1. INTRODUCTION

1.1 General
1. Nepal is a landlocked country located in South Asia where transport is expected
to play a major role in the economic and social development. With a very low
density of roads, about 30 km per 100 km² of land area or 0.9 km per 1,000
people, which accounts for almost 90% of the country’s passenger and freight
transport, Nepal urgently, requires expansion and improvement of road sub-
sector. Government of Nepal has given one of the highest priorities in the road
transport development strategy. With the financial assistance from Asian
Development Bank (ADB), the Department of Roads (DoR) has taken up the
SASEC Roads Improvement Project (SRIP).
2. Under this project, the Narayanghat – Butwal road section of the East – West
Highway will be widened/ improved to 4 lanes road, except the Daunne Section
(Km 67+822 – Km 75+000) which will have 3 lanes (including a climbing lane)
from present 2 lanes road.
3. Similarly, Bhairahawa – Lumbini – Taulihawa (BLT) road section will be
widened/upgraded to 4 lanes road from 2 lanes up to Lumbini (Parsa) junction
(Km 0+000 – Km 18+130) and the remaining section from Parsa junction to
Taulihawa will have 2 lanes road widened from single lane.

1.1.1 Project Objective

5. The objective of the Project is to get the above listed road sections improved/
upgraded in order to address the increased traffic, with high quality construction in
scheduled time period, within budget in full compliance with the approved
engineering designs, technical specifications within the terms and condition of the
Contract documents and sound engineering practices. The construction period for

the individual construction contract is envisaged to be 30 months for Bhairahawa


– Lumbini – Taulihawa (BLT) Road and 42 months for Narayanghat – Butwal (NB)
Road with Defect Notification Period (DNP) of 12 months for each contract. In
addition, DoR has provisioned the Performance Based Maintenance (PBM) for a
period of 48 months for Narayanghat – Butwal (NB) Road.

1.1.2 Project Location

6. The Project roads are located in Western Region of Nepal as shown below in the
map, and lie in the Provinces 4 and 5 as per the new Federal demarcation of the
country.

1.2 Implementation Arrangement


9. The Implementation Arrangement has been done/managed so as to deliver the
project outputs at its best. The Ministry of Physical Infrastructure and Transport
(MoPIT) is the Executing Agency and the DoR is the Implementing Agency of the
project. Both MoPIT and DoR have substantial experiences with the
implementation of ADB-financed projects.
10. A Project Implementation Unit is maintained within the DoR and is given
responsibility for overall project coordination, monitoring and implementation. The
DoR has assigned a full-time Project Director, supported by adequate technical
and administrative staff having experiences and qualifications acceptable to the
ADB. The DoR would promptly inform the ADB of any replacement in the post of
Project Director.
11. To ensure proper implementation of the project, the DoR has appointed full-time
Project Managers for the contracts (currently, Project Manager of BLT Road
stationed at Bhairahawa). The Project Managers report directly to the Project
Director and are responsible for day-to-day project implementation activities.
12. The Supervision Consultant (SC) recruited by the DoR submits Monthly, Quarterly
and Semi-annual Progress Reports to the DoR. The DoR ensures that the
Consultant's Report includes the entire information on the social safeguards
including land acquisition procedures, resettlement issues, environmental
management, safety, trainings, etc. in addition to the progress of the contract
works. The Consultant’s team is led by the Team Leader / Chief Resident
Engineer, an International Expert. The Team Leader is supported by international
and national key experts including other non-key persons. Besides, the Team
Leader is back supported by the Domestic Project Coordinator and his supporting
staff at liaison office at Kathmandu.
13. The DoR also monitors the project implementation activities in accordance with
the implementation schedule, and keeps the ADB informed of any significant
deviations that could result in the schedule variances.

2.1 Consultancy Service Contract


14. The Consultant M/S Korea Engineering Consultants Ltd. Corp. (KECC) – Kyong
Dong Engineering Co. Ltd. (KDEC) JV- Korea, in association with MEH
Consultants (P) Ltd., MULTI – Disciplinary Consultants (P) Ltd. and Soil Test (P)
Ltd. was awarded the Construction Supervision Contract by the Project
Directorate ADB, Department of Roads. The Contract agreement was signed on
May 23, 2017. The salient features of the Supervision Consultancy Services are
tabulated below.

