fiziki yapıya uygulanan koruma çalışmalarında, kültürel değerler göz ardı edildiğinde nitelikli çözümler sağlanmamaktadır. Bu çalışmalar, yapılı çevre ile bu çevrenin bünyesinde barındırdığı geleneklerin birlikte ele alınmasıyla verimli olmaktadır. Somut ile somut olmayan varlıkların beraber değerlendirilmesi söz konusu varlıkların geçmiş ile gelecek arasında köprü kurmasına imkân tanımaktadır. Bu bağlamda Anadolu coğrafyası; iklimi, zengin kaynakları ve stratejik konumunun elverişliliği sayesinde antik dönemden beri çeşitli toplumların ilgisini çekmiş ve birçok medeniyete ev sahipliği yapmıştır. Nitekim köklü bir kültürü ve tarihi bir geçmişi bulunmaktadır. Dolayısıyla bu coğrafya, hem somut hem de somut olmayan kültürel mirasıyla önemlidir. Ancak günümüzde el sanatları, ritüeller, destanlar, dil, müzik, hikâye gibi somut olmayan değerler unutulmaya doğru gitmektedir. Anadolu coğrafyasında konumlanan ve kuruluşu yaklaşık MÖ 9000’lere dayanan Bitlis kenti, İpek ve Hac yollarının güzergahında yer aldığından her dönem değerli bir kent olarak varlığını korumuştur. Yerleşimin; günümüze ulaşan türkülerinin, yemeklerinin, yöresel kıyafetlerinin, halk oyunlarının, el sanatlarının, keransaraylarının, müzelerinin, hanlarının, tarihi evlerinin ve türbelerinin meydana getirdiği somut ve somut olmayan kültürel miras öğeleri sayesinde geniş bir kültürel yapısı ve kentsel dokusu bulunmaktadır. Bu nedenle bu çalışmanın amacı Bitlis kentinin geleneksel mimarisinin biçimlenişinde somut olmayan kültürel miras değerlerinin rolünü ortaya koymak ve kentsel dokusunun korunmasında bu değerlerin önemini vurgulamaktır. Çalışma kapsamında mevcut tezlerden, dergilerden, kitaplardan yararlanılmış ve araştırma değerlendirilmiştir. Nitekim, söz konusu kent; birçok değerli varlığı bünyesinde barındırdığından bütüncül bir yaklaşımla korunup gelecek kuşaklara aktarılması gerekmektedir.

Ритуалното преминаване през отвор в скалата е част от традиционни лечителски практики в различни части на света. Провирането през камък се разглежда, като акт на преминаване от едно измерение в друго и опит на човек да се отърве от заболяванията. Символиката на провирането е отъждествявана и с обред на повторно раждане или промяна в социалния и жизнен статус. До неотдавна тези лечебни камъни, са съхранявали статута си, като места на почит сред местните общности, от които са почитани и поддържани. Сблъсъка с новото време се отразява на тази паметници събрали в себе си комбинацията от природен феномен, материални артефакти и нематериално културно наследство. Както може да се очаква, най-застрашено от сблъсъка с модерното е именно нематериалното културно наследство, в случая лечебната обредност.

This contribution is a short overview of Guangfu’s taijiquan 广府太极拳practices and the political transformations happening in this town located in the North China region. A first version of this contribution was published in Chinese as an afterword in Sun Jianguo’s taijiquan manual  Master Sun 孙建国­– a taijiquan master native of Guangfu ­– invited me to write down “what I saw and heard” 所见所闻 during my stay at this site. The original text focused on Master Sun views on taijiquan’s recent developments and the political processes framing the local development of Guangfu. Here, I will also share observations of another taijiquan master – Yang Zhenhe 杨振河 – and his group of disciples

The paper analyzes cultural policies for ICH using the example of the Kingdom of the Netherlands. In particular, the focusof attention is the Action Plan for implementing the UNESCO Convention 2003, that is, measures for inventorying and planning. Besides,the legislative base and special provisions concerning the ICH are also analyzed. The proposed review certifies that the safeguarding of the intangible cultural heritage became not only the important line but an integral and defining part of the cultural policy of the Netherlands.

Introduction
For the sake of Documentation, Recognition & Celebration, Transmission of Knowledge & Skill and Sustainability of the Intangible Cultural Heritage (ICH) of Bangladesh and spreading the same globally to keep our core cultural identity high, first, the Bengali community needs to clearly understand the 2003 Convention for the Safeguarding of the ICH. Secondly, the concerned civil society also should be well aware of points and procedures of this convention to persuade and guide the government for being proactive in protection, celebration and transmission of ICH. This convention should be the basic framework for the state agencies to planning, enlisting, inventorying, educating community and the new generation population to sustainably uphold the country’s traditional cultural diversity still alive mostly in the less trodden remote rural locations.
Considering the importance in the context of rapid urbanization and consequent vulnerability of the valuable ICH elements, Bhābanagara Foundation opts to translate the basic frameworks on ICH safeguarding and contributing to achievement of UNESCO 4-Goals as a non-government initiative. The Foundation by this time has developed a Primary Inventory of the Folk Artists, Artisans and Performers available on the Foundation’s website (http://vabnagarfoundation.com/cultural-heritage).
In course of this translation work, we have faced questions on the Bangla term of ‘Intangible’. After series of discussions with local and international scholars, we have taken Paribartanshil Sangskriitik Oitihya / পরিবর্তনশীল সাংস্কৃতিক ঐতিহ্য as the Bangla term for Intangible Cultural Heritage by following the UNESCO Definition of ICH. Some scholars, academicians and organization of Bangladesh are using Bengali word, like Aparimayo / অপরিমেয় (that cannot be measured) or Adhora / অধরা (incapable of being caught hold of; elusive) or Sparshatit /স্পর্শাতীত (untouchable) for meaning of ‘Intangible’. But we observed that is not perfect meaning of ‘Intangible’ for Cultural Heritage of Bangladesh. ICH is globally identified as the ‘knowledge and practice of traditions, skills and customs pass on to generations, and/or to other communities’. Thus, the way of ICH transmission adapts subtle changes. So, we created a perfect Bangla terminology, which is Paribartanshil Sangskriitik Oitihya, based on UNESCO definition and practical feature of ‘Intangible cultural heritage’.
We Know that there are two different words in English and French. English ‘Intangible’ came of late Latin word ‘Tangibilis’. And, French ‘Intouchable’ (which is ‘untouchable’ in English) came also from late Latin Verb ‘toccare’. ‘Intangible’ is of course something abstract. But ‘untouchable’ has specific socio-political meaning regarding the inhuman caste convention in this subcontinent.
We believe, for paving the way of proper identification, documentation, research, preservation, protection, promotion, enhancement, and transmission of the diverse elements of Bangladesh ICH, Paribartanshil Sangskriitik Oitihya / পরিবর্তনশীল সাংস্কৃতিক ঐতিহ্য will be widely accepted as the eligible terminology for working in the realm of our continuing and creative cultural heritage.
It is our pleasure to publish the Bangla translation of the Basic Text of the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage of UNESCO, for the first time.
