GENERAL REQUIREMENT
1. APPLICATION:
The specification relates to design, manufacture & supply of Line Valves (System Valves) for LP fluid
systems to be used in Naval Vessels.
The specification defines naval duties & details pertaining to evaluation & testing of the equipment.
This
document is prepared as a guidance document for the Manufacturer to ensure that their products meet
the standards of Installation on naval ships.
2. SUPPLIER’S OFFER:
The offer should be strictly conforming to the details indicated in this specification and in the relevant
specifications / drawings / documents (All Latest Issues are to be followed).
No omission in the Specifications shall relieve the supplier of his responsibility to ascertain these
requirements to perform work & furnish material in accordance with codes specified.
The OFFER should be complete with all relevant details such as Detailed Technical Specification, Material
Specification, Overall Dimensions, Foundation / Installation / Bolting, Storage/ Preservation Details etc.
Any clarification required regarding Technical Specification / Requisition should be sought before submission
of
the offer.
OFFER: The suppliers’ offer shall contain minimum of the following documents;
i) Valve drawing,
ii) Certificate of conformity duly filled, signed & stamped
iii) Deviation form dully filled
iv) Weight of valve in weight control data sheet duly filled.
v) Clause wise conformation to all points.
vi) Details of past supply of valve with same design to Indian Navy with purchase order copies.
vii) Type Approval certificate.
3. DEVIATIONS:
In case the items offered are NOT conforming to the details given in the Specification the offer should
clearly indicate a comparative statement of the requirement indicated in the Specification and the relevant
Specifications vis-à-vis the items offered, for INDIAN NAVY/MAZAGON DOCK Consideration. Please refer
ATTACHMENT No. 10 for Format. Deviations listed other than those in deviation form shall be considered
null
& void.
NO deviations will be granted after the placement of order.
4. CERTIFICATE OF CONFORMITY:
The offer should be complete with CERTIFICATE OF CONFORMITY as per format detailed at
ATTACHMENT NO. 9.
IMPORTANT NOTE :
The offer received without the Certificate of Conformity duly filled in and signed will not be
considered.
6.2 The manufacture of all the items is to be strictly as per the specifications and the requirements stated above.
Any deviation, however minor, must meet the prior approval of odering authority.
6.3 Net weight of each item is to be recorded in the presence of Inspecting Officer on the Weight certificate
attached at ATTACHMENT NO. 8 & is to be submitted along with supplies. Also the Weight Control Sheet is to
be issued in the format as detailed at ATTACHMENT NO 7 along with offer.
6.4 Each consignment is to be accompanied by following drawings & documents :-
6.5 Documentation is to be forwarded to the consignee in a separate enclosure, along with supplies.
6.6 Documents, drawings & part list as applicable must be in English language only.
6.7 All Drawings & Documents shall contain dimensions & other parameters in S.I. Units only.
6.8 Computerized Vendor documents shall be prepared by using the following software
a) Documents: MS WORD 2000/Latest version
b) Drawings : AutoCAD R14/Latest Version
6.9 Vendor to supply CD-ROM including the entire final as made drawings & documents(all certificates) including its
index along with the material/equipment supply.
6.10 Vendor to submit type Approval Certificate if any, along with the offer. Type approval shall conform to
requirements as specified in attachment 03.
6.11 The documentation is to include Certificate of Compliance of items. The Compliance certificate to include a
statement that the material complies with all the requirements of code and to be endorsed by an authorized
inspection representative.
6.12 Material/Test/Inspection Certificate is to carry a reference number or any other details so as to relate the
certificates with the relevant material.
7. QUALITY ASSURANCE:
The detail design, material & workmanship shall be in accordance with the good marine practices, to ensure
reliability, durability & ease of maintenance, which comply with ship’s requirements.
(i) The manufacturer shall submit a quality inspection & control plan, based on Guideline QAP
as per Attachment No:04 post order for approval to MAZAGON DOCK/INDIAN NAVY.
(ii) Manufacture of the valves to commence only after approval of QAP only.
(iii) Approval of proposed Quality Inspection & Control Plan will be done post order by INDIAN
NAVY/MAZAGON DOCK.
(iv) Details of test equipment test methods, preliminary qualification tests, etc. is to be indicated in the
Quality & Inspection Plan submitted.
(v) All valves shall be inspected as per Quality Assurance Plan duly approved by Lloyds Registrar of
Shipping or any Third Party approved by Indian Navy.
8. INSPECTION:
i) Vendor shall have a system to ensure that all inspection, measuring & test equipment used to produce the
product ordered are calibrated & fit for use
ii) Vendor shall do all that is necessary to comply with purchase order with regard to Inspection/Quality
Control requirements, submission of reports, certificates etc; & provide every assistance for
inspection/witnessing of tests by purchasers’ representative or by a third party appointed by INDIAN NAVY.
iii) Vendor shall make available to the inspector all drawings, codes & Specification for his reference during
inspection, free of cost.
iv) Vendor shall provide all sorts of assistance as regards requirements of tools & Instruments, manpower
required during Inspection free of cost.
v) The items supplied will be inspected by the agencies as indicated below and inspection certificate should
accompany the supplies.

C.1: BALL VALVESIPLUG VALVES:-
i. All ball valves shall comply with BS 5351 requirements.
ii. All ball valves shall be top entry or side entry type only. Split body type is not accepted.
iii. All ball valves shall have back seat arrangement. (Refer D. I. 7)
iv. All ball valves shall antistatic arrangement to ensure electrical continuity between stem & body of valves.
v. All plug/ball is to be PTFE coated.
iv. All butterfly valves shall antistatic arrangement to ensure electrical continuity between stem & body of valves.
