Earthwork in cutting in formation, trolley refuges, side drains,


level crossing approaches, platforms, catch water drains,
diversion of nallah & finishing to required dimension and
slopes to obtain a neat appearance to standard profile
inclusive of all labour, materials, plant & machinery, leading
all cut spoils either to make spoil dumps or for filling in
embankment with leads within 2 km on either side of edge of
the cutting(s) including all lifts, ascent, descent, loading,
unloading, bailing & pumping out water, if required,
clearance of site and all other works incidental thereto for
completing the work as per RDSO Specification No.
RDSO/2020/GE: IRS-0004 with latest updated correction
slips and to the satisfaction of the Engineer-in-Charge. Note:
(i) All usable earth arising from cut spoils shall be led into
bank formation and Unusable spoils shall be dumped /
stacked away from toe of embankment. (ii) All hard rock
/and boulders not fit for filling will be stacked by the
contractor and will be property of the Railways. (iii)Cut trees
shall be property of Railways and to be deposited in the
railway godown unless specified otherwise in the Conditions
of Contract.

Track Ballast conforming to RDSO Specification (IRS-GE-1)
with latest correction slips at Railway depot or nominated
location. Note: Distance of nearest quarry mentioned in
each sub-item is only for the purpose of selecting the items
for preparation of estimates/tender schedule, based on the
minimum distance between nearest quarry and centre of
supply points and will not affect the selection of quarry
during physical supply in any way till prescribed specification
is met fully.

the benching and certified. 3. The benching Work shall be
done for a maximum height of 1.50 m at any time based on
t h e progress of earthwork starting from toe of the
embankment.
De-stressing of LWR/CWR track of any density under traffic
line block with contractor's labours, tools, equipments and
consumables inclusive of all lead & lift. Activities include
cutting of LWR/CWR into convenient panels of specified
length, removal of ERCs, liners, greasing of ERCs and liner
contact area, lifting rails and keeping them on rollers
provided at every 15 sleepers, working out elongation of rail
ends depending on prevailing site conditions, pulling rails
with the help of Hydraulic Tensor to achieve the desired
elongation, cutting rails, as required, removing rollers and
placing rail in position, re-fixing ERCs & liners and
adjustment of gap at SEJs : Note: (1) Welding of rail joints
will be paid separately. (2) Rail cutting and Hole drilling shall
be paid separately. (3) Opening and closing of LC if required
will be paid separately. (4) As per procedure prescribed in
latest edition of IRPWM & CE's Circulars for destressing of
LWR/CWR, if any.

tamping zone by picking ballast from stacks / shoulders /

ballast in crib / shoulders; (11) Removing and refixing of
traction bonds during the block in electrified sections (12)
Dressing of ballast Note: 1. Tamping blocks are not identical
& it may be given at any time either during day or night. 2.
Stages of payment a) 30% of the rate will be paid on
completion of pre tamping attention, b) Balance 70% of the
rate will be paid on completion of post tamping. 3. Recovery
at the rate of twice the above applicable rate will be effected
in case contractor fails to carry out pre/during/post

Manufacturing, fabricating and supplying retro-reflective


Engineering Indicator boards, made of 2mm thick aluminium
sheet or 3mm thick aluminium composite sheet, face to be
fully covered with high intensity encapsulated type heat
activated retro-reflective sheeting conforming to type-IV of
ASTM-D4956-01 in yellow & black or other colour
combination including subject matter, message, symbols,
borders etc. as approved by Engineer In-charge or as per
IRPWM guidelines, pasted on substrate by an adhesive
backing which shall be activated by applying heat and
pressure conforming to class-2 of ASTM-D-4956-01 and
fixing the same with suitable sized aluminium alloy rivets @
20 cm c/c to back-support frame of M.S. angle iron of size
25mm x25mm x 3mmprovided all along the edges of board
with theft resistant measures back side of board shall be
with non-peelable weatherproof paint, consisting of one coat
of zinc chromate primer and two coats of epoxy paint.
Vertical post shall have black & white anti-corrosive paint or
powder coating complete, as directed.

attention, the Railway may bring its own workmen or other agency/agencies to

The Contractor shall take all precautions against damages from accidents,
floods tides or other natural occurrences. He shall not be entitled to any
compensation for his tools, plants, materials, machines and other equipment

