1. Quotation will be accepted up to 11.00 a.m. On 07.05.2017, and will be opened at 11.30 a.m.
on same day. The quotationers are requested to offer their rates on Item rate basis only.

2. No quotation will be accepted unless accompanied by the requisite earnest money , Sales Tax
clearance certificate, PAN Number, Service Tax Registration certificate along with the quotation
form.

3. The EMD should be deposited by Demand draft/Pay order of any Nationalized Bank or from any
Scheduled commercial Banks whose Branches are located at Chandrapur / Yavatmal in favour of
“Western Coalfields Limited, Mungoli OCP. Account” payable at State bank of India cement nagar
branch or UCO bank Kailashnagar. DDs/POs etc. for EMD Cost shall be from the date of
invitation of NIQ onwards. The EMD shall be refunded to the unsuccessful quotationers after
finalization and award of work and shall bear no interest.

4. Sales Tax/VAT clearance Certificate for the last financial year or the last assessment whichever is
later or proof of filing the returns for the previous financial year and Particulars of Registration with
appropriate Sales Tax authorities (in relation with Works Contract Tax) if applicable.

5. Evaluation of tenders(weight-age) : Financial turnover & cost of completed works of previous


years shall be given a weight-age of 5% per year (average annual rate of inflation) to bring them at
current price level while evaluating the qualification requirement & bid assessment of tenders.
Experience certificate has to be submitted by the bidder, for experience of works done before as
mentioned in abstract for individual work that is similar Nature/ Civil work.

6. Affidavit regarding authenticity of credentials on non Judicial stamp paper of Rs.100/- should be
submitted duly certified by Notary for each individual work/quotation.

7. All service providers i.e. Contractors/ tenderers should quote their rates Exclusive of
Service Tax. Service Tax will be reimbursed to the contractors on production of challan or RG23II
form if they claim CENVAT-Credit. Rate quoted should be is figures & words in typed format, hand
writing ofter will be rejected.
8. The quotations should be deposited in the tender Box placed at the Civil department of Mungoli
Sub Area., Mungoli. Quotation notice number and name of work should be written on each
envelope containing quotation documents for easy identification.

9. The quotation is subject to Rules/Terms & conditions as per civil Engineering manual.
10. Validity of quotation is for 120 days from the date of opening of quotation.

11. All provisions of modified Civil Engineering Manual 2015 will be applicable.

12. Management reserves the right to accept or reject any offer wholly or partly or split the work
without assigning any reason what-so-ever. Tender without proper EMD will be rejected outrightly.

TERMS AND CONDITIONS the

1 (a) The 1st part of security deposited including the Earnest Money, deposited at the time of tendering,
shall be 5% of the contract value and should be submitted within 28 days of issue of LOI/Award letter
by the successful tenders.

(b) Performance security, if any, to be submitted at award of work by the successful tenderers.

2 The time of completion of work shall be reckoned from 10th day of issue of award letter or
the actual date of handing over the site whichever is later.

3 You will have to produce the license as per contract labors (Regulation & Abolition Act 1970)
if you engage more than 19 (Nineteen) laborers in a day.

4 Sale Tax on complete work shall be borne by you as per the provision of the Act.

5 All other terms conditions incorporated in the standard tender documents for work shall be
governing the award of the work.

Work shall be executed as per specification of CPWD 2009 & as per instructions of Engineer In

charge of the work.

7 The rate accepted is with all leads required for materials.

Additional 5% shall be recovered from each on account bill and the same shall be refunded with final

bill.

The worker engaged must be trained in VTC otherwise they should not be allowed in the mine.

Helmets, shoes etc. shall be compulsory to all labours.

10 All the material required for the above work shall be arranged by the contractor and should be
confirm to relevant code of BIS.
11 In case of any penalty is imposed towards delay in completion of the work, the contractor will not be
entitled to take part in any tender at unit level and Area level for a period of 03 (Three) months with
effect
from the issue of sanction order.
You will be full responsible for the safety and protection of your person, employees, workers and

property.
The safety required or recommended by all applicable laws, codes, statuters and regulations will be
observed by you. In case of Accident by any means, you will be responsible for compliance with the
entire requirement imposed by the workmen compensation Act 1923 or other similar laws in force.