2.4 Objective of the Consultancy Services


17. The main objective of the Consultancy Services is to assist the DoR to get the
above listed road sections improved/ upgraded in order to address the increased
traffic, with high quality construction in scheduled time period, within the budget in
full compliance with the approved engineering designs, technical specifications
within the terms and condition of the Contract documents and sound engineering
practices.
18. The objectives of the Consultancy Services are summarized below:

• To ensure high standards of quality assurances in the execution of works and


completion of the works within stipulated time limit.
• To ensure the full compliance with environmental and social safeguards
requirements of ADB and to support the Employer to obtain necessary statutory
clearances on a timely basis.
• To update environment and social safeguard planning documents when
necessary.
• To implement the Resettlement Action Plan on social safeguard aspects.
• Comprehensive supervision of project implementation activities carried out by
the Civil Works Contractor to ensure complete compliance with the drawings,
technical specifications and various stipulations contained in the Contract
Documents, with high standards of quality assurances in supervision and in the
execution of works.
• Efficient construction and maintenance supervision by personnel who are
experienced in modern methods of construction and maintenance supervision
and contract management.
• To review detailed project reports prior to implementation activities and propose
revision/constructive suggestions, if needed.
• To monitor and advise on the preconstruction activities.
• To assist in taking remedial actions to avoid slippages, cost over runs, delays by
the civil works Contractor.
• To ensure safety during construction and adherence to all Environment
Management Regulations prescribed under the contract.
• Assist the client, if required; in Bid evaluation of civil work contracts for project
roads and recommend to DoR on all contractual matters.

2.5 Scope of Consultancy Services


19. In order to achieve the above-mentioned Project objective, the scope of the
present consultancy services encompasses, but not necessarily be limited to, the
following:
• Design review of the detailed design (prepared by design consultant) provided to
the consultant, and carry out & recommend necessary adjustments if necessary.

• Approve contractor’s quality management plan, work program, method


statements, material sources, manpower and equipment deployment etc. and
ensure the works in strict compliance with them, including instructions issued as
per contract and non-compliance notifications
• Provide all necessary setting out data to the civil work contractors and ensuring
correctness of the setting out at field;
• Prepare supervision manual for supervision staff, provide orientation to them
within three months of commencement of the service and regularly provide
orientations on drawing, specification, work methodology and safety aspects to
ensure desired quality of works with highest level of safety.
• Inspect and supervise the day-to-day operations and activities of the contractor
to ensure quality of workmanship and compliance with the contract.
• Review the Contractor’s organizational arrangements, key personnel, equipment
and work plan, materials and their sources;
• Monitor progress of works against baseline work plan and advise on measures to
be taken to improve progress and quality;
• Convene regular site meetings with the contractor to discuss issues and
problems affecting the progress, keep minutes and brief the employer
accordingly;
• In the event of variations to the works being required, prepare the necessary
documents, negotiate these with contractor, determination of rates of works,
advise the Employer on alternatives and recommend these to employer for
approval;
• Supervise the Contractor’s in all matters concerning safety and care of civil
works including provision of necessary lights, guardrails, fencing and security;
• Prepare and issue monthly and quarterly progress reports for the contracts and
projects in the format acceptable to the employer. These reports shall include
details of the physical and financial status of the contract/project details of delays
and consequences, if any, comments and solution on the quality of works in
accordance with the contract.
• Approve and/or issue working drawings and issuing instructions to the contractor
as required in accordance with the contract specification and Contractor’s quality
management plan;
• Maintain daily site diaries of each contract package with all detail records at the
site, and submit the daily diaries on a monthly basis;
• Measure the completed works, keep detailed records of the measurements,
verify them in IPCs and recommend them to the Employer for payment
• Supervise the tests in field and in laboratory, analyze and justify the results;
• Maintain records, correspondence, detailed diaries, photographs and other
documents concerning relevant events and activities;
• Assess and make recommendations to the employer on the Contractor’s claims
for additional payment, extension of time and any other matters, based on the
Engineer’s interpretation of the contract as per the Contractor’s detailed
submissions;

