The seasonality and availability of water in Ethiopia are influenced by the steep climatic gradients and physiographic contrasts. While large population of the country heavily relies on rain fed agriculture, the anomaly in rainfall has direct implications on the crop production and further food sufficiency. This study investigates the current and future trends of rainfall and its variability in Adami-Tulu Jido Kombolcha woreda, central Rift Valley of Ethiopia. Statistical tools like; PCI, CV, and SRA method were used to identify the variability of rainfall concentration test, the degree of variability of rainfall and characterize the drought frequency and intensity. Sen’s estimator and Mann-Kendall's statistical tests were employed for trend detection. The HadCM3 A2 and B2 scenarios experiments were used for the climate projection. Fr : Nous travaillons sous l'emprise d'un concept d'insalubrité construit dans le XIXe siècle occidental. Une idéologie hygiéniste s'est en effet développée avec la caution scientifique des progès scientifiques du XIXe. Sans nier les immenses améliorations urbaines qu'a entraînées l'hygiénisme, il est cependant nécessaire de dépasser la conception technico-sanitaire qui est issue de cette production mentale et de l'articuler à la dimension culturelle qu'elle a mise dans l'ombre. En effet, si la réglementation sanitaire constitue un bon garde-fou pour ménager l'habitabilité du logement, encore faut-il que cette règle respecte, en plus de l'intégrité physique des personnes, les traits fondamentaux de leur culture. C'est ce que démontre l'analyse de l'application de ces règles, élaborées dans le contexte occidental et à peine adaptées dans les lotissements économiques du Maroc. Elle met en évidence tant les effets pervers qu'entraînent ces règles, devenues normes, au niveau des espaces extérieurs (espaces résiduels imposés par les prospects entre immeubles), que les détournements auxquels elles conduisent dans les logements (substitution d'un espace en second jour, le m'rah, au patio excentré). Cependant la solution n'est pas de supprimer la règle, mais de veiller à élaborer des normes appropriées aux exigences à la fois universelles et spécifiques de l'écologie urbaine, dans une aire géographique et culturelle particulière.
En : We work under the influence of a concept of insalubrity built in the nineteenth century. A hygienist ideology developed with the scientific guarantee of the scientific progress of the nineteenth century. Without denying the immense urban improvements brought about by hygiene, it is nevertheless necessary to go beyond the technical-sanitary conception that comes from this mental production and to articulate it to the cultural dimension that it conceals. Indeed, while sanitary regulations constitute a good safeguard for the habitability of housing, it is necessary that this rule respects, in addition to the physical integrity of the people, the fundamental traits of their culture. This is demonstrated by the analysis of the application of these rules, elaborated in the Western context and barely adapted in the economic plots of Morocco. It highlights both the perverse effects of these rules, which have become norms, at the level of external spaces (residual spaces imposed by prospects between buildings), as well as the diversions to which they lead in dwellings (substitution of an interior space, M'rah, on the off-center patio). However, the solution is not to abolish the rule, but to ensure that standards are developed that are appropriate to both the universal and specific requirements of urban ecology in a particular geographical and cultural area.

La connaissance du climat et sa prévision occupent une place importante parmi les savoir-faire qu'a dû développer la société soninkée pour s'adapter aux contraintes du milieu sahélien. La perception du temps qu'il fait et la structuration du temps qui passe sont étroitement liées, même si d'autres calendriers sont en vigueur à côté du calendrier agricole, témoins de la pénétration ancienne de l'islam et de la colonisation française. Les Soninkés sont particulièrement soucieux des différentes formes d'apport en eau : " pluies utiles " de l'hivernage, crue du fleuve, rosée de la saison sèche. Les prévisions météorologiques, qui s'inspirent notamment d'une observation du monde animal et végétal, interviennent dans les stratégies culturales à côtés de facteurs socio-économiques tels que les ressources foncières ou la force de travail disponible. La formulation de ces prévisions et, en particulier, l'absence de proverbes se référant à des repères relativement fixes d'une année sur l'autre, comme c'est l'usage en Europe, témoignent encore une fois de l'importance du système calendaire dans la constitution et la transmission du savoir météorologique.
Climate knowledge and prevision are important concepts within the Soninke savoir-faire in adapting to the constraints of the Sahelian environment. Weather perception and time structuration are closely linked, even though calendars originating from Islam and French colonisation overlap the traditional agricultural calendar. The Soninke are particularly concerned with available water, whether it comes from the "useful rains" of the rainy season, river floods or dry season dew. Weather forecasting is based on observation of animals and plants. It plays a part in agricultural strategies, together with socio-economic factors such as land resources or available manpower. The forecasting methods, which do not include adages referring to relatively fixed yearly timing marks as in Europe, show the important role of the calendrical system in constituting and transmitting meteorological knowledge.