13 Cement / Steel will be responsibility of contractor. Cement should be of the specification


as per the IS 269/1976 and steel as per relevant specification of
BIS.

TECHNICAL SPECIFICATIONS
Technical specifications to be followed
Civil Engineering works
Latest CPWD specification shall be adopted. Presently CPWD specification 2009 vol I and
II is in vogue which may be followed. These specifications cover all type of building works.
The specification are available as a printed document issued by CPWD and also in soft copy
PDF format in CPWD website.

Roads and Bridges


Standard specification issued by ministry of surface transport may be followed. Presently
MORTH specification on road and bridges 2013 is available. These specifications cover
exhaustively various roads and bridge works.
WCL
ADDITIONAL SAFETY MEASURES TO BE TAKEN BY THE CONTRACTORS
SAFETY CODE

1. Suitable scaffolds should be provided for workman for all works that cannot be safety to be done from the
ground or from solid construction except such short period work as can be done safety from ladders. When a
ladder is used an extra Mazdoor shall be engaged for holding the ladder and if the ladder is used in carrying
materials as well, suitable footholds and handholds shall be provided on the ladder and the ladder shall be given
an inclination not steeper than 1/4 to 1/4 horizontal and 1 vertical.

2. Scaffolding or staging more than 12 above the ground or floor suspended from an over head support of
erected with stationary supports shall have a guareed rail properly attached hoted breced and other wise secured
atleast 3ft. high above floor or platform of such scaffolding or staging and ends theeof with only such openings as
may be necessary for the delivery of materials. Such scaffolding or staging shall be so fastened as to prevent it
from swaying from the building or structure.

3. Working platform gangways and stair way should be so constructed that they should not segunduly or
unequally, and if the height or the platform of the gangway or the stair way is more than 12 ft. above ground level
or floor level they should be closely boared should have adequate with and should be suitable fenced as
descripted in (1) above.
4. Every opening in the floor of building or in working platform be provided with suitable means to prevent
the fall of persons or materials by providing suitable, fencing or railing whose minimum height shall be 3 ft.

5. Safe means of access shall be provided to all working platform and other working place. Every ladder
shall be provided securely fixed no portable single ladder shall be over 30 ft. in length while the width between
side rails in rung ladder shall in no case be less than 1 1/2" for ladder upto and including 10 ft. in length. For
longer ladders this width should be increased at least 1/4 % for each additional foot of length. Uniforms specing
step specing shall not be exceed 12". Adequate precautions shall be taken to prevent danger from electrical
equipments. No materials on any of the said of work shall be stacked or placed as to cause danger or
inconvenince to any person or the public. The contractor shall also provide all necessary fencing and lights to
protect the public from accident and shall be bound to bear the expenses of defence of every suit, action or other
proceedings at all that may be any person injury sustained owing to neglect of the above precaution and to pay
damages and cost which may be brought awarded in any such suit, action or proceedings to any such person or
which may with the consent of the contractor, he has paid to compromise any claim by any such pesons.

1. All trenches four feet or more in depth, shall at all times be supplied with atleast one ladder for each 100 ft. in
length or fraction thereof ladder shall be extended from bottom of th trench to atleast 3' suitable slope of
securely held by timber bracing, so as to avoid the danger of
sides to collapse. The excavated materials shall not be placed within 5 ft. of the edge of the trench or half of the
tranch whichever is more. Cutting shall be done from top to bottom under no circumstance undermining or under
cutting shall be done.
7. Before any demoition work is cemmenced and also during the process of the work :
a. All roads and open areas adjacent to the work site shall either be closed or suitably protected.
b. No electric cable or apparatus which is liable to be a source of danger over a cable or apparatus used be
the operator shall remain, electrically charged

1c. All practical steps shall be taken to prevent danger to persons employed from rise of fire explosion or
flooding no floor roof or other part of the building shall be so overloading with debris or material as to render it
unsafe.

