This Paper explores the role of mobile applications in modern librarianship, focusing on their significance, benefits, challenges and future prospects. It discusses how mobile technology has transformed library services, enhanced accessibility to information resources, and empowered librarians to engage with patrons in innovative ways.

MOOCs are a recent development, with little informed consensus on the extent of their future impact on tertiary education. In this paper the authors consider one application of open online courseware, as a platform for professional development within the tertiary sector, with an agreed pathway into award programs in tertiary education management. The case presented is a recently launched 'emerging leaders and managers program (eLAMP)' for the Australian tertiary education sector. The pedagogical, resourcing and practical issues of designing and supporting this program are examined as a means of exploring the conceptual underpinnings of online technologies and pedagogies.

In order to create a thriving c2c e-commerce environment, it is imperative for c2c e-commerce companies as well as merchants within to fully understand the factors that persuade existing customers to make repeat purchases. This article distinguishes itself by differentiating the roles of platform providers and those of merchants in identifying the determinants that affect repurchase intention in c2c e-commerce. Data in this article was collected from the users of a respected c2c e-commerce company in Indonesia. A total of 347 sample was analyzed using Partial Least Square (PLS), a variance based Structural Equation Modeling (SEM) aided by SmartPLS 2.0 software. One of the six gaming concession holders in Macao, Macao Entertainment Corp (MEC) 1 , undertook to centralize three casino/entertainment properties through utilization of a centralized Enterprise Resource Planning (ERP) in April 2010. The Supply Chain (SC) department was the first to apply the ERP in this centralization process. After rolling-out the new ERP system, a number of problems arose due to the organizational changes required. To identify the problems, information was collected through questionnaires and interviews in order to determine the level of agreement by staff regarding the existence of issues typical to such organizational change. The present paper aims to determine what problems and challenges occurred in this initial implementation to assist in developing recommendations to mitigate those effects in subsequent rollouts.

The present work used Scopus-based bibliometric analysis and Pearson correlation coefficients to analyse the research output of three universities in the Galicia region of Spain and three public universities of North of Portugal. The purpose of this study was to understand the current state of Galician and Northern Portugal academic and scientific research, to identify the main research fields in which the region stands out, and to compare and contrast the academic production of the six universities. The main conclusion to be drawn from this study is that scientific production in the Euroregion Galicia-North of Portugal is not concentrated on a few study fields, but covers a wide range of subjects, from medicine and chemistry, to computer science or engineering. The University of Porto stands out, both in scientific production and in the number of researchers.

Research over two decades has advanced the knowledge of how to assess predictive validity. We believe this has value to information systems (IS) researchers. To demonstrate, we used a widely cited study of IS spending. In that study, price-adjusted diffusion models were proposed to explain and to forecast aggregate U.S. information systems spending. That study concluded that such models would produce more accurate forecasts than would simple linear trend extrapolation. However, one can argue that the validation procedure provided an advantage to the diffusion models. We reexamined the results using an alternative validation procedure based on three principles extracted from forecasting research: (1) use ex ante (out-of-sample) performance rather than the fit to the historical data, (2) use well-accepted models as a basis for comparison, and (3) use an adequate sample of forecasts. Validation using this alternative procedure did confirm the importance of the price-adjustment, but simple trend extrapolations were found to be more accurate than the price-adjusted diffusion models.

This study develops a diffusion model of customer-related IT (CRIT) based on stock market announcements of investments in those technologies. Customer-related IT investments are defined in this work as information technology investments made with the intention of improving or enhancing the customer experience. The diffusion model developed in our study is based on data for the companies of the S&P 500 and S&P MidCap 400 for the years of 1996–2001. We find empirical support for a sigmoid diffusion model. Further, we find that both the size and industry of the company affect the path of CRIT diffusion. Another contribution of this study is to illustrate how data collection techniques typically used for financial event studies can be used to study information technology diffusion. Finally, the data collected for this study can serve as a Bayesian prior for future diffusion forecasting studies of CRIT.