L’espace public s’est transformé depuis un demi siècle en raison du développement rapide des technologies de l’information (journaux, radio, télévision, Internet), ce qui modifie également la vie politique. Dans cet article, nous étudions la montée des émotions dans le nouvel espace public en présentant les notions d’ « espace émotionnel » (Innerarity) et de « communauté d’émotions » (Virilio). Nous montrons que ces deux notions, qui font écho à une psychologisation accrue de la vie politique, ont des répercussions décisives dans la gestion politique de la catastrophe et appellent par là une réflexion sur l’administration et la gouvernance globale.

ABSTRACT L’espace public s’est transformé depuis un demi siècle en raison du développement rapide des technologies de l’information (journaux, radio, télévision, Internet), ce qui modifie également la vie politique. Dans cet article, nous étudions la montée des émotions dans le nouvel espace public en présentant les notions d’ « espace émotionnel » (Innerarity) et de « communauté d’émotions » (Virilio). Nous montrons que ces deux notions, qui font écho à une psychologisation accrue de la vie politique, ont des répercussions décisives dans la gestion politique de la catastrophe et appellent par là une réflexion sur l’administration et la gouvernance globale.

L'auteure aborde trois sujets qui sont d'actualité et dont la compréhension est essentielle pour notre avenir, soit: la production et les sources d'énergie, les changements climatiques et la pollution de l'air à l'échelle mondiale.  Les solutions pour bien relever ces défis passent avant tout par une bonne information des gens habitant cette planète afin que tous se sentent concernés et puissent s'impliquer.  D'après l'auteure, les remèdes technologiques et scientifiques , quoique essentiels, ne parviendront pas à eux seuls à faire face à ces enjeux.  Des changements de la pensée et des façons de faire et de décider s'imposent.  D'où une sensibilisation à une approche plus systémique.

Cet article interroge les effets dérégulateurs du Mécanisme de développement propre (MDP). Créé en 2001 par les Nations Unies, ce mécanisme incite les pays industrialisés soumis à des objectifs de réduction d’émissions de gaz à effet de serre dans le cadre du protocole de Kyoto à investir dans les énergies non polluantes au Sud en échange de crédits-carbone. L’objectif de ce « verdissement énergétique » est de favoriser la réduction du réchauffement climatique et de stimuler un développement durable au Sud, notion répondant à des buts de justice environnementale et de protection des ressources. À partir du cas du développement de l’énergie hydroélectrique au Panama, cet article montre à l’encontre de cette justification que les critères de la certification propre soutiennent des pratiques économiques ultralibérales qui s’opposent aux principes du développement durable et qui sont à même de conforter des politiques de développement autoritaire. Il donne à voir de ce fait que la valorisation de l’enjeu climatique permet de réaffirmer les principes de la théorie de la modernisation dans le champ du développement en affaiblissant des initiatives durables antérieures. Dans ce cadre, cet article ouvre une réflexion sur les enjeux économiques et politiques de cet effet de régression au regard de la problématique de la souveraineté gouvernementale au Sud. Il développe une sociologie compréhensive du MDP à partir de conflits locaux autour des barrages au Panama. Il valorise une approche analytique depuis la réception, ce qui contribue à approfondir la théorie critique sur ce mécanisme, jusqu’ici principalement étudié depuis ses caractéristiques techniques.

This article questions the deregulating effects of the Clean Development Mechanisms (CDM). Created in 2001 by the United Nations, this mechanism allows countries that have a greenhouse gases emission-limitation commitment under the Kyoto Protocol to invest in non-polluting energy in developing countries. In exchange, developed countries can earn saleable carbon emission credits. Through this energetic greening, the purpose of this mechanism is to stimulate the decrease of global warming and sustainable development in the South with respect to social justice and environmental protection actions. Using the case of the hydroelectric energy development in Panama, this article argues that the CDM allows a climate action based on a deregulation of previous sustainable standards. Thus, as opposed to its justification, the clean certification standards sustain ultraliberal economic practices and may also allow authoritarian development policy that are contrary to sustainable development principles. In this way, this paper highlights the CDM deregulating effect in the field of development. At the end, this article discusses the economic and political stakes of such come back of the laissez-faire” in relation with State governability in the South. This article thus offers a critical analyze on the CDM, as seen from its negative consequences in the South. In so doing, it contributes to broaden the CDM critical theory.

When 2 Mha of Amazonian forests are disturbed by selective logging each year, more than 90 Tg of carbon (C) is emitted to the atmosphere. Emissions are then counterbalanced by forest regrowth. With an original modelling approach, calibrated on a network of 133 permanent forest plots (175 ha total) across Amazonia, we link regional differences in climate, soil and initial biomass with survivors' and recruits' C fluxes to provide Amazon-wide predictions of post-logging C recovery. We show that net aboveground C recovery over 10 years is higher in the Guiana Shield and in the west (21 ±3 Mg C ha-1) than in the south (12 ±3 Mg C ha-1) where environmental stress is high (low rainfall, high seasonality). We highlight the key role of survivors in the forest regrowth and elaborate a comprehensive map of post-disturbance C recovery potential in Amazonia.