UTILLIZING ORDINARY PORTLAND CEMENT
1)The cement shall be procured in lots commensurate with the programmed
progress of the work and shall be transported and stacked into IOW's godown
at contractor's cost and from there the requirement for day to day use shall be
drawn by the contractor against hand receipt. The cement shall not be directly
taken to the site of work. 2)Cement so procured by the Contractor shall be
fresh conforming to IS 8112-1989 or latest IS cement code. After a receipt of
each lot of at IOW's godown a sample of cement at the direction of Engineer
shall be tested for initial / final setting time, compressive / Tensile strength at
contractor's cost. Only on receipt of satisfactory certificates this cement shall
be allowed to be used on works. The procurement of cement shall be panned
by the contractor so that it does not effect the progress of works. 3)The
contractor shall have to submit the cash memo along with the lot of cement
purchased from the various retailers / cement factory to IOW in taken proof of
purchase of cement from reputed dealer. No cement shall be accepted by the
IOW without cash memo. 4)Although cement payment is in No. 50 Kg bags as

per items total quantity so paid shall be limited to quantity actually used in
works subject to further not exceeding the quantity laid down in works Hand
book Part-III whichever is less. No payment shall be procured from authorized
dealer / cement factory and the receipt shall be furnished on demand. All
empty bags shall be taken away by the contractor after use of cement and
cost of empty cement bags shall not form part of quoted rates against this
items. 5)The Railway will take responsible care of cement in their custody
handed over by the contractor. However if the cement bags are damaged
during storage while taking away for use in the work railway shall not be
responsible for the same and no claim of payment shall be admissible on such
damaged cement. However, contractor shall be allowed to take away this
cement at his own cost. 6)Cement consumption register shall be meticulously
maintained giving quantity of work done / consumption of cement of each day.
7)Cement bags left out after completion of work shall be taken by the
contractor and the railway shall not make the payment against these bags.

(A)All Reinforcement Steel (TMT Bars) and structural Steel shall be procured
as per specifications mentioned in BIS's documents - IS : 1786 and IS : 2062
respectively. Independent tests shall be conducted, wherever required, to
ensure that the materials procured conform to the specifications. (B)Steel shall
be procured only from those firms, which are established, reliable, indigenous
and Primary producers of steel, having integrated steel plants (ISP), using iron
ore as the basic raw material and having in-house iron rolling facilities,
following by production of liquid steel and crude steel, as per Ministry of Steel's
guidelines. e.g. "SAIL/TISCO/JINDAL/RINL/ESSAR/IISCO". (C)However, only
certain isolated sections of structural steel, not being rolled by ISPs, can be
procured from the authorized re-rollers of ISPs or authorized licensee of BIS
having traceability system and who use billets produced by ISPs. (D)The steel
procured shall be reasonably free from cracks, surface flaws, laminations,
rough and imperfect edges and all other harmful defects. Steel sections, shall
be free from excessive rust, scaling and pitting and shall be will protected. The
decision of the Engineer regarding rejecting any steel section on account of
any of the above defects shall be final and binding. (E)Structural steel work
shall conform to the requirement as specified in Indian Railway Unified
Standard Specifications (Works and Materials) Vol. I & II . (F)Necessary
16.1 purchase bill along with test certificate for steel shall be obtained and No No Not Allowed
submitted to the Engineer in Charge. Steel without the test certificate from
approved laboratory/ Engineering College shall not be used in the work.
Certified copy of the same shall be submitted to Divisional Office along with
running bills/final bills. Steel shall be tested for Tensile strength and bend test
as per IS : 1599 as specified in Indian Railway Unified Standard Specifications
(Works and Materials) Vol. I & II. (G)Quantity for this item shall be calculated
as per nominal weight of steel section for the actually used in the work. No
payment will be made for the wastage and the contractor will be allowed to
take away the scrap and excess steel away from site. (H)The contractor shall
be responsible for getting the measurement of steel entered in to steel register
and signed by the Engineer in charge of the work before concreting is done to
avoid dispute regarding quantity of steel used in the work. (I)The rates quoted
for this item is deemed to be inclusive of the cost of binding wire and no
separate payment shall be admissible for the same. (J)The steel shall be kept
by the contractor under his custody at the site of work and Railway will not be
responsible for any theft thereof. (K) The quantity so payable under relevant
item shall be restricted to the quantity as per approved plan/drawing and
decision of the Engineer in Charge in this regard shall be final and binding
upon the contractor.
17 Special Condition of Drawings No No Not Allowed
1. Contractor will provide architectural drawings with elevations etc complete ,
structural design details/drawings, design calculations, GAD (i.e. foundation
,beams, lintel, column, roof etc. based on railway approved GAD and will get it
approved from railway. Contractor will also submit 3 copies with soft copy (2
nos.CD/pen drive) to railway for the same. 2. Design shall be followed for
seismic zone no. 3 and should be resistant from various disasters occurs in
seismic zone no.3 . Design shall be proof checked by IIT / NIT/ Govt
engineering college which will be further got approved from railway before
actual commencement of work. 3. Contractor has to submit completion plan in
17.1 75 Micron double mate GARWARE or similar tracing film for each drawing No No Not Allowed
indicating all minor, major detail based on actual execution and signed by site
supervisor (SE/SSE Works) and concern ADEN before submission of final bill.
In addition to Completion plan the contractor shall also submit the drawings
stored on CD-ROM/pen drive) failing this a recovery at a rate of 20000/-(Rs.
Twenty thousands only) shall be made. 4. The rates quoted by contractor in
this tender shall be inclusive of preparation and submission of architectural
drawings , structural design etc and completion plan, nothing extra shall be
paid on this account. (NOTE -Required in case where standard/approved
design ,drawing is not available or as directed by engineer incharge.)
