Focusing on the Salluit project, the concept of urbanity is deployed by investigating the territorialities of the inhabitants as well as their needs and aspirations for housing. The project is placed in a political and bureaucratic context of negotiations between the community and the legal representatives (regional, provincial and federal) of the Northern village. Therefore, the territorialities are expressed through these negotiations and the ensuing internal communication. For example, the urgent need for housing, the requirement for social and health services, for a stable political structure, a cultural platform and economic development in general are important to people in Salluit. In this way, the urbanity of Salluit are constituted by the cultural specificities of Salluit, the specific needs of community life (housing, facilities for daily living, services in health, structures for recreation, etc.), the requirements of organization in order to make life easier and more efficient, and for the local and regional administrations imperatives. In order to understand how urbanities emerge in the North the article discusses some of the urban attitudes and needs as well as territorialities in Salluit observed through the study of an Inuit residential project.