Most of new information systems development is now being undertaken with Web-based architectures. The objective of this study is to identify and assess the relative importance of the required features for methodologies used to develop Web-based information systems. Critical success factors (CSFs) for the development of Web-based applications were identified from the literature and organized into a hierarchy consisting of their dimensions and sub-dimensions. The relative importance of the dimensions was assessed through an analytical hierarchy process (AHP) method based on data obtained in Korea from IT professionals. Information properties and risk control were found to be the two main dimensions. Within information properties dimension, integrity of information was found to be the most important sub-dimension. The relative importance of the features was also found to vary for the three industry sectors investigated.

Purpose The purpose of this paper is to develop data visualisation proof of concept prototypes that will enable the Curtin University Library team to explore its users’ information-seeking behaviour and collection use online by analysing the library’s EZproxy logs. Design/methodology/approach Curtin Library’s EZproxy log file data from 2013 to 2017 is used to develop the data visualisation prototypes using Unity3D software. Findings Two visualisation prototypes from the EZproxy data set are developed. The first, “Global Visualisation of Curtin Research Activity”, uses a geographical map of the world as a platform to show where each research request comes from, the time each is made and the file size of the request. The second prototype, “Database Usage Visualisation”, shows the use of the library’s various subscription databases by staff and students daily, over a month in April 2017. Using March and Smith’s taxonomy of information systems (IS) research activities and outputs and Newman’s method of pro forma abstracting, this research mapped the current space of IS research and identified research activities and outputs that have received very little or no attention in the top IS publishing outlets. We reviewed and classified 1,157 articles published in some of the top IS journals and the ICIS proceedings for the period 1998–2002. The results demonstrate the efficacy of March and Smith’s (1995) taxonomy for summarizing the state of IS research and for identifying activity-output categories that have received little or no attention. Examples of published research occupying cells of the taxonomy are cited, and research is posited to populate the one empty cell. The results also affirm the need to balance theorizing with building and evaluating systems because the latter two provide unique feedback that encourage those theories that are the most promising in practice.

Requirements elicitation is a central and critical activity in the systems analysis and design process. This paper explores the nature of the challenges that confront analysts and their clients during requirements elicitation. A review of the literature highlights communication as a persistent locus of concern among systems analysis, users and procurers. The paper presents a classification of communication challenges that arise during the requirements elicitation process. Empirical evidence from a brief case study is used to illustrate the scope and impact of these communication challenges and to present a complementary approach to requirements elicitation. The paper introduces the Repertory Grid technique as a means to ameliorate some of the communication issues that persist, particularly in projects where information systems support specialized work. The paper is written in the form of a case tutorial, providing insight into the contribution of the Repertory Grid technique to requirements elicitation.

Privacy on the Internet has been of increasing concern with the explosive growth of electronic commerce. A series of past surveys by the Federal Trade Commission and other organizations measured the implementation of fair information practices and industry self-regulation of privacy. This report includes two important additional factors in the review-enforcement and simplicity. Using this more comprehensive analysis, this article reviews the current Internet privacy polices of the 50 largest US companies.

Openness and absorptive capacity are both based on the notion that organizations can use external knowledge to increase their innovation outcome. The objective of this paper is to investigate the joint effect of openness strategies, firms' absorptive knowledge capacity, and the innovation performance of SMEs in a developing country. By using structural equation modeling (SEM) through PLS, the results show that internal practices and means for attracting external knowledge improve innovation performance and indicate that absorptive capacity mediates open search breadth and partially open search depth to affect innovation performance. These results highlight the additional nature of absorptive capacity and reinforce the knowledge of scholars in particularly developing countries.

The importance of corporate data management cannot be overstated in today's volatile environment. Several recent studies of IS professionals have found computer-based data utilization to be one of the top five critical IS issues of the 1980s. A study was conducted with 394 end users in 21 Fortune 500 organizations. The results are alarming. Data pollution existed in every one of the firms we explored. Rekeying of corporate data was evident in half of the end users surveyed creating redundancy problems. Data management policies were not found to be widespread presenting a very real concern to practicing managers. Backup and security procedures were found to be loosely enforced on the average. Based on the findings, the authors recommend a contingency approach to managing corporate data. Recommendations are presented to IS managers which encourage a shift from computer management to data management.

