CODE OF CONDUCT

• The upcoming election for the office bearers, i.e., the Executive Committee (EC) of Rangpur
Old Cadets Association (ROCA), will be conducted through both online and physical voting
from the ROCA Members, who are eligible voters as per the ROCA Constitution. Accordingly,
the final list of eligible voters will be circulated by the ROCA Executive Committee on 10
November 2024, and the final list of nominated candidates will be published on 12
November 2024 by the Election Commission for ROCA Election 2024.
• The online voting will take place on 5 and 6 December 2024 through an authentic, trusted,
used worldwide and paid online voting portal, with specific security verification of the
respective voter(s) to avoid fraudulence and repeated votes from the same voter. The
physical voting followed by counting votes and declaration of the election results will take
place on 6 December 2024 at a predeclared convenient venue in Dhaka, maintaining the best
possible relevant scrutiny and security measures for ensuring a fair election. Please note that
the above-mention voting dates may vary subject to natural calamities and/or unavoidable
circumstances.
• The election procedure will be conducted as per the organizational guidelines of the ROCA
Constitution, and accordingly, the following Code of Conduct for ROCA Election 2024 will be
followed:
a) (i) The nomination form will be sent through e-mail to the batch representatives.
The batches deciding to have the candidate(s) for any post(s) should get the consent
of the candidate(s), fill up the separate nomination form(s) (as applicable) for the
individual post(s) having the signature(s) of the candidate(s) along with the batch
representative’s signature as the proposer and another voter’s signature (of the
same batch) as the seconder, and finally, send the duly signed scanned copy of the
nomination form to the official e-mail of the Election Commission
([email protected]) by 23:59 hours on 2 November 2024.
(ii) The individual candidate(s), who is/are not proposed by the respective batch(es),
may download the form from the ROCA Facebook, WhatsApp, or Viber group
(uploaded by the Election Commission) or by sending a request to the official e-mail
of the Election Commission ([email protected]), and
finally, send the duly signed scanned copy of the nomination form to the same
official e-mail of the Election Commission by 23:59 hours on 2 November 2024.

b) The candidate can circulate any printed materials and send e-mail or SMS for the
canvassing of his own-self but shall not host any party or get-together and/or be
hosted by any member(s)/voter(s) in any party or dinner or get-together or in any
other such form for canvassing for the election.
e) The Election Commission or any Member(s) of the Election Commission shall take
part neither directly nor indirectly in any such (above-mentioned) election
campaign.
a) All eligible voters shall physically bring their ROCA ID Card or any other Photo ID
Card, i.e., NID, Student ID, Job/Service ID, etc., to vote. The voters must bring their
active cell phone with the respective contact number and email id
submitted/assured by the individual batch representatives for the ROCA database
(as published/circulated in the final list of eligible voters).
b) The voters will only be eligible provided the organizational dues are clear [Ref: The
final list of eligible voters as mentioned in Para-A].
a) The Election Commission shall have the full authority to conduct the election
peacefully and may issue any instruction(s) to supplement and/or complement the
rules herein.

b) The Election Commission may circulate the biodata and/or information stated by
the candidates in the nomination form.
c) The Election Commission may invalidate a nomination paper or cancel a ballot paper
during the process of the election on any breach of rule(s) for the election.
d) On matters of dispute, the respective candidate shall appeal to the Chief Election
Commissioner for the final disposal.
e) All decisions of the Election Commission throughout or against any dispute arising
throughout the election shall be final and binding.
f) The Election Commission shall submit the final report with election results to the
Advisory Committee/Council and/or the Present Executive Committee for adoption
in the Annual General Meeting.
4. Special Notes:
a) All members, voters, and candidates are to follow the election regulations,
nomination submission procedures, contestants’ conditions, online and physical
voting procedures, etc., published/circulated by the Election Commission from time
to time till the handover of election results to the Advisory Body and/or the Present
Executive Committee.
b) Any violation of the Code of Conduct for ROCA Election 2024 should be dealt with
seriously. In case of any breach by a candidate or ROCA member/voter noticed or
any such complaint received, the Election Commission will deal with it as follows
after verifying and hearing (if necessary):
i. In case of minor violation: Warning;
ii. In case of gross violation or repetition of minor violations: Disqualification
for candidature and/or voting right;
iii. In case of severe violation: Recommendation from Election Commission to
Executive Committee for suspension of organizational membership.
c) All members, voters, and candidates are requested to adhere the ROCA
constitutional section 10.3 & 10.4. Election commission 2024 is will strictly uphold
these sections in their practices & communication till the Election commission is
abolished.