Le bassin du Nakambe à Wayen (Burkina Faso) occupe une surface de près de 21 000 km 2 en domaine sahélien. Malgré la baisse de la pluviométrie depuis 1970, ses débits de pointe et ses coefficients d'écoulement augmentent régulièrement. Les crues sont plus précocesen août au lieu de septembreet plus intenses. Cette augmentation est également observée pour d'autres cours d'eau sahéliens voisins. Les débits journaliers maximums augmentent de près de 100 %, mais le nombre de jours où le débit est supérieur à la moitié du débit maximum varie peu sur la même période, traduisant une crue peu étalée dans le temps. Cette augmentation des écoulements est liée à la pression démographique et à la forte diminution des zones de végétation naturelle, remplacées par des cultures et des sols nus dont la capacité au ruissellement est supérieure.

Estimating the expected annual damage (EAD) due to flooding in an urban area is of great interest for urban water managers and other stakeholders. It is a strong indicator for a given area showing how vulnerable it is to flood risk and how much can be gained by implementing e.g., climate change adaptation measures. This study identifies and compares three different methods for estimating the EAD based on unit costs of flooding of urban assets. One of these methods was used in previous studies and calculates the EAD based on a few extreme events by assuming a log-linear relationship between cost of an event and the corresponding return period. This method is compared to methods that are either more complicated or require more calculations. The choice of method by which the EAD is calculated appears to be of minor importance. At all three case study areas it seems more important that there is a shift in the damage costs as a function of the return period. The shift occurs approximately at the 10 year return period and can perhaps be related to the design criteria for sewer systems. Further, it was tested if the EAD estimation could be simplified by assuming a single unit cost per flooded area. The results indicate that within each catchment this may be a feasible approach. However the unit costs varies substantially between different case study areas. Hence it is not feasible to develop unit

The shoreline is an environment that serves as an interface between continent and sea. The analysis offers a succession of natural ecosystems and socio-economic installations. The space remains under the influence of the urbanization, the development of tourism, the seaports, the fisheries, etc. Thus, it occupies an important aesthetic and economic position like the Senegal's petite côte shoreline. The petite côte's shoreline begins at Cap Manuel to Casamance. For this study, our choice concerns the shoreline between Cap Manuel to le Saloum. The developpement of socioéconomics activities are more important in this part of the Senegalese's coastal area. Indeed, the south shoreline saw settling down since the colonization several industrial, tourist and nautical activities. The Port of Dakar participated into the reconfiguration of the landscape by taking a catalyst role on the proliferation of the industrial units. The port makes also the increase of the urban population on the Cap Vert's peninsula. The place is a site of profusion of the economic actors. The evolution of the natural environment is at the origin of several anxieties both on the balance of the shoreline ecosystems and on the durability of the coastal developments. The major challenges that appear in the management of the harbor's coast, are diverse and the rise of the sea level constitute a fundamental aspect in the future of shoreline. At present, the climate change mean, on a large scale, several modifications in the functioning of the marine environment. The disturbances that are observed into the circulation's mode of the marine waters, and they involve collectively a rise of the marine level with harmful consequences on the coastal areas. The south coast is under the strong variability of the marine level and its impacts. The effects of climate change place the harbor coast in a vulnerability position to the sea inching. The low zones are exposed to the sea level rise. The floods and the lands' losses are aspects that underline the exposure to the natural phenomena.

In southwest of France, between 18,000 and 14,000 calBP, socio-economic changes are evident in several spheres of activities of Magdalenian hunter-gatherers. The array of bone and stone tools undergo a transformation ,while targeted prey species, still dominated by ungulates, expand to include small game.
This period was marked by significant climatic and environmental changes that can be correlated with cultural developments based on  a calibrated chronology. Around 18,000 calBP, the advent of the Middle Magdalenian coincides with the Heinrich 1 climatic event. This is followed by the Upper Magdalenian that develops during a relative climatic amelioration after Heinrich Event 1 and continues until a rupture of the equilibrium of ecological communities around 14,000 calBP.
One must be careful to not allow the driving forces behind the technological and socioeconomic processes for each of these cultural phases to hide any internal evolution. In order to evaluate these internal developments, it is necessary to establish a more precise and well-reasoned radiometric framework. This contribution presents the first results of such an undertaking and targets the issue of evolutionary driving forces within Late Glacial cultures in southwestern France, with a particular focus on hunting activities.

Le 23 septembre 2009, en fin de nuit, 150 mm de pluie se sont abattus brutalement dans le secteur de Redeyef. Ces precipitations ont engendre des ruissellements urbains abondants et des crues tres violentes de l'oued Dakhla (5,74 km2 en amont de Redeyef) et de ses affluents (superficie totale de 14,8 km2 en aval de la ville), qui ont fait des victimes et cause des degâts importants. Malgre des connaissances limitees sur la pluie et l'absence de donnees hydrologiques, l'etude de cet evenement permet, a travers l'exploitation des donnees de terrain et la cartographie des espaces inondes, de mettre en relation les conditions pluvio-hydrologiques, l'extension du tissu urbain et les amenagements influencant les ecoulements. Cet episode exceptionnel offre un exemple des risques auxquels sont exposees les localites developpees en bordure d'un oued en milieu aride.
