WRDA 2014, which was implemented by M. G. Walsh and mandated that all planning

mandates IWTF to fund and finance more projects associated with water conservation and
protection.
Since the legislation was implemented a year ago its effectiveness have not been mot
realized. It has unknown issue and emerging factors that bother the public and organization
dealing or operating in water bodies. According to the American Society of Civil Engineering
(2022), the cost share formula of the Inland Waterways Trust Fund (IWTF) from 65%–35%
to 75%–25% is an emerging factor that is not well defined. The shareholders and the local
government in underserved communities have not provided information on how they will