• Assist the Employer’s Representative with the maintenance of consolidated


project accounts, and with preparation of financial statements and withdrawal
applications for submission to the ADB;
• Certify completion of part or all of the works and issue the Taking Over
Certificate;
• Ensure compliance with the. environmental and social impact mitigation
requirements of civil works contracts; including environmental management plan
and land acquisition and resettlement action plan, monitoring the process of
resettlement of people affected by the works, and provide information to
employer on those processes in the monthly progress reports;
• At the completion of the works, undertake project monitoring and evaluation in
the format acceptable by the Employer and the ADB and assist in preparing
consolidated Project Completion Report;
• Check and certify as- built drawings for the works prepared by the contractors;
• Carryout final inspections of the works and issue Defect Notification Certificates;
• Approve the final accounts for contracts and recommend for payments;
• Provide the Employer with complete records, and inception monthly and
completion reports;
• Recommend and report to the employer regarding any appeal to Dispute
Resolution Board, Adjudication, Arbitration or litigation related to the civil works
contracts;
• Provide any other specialized services as may be requested by employer;
• Provide Knowledge transfer on latest technologies, procedure, methods etc., on
road design& construction and current international practice on contract
administration, contract management, disputes and its resolution etc. Conduct
capacity development component.
• Provide on-site training, if required, to MoPIT and DoR field officers/staff on
quality assurance and contract administration;
• Comply with the audit requirements of the Government;
• Carry out inspections during Performance Period and ensure that the indicators
mentioned in Specifications for PBM are fully complied to.
• Carry out performance appraisal of the Consultant and the Contractor, and
submit report in a semiannual basis
20. We understand that the Consultant is to expeditiously perform all the supervision,
monitoring and related works under the scope of services listed above but not
necessarily limited to the aspects outlined in the Terms of Reference. In carrying
out the works, the Consultant is to fully cooperate with the concerned agencies of
the Government of Nepal involved in the Project and perform their duties in
accordance with accepted professional standards utilizing sound international
engineering and financial practices.

3. IMPLEMENTATION ACTIVITIES AND PROGRESS


3.1 Narayanghat-Butwal Road (Section-01):

3.1.1 Civil Works:

24. The construction of Clearing & Grubbing, Embankment Fillings, Box Culverts,
Minor Bridges are under progress. The Foundation works for Major Bridge is
ongoing. The tree cutting work from Km 0+575 to Km 30+000 is under progress.
Rate negotiation for Relocation of Electric poles is under progress.
b. Priorities:

25. Current priorities of NB Road project (Section-01) include Clearing and grubbing,
Embankment filling work, Box culvert, Minor bridge, Major Bridge, setting out
survey for the whole section, Tree cutting, Relocation of Electric Poles, Telephone
Poles, Water supply Pipe lines, and Maintenance Work.
c. General Items:

26. The drawing (Plan) and location of the building has been reviewed by the
Consultant and recommended to the Client for approval. The construction work for
the Employer’s Office Building and Accommodation Building are under progress.
d. Road Survey Works:

ü The design profile of the Road from Km 0+575 to km 60+000 has been provided
to the Contractor.
ü Preparation and submission of cross section drawings and cut fill data from the
Contractor is under progress.
e. Clearing and Grubbing Work:

27. The Contractor has completed 63,300 m2 of Clearing and Grubbing work up to
this month and remaining section is going on.

f. Embankment Filing Work:


28. The Contractor has completed 6,300 m3 of Embankment filling work up to this
month.
g. Bridge Work:

29. Contractor has completed the Construction of Test pile of major bridge at Km
26+175 and construction of 12 no. of working pile has been completed at Km
26+175.
h. Structure Work:

30. Total 28 No. of Box culverts at different location and 2 Minor Bridges is under
construction.
i. Tree Cutting Work:

31. The total No. of cut trees up to this month is 4447.

3.1.2 Contractor’s Resource Mobilization

ü The construction and calibration of Concrete batching plant of capacity 75 cum


per hour at Km 20 is completed.
ü The Construction of Contractor’s Site Camp is Under Progress.
ü Some Equipment of first batch has been arrived at site from Pakistan. Second
batch of equipment from Pakistan and China is under progress.

