Observance of certain ethical principles is necessary in every profession. They guarantee that professional duties will be performed not only in compliance with the law but also in line with certain moral rules. Without respect of moral rules and ethical norms, all human activities would be deprived of social and moral dimensions. The principles of professional ethics are extremely important when it comes to performing police work because they have special significance for citizens’ security, state security and suppression of various forms of crime. The special importance of police activities necessarily leads to a greater accountability of police officers in terms of legality in performing their tasks. As the principle of legality encompasses the principle of ethics, they should be regarded as parts of the same whole. The acquisition of ethical principles is part of the socialization process, but the adoption of specific principles which are important for the operation of the police is also an important segment of permanent police education and training provided at all levels of study at the Basic Police Training Centre in Sremska Kamenica and at the Academy of Criminalistic and Police Studies in Belgrade. This is a prerequisite for good training of police officers and their ability to respond to all challenges of police work. The paper discusses the ethical aspects of police officers’ work at all levels. The author analyzes the provisions of the Code of Police Ethics (“Official Gazette of RS”, No. 17/2017) concerning the principles of legality and the rule of law, police and judiciary cooperation, organization and functioning of the police, recruitment of police personnel, duties and the rights of police officers, police activities and powers, scientific research and international cooperation. The paper aims to point out the importance of close observance and consistent application of ethical principles in the work of the police in order to secure the implementation of the rule of law principle. The presence of Police profession is indispensable in maintain security and order, upholding the law, and providing protection to the peoples. However, on one side the police also not apart from the character as human who has the opportunity to conduct various violations of law whether it is a criminal act or a violation of the discipline and the code of ethics. This research is a legal research with a statutory, conceptual, and case approaches. The research site was conducted in the territory of regional Police of Papua, Indonesia and Police Headquarters by considers that the regional Police of Papua is a Police unit at the provincial level which hierarchically enforces law against the Police officers are authorized by the Chief of Police of the Republic of Indonesia. The results show that prior to the enforcement of the Profession Code of Ethics against the Police officers of the Republic of Indonesia, obviously doing criminal offense, in accordance with the legislation, it must first be processed until a court decision with a permanent legal force to obtain legal certainty. In its implementation in the jurisdiction of the Papua Police, it is often not done in accordance with the provisions of legislation, the occurrence of differences in treatment of offenders, and cause disparity in the sanctions. The occurrence of difference (disparity) in the sanctions in law enforcement against the Police officers is due to the provisions on the Code of Ethics of the Police which limits the authority of the Commission of the Code of Ethics of Police when hearing and deciding by stipulating that the decision of the Commission of the Code of Ethics of Police is recommendation (not final and binding).

The explanations so far show us that the state is the bearer of security in any society. It realizes its function through legitimate powers, which its executive bodies possess and are authorized to protect public and legal order. These high-security standards arise from normative rules, namely, laws and the constitution. Without violence, the state is obliged that every individual provides basic rights and freedoms that agree with the postulates and human civilization. In order that the individual to be able to realize these rights, their behavior should be in line with regulatory rules in the center of which lies the requirement of inviolability in the security segment. So, if we want to build a legal and democratic state, its institutions must be bearers of state dynamics as well as of change, development, and simultaneously, bearers of control over government and pressures towards it. The police as a law enforcement organ without doubt must respect the code of ethics, because without a meaningful collaboration between police and community, and without respect for the code of ethics, the police would not have civic trust, thing that would affect the citizens' insecurity and the state in general.

An issue discussed at international as well as national level on how the police officer, as a representative of the executive power of the state, performs his duty under the conditions of respect for human rights. The dispute in the matter is permanent, even if there are major changes in the current police behaviour. At the same time it is necessary to identify the limits to which the policeman should be careful so as to carry out his activity as a defender of the security of the person and the property. At the level of the Romanian Police, through the strategies and plans made, as well as by the enforcement of the Code of Conduct, it is found that the current policeman has a normal behavior towards the citizen, so citizens" trust in the Police is constantly increasing.

