MISSION
Magtoma Elementary School promotes competitive environment for the total development
of the child through collaborative efforts of all stakeholders
Once our parents dream of, they made it come true in every school we build up. The
story of Magtoma Elementary School started with the dream of a one Grandfather for his
grandchildren which was supported by his children.
In the year 2004, the community in Magtoma and lay-asan brgy. planned to build a
school in Bongnay, lay-asan but since that it is too far from the barangay proper they made a
second thought to transfer the location in Tangaya,lay-asan. So the people concerns started to
excavate.

But for the safety and security of their children some of parents protested because of
the distance and the river to cross, with their acceptable reason the project has been stop.
On October 2005, with the initiative of late Benito Pugao he donated his piece of land in
Magtoma,Lay-asan which was name by his son Tolentino Pugao as the owner of the land when
he subdivide his properties with his three children. So with the safe and sound location the
Final has been made and the location was validated by Engr. Edgar Bummusao and Bernard
G. Boog
Through the help of Mr. Samuel B. Dawagan and some of political personalities they
built up two rooms and started with grades one and two which was handled by Ms.Irene B.
Dinanas within one year. It is then formerly Magtoma Primary School.
In the year 2006 to 2008, the school was still actively operated by Mrs.Alma Boog Puyao
as a volunteer teacher. The parent’s request has been approved to open up kinder and grade
three. From the year 2009 to 2010, Mrs. Alma Boog Puyao was been absorbed as a permanent
teacher of kinder and grade one and the school head was Flema B. Wacdagan. while grades
two and three was handled by the MLSB applicant namely Nathy Boog Perez.
Because of the number of enrollees with an alone teacher, in the school year 2011 to
20015 the grade three was been closed; but then re-opened for more grades from kinder to
grade 5 with the help of late humbled Teacher Head Sir Thomas B. Baculi. The lower grades
from kinder to grade three was been handled by Mrs. Alma B. Puyao then from grades 4 to 6
are with Mr. Gaspar W. Bumosao a permanent teacher transferred out from Baclayam
Elementary School.
In the school year 2016 to 2017, the name of the school has been change from Magtoma
Primary School to Magtoma Elementary School because of the complete opening of kinder,
grades one to six. And the first and only one to graduate was named by Ms. Shanon Jane
Dulawon Boog.
With this history of Magtoma Elementary School, the dream of forefather never forgets.
In the year 2018-2019, ma’am Rebecca Guisoben is the school head with 3 teachers:
Alma B. Puyao, Connielyn Ballay and Ofelia G. Gonayon. In the year 2020-2021 Mrs. Evelyn
Nalliw the cluster head appointed Alma B. Puyao as the TIC in Magtoma ES. The following
year 2021 under Mr. Lino D. Latawan as the Cluster Head, Mrs. Conchita Wagawag the PSDS
recommend Mr. Bernardo B. Cubit as the TIC then approved by the SDS up to present. That

for the grade 1 and 2 and the other room is for the grade 3 and 4. Thus, grade 5 and 6 use
the new makeshift room. The school has no separate room for library and laboratory.
The school’s water source is electric pump and it safe for drinking. There are two
hand washing areas in the school but most of the time without soap and it does not meet the
required ratio for the WINS standard requirement. The school has only two functional toilet
male and female.
There were 15 recipients of the SBFP during the SY 2022-2023 and in the SY
2023-2024 there are 6 SBFP recipients and this should be eliminated during the next three
years. However, there was no record of undernourished learners due to the lockdown brought
about by the COVID-19 pandemic. Though in the previous school year the beneficiaries of
SBFP are the kindergarten learners wherein foodstuffs are being distributed by the Division
Office to the schools.
The school has only 4 functional laptops used by the teachers and two LCD
projectors which is used by the teachers. However, the LCD projectors are no longer
functional same with the 3 laptops nearing the end of their “life span”
There are 4 nationally funded teachers, two (2) female and two (2) male who are
permanent teachers and have met the desired competencies on RPMS/PPST.
To improve the basic competencies of our teachers, they are sent to trainings and
encouraged to continue their post graduate studies. There are 3 among the 4 teachers who
had an earning unit in their masters’ degree while 1 teachers has no units in the master’s
degree courses. They are also encouraged to conduct research in their areas of concern since 2
of them have undergone training in research. During the previous year, all teachers were given
time to participate in LAC, INSETs, seminars, form the school to the region. However only
selected teachers are sent to division and regional trainings.
The teachers need to be trained on GAD, review IPDP, RPMS, E-SAT, new strategies in
teaching and other relevant trainings related to their teaching to improve learning outcomes.
Home visitation is the usual intervention done by the concerned teachers to address the
problem on frequent absences. Learners with less absence are recognized quarterly.
The main source of school funding is the school MOOE based on the analysis of the
