AN ORDINANCE PROVIDING FOR POLICIES AND GUIDELINES TO ALL
QUALIFIED BARANGAY NUTRITION SCHOLARS (BNS)IN THE CITY OF
ORMOC AND GRANTING INCENTIVES THEREOF OTHERWISE KNOWN
AS
BARANGAY NUTRITION SCHOLARS CODE OF THE CITY OF ORMOC
SECTION 1.TITLE OF THE ORDINANCE. The ordinance shall be known as
the
BARANGAY NUTRITION SCHOLARS CODE OF THE CITY OF
ORMOC.
SECTION 2.DECLARATION OF POLICY:
a. To promote and improve the total well-being of the Barangay Nutrition
Scholars (BNS).
b. To develop the skills and capabilities of BNS in order for them to
become more responsive and equipped in delivering health services
and programs in their area of responsibilities; and
c. To encourage all BNS to become effective partners in the
implementation of all health and nutrition related programs and
activities of the city.
SECTION 3.DEFINITION OF TERMS:
a. Federation of Barangay Nutrition Scholar (FBNS) - composed of
Barangay Nutrition Scholars of the one hundred ten (110) barangays
forming themselves for their interest.
b. Barangay Nutrition Action Officer (BNAO) - any person who shall serve
as action officer in the barangay regarding nutrition programs and
activities; to be designated by the Punong Barangay.
c. Barangay Nutrition Council (BNC) - the flagship organization of the
nutrition program being chaired by the Punong Barangay.
d. Barangay Nutrition Scholar (BNS) - person engaged in nutrition
program (s) and other health related programs in their respective
barangays.
e. City Nutrition Action Officer (CNAO) - provides supervision for nutrition
implementation.
f. City Nutrition Council (CNC) - the flagship organization of nutrition
program being chaired by the City Mayor.
g. City Nutrition Program Coordinator - ensures the programs/projects
implementation.
SECTION 4. QUALIFICATION. The qualifications of a Barangay Nutrition
Scholar shall be as follows:
(a) Bonafide residence in the barangay for at least four (4) years, with
ability to speak the dialect;
(b) Recommendation from the Punong Barangay;
(c) Willingness to learn, and to teach what he has learned to the
barangay people;
(d) At least high school graduate;
(e) Physical and mental fitness;

SECTION 5. RECRUITMENT. The barangay nutrition scholar shall be


recruited from within the barangay and shall be tested on mental ability and
proper work attitude.

SECTION 6. DUTIES, FUNCTIONS AND RESPONSIBILITIES: THE


FOLLOWING ARE THE DUTIES, FUNCTIONS AND RESPONSIBILITIES OF
A BNS:
a. Attend regular BNS meeting;
b. Submit on time monthly, quarterly and annual accomplishment
reports;
c. Conduct and submit individual and consolidated Operation Timbang
(OPT) report every last Friday of March (first quarter) and every last
Friday of November (last quarter) duly signed by concerned
authorities;
d. Assist the School Nutrition Coordinator in the school feeding
interventions of their respective barangays;
e. Co-facilitate the Nutrition Month Celebration;
f. Coordinate with the City Nutrition Council (CNC), Barangay Nutrition
Council (BNC), Barangay Nutrition Action Officer (BNAO) and Punong
Barangay /BNC Chairperson on programs related to nutrition;
g. Submit consolidated full weighing report for zero to twenty-four (024) months and twenty-five to seventyone (25-71) months,
progress report and other related reports required by the CNC,
Province, Region;
h. Co-facilitate the conduct of Annual Action Planning;
i. Conduct community classes at least twice a year;
j. Shall submit an Annual Accomplishment Report to the City Local
Health Board
k. Campaign for breastfeeding;
l. Establish partnership with their Barangay Nurses/Midwives, BHWs
and other community partners in the implementation of nutrition
programs;
m. Facilitate City, Provincial and Regional Evaluation;
n. Establish partnership with Non-Government Organizations (NGOs) in
their respective barangays;
o. Perform other tasks and functions assigned by the City Nutrition
Action Officer and Nutrition Program Coordinator;
p. Shall not be engaged in partisan politics, and if found shall be
removed from office.
SECTION 7. MEETING. The FBNS shall have a regular meeting every last
Friday of the month. A special meeting may be called as the need arises.
SECTION 8.TERM OF OFFICE AND SERVICE
a. Term of Office - The officers shall hold office for one (1) year
and until their successors are duly elected and qualified.

b. Term of Service - The BNS appointment shall be effective


within the period of one (1) year renewable every year unless
removed or terminated from his/her service as a Barangay
Nutrition Scholar.
SECTION 9.SANCTION/PENALTY. A Barangay Nutrition Scholar who failed
to submit reports on time shall have the following sanctions/penalty:
a. First and second offense shall not be entitled to one month
honorarium.
b. Third offense termination of appointment.
SECTION 10.SUSPENSION AND REMOVAL. Only the Punong Barangay
may file a complaint to the City Nutrition Council (CNC) for the suspension
and/or removal of the BNS. After a thorough investigation and if found liable
thereon, the CNC shall recommend to the City Mayor for the suspension
and /or removal of the BNS. A BNS shall only be suspended and/or removed
on the following grounds:
a. Dishonesty, misconduct and abuse of authority;
b. Neglect of duties, functions and responsibilities as stipulated in
Section 6 of this Ordinance, within three (3) consecutive
Memorandum Orders received by the BNS concerned;
c. Unauthorized absence for three (3) consecutive months during
the regular monthly meeting.
SECTION 11.VACANCY. In case of termination as member of BNS, the City
Mayor upon endorsement of the Punong Barangay shall appoint a new
Barangay Nutrition Scholar. An honorarium from the City shall be released six
(6) months after said appointment.
SECTION 12. MONTHLY HONORARIUM. A monthly Honorarium of Two
Thousand Five Hundred Pesos ( Php 2,500) is hereby accorded for every
Barangay Nutrition Scholar , and without prejudice to further increasing the
same in the future after a thorough review of their works and should the city
budget permits.
SECTION 13. NUTRITIONCOMMITTEES .The implementation of this project
shall be the total responsibility of the City Nutrition Committee headed by
the City mayor as Chairman.
SECTION 14.SOURCE OF FUNDS. Expenses to be incurred in connection
with the implementation of this ordinance and operation of the Association of
the Barangay Nutrition Scholars shall be charged to the City Nutrition
Program Account.
SECTION 17. REPEALING CLAUSE. Any provision/s of an ordinance ,rules
and regulations and/ or any part/s thereof inconsistent with the provision/s
of this ordinance are hereby repealed and/or modified accordingly.
SECTION 18. SEPARABILITY CLAUSE. If any provision or part thereof is
held invalid or unconstitutional, the other parts of this ordinance not
otherwise affected shall remain in full force and effect.

SECTION 19. EFFECTIVITY CLAUSE . This ordinance shall take effect one
(1) month after its approval and its circulation to the 111 Barangays of
Ormoc City. The Punong Barangay concerned shall be responsible in the
dissemination copies of this ordinance to their respective BNS.
Let copies of this ordinance be forwarded to all offices concerned, for
their information , record and guidance.