8. All necessary safety equipment as considered adequate by the Engineer Incharge should be kept
available for the sue of the persons employed on the site and maintained in condition suitable for immediate use
and the contractor should take adequate steps to ensure proper use of equipment by the concerned.

a. Workers employed on mixing asphaltic materials, cement and lime mortars shall be provided with
protective footwear and protective goggles.
b. Those engaged in white and mixing or stocking of cement bags or any materials which is injurious to the
eye shall be provided with protective goggles.
c. Those engaged in welding works shall be provided with protective goggles etc.
d. Stone breaker shall be provided with protective goggles and protective clothing and seated at sufficiently
safe intervals.
e. When worker are employed is sewers and manholes, which are in use, the contractor shall ensure that
the man of covers are open and are atleast for an hour before the workers are allowed to step into the manhole
and the manholes so opened shall be condend of with suitable railing and provided with warning signals so
boards to prevent to the public.
f. The contractor shall not employment below the age of 13 and women on the work of painting with
products containing lead in any form whenever man above the age of 1 years are employed for the work of lead
painting the following precautions should be taken.

1. No paint containing lead or lead products should be used except in the form of paste or readymade paint.
1. Suitable face makes should be supplied for the use opf workers when paint is applied in the form of spray
or a surface having lead point dry rubbed and scrapped.
2. Overalls shall be supplied by the contractors to the workman and adequate facilitiess shall be provided to
enable the working painters to wash during the process of work.

9. When the work is done near any place where there is risk of drawing necessary equipment should be
provided and kept ready. Prompt rescue of any person in danger and adquate provision should be made for
prompt first and treatment of all injuies likely to be sustain during the course of the risk.
10. Use of hoisting machines and tackle including their attachments anchores and supports shall conform to
the following standard or conditions.

1. (a) Those shall be good mechanical construction, sound material and adequate strength and free from
patent defect and shall be kept in good working order.
(b) Every rope used in hoisting or lowering materials of as a means of suspensions shall be of durable
quality and adequate strength, and free from patent defect.
2. Every crane driver or hoisting appliance operator shall be properly, qualified and no person under the age
of 21 years should be incharge of any hoisting machine including andy scaffold which or give signals to the
operator.
3. In case of every hoisting machine and of every chain ring hold sharkle swivel and pully block use in
hoisting or lowering or as means. Every hoisting machine and all gear referred to above shall be plaintly marged
with the safe working load. In case of hoisting machine having a wairable/ safe working load of the conditions
under which it is applicable shall be clearly indicated. No part of any machine or any gear referred to above in this
paragraph shall be loaded beyond the safe working load except for the purpose of testing.

4. In case of departmental machines, the safe working load shall be notified by the Electrical Engineer
incharge as regards contractor's machne the contractor shall notify the safe working load of machine to the
Engineer incharge. Whenever he brings and machinery to site to work and get verified the Electrical Engineer
concerned.

1. Gearing, transmission, electrical wiring and other dangerous part of hoisting appliances should be provided
with sufficient safeguard. Hoisting appliances should be provided with such means as will reduce to minimum
risk of accidental descent of the load. Adequate precaution should be taken to reduce to the minimum risk of
any part of the suspended load becoming accidentally displaced .
When workers employed on electrical installations which are already energized , insulating mats
wearing apparels such as gloves, sleeves and boots as may be necessary should be provided. the workers
should not wear rings, watches and carry keys or other materials, which are good conductors of electricity.
12. All sacffolds, ladders and other safety devices mentioned or described herein shall be mentioned in safe
conditions and no scaffold, ladder or equipment shall be attered or removed shile it is used. Adequate washing
facilities shall be provided at or near places of work.
13. These safety provisions shall be brought to the notice of all concerned by display on a notice board at a
prominent place at the workspot. The persons responsible for compliance of the safety codes shall be named
there in by the contractor.

14. To ensure effective enforcement of the rules regulations relating to safety precautions, the arrangements
made by the contractor shall be open to inspection by the Labour Officer, Engineer Incharge of the department or
their representatives.

15. Not withstanding the above clause from (i) to (xv) there is nothing in those to exempt the contractor
from the operations of any other Act or rules in force in Republic of India.

The work will be governed by Terms & Conditions/Rules as per Civil Engineering Manual of WCL
