A. DESCRIPTION
GENERAL SUMMARY
Under direction, serves as a liaison between the Human Resources (HR) and Information Technology (IT) Departments to provide systems support and analysis and to leverage technology solutions to meet the needs of the HR Department and users of HR information systems throughout the County. Works with all levels of HR staff in assessing needs for various business functions. Assists management in identifying and analyzing options and recommends business process enhancements. Performs tests to ensure all processes work according to the pre-determined goals identified. Assists team members in identifying reports that are needed by the department and users of HR information. Provides project oversight from design through implementation. As it relates to the HR department, acts as editor/publisher for the HR Department website to ensure consistency across all units and facilitate new initiatives.

Provides team leadership on individual projects. Assigns and checks work of team members. Provides input on evaluation of team members.
TYPICAL DUTIES AND RESPONSIBILITIES
Serves as a liaison between Human Resources and Information Technology Departments to provide systems support and analysis and to leverage technology solutions to meet the needs of HR and users of HR information systems throughout the County.
Works with HR staff in assessing needs for various business functions within the department. Assists management in identifying and analyzing options and recommends business process enhancements.
Assists department staff with technical issues related to the use of HRIS systems. Assists staff in the creation of more difficult queries to select and compile information from the HRIS system as needed. Provides project oversight from design through implementation. Identifies, tracks, monitors and communicates on project-related issues, scope changes, variances and contingencies that occur during the course of projects. Monitors project work to ensure that progress is maintained within expected guidelines and is completed on a timely basis.
Creates test scenarios and assists project team members in performing tests to insure all processes work according to predetermined goals.
Participates in IT Status meetings for identification and resolution of issues and consideration and evaluation of potential system enhancements and upgrades.
Acts as editor/publisher for the HR Department website to ensure consistency across all units and facilitate new initiatives.
Assists HR project team members with technical issues related to the HRIS system by investigating problems and developing detailed suggestions for resolution of issues.
Participates in PeopleSoft implementation projects. Attends meetings regarding information systems applications.
Works with HR staff in the development of project scope of work documents and project plans that include analysis of cost, benefit, work schedule, related risks and return on investment. Assists with the development of Requests for Proposals (RFPs).
Works with functional areas to identify roles of project team members, project reporting structures, frequency of interaction and training requirements.
Coordinates movement and maintenance of equipment, researching costs and processing related purchase requisitions and work orders.
Maintains familiarity with all computer systems used in the department, utilizing them as needed, evaluating their effectiveness and making recommendations for enhancements.
Assists in developing training plans and training documents. Assists in training HR Department staff and others utilizing HR computer systems, supervising staff closely in implementation phases of new systems.
Responds to complaints referred by unit staff and others, by determining the best possible manner to approach and resolve problems. Works to provide positive public relations and represent the organization and Human Resources Department in most favorable manner possible.
Participates in the development of new manual and computerized systems and enhancements to current system and consults with Information Technology for the development and maintenance of reports related to recruitment functions. Instructs lower level staff in use of new methods and procedures associated with new system or reports and supervises staff closely in implementation phases of new systems.
Log issues of HR staff and those experienced by the public in help desk tracking system. Follow up with users to ensure issues were resolved.
Create complex queries to provide program statistics for management. Arrange data in spreadsheets to perform calculations, find percentages and determine ratios. Analyze and interpret statistics to provide overview of findings.

1. Possess a Bachelors degree from an accredited college or university with a major in Computer Science, Information Systems, Business Administration, Public Administration, Human Resources or related field.
2. Have four (4) years of full-time experience in computer system operations.
NOTE: A Master's degree in Public Administration, Human Resource Management, Business Administration, Computer Science or related field may be substituted for one (1) year of work experience.

C. Physical Demands and Environmental Factors
While performing duties of this job, the employee is required to have ordinary ambulatory skills sufficient to visit other locations; and the ability to stand, walk, stoop, kneel crouch, and manipulate (lift, carry, move) light to medium weights of 10-50 pounds. Requires good hand-eye coordination, arm, hand and finger dexterity, including ability to grasp, and visual acuity to use a keyboard, operate equipment and read application information. The associate frequently is required to sit, reach with hands and arms, talk and hear.