3.2 Narayanghat-Butwal Road (Section-02):

ü Joint survey for the detail cross section drawing at (km 83+345 to km 98+260)
and at the location of major bridges has been completed.
ü Preparation and submission of cross section drawings and cut fill data from the
Contractor is under progress.
e. Clearing and Grubbing Work:

35. The Contractor has Completed the 49,800 m2 of Clearing and Grubbing work up
to this month.
f. Embankment Filing work:
36. The Contractor has completed 2,500m3 of Embankment filling work up to this
month.
f. Structure Work:

37. Total 32 No. of Box culverts at different location are under construction.

g. Tree Cutting work:

38. The total 3,583 No. of tree cutting has been completed up to this month.

3.2.2 Contractor’s Resource Mobilization


ü The Contractor is establishing a Crusher Plant, an Asphalt Plant, Batching Plant
at Km 85+550.
ü The Contractor has established site office at Km 76+400.
ü The Contractor has established Site Camp at 2 km inside from 85Km (LHS).
ü Some Equipment has been arrived at site from Pakistan. Second batch of
equipment from Pakistan and China is under progress

40. According to work program schedule, 62.18% of BOQ work was completed.
Presently, side drain, Median, relocation of Electric Poles and Pavement Works;
Sub grade, Sub base, base, DBSD and DBM works are in progress.
b. Priorities:

41. Current priorities of BLT road project include pavement works in 2 lanes and 4
lane sections, structural works, side drain works in 2 lanes and 4 lane sections
and median in 4 lane sections and DBM in 6 lane section and Plantation in
median.
c. General Items:

42. DoR office building and accommodation building are completed. Providing
furniture and Equipment at Employer’s Office and Accommodation at site is in
under progress.
d. Clearing and grubbing:

43. No Clearing and grubbing works is done in this month. The quantity of Clearing
and grubbing activities up to this month is 569,443.00 Sqm.

44. No Earthwork for excavation has been done during this month. Total 99,236.00
m3 of Earthwork Excavation work has been completed till date.
f. Embankment:

45. No Embankment filling work has been done during this month. Total 376,461.27
m3 of Embankment filling work has been completed till date.
g. Structures;

46. Out of 115 Cross drainage works, 114 numbers of Cross Drainage works have
been completed and 1 Box Culvert is not constructed.
47. Out of 21,500m, about 19,100 m roadside drainage works in built up areas have
been completed. Total 19,800m drainage pre-casting has been completed. And
21,629 m of curb stone casting on site is completed up to this month.
h. Tree Cutting Work:

48. No tree cutting work has been done during this month. Out of 2,078 nos’,
2,077Nos of trees were cut.
i. Sub-Grade Work:

49. 45,872.00 m2 of subgrade work has been completed in this month. Total
642,940.31 m2 of sub-grade work has been completed till date.
j. Sub-Base Work:

50. 14,643.38 m3 of sub base work was carried out in this month. Total 131,539.43
m3 of sub base work has been completed till date.
k. Base Work:

51. 4,741.02 m3 of Base work was done during this month. Total 84,653.20 M3 of
base work has been completed till date
l. DBST and DBM Works:
52. Total 13.4 km on 4 lane LHS and 22.50 Km on 2 lanes of DBST work has been
completed. And total 2 km of DBM work was done in this month.
m. Road Safety:

53. The contractor has recruited a safety engineer to provide the safety devices
wherever required. At present, the contractor has provided safety delineators
along the project road way. A special barricading caution tape was provided
around the culvert constructions wherever necessary.

3.3.2 Contractor’s Resource Mobilization


ü The Contractor has establishedCamp-1 at Km 4+800 (RHS) where CP30 -
Concrete Batching Plant including concrete lab and precast yard has been
established.
ü The Contractor has established his Main Base Camp (Camp-2) at Km 7+400
(LHS, Bethari. This camp includes Main Office, Main Laboratory and staff
quarters. A bore well is also installed at this site for camp requirements. The
main office was inaugurated on January 20, 2018. The Main Laboratory is
completed and started functioning from January 10, 2018.
ü The Contractor has finalized site for Camp-3 at km 9+400 (RHS), where he has
established a crusher plant, hot mix plant and garage, etc.
ü The Contractor has establishedCamp-4 at km 27+900 (RHS) where batching
plant of 80M3/hr. capacity has been established.
ü Laboratory;
Initially laboratory was established at CAMP – 1 which is functioning as concrete
laboratory and the main laboratory is functioning at CAMP – 2.
ü Staff mobilization
The Contractor’s staff mobilization started on 25.06.2017 and majority of Key
Personals joining completed on 30.09.2017.
ü Aggregate resources have been identified and the material is tested, the results
met the standards for usage in our all execution works.
ü Plant and equipment
The batching plant erected at chainage KM 4+800 and at Km 31+000 is
functional and Crusher plant has been installed at Km 9+400.

