Standard of Professional Practice (SPP)

Part of the IRR of RA No. 9266 “ The Architecture Act of 2004”

SPP Documents

State – Refers solely to to National Government of the republic of the Philippines


Commission – refers only to the professional regulation commission
Board – Professional regulatory board of architecture (PRBOA)
Architect – registered and licensed architect, natural person , with valid ID professional
- May also refer to architect of record (AoR), Architect in charge of construction (AiCC) and
consulting architect
Architectural Firm – registered with DTI, SEC (Securities and Exchange Commision and PRC
• Subject to full compliance with SEC. 37 or RA No. (2266)

• Most appropriate method of selecting an Architect will depend on the type & complexity of
the project
• Scope of service depends on the method selected by architect
Method of Selection
• Direct Selection – used in small projects, clients selects his architect on the basis of:
- Reputation

- personal or business acquintance or recommendation of a friend

- recommendation of architects former client

- recommendation of another architect

* Comparative Selection - conducted by institution, corporate or public agencies by:

- invitation

- pre qualification – submit application

- interview

- verification

- evaluation and ranking

- negotiation

Architectural Design Competition – used for civic or monumental projects

Methods of Compensation – depends on service.

Methods of Compensation

• Base on architects/ firm’s talent, skill, experience, level of professional


• Multiple of Direct Personnel Expenses – applicable only to non-creative work
• Professional Fee plus expenses – frequently used where there is continuing relationship
involving series of projects
• Lumpsum or Fixed Fee – applied to government’s project since they entail more works in
paper.
• Pier Diem, Honorarium plus reimbursable expenses
• Owner pays attending project related to meetings, conferences or trips.
• Conducting ocular inspection of possible projects sites
• Confirming with other regarding prospective investments
• Mixed Method of Compensation
• More than one method of compensation

• Scope of Services of Architect
1. Project Definition Phase – informs owner of the technical requirements of the project

- gathers information

- prepares space requirements

- initial statements

2. Schematic Design – initial drawings, evaluates program, schedule, budget project site

3. Design Development – based on approved schematics & conceptual plans

- design developments documents (plans, elevations, sections)

- outline specifications materials

- diagrammatic layout of construction system

- SPCC Submit to owner

4. Contract Document Phase

- complete contract documents consisting of detailed planning

- technical specs

- 7 sets of all construction drawing

- assist the owner in filling the required documents.

5. Bidding or Negotiating Phase


- contract letting, docs for construction

- assist the owner from early state

- intellectual property of architect

6. Construction Phase

- makes decision on all claims of the owner

- prepares change orders guarantees required of the contractor and sub contractor

- makes periodic visit of the project sites

Manner of Providing Services

• Single contract between the architect and owner


• Architect and the engineer and allied professionals executing separate contracts with the
owner
• Professional responsibilities and civil liabilities of each state regulated professional
remains separates.

Project Classification

Group 1 (Simplest Utilization Character) - minimum basic fee 6% for 50M or less

Group 2 (Moderate complexity of plan and design) – 7% for 50M or less

Group 3 (exceptional character/ complexity of design) – 8% for 50M or less

Group 4 (residential) – 10% for less 50M

Group 5 (Monumental Buildings) – 12% for less 50M

Group 6 (re used for repetitive construction) –

• first structure – minimum basic fee


• second – 80%
• third – 60%
• succeeding – 40%

Group 7 (Housing Projects) – 10% for two-ten units, fee 1 unit plus 60%, 11-up – 30%

Group 8 (Interiors) – 15% of project construction cost

Group 9 (Renovations, Alternations, Rehabilitations) – 15% for construction cost

Group 10 – render opinion or give advice, 500 per hour