The aim of this research is to detect small objects with low resolution and noise. The existing real time object detection algorithm is based on the deep neural network of convolution need to perform multilevel convolution and pooling operations on the entire image to extract a deep semantic characteristic of the image. The detection models perform better for large objects. The features of existing models do not fully represent the essential features of small objects after repeated convolution operations. We have introduced a novel real time detection algorithm which employs upsampling and skip connection to extract multiscale features at different convolution levels in a learning task resulting a remarkable performance in detecting small objects. The detection precision of the model is shown to be higher and faster than that of the state-of-the-art models.

eParticipation involves the use of Information and Communication Technologies (ICTs) for facilitating the two-way communication between governments and citizens. Designing eParticipation activities is a complex task. Challenges include the need for interdisciplinary expertise and knowledge (e.g., in political, sociology, usability and technology domains) and the lack of widely accepted models and technological standards. This paper paves the way for the definition of a basic reference model for eParticipation, providing guidelines for the design, implementation and management of eParticipation web applications. This model was put into practice for the design of an eParticipation Framework helping users in designing, customizing and deploying web-based services for a given eParticipation process. The authors also report on the experimental use of the Framework in a group of Tuscany municipalities for carrying out participatory budget activities.

Technology adoption by individuals has traditionally been regarded by information systems researchers as a choice between adoption and non-adoption of a single technology. With the current diversity of technology alternatives, the adoption decision may be more accurately specified as a choice between competing alternative technologies. The research question may no longer be simply whether technology is adopted, but rather which technology is adopted. The authors illustrate this with a simplified model of choice between two competing technologies, where the second technology is an enhanced version of the first. Their theoretical model is based on Expectancy Theory (ET). Results indicate that system characteristics can be successfully captured in the Valence Model of ET, and effort expectancy in the Force Model. Future research can expand on these results by including more factors in the Valence Model, and by comparing more than two alternative technologies.

In this paper, the authors present a new algorithm for constructing a solid model when the given input is only one partial-view sketch ("natural sketch"). This algorithm is a two-step process, where first a complete (wireframe) sketch is derived, which is then transformed into a 3D polyhedron. The paper details topological and geometric aspects of the process, as well as the essential "user-interaction" components dealing with cases where the sketch-to-solid problem does not have a unique solution.

This study aims at examining and mapping the spatiotemporal distribution of meningitis epidemic, in relation to climate variability, using GIS and Remote Sensing techniques. Using the northern part of Nigeria as a case study, data on meningitis epidemic were obtained from the archive of National Bureau of Statistics, Nigeria for the periods between 1998 and 2013. The data were updated with collection from Nigeria Demographic and Health Survey (NDHS). Also, Nigerian Ministry of Health has compiled consistent statistics on meningitis incidence for the periods. A meningitis distribution map was derived from an environmentally-driven form of predicted probability of epidemic experience as it is in International Research Institute for Climate and Society (IRI) Database. In the case of certain applications in which a need exists to visualize and interact with voluminous data sets and complex 3-D geometrical models, the conventional computer interface inhibits key human-computer interaction processes. Here, several deficiencies of the standard interface are identified with emphasis on a failure to make optimal use of the complex human sensory systems. Various general forms of interaction modality are outlined together with several types of image space. This provides a basis for brief discussion of emerging ‘creative’ 3-D display systems with emphasis on computational holography, varifocal techniques, and volumetric systems.