3.3.3 Material Testing and Quality Control


55. The Site Laboratories have been established for Bhairahawa-Lumbini-Taulihawa
contract. The main laboratory is established at km 7+400 (LHS), Bethari. Another
site laboratory has been established at km 4+800 (RHS). These laboratories shall
remain in operation throughout the execution period. The laboratory equipment for
carrying out various tests as per the requirements of the specifications and
provisions in the BoQ has already been supplied by the Contractor. The tests
which are not possible in site laboratory shall be / are being carried out either at
the Central Road Laboratory or at a reputed private material testing laboratories in
Kathmandu.
56. The tests are being carried out by the Contractor's staff in the presence of the
Consultant’s supervision staff (Lab Technicians, SIoW, ARE and Material
Engineer). The frequencies and types of various tests are being carried out as per
the Specifications, Quality Assurance Plan (QAP) and as per the instruction of the
supervisory staff.

57. Construction site visit, batching plant, crushing plant sites have been visited,
labor camps have been inspected in BLT road. Batching plant with laboratory
visited in NB 01 & NB 02
58. Meeting with the CM was held in contractor’s office about ADB comment in
October – December 2019 QPR. Quotation for plantation has been submitted
by NEDC along with other two interested plantation experts in this month.
Country has been suffering from lockdown due to corona virus outbreak world
wise, this lockdown is announced for one week, but if critical environment
continues, it may extend another two weeks.
59. Electric pole shifting is still in progress and has not completed yet. Till date, out
of 930 electrical poles, 905 poles shifting have been completed.
60. Up to the end of this month, as reported last month out of 115 Cross drainage
works, 113 numbers of CD works has been completed, one is under progress
and 1 is remaining to be constructed. Out of 21,500 m precast road side
drainage construction works, 19,100 m in built up areas has been completed
and 21,629 m curb stone casting on site is completed. Similarly, in NB 01, 28
number of box culvert, 2 minor bridge and 2 major bridge are under
construction where bore log test for 12 bridges are in progress and in NB 02,
27 numbers of box culverts are under construction where 32 numbers of
drawings are approved.
Tree Cutting in NB Road:

61. During EIA done in 2016, tree counting was done within 15m either side from
the centerline without assessing the needs of space required for the road
construction works. Total number of tree proposed for cutting was 9,027,
which is insufficient in number.
62. Tree counting has been done in NB road with involvement of the Forest
Offices, Community Forest User Groups, staffs and representatives of
Supervision Consultants and contractor’s team. Till this reporting period, all

Trees counting works in NB 01 & NB 02 road has been completed. Summary


of tree counting in both projects are given below:
63. So, all total trees counted from the 0+575 to 65 + 000 Chainage in NB 01 is
33,889 numbers and NB 02 i.e. Chainage 65+000 to 113+535 is 12,786.
Approval of tree cutting is received for buffer zone area but agreement for tree
cutting is still remaining, it may be delayed for some more weeks due to
corona virus outbreak, followed by nation wise lockdown.
64. Tree cutting in both projects started from this month. Up to date total number
of tree cutting completed in NB 01 is 4,503 and NB 02 is 3,595 till 31st March.
65. Electric and telephone pole counting completed in NB 01 & 02, during counting
teal has been marked with Red color for 33KV, Yellow for 11KV and Green for
230V (Domestic supply) and sometimes dual colors used in case of different
type of power hanged in same pole. Total number of electric poles counted for
NB Road is 4,839 numbers.

GRM Committee Status:


66. In BLT road, out of 11 households, all of 11 affected households submitted the
evidence including the recommendation of municipalities / rural municipalities
which they belong. They were provided the first installment amount of
resettlement assistance before shifting or dismantling the structures. Till the
reporting date, out of 11 households, ten households have received the 2nd
installment. One affected household delayed the dismantling of the structure,
has reconstructing affected structure out from RoW, after completing
reconstruction works, he will dismantle the structure, he may receive second
installment after field verification which is expected will be complete before
May 2020.
67. The preparation for field verification process in NB road has been initiated to
verify the affected private and public structures. Consultation meeting with the
community is in progress for reallocation of affected community structures.