This article examines which ethical features can be found in the police's more economically oriented management tactics, as well as the extent to which ethical considerations are factored into police decision-making processes. In this approach, the article builds on the author's previous work, which focused on a police resource's risk assessment. The goal of this research is to answer the scientific question of whether harmful police trends could have been detected sooner. In this context, it's worth noting that the police force and its members are under a lot of moral and ethical criticism from a population that's becoming increasingly critical across borders. The author concludes that every police officer's moral compass can really provide a foundation for police activity, based on a literature study and a secondary quantitative content analysis. It is demonstrated that, in terms of duty ethics, ethical features are heavily reliant on role models. However, such role models are not always available. Supervisors, on the other hand, do not always live up to their responsibility as role models. Professional ethics are being implemented and strengthened in the training of young police recruits, which is positive. It is intended that ethical considerations would become more prevalent in the police force.

This academic research has been conducted within the project on “Ethics for the Prevention of Corruption in Turkey (TYEC)” which was funded by the European Commission and implemented by the Council of Europe in co-operation with the Council of Ethics for the Public Service of the Republic of Turkey. The overall objective of TYEC is to contribute to the prevention of corruption in Turkey in accordance with European and other international standards through the implementation and extension of the code of conduct, and the development of anti-corruption measures.
Contemporary doctrinal tendencies of consistency at the European level, as well as the convergence of elements from two large criminal procedural systems, as a proven doctrinal explication of achieving the desired efficiency, imply the alleviation of the distinctive elements on both regional and universal levels. One of the indicators of the above fact is the reform of the criminal procedural legislation in Serbia and, accordingly, the changes in police conduct during criminal proceedings, which through realization of legal proclamation, achieve their de facto manifestations, that is, the legitimacy of actions is doctrinally differently specified. In accordance with the importance of the police action in the reformed criminal procedural legislation of Serbia and its contribution to achieving the key objectives of criminal procedural legislation, it is necessary to make a correlation between the legal framework (legality) and the other side of legitimacy significant for the police as one of the main subjects of the preliminary investigation or preliminary proceedings at the European level. Accordingly, it is necessary to determine the key determinants of achieving the legitimacy of the police, so the authors of this study will analyze this issue through the following groups of questions: Firstly, the police and the implementation of international standards as a determinant of legitimacy (Introduction); Secondly, the legal norm as a factor in the efficiency of police action and achieving legitimacy; Thirdly, the legitimacy of the police in Europe (statistics and the position of the Republic of Serbia); Fourthly, concluding observations, which should contribute the full and more efficient realization of de facto manifestations of legality in police proceedings. This article integrates police responsibilities, operational independence, police powers, arrest and custody, criminal investigation, and improving police professionalism in order to fulfill law and order goals. The article's goal is to outline the environment in which the police function. The upkeep of order is one of the State's primary functions, if not its primary function. As a result, we begin by looking into the ideas of order and disorder. In order to foster respect and ensure that actions are consistent with widely held beliefs of human rights, the second section explains the problems and examines the connection between those rights and the police. Understanding Policing is an attempt to integrate the professional police and human rights viewpoints while serving as a brief introduction to each of these genres of literature. The article attempts to lay out the essential obligations of law enforcement in society as well as the principles and values that ought to direct them. The major objective of the article is to raise police professionalism. Instead of taking a legalistic stance, understanding policing assesses the likelihood that police will uphold human rights in practice. This suggests that we will surpass the standards established by other countries.

Indonesia is a country of law, every offense must have a penalty and is reinforced by the regulations listed in the law. Crime cases in West Kalimantan, especially in Pontianak in 2023, are the second largest case. Of these cases, one of them is from the police. It was unexpected and surprising and many media reported it. One of the duties of the police to maintain the security of the community, on the contrary, makes the community restless and distrustful of the police. This research uses qualitative methods by collecting data from relevant sources. The results of the analysis show that cases of child abuse committed by unscrupulous police officers are behaviors that deviate from the police code of ethics.
