Summary of Expression of Interest (EoI) in terms of Tender Notice and

Terms of Reference (ToR)

Vision and Mission of BBS (Bangladesh Bureau of Statistics):

Vision
Prepare national statistics of international standards.
Mission
Statistics are prepared in a modern manner for the development and public welfare of the
country and analyzed, stored and published through advanced information technology.

Background of the Assignment:


Blood sample collection from general household selected through appropriate sampling
method, transportation of collected blood samples, preservation and laboratory testing to
generate clinical information regarding both thalassemia and hepatitis-B. The firm should
produce computer generated (prescribed tabular format) reports, data management, data
processing and data analysis for national thalassemia survey. a) Collect blood samples from
different parts of the country through competent and experienced medical technologist and
blood picker assistants; b) Guideline to be prepared for the medical technologist for
collection, preservation and safe transportation of blood. c) Transport safely the collected
blood samples to laboratory for testing thalassemia prevalence and hepatitis-B from different
parts of the country (as per selected sample areas). d) Preserve the collected blood samples
appropriately in an safe and secured way. e) Provide consultancy service by haematologists
during the survey period. f) The firm should use high quality necessary medical requisits
(butterfly needle, syringe, blood collection tube, cold chain box, alcohol pad, bandage, etc.)
for blood sample collection, transportation, and preservation. g) The firm should engage
necessary number of manpower, medical technologists and blood picker assistants for
collecting blood samples from different parts of the country (as per selected sample areas). h)
Generate blood test report by testing the collected blood samples to identify both thalassemia
prevalance and hepatitis-B. i) Collect general demographic information by the blood picker
assistants through BBS approved questionnaire. The questionnaire will be preinstalled as
CAPI apps in the tablets developed and provided by BBS. j) Conduct households listing in the
sampled PSUs and collection of data from all districts of Bangladesh as per survey design, on
the given structured questionnaires on hand held tablets. k) The firm will have to submit
finally produced datasets along with tables to the focal point officer of National Thalassemia
Survey of BBS. l) Produce complete report according to the predetermined format required
for analysis of the survey and provide the reports both in hard and soft copies. m) Preparation
of the draft report and submit the final report in close consultation with Bangladesh Bureau of
Statistics (BBS) based on the results and agreed structure of the report for sharing with all
stakeholders. n) The firm should take ethical clearance from the appropriate authority to
conduct the survey (collect blood sample from various part of the country).

e) Experience in successfully conducting thalassemia-related surveys will get preference.

Infrastructure of Dr. Lal PathLabs Bangladesh:

with consistent temperature, humidity, and air pressure to maintain the integrity of
blood samples and reagents.
 Dedicated spaces: Separate areas are designated for different activities, such as blood
processing, testing, storage, and waste disposal, to prevent contamination and ensure
workflow efficiency.
 Safety features: Proper ventilation, biosafety cabinets, and waste disposal systems are
crucial to protect staff from exposure to bloodborne pathogens.
Equipment Dr. Lal PathLabs Bangladesh:
 Advanced blood bank equipment: This includes centrifuges, blood bank refrigerators
and freezers, automated blood typing and testing systems, and equipment for blood