3.5 Resettlement:
68. Social and Resettlement component is one of the major parts in the South Asia
Sub Regional Economic Cooperation (SASEC) Road Improvement Project (S-
RIP). To address the social and resettlement issues, Poverty & Social Analysis
(PSA) and Resettlement Plan (RP) report had been prepared in design phase.
Now, the Narayanghat - Butwal and Bhairahawa – Lumbini – Taulihawa Roads
project are in implementation. The recent project activities and progress status
are summarized as mentioned below.

69. Both of the Narayanghat – Butwal & Bahirahawa - Lumbini- Taulihawa roads
section social & resettlement activities were started. Social mobilizers were
mobilized in the field offices and started their work. Total all GRM committees
were established in all road section under the SRIP sub projects.
70. As per resettlement Plan of the BLT road project, affected people were selected
for skill development training. Ward level information was collected to all
respective wards of the BLT road section. The grievance Redress committees
were active when they will be required. Till the reporting date, out of 11
households, ten households have received the 2nd installment. One affected
household delayed the dismantling of the structure, has recently dismantled the
affected structure, and will receive second installment after the field verification.
Out of the total amount NRs 1,200,579.65 was distributed for project affected
families. The project affected people will be received skill development training.
Selection of the trainees and their need assessment also completed.
3.5.1 Information Dissemination & Consultations

71. Public consultation was on going at BLT road, in this this month, consultation
meeting was conducted in Rupendehi and Kapilvastu districts. Discussion with
Land Survey Office for identification of the affected land parcels for construction
of the new bridges in Bethari & Danau bridge (Gundi Bridge). The construction of
the carriage way under the Buddha Chowk to airport chowk. It will be affected the
traffic divarication required so that information dissemination for traffic divarication
in six lane road section up to the airport. The participation of women and socially
excluded groups in local meeting is highly prioritized.
72. Similarly, public consultations activities were carried out in NB-1&2. The
preparation for field verification process in NB road has been initiated to verify the
affected private and public structures. Consultation meeting with the community is
in progress for reallocation of affected community structures. Consultation
meeting with community is in progress for reallocation of affected community
structures in this month three meeting were conducted with the division forest
office Nawalpur, Parashi and Rupendehi districts of the NB -1 & 2. The discussion
agenda were permission of the tree cutting in all districts. Relocation/shifting of
the public utilities and its process, work schedules etc. Concern districts forest
officers, project manager, site engineer, CSC Resident engineer were
participated at the meeting. They were also informed about the (i) Construction
width of the urban & rural areas (ii) process of construction activities and timeline,
iii) Design features of the road. iii) Process for solving issues (iv) process of
shifting (relocation) of the public utilities.
73. Likewise, consultation and information dissemination activities were carried out in
each forest user group, ward and settlement area of the NB-1&2. The Mayor,
Deputy Mayor, chairman, Vice- Chairman, Chief Executive Officer, ward
Chairman, media persons and affected people were participated. They were also
informed about the (i) process of construction activities and timeline, ii) formation
of the 2nd level GRC (ward level). iii) Process for solving issues (iv) process of
compensation and other assistance made in the Entitlement Matrix of the
subproject.

74. In this month, social mobilizers were engaged for monitoring collection and
stocking of the trees from Ch. 0+575 to 30+250 KM was completed. Similarly,
they were also mobilized for the joint survey verification, and marking of the trees
for further cutting process was completed from Ch. 36+150 to 60+450 KM of the
both sites.
75. Verification of the private structures was completed from Ch. 0+575 to 1+600 KM.
Detail joint survey shows that no physical displacement or impact under the
corridor of the Impact COI.
3.5.2 Consultation Meeting of the BLT Road Project

76. Informal consultation meeting was conducted in land survey office identification of
affected land parcels at Bethari and Dundi bridges. Similarly, ward level meeting
was conducted with stakeholders, ward chairman, staff & local people along the
road alignment. The meeting focuses for collection of the base line data for