As support grows for greater access to information and data held by governments, so does awareness of the need for appropriate policy, technical and legal frameworks to achieve the desired economic and societal outcomes. Since the late 2000s numerous international organizations, intergovernmental bodies and governments have issued open government data policies, which set out key principles underpinning access to, and the release and reuse of data. These policies reiterate the value of government data and establish the default position that it should be openly accessible to the public under transparent and non-discriminatory conditions, which are conducive to innovative reuse of the data. A key principle stated in open government data policies is that legal rights in government information must be exercised in a manner that is consistent with and supports the open accessibility and reusability of the data. In particular, where government information and data is protected by copyright, access should be provided under licensing terms which clearly permit its reuse and dissemination. This principle has been further developed in the policies issued by Australian Governments into a specific requirement that Government agencies are to apply the Creative Commons Attribution licence (CC BY) as the default licensing position when releasing government information and data. A wide-ranging survey of the practices of Australian Government agencies in managing their information and data, commissioned by the Office of the Australian Information Commissioner in 2012, provides valuable insights into progress towards the achievement of open government policy objectives and the adoption of open licensing practices. The survey results indicate that Australian Government agencies are embracing open access and a proactive disclosure culture and that open licensing under Creative Commons licences is increasingly prevalent. However, the finding that '[t]he default position of open access licensing is not clearly or robustly stated, nor properly reflected in the practice of Government agencies' points to the need to further develop the policy framework and the principles governing information access and reuse, and to provide practical guidance tools on open licensing if the broadest range of government information and data is to be made available for innovative reuse.

Information and Communication Technologies (ICTs) have a tremendous potential to improve the quality of people's livelihood in general and especially in the developing countries. They can boost business, support education and health systems and also enhance the governance that is a major and vital factor in the development process. It is commonly agreed that e-Government systems enhance governance, but, unfortunately, there is a lack of empirical evidence to build upon this hypothesis, which, legitimately, creates reluctance among key decision makers, slows down the dissemination of technology as a decision support tool and as development enabler/infrastructure and contribute to the very dangerous phenomena known as the digital divide. In the context of Fez e-Government Project, that is being led in Morocco, in a close collaboration with the municipality of the Moroccan city of Fez, authors have developed a pilot e-Government system that facilitates citizens' access to governmental information and services. From the outset of this 30 months project, the goal was to collect and analyze experimental data in order to see how the development/deployment of e-government systems impacted the governance process. This research has set up a methodology that emphasizes good governance at each step of an e-Government project and enables the researchers to continuously assess the outcomes of the resulting e-Gov system on governance. The ultimate goal is to reduce, as much as possible, the reluctance of politicians and decision makers and to contribute in the dissemination of technology for development purposes thru a scientific and proven methodology that systematically links e-Government outcomes to good governance attributes. In this chapter, authors present the main phases of this methodology and lessons learned during the e-Fez Project. This approach may benefit similar projects, especially in developing countries that are willing to create and deploy e-Government systems for the benefit of their citizens.

INGENIAS provides a notation for modeling multi-agent systems (MAS) and a well-defined collection of activities to guide the development process of an MAS in the tasks of analysis, design, verification, and code generation, supported by an integrated set of tools-the INGENIAS Development Kit (IDK). These tools, as well as the INGENIAS notation, are based on five meta-models that define the different views and concepts from which a multi-agent system can be described. Using meta-models has the advantage of flexibility for evolving the methodology and adopting changes to the notation. In fact, one of the purposes in the conception of this methodology is to integrate progressive advances in agent technology, towards a standard for agent-based systems modeling that could facilitate the adoption of the agent approach by the software industry. The chapter presents a summary of the INGENIAS notation, development process, and support tools. The use of INGENIAS is demonstrated in an e-business case study. This case study includes concerns about the development process, modeling with agent concepts, and implementation with automated code generation facilities.

In an important ISR research commentary, Orlikowski and Iacono [2001] argue that the IS field does not deeply engage in its core subject matter, "the IT artifact." Although agreeing with their analysis and their conclusions concerning the unfortunate lack of engagement with the IT artifact, this article questions their premise that the IT artifact should be viewed as the core of the IS field. After defining the term "work system" and summarizing previously published frameworks for understanding a work system in operation and a work system life cycle, this article presents 18 reasons why IT-reliant work systems should replace "the IT artifact" as the core of the IS field. Taken in combination, the 18 reasons express a belief that today's IS field is inherently work system-centric, rather than IT-centric even though IT artifacts are present wherever the IS discipline is genuinely relevant. The specific reasons involve important topics including IS success, IS costs, IS risks, IS life cycles, methods for analyzing systems, communication with business professionals, organizing and codifying knowledge about systems in organizations, and maximizing the value of IS research.
