CLIENT
• Initiator of the construction process.
• Will be financing the project.
• Defines aesthetic and functional needs.
• Define product requirement.
ARCHITECT
• The first professional to be contracted by the client.
• Interpreting the desires into the vision.
• Responsible for visual appearance of the buidings and structural
before finalstructural design.
ENGINEER
• Intrepreting the vision into the implementation plan.
• Part of the development team.
• Soil remediation(contiminated ground).
• Structural design and street detail.
• Construction management.
• Ensure the safety and well-being of the public (lifetime
maintenance and servicing).
QUANTITY SURVEYOR
• A professional working within the construction industry
concerned with building costs.
• Prepare preliminary cost estimates and plans of development
projects.
• Prepare bill of quantity or specification document for tendering.
• Evaluate tenders received in form of tender reports.
• Settle final project accounts.
CONTRACTOR
• Perform constructability analysis.
• Scheduling and planning using 4D model.
• Produce cost reliabilty.
• Provide all the material, labor and equipment.
• Responsible for the quality of all work performed by any and
all the hires.
CERTIFICATE OF FITNESS (CF)
• CF was issued by the local authority (LA) under the Uniform By-Laws of
the Street, Drainage and Building Act 1974 (Act 133).

• Overly cumbersome, time-consuming and subject to abuse. It was not


unusual for inordinate delays to occur due to many factors including.

• Purchasers of properties encounter numerous problems whenever vacant


possession is delivered to them by developers and the purchasers could
not occupy or renovate their properties because the CFO was not issued.
CERTIFICATE OF COMPLETION &
COMPLIANCE (CCC)
Background:
• The CCC system came into force effective on 12th April
2007.
• The CCC replaces the Certificate of Fitness for Occupation
(CFO) previously issued by the local authority (PBT).
• The CCC is issued by the project's Principal Submitting
Person (PSP) who is a Professional Architect, Professional
Engineer or a Registered Building Draughtsman.
DUTIES OF PSP
• To prepare and present planning and building plans to PBT
for approval.
• Inform PBT of the commencement of construction works on
site.
• Supervise construction works at site and ensure that laws and
technical conditions of the PBT are followed.
• Report building breaches, explain reasons of breach and
ensure breach is rectified during construction.
DUTIES OF PSP
• Present work resumption notice to the PBT.
• Ensure Form Gs are duly certified by bona fide Professionals
practising through ACPs/ECPs registered with BAM/BEM, at
various stages of the works and when all the essential services
have been provided.
• Issue CCC upon satisfactory completion of the works and after
all conditions have been complied with, confirming the building
is safe and fit for occupation.
• Deposit a copy of the CCC to the PBT and BAM/BEM within
14 days of issue.
Royal Institute of British Architects (RIBA)
• A professional body for architects primarily in the United Kingdom.
• Founded for the advancement of architecture under its charter granted in
1837 and Supplemental Charter granted in 1971.
• Originally named the Institute of British Architects in London, it was
formed in 1834 by several prominent architects, including Decimus
Burton, Philip Hardwick, Thomas Allom, William Donthorne, Thomas
Leverton Donaldson, William Adams Nicholson, John Buonarotti
Papworth, and Thomas de Grey, 2nd Earl de Grey.
• The RIBA is governed by the RIBA Council, a group of 60 members,
elected from among the RIBA membership, the majority of whom are
chartered architects.

Construction Industry Development Board
(CIDB)

• CIDB was established under the Construction Industry


Development Board Act 1994 (Act 520).
• Coordinate all activities in the construction industry and
increase its competitiveness.
• CIDB’s roles and responsibilities.
