AN ORDER ESTABLISHING THE BARANGAY HEALTH EMERGENCY RESPONSE
TEAM (BHERT) OF BARANGAY MAPALAD, TARLAC CITY, TARLAC TO HELP
MANAGE THE CORONAVIRUS SUSPECTS AND CONTACTS AND FOR OTHER
PURPOSES
Whereas, Section 15, Article 2 of the 1987 Philippine Constitution and Section 16 of the
Local Government Code of 1991 state that local government units are responsible for the
promotion of health and safety within their jurisdiction;
Whereas, the country acknowledges the urgent need to suppress or contain the spread of
the 2019 Novel Coronavirus which emanated from Wuhan, China;
Whereas, in response to the growing concern over the outbreak of coronavirus, the
Philippines is now among the countries with probable coronavirus suspects;
Whereas, unless properly addressed, the spread of the pathogen may create negative
impacts on health, business productivity, tourism, mobility of persons, and may lead to
misinformation that could further cause paranoia;
Whereas, the Department if the Interior and Local Government issued Memorandum
Circular 2020-018 on January 31, 2020 to enjoin local government units to intensify information
education campaign against coronavirus and implement services that will promote the health and
well-being of every Filipino;
Whereas, the said Memorandum Circular encourages the creation of Barangay Health
Emergency Response Teams (BHERTs) across the country to help health authorities suppress the
spread of the NCoV 2019;
Whereas, this barangay commits to cooperate with the national government in preserving
the health and wellness of the community;
Now, Therefore, I, Hon. JONAR T. Limos, by the powers vested in me by law as Punong
Barangay of Mapalad, Tarlac City, Tarlac, hereby orders the following:
1. With or without the list of arrivals from the Mayor to be given by the Bureau of
Immigration, conduct visits in the home of every arriving person from a coronavirus
affected country;
2. Immediately list down the persons, arriving residents who came into contact with prior to
his/her arrival in their residence;
3. Require the arriving residents to check and record temperature daily, in the morning and
in the afternoon, for the duration of the 14-day home confinement period.
4. Advise the arriving residents to watch out for any other symptoms of Acute Respiratory
Disease (ARD) caused by the coronavirus like cough, difficulty in breathing or shortness
of breath.
5. Check on the condition pf the arriving residents daily from a distance of more than one
(1) meter wearing an N95 or surgical mask;
6. If symptoms are observed, immediately isolate and confine the arriving resident, now a
coronavirus suspect, to a room away from the members of the household prior to his
immediate transport to a DOH-designated coronavirus-referral center or hospital for
further examination and treatment. Require the patient to wear N95 or surgical mask and
place the rest of the household under 14-day home confinement. Repeat the process for
them, including contact tracing.
7. If no signs manifest, report to the Municipal Health Officer for lifting home confinement,
and
8. Report to the Punong Barangay on measures or actions taken per arriving resident.