77. Informal Meeting was conducted with employer, contractor & DFO officer, of the
Kawswati on 6th &13th March 2020, collection and stock piling of the poles and

3.5.3 Status of Other Social Activities

78. Regular consultations and meetings are being started by CSC social mobilizer of
the BLT and NB Road, consultation with PAPs and concern stakeholders to
facilitate.
79. implementation of social safeguards component. Besides these, the other social
activities such as campsite management, health and safety measures, wage rate
to construction workers and issue of child Labour have been regularly monitored.
During site visits of subproject roads, the contractors have been made aware of
maintaining compliances of the social activities as per social safeguard
documents of the project. The contractors are paying greater attention to social
safeguard issues during road construction.
80. The preparation for field verification process in NB road has been initiated to
verify the affected private and public structures. Consultation meeting with the
community is in progress for reallocation of affected community structures such
as water pipe, electric poles, cable network, bus bay, public toilet and small
temple etc. Consultation meeting with community is in progress for reallocation of
affected community structures, minutes of consultation meeting of this month is
attached in Annex
3.5.4 Social Mobilizers were mobilized for final process of the tree’s clearance.

81. Based on the Detail Measurement Survey Social mobilizers were engaged for
monitoring of the tree cutting, collection and piling. After completion of the
recounting of the tree’s approval required by concern districts forest officers. The
clearance process has been started from Gaindakot to Kawasowati and
Bardhaghat to Butwal of the NB -I & II respectively.
3.5.5 Summary of the Social Safeguard Activities

82. Consultation with project affected families and disclosure of project information
including RP was carried out in NB-1 & 2 roads in accordance to ADB's
Safeguard Policy Statement, 2009. Consultations and dissemination activities
were carried out on 1st to 24st March, 2020 in major settlement of the road
alignment. The Mayor, deputy mayor, ward chairman, water users’ group, project
affecters’ people and other stakeholders were given project information including
the upgrading works, construction width, design features and relocation of

existing public utility. The consulted people were informed about the projects,
resettlement impacts and mitigation measures provision made in RP. Major
discussion issues are as followings:
(i) Relocation of the existing public utility.
(ii) Cutting, collection of the trees logs and piling process
(iii) Relocation/ shifting Process of sensitive public utilities such water pipe
electricity, cable network, telephone, water supply pipe etc.
(iv) Construction schedule.
(v) Design features.
(vi) Provisions of compensation and other assistance made in the Entitlement
Matrix of the subproject
A. Informal discussion, coordination and consultation with district forest officers for
trees clearance and stock piling yard at different location of the NB-1 & NB-2.
Tree clearance process has been started in NB road with involvement of the
Forest Offices, CSC staffs, and representatives’ contractor’s team. Till this
reporting period, tree clearance works in NB 01 & NB 02 road is ongoing.
Plans for Next Month:
v Planning for mobilization of the joint survey at built up area of the NB -1 & 2
v Planning for verification of the private house and electric poles at bridges
location.
v Field visit as per need to monitor the social issues and technical backstopping
support to the project staffs on social safeguard.

3.6 GESI
The followings are the GESI Action Plan implementation progress update of the month
March 2019:
83. The CSC has proceeded for the inclusion of GESI-friendly design requirements in
road structures and facilities including the inclusion of PWD-friendly tactile
pavements in footpaths/sidewalk, pedestrian-friendly and PWD-friendly zebra
crossings, and pedestrian sidewalk with cycle-friendly road markings in BLT road.
84. The meeting with the Civil Work Contractor of BLT road has been held and
agreed that the Contractor will organize and conduct the HIV AIDS STI training of
its construction workers and staffs of new staffs by April 2020.
85. One day orientation workshop of Civil Work Contractors' staffs; and REs, AREs,
IOWs, social mobilisers in NB01 and NB02 is designed.
86. The suggested contents for leadership and team management training have been
designed for leadership and team management training to be finalized during the
needs assessment activities.

