. By virtue of power vested in it under Section 37 of the Food Corporations Act, 1964, the Board authorized the
Chairman to revise/enhance the powers of various authorities depending upon the operational needs and
circumstances in its 296 meeting held on 23.12.2004.
2 Where any doubt or question of interpretation in the matters enumerated in the delegation arise, the next higher
authority in Consultation with the Associate Finance will be Competent to issue necessary
clarification/interpretation.
3 These powers are in addition to those contained in the staff Regulation in respect of Personnel Administration
matters; and as per General Guidelines as page 2.

 GENERAL GUIDELINES FOR THE EXERCISE OF THE DELEGATED POWERSBY THE VARIOUS AUTHORITIES

उपरो वषया तगत लेख है क इस कायालय के प दनांक-05.06.2023 एवं मरण
प दनांक-21.06.2023 तथा 10.07.2023 का अवलोकन करे जसमे इस कायालय ारा यह
अनुशंसा क गयी थी क मु यालय ारा LDPE खर द क पृथक DOP बनवाई जा सकती है एवं बजट
/ हे ड के स दभ म भी थित प क जा सकती है | यह भी मागदशन कये जाने का क कर
क LDPE कंध भ डारण के अंतगत Dunnage म स म लत है अथवा नह ं एवं Dunnage खर द
हे तु आवं टत बजट म से LDPE य क जानी है अथवा कसी अ य बजट से य क जानी है | जस
संबध ं मे मु यालय से िदशा/िनदश एवं मागदशन आज िदनांक तक अ ा है।

Dunnage Materials for food grains as required for godowns/Rail/Port
operation” के अंतगत 'Other Material used for Dunnage' के तहत म डल कायालय को
रािश . दो लाख खच करने का अिधकार दया गया है | इस संबंध मे यह अवगत कराया जाता है

ारा एक व ीय वष मे औसतन लगभग 25-30 लाख तक क रािश LDPE Sheets खर दने मे खच
क जाती है |

उपरो िवषया तगत लेख है िक इस कायालय के प िदनांक-05.06.2023 एवं मरण प िदनांक-21.06.2023 का अवलोकन करे
जसमे इस कायालय ारा यह अनुशस ं ा क गयी थी िक मु यालय ारा LDPE खरीद क पृथक DOP बनवाई जा सकती है एवं बजट / हेड के
स दभ म भी थ त प क जा सकती है | यह भी मागदशन िकये जाने का क कर िक LDPE कंध भ डारण के अंतगत Dunnage म
स म लत है अथवा नह एवं Dunnage खरीदी हेतु आवंिटत बजट म से LDPE य क जानी है अथवा िकसी अ य बजट से य क जानी है

मु यालय ारा जारी DOP िदनांक 16.03.23 के DOP No.03 “Purchase of Dunnage Materials for food grains as
required for godowns/Rail/Port operation” के अंतगत 'Other Material used for Dunnage' के तहत म डल कायालय को
रा श . दो लाख खच करने का अ धकार िदया गया है | इस संबध ं मे यह अवगत कराया जाता है िक रेक लदान काय मे wagon floor / flap
door हेतु (म. .) े के येक म डल कायालय ारा एक िव ीय वष मे औसतन लगभग 25-30 लाख तक क रा श LDPE Sheets
खरीदने मे खच क जाती है |
गोदामो मे क ध भंडारण हेतु उपयोग होने वाली साम ी ही Dunnage के अंतगत आती है एवं े ीय कायालय भोपाल के लेखा
अनुभाग के अनुसार रेक लदान के लए वैगन म उपयोग क जाने वाली LDPE Sheet, consumables head के अंतगत आती है जैसे िक
पै कग साम ी एवं इसके लए पृथक से कोई बजट / हेड नह है | DOP िदनांक 16.03.2023 मे म डल कायालय को केवल रा श दो लाख

महोदय,
उपरो वषया तगत लेख है क इस कायालय के प दनांक-05.06.2023 एवं मरण प
दनांक-21.06.2023, 10.07.23 एवं 01.08.23 का अवलोकन करे जसमे इस कायालय ारा यह
अनुशंसा क गयी थी क मु यालय ारा LDPE खर द क पृथक DOP बनवाई जा सकती है एवं बजट
/ हे ड के स दभ म भी थित प क जा सकती है | यह भी मागदशन कये जाने का क कर
