Governmental Enterprise Architecture

Here is the updated, most recent version of this popular deck I uploaded several years ago. Note I replaced the directly-uploaded PowerPoint deck with a PDF as the Academia rendering engine could not properly process some of the diagrams.

This deck serves as an easy to understand introduction to concepts foundational to Enterprise, Portfolio and Solution Architecture, as well as a discussion of how these 3 levels of Architecture map into the levels of the organization and how they map to organizational activities and processes from initial Ideation (first concept) through to realization (a change in the organization).

This paper presents proposed changes and extensions of EA framework TOGAF 9 made towards its broader coverage of enterprise reality and easier acceptance at public sector organizations and SME companies.
The first part of paper presents a proposal of minor extensions of TOGAF metamodel, caused by the requirement to capture objects knowledge assets of enterprise and then extend this approach to all corporate resources.
In the second part is a concept of the layered architecture of enterprise, originally developed for Czech Government EA, generalized and used to design radical innovation of TOGAF metamodel.
Expected further development of proposed modifications will include corresponding changes in methodology TOGAF ADM and increasing the importance of Enterprise Ontology in a holistic layer of architecture.

To support smart cities in aligning information technology (IT) and business strategies to achieve urban digitalization, this study aims to present an Enterprise Architecture Framework (EAF) to facilitate the digitalization of urban environments. Technology Acceptance Model (TAM) was employed to design a research model, and a mixed-mode methodology was employed. Quantitative data from survey questionnaires was used to gather data from practitioners in enterprises within Norway and Ireland that currently adopt Enterprise Architecture (EA) in a smart city project to empirically validate the developed EAF. Additionally, the developed EAF layers were validated through a qualitative focus group workshop with participants that utilize the developed EAF to provide digital services in smart cities. The findings suggest that the developed EAF can aid enterprises that provided digital services in identifying and assessing their digitalization initiatives and how EA benefits can be realized. Drawing on the TAM, the developed research model presents factors that influence practitioner's adoption of EA towards the digitalization of urban environments. More importantly, this study provides empirically validated research on EAF adoption which is scarce.

National Architecture of public administration od Czech Republic (NA CR) in the form of a national architectural plan (NAP), established in accordance with the rules and the instruments of the National Architecture Framework (NAR) will be used to improve the coordination and effective management of strategic development of Czech public administration, its processes and services, their performance and their IT support.
National Architecture CR will serve the public administration for its own management like the urban master plan for development management the territory, provide the necessary common understanding, standards and patterns, rules, guidelines and control mechanisms.
Národní architektura veřejné správy ČR (NA ČR), v podobě Národního architektonického plánu (NAP), vytvořeného podle pravidel a s pomocí nástrojů Národního architektonického rámce (NAR) bude sloužit pro lepší koordinaci a efektivitu řízení strategického rozvoje systému české veřejné správy, jejích procesů a služeb, jejich výkonnosti a jejich IT podpory. Národní architektura ČR bude sloužit veřejné správě pro její vlastní řízení obdobně jako urbanistický územní plán pro řízení rozvoje území, poskytne nezbytné jednotné porozumění, standardy a vzory, pravidla, návody a kontrolní mechanismy.

Presently cities are undergoing changes and transformations due to the adoption of information and communications technology. Enterprise Architecture (EA) is one of the approaches adopted by practitioners and researchers to facilitate smart city development as it can enhance the effectiveness of cities' digital resources and sustainability capabilities. But, despite several literature on EA, studies on the adoption of EA to improve the sustainability of cities are still at the early stage. Besides, there are fewer studies that provided evidence on the adoption of EA to make cities sustainable grounded on established theoretical models and quantitative data. Therefore, this study aims to provide an understanding on the adoption of EA by different practitioners involved in a smart city project. Knowledge transfer and support services are integrated as new external variables needed to improve practitioners' behavior intention and actual adoption of EA in making cities smarter. A model is developed grounded on an extension of Technology Acceptance Model (TAM), and data were collected via a crosscountry survey. Partial least squares-structural equation modeling was employed to analyze the data. Findings from this study offer implications for research and practice and provide opportunities for future research.

— Service contracts bind parties legally, regulating their behavior in the scope of a (business) service relationship. Given that there are legal consequences attached to service contracts, understanding the elements of a contract is key to managing services in an enterprise. After all, provisions in a service contract establish obligations and rights for service providers and customers that must be respected in service delivery. The importance of service contracts to service provisioning in an enterprise has motivated us to investigate their representation in enterprise models. We have observed that approaches fall into two extremes of a spectrum. Some approaches, such as ArchiMate, offer an opaque " contract " construct, not revealing the rights and obligations in the scope of the governed service relationship. Other approaches, under the umbrella term " contract languages " , are devoted exactly to the formal representation of the contents of contracts. Despite the applications of contract languages, they operate at a level of detail that does not match that of enterprise architecture models. In this paper, we explore the gap between these two extremes. We address the representation of service contract elements with a systematic approach: we first propose a well-founded service contract ontology, and then extend the ArchiMate language to reflect the elements of the service contract ontology. The applicability of the proposed extension is assessed in the representation of a real-world cloud service contract.

Governments are continuously trying to improve the service delivery and efficacy in government functions. One of the methods to achieve this is by forming Competitive Intelligence (CI) strategies. CI strategy is developed by gathering the relevant data and transforming them into information for the use of strategic business decisions. Meanwhile, Enterprise Architecture (EA) initiative is introduced to realign the business and information in a structured manner. Yet there is lack of research explains on how EA can be utilised for CI purposes. This paper aims to investigate how EA can support the formation of CI, which will be used to make an intelligent decision making strategy for government organisation. A balanced scorecard approach is applied in this research. Preliminary study was conducted in Malaysian government and the results can be categorised into six themes, which are goal, authority support, financial, internal process, learning and growth, and technology.

This article provides a systematic review of Enterprise Architecture (EA) assessment model. The review main goal is to identify the existing EA assessment models and to categorise the models according to EA phases as well as to analyse the models limitation. The review result shows that there are 16 EA assessment models proposed across both industry and academic areas that fit in three EA phases mentioned.

Government Enterprise Architecture (GEA) is a hierarchical approach for aligning business and ICT by integrating the information systems, processes, organisational units and people in the government. Studies shown the one of the failure factors in GEA implementation is due to the inadequate attention given to the process and assessment of GEA activities during the establishment phase. Therefore this paper proposes a model to assess the GEA establishment phase as a way to support successful GEA project deliverables. The balanced scorecard approach will be adopted in the study, in order to provide a comprehensive assessment that will covers financial, customer, internal perspective and also innovation and learning aspects. This research is conducted in Malaysian Public Sector context with the target group of multiple case studies of agencies that have established the GEA. As a result, an assessment model for Government Enterprise Architecture Establishment Phase is proposed.