87. For compensatory tree plantation under the BLT road in Lumbini garden, the
collection of quotations from nurseries for trees has been proceeded. One
nursery has submitted the quotation.
88. The contents for the orientation training of neighborhood communities of Lumbini
Garden are designed. One of objectives of orientation training is to mobilize the
participation of local communities including at least 30% women in tree plantation,
protection and maintenance activities.
89. The numbers of trainings to be organized on HIV AIDS STI, human trafficking,
and road safety are estimated on the basis of data collected on municipality and
rural municipalities, wards, settlements, crossed by the road; local organizations
and schools in each ward intersected by the road; and households estimates in
each ward. Based on collected data, the cost estimate for the training is
improvised.
90. The process of field verification of affected structures and land in NB01 and NB02
is ongoing, based on which the profiles of affected households including women-
headed households will be finalized for proceeding the resettlement facilities
including the bank accounts of women-headed households, joint bank account of
spouse as applicable for account payee deposit of compensation amount in the
account securing the proper and productive use of compensation amount and
livelihood training will be worked out
91. The field monitoring and verification of if men and women are paid equal wages
for the same job and if the child labor is controlled has been continuous process.
The compliance has been noted.
92. The data collection on the participation of women and affected persons in the
construction activities including the maintenance activities of the civil work
contractors is a continuous process. The women and men are found being paid
equally as recorded in the payment registers signed by the recipients. As per
performance indicator requirement of 10% percent women maintenance workers,
two (13.4%) maintenance length workers in the BLT road are women out of 13
workers.
93. The training of school teachers on road safety is designed in consultation with the
road safety specialist and school teachers in BLT road.

4. ISSUES, PROBLEMS AND WAY FORWARD


4.1 Narayanghat–Butwal Road - 01 & 02

4.1.1 Mobilization of Contractor's Construction Equipment in NB01 & NB02

Issue: As up to this date, appropriate Drilling machine (for the construction piles of
major bridge) has not been mobilized to the site. Because of the Contractor's
delayed mobilization of key equipment, the Progress of work has been delayed.
Action: The Contractor has been requested to lease drilling devise from the local
market till their equipment is mobilized to the site.

4.1.2 Tree Cutting Work in NB1

Issue: A partial tree cutting permit from Ministry of Forest and Soil Conservation has
been released, but for the tree cutting permit of the buffer zone, no progress of the
tree cutting permit has been developed. A special measure is requested to
expedite the procedure of tree cutting permit in the buffer zone.
Action: The Project Manager will expedite the tree cutting permit procedure of the
buffer zone with concerned parties.

4.1.3 Relocation of Electric poles in NB1 & NB2

Issue: The BOQ, BOM, and the material specification of NEA for the location of
electric power services has provided to the Consultant on the last day of January
2020. And the same document has provided to the Contractor for the Contractor's
cost proposal. But, the Contractor refused to submit their cost for the
evaluation/approval.
Action: The Consultant will instruct/explain that the procedure of Provisional Sum
items and will instruct the Contractor to comply the Contract Conditions.

4.1.4 Lagging of the Work Progress in NB1&NB2

Issue: The commencement date of NB road project is February 7, 2019. But the
progress of the work is insignificant up to this date. The main reason for the behind
work progress is delaying in the mobilization of the construction equipment. But in
this month, the Lock down decided by the Government of Nepal from 24 March,
2020 to curb the possible outbreak of COVID-19 in Nepal also effect on
constructional work. The contractor's equipment has been mobilized on the site on
December 21, 2019. And, the borrow pit which Contractor has secured is not
appropriate to extract required filling material as per the work schedule.
Action: The Contractor was instructed to secure additional borrow pit to catch up the
behind work embankment work progress. And the Contractor was instructed to
implement the embankment work not only in the forest area but also in the rice

field. Regarding piling work, the Contractor has been instructed to lease drilling
devices from the local market until their main drilling machine is mobilizes to the
site. Upon the decision of end of this lock down mentioned above, the
constructional work will be continued by the Contractor.

4.2 Bhairahawa–Lumbini–Taulihawa Road

4.2.1 Delayed Work Progress


Issue: The physical work progress of BLT road project is not more than 62% while the
revised completion date is April 30, 2020.
Action: The main reason for lagging in progress is due to unforeseen (unseasonal)
heavy rainfall, the pavement work was halted for more than 2 weeks’ time in this
month. Also, the Lock Down enforced by the Government of Nepal from 24 March,
2020 to curb the possible outbreak of COVID-19 in Nepal the work at site has been
completely stopped. Upon the decision of end of this lock down, the constructional
work will be continued by the Contractor.
