1 Purpose
This procedure describes how to review the Health, Safety, and Environmental Management
System (HSEMS) on an annual basis to ensure its continuing suitability, adequacy, and
effectiveness.
The purpose of this review by executive management is to ensure that the HSEMS remains
appropriate to meet T&D Cleaners Limited’s objectives and targets, including its policy commitments
to:
Compliance with health, safety, and environmental legislation and other requirements
Prevention of pollution
Continual improvement of the Health, Safety and Environmental Management System
Provision of adequate resources for effective HSE management.
The Management Review is also the opportunity for top management to plan possible changes
necessary to fulfill their commitments and ensure continual improvement to the HSEMS.
The procedure also identifies the Executive Committee’s commitment to the establishment and
implementation of a Health, Safety and Environmental Management System including;
To ensure that T&D Cleaners Limited determines and manages the work environment
needed to achieve conformity to legal and other requirements.
To ensure that T&D Cleaners Limited determines and provides the resources for
implementation, maintenance, and continual improvement of the HSE management system.
To ensure that the staff performing work affecting HSE, are competent.
To ensure that the T&D Cleaners Limited’s staff are aware of the importance of their
contributions to the achievement of the HSE objectives
2 Scope
3 Responsibilities
Managing Director
Convenes and chairs the Management Review Meeting
HSE Representatives
Provide the OHSE Manager with information relevant to their respective areas, including
suggestions for improvement
Implement agreed-on actions in their respective area of responsibility
OHSE Manager
Collects and summarizes data on the HSE management system and HSE performance
Reports summary data to the management review committee
Attends the Management Review Meeting and records the proceedings
Coordinates the implementation of actions following the Management Review and reports on
progress to the management committee.
4 Procedure
The OHSE Manager collects and summarizes all relevant performance data into a presentation for
the management committee. This report also contains recommendations for improvements to the
HSE Management System and requests for additional resources, if required.
The OHSE Manager provides a copy of the presentation of summary data to each member of the
management committee at least 5 days in advance of the Management Review Meeting.
The Managing Director (MD) calls the Management Review meeting. There is a fixed minimum
agenda of topics that are always considered, but there are no exclusions to issues that can be
raised. The meeting considers the performance and events of the preceding year and the needs of
the next year.
The agenda includes, but is not limited to the following inputs and outputs:
A record of the Management Review meeting is kept by the OHSE Manager. This record includes
the main topics of discussions, actions, responsibilities, and target timeframes. A copy is sent to
each member of the management committee and each Departmental Manager following the
Management Review Meeting. The OHSE Manager is also responsible for the follow-up and
closeout of identified actions.
An additional Management Review may be held at any time if special circumstances cause this to
be necessary. For example, major restructuring of operations or management responsibilities, new
processes that introduce significant new HSE issues, or major external concerns arising and
potentially affecting interested parties or legal obligations.
To establish a Health, Safety, and Environmental policy for T&D Cleaners Limited.
To ensure that HSE objectives are established, measured and consistent with the HSE
policy.
To hold management review meetings to review the effectiveness of the management
system and also to identify areas of improvement.
To demonstrate their commitment to the development and improvement of the management
system through the provision of the necessary resources and training.
To communicate the importance of meeting customer, regulatory and statutory requirements
to all staff.
To ensure that feedback of successes and failures are communicated throughout T&D
Cleaners Limited.
In particular, resources required for the implementation, maintenance, and continuous improvement
of the HSE Management System will be identified and made available.
Awareness
In order to ensure that staff is aware of the relevance and importance of their activities and how they
contribute to the achievement of the HSE objectives, T&D Cleaners Limited:
4.6 Infrastructure
T&D Cleaners Limited determines, provides, and maintains the infrastructure needed to achieve
conformity to HSE requirements.