I. DESIGN REQUIREMENTS:-
1. The valves are to be designed to offer minimum pressure drop during flow. Care is to be taken to
avoid complications in operating or sudden change in section.
2. Valve body thickness wherever not specified in the standard shall be as per ANSI B16.34
3. An arrow to be embossed on the body to indicate the direction of flow.
4. Stops shall be provided to ensure positive alignment of valves with the ports
5. Valve OPEN & CLOSED indicator shall be provided.
6. All valves shall be field serviceable.
7. In case of leakage through gland, the technicians/watch keeper on board the ship should be able to change the
gland packing/seal even though the fluid is flowing through the valve under pressure.(Back Seat provision)
8. The valve offered should operate smoothly under tropical marine conditions. It shall withstand contamination
through air, oil, salt water & other contaminants associated with the marine environment.
9. The valves shall be designed suitably to withstand shock loading without any portion of the equipment coming
adrift or creating a hazard to personnel or to any other equipment.
10. Rubber seats/seals used in to the valve body & penetrated by the valve spindle shall be adequately
reinforced to prevent the seat from getting inflated by pressure behind the seat. Circumferential joints of
the rubber seats shall be bonded together.
11. Rubber components of Valve shall be designed such that it permits removal & replacement at the site of
the installation. Rubber seats shall be clamped mechanically secured or bonded to the body or disc.
Method of bonding shall be tested in accordance with ASTM D429
1. SERVICE APPLICATION:- When used with liquids , these valves shall be suitable for flow velocity at the valve
inlet 4 m/sec (minimum) with the valve fully open. The valves shall be suitable for tight shut off & regulating
applications
2. NOISE REQUIREMENT: The measurement & acceptance criteria should be as per type 2 of the “MIL-STD-
740-2”. The graph of 1/3rd Octave Band frequency range is placed at Attachment No:06A & 06B.
3. END CONNECTIONS:
➢ All valves 40NB & above shall have flange connections.
➢ End flanges shall be cast or forged integral with the body.
➢ Flanges are to conform to BS 4504 SEC. 3.3 for pressure rating PN 10.
➢ The flange face to face distance indicated in attachment is inclusive of flange thickness.
➢ The flange thickness shall be as per code 321 of BS 4504 part 3.3 for PN 10 rating.
➢ All valves 32NB & below shall have screwed connections.
➢ The threading shall internal type
➢ The threading shall be female BSP parallel type conforming to BS 21.
➢ The threading at valve ends shall be as per attachment no:02.
5. ANTISTATIC DESIGN:-
All ball & plug valves shall antistatic arrangement to ensure electrical continuity between stem & body of
valves.
8. VACUUM TESTING
Valves used in vacuum services are to be tested at a pressure of 40 kPa for one hour with valve in closed
condition.
9. SHOCK TESTING:-
All hull valves are to be shock tested to I.N Grade “A” (Refer Attachment no:05)
11. GALVANIZING :
Galvanizing of any of the parts required shall be Hot Dip galvanized conforming to NES 764/BS 729.
VI.
OPERATION:
1. The Ball/Butterfly /plug valves may be operated by hand lever/ wrench/ gearbox / Actuators or Rod gearing
(from remote place.)
2. All GATE, SDNR, SDSL,& Pressure gauge cocks Valves are operated by hand wheel or Rod gearing (from
remote place.)
3. Manually operated valves shall be clockwise closing type, unless otherwise specified.
4. The design of the valve is to ensure an ease of operation so that single arms clear pull of not more than 140
N is required by an operator or 70 N by each hand on the hand wheel/lever.
5. All Ball /Plug Valves/Butterfly valves up to 100 NB(Including) in size are to be Lever Operated & Valves
above 100 NB(Excluding) are to be Gear Operated.
6. The gearboxes fitted on valves are to be considered as the integral part of the valve & designed to anti
corrosion & shock requirements of the valve itself. All gear boxes are to be water tight at 5 metres
water column.
7. Hand wheels/levers shall be marked to indicate the direction of opening & closing.
8. Vendor to provide the actual torque(CERTIFIED) required for the valve operation of the offered valves.
V. MATERIAL:
1. Materials used in manufacturing of valves shall be such that it is compatible with all low-pressure fluids
in surface ships.
2. All valves used in sea water & bilge systems are to be made up of Nickel aluminium Bronze & other
valves are to be made up of Gun Metal.
3. All valves used in Fuel Oil are to be fire safe tested
4. Material requirements with specification, for various components of valves are given in Attachment –01.
5. All fasteners shall be forged type only. Fasteners to confirm NES 862 & shall have rolled threads.
Machining of fasteners from rolled bars is not acceptable.
6. Castings shall be of a radiograph quality without any defect when inspected visually. Forged &
rolled materials shall be free from lap, cracks etc.
7. All raw material used for manufacturing shall be new virgin material only.
8. Rubber Components shall contain not more than 8 ppm of Cu ion & shall include Copper inhibitors
to prevent Copper degradation of the rubber materials
9. Rubber compounds shall be free of vegetable oil derivatives, animal fats & animal oils. Reclaimed/recycled
rubber shall not be used. Rubber compound shall contain not more than 1.5 parts of wax per 100 parts
of rubber hydrocarbon.
VI.
DRAWINGS:
The drawings are to conform to NES 722. & Shall contain minimum of following things.
i. Principal dimensions of valve, flange details, detail of each part, tally plate etc;
ii. Details of gearboxes, actuators with part details.
iii. Part identification list showing parts & material specifications.
iv. Design & Testing details as per NES 375.
v. Weight & torque required for operation.
vi. Valve body Markings
vii. Project/order No
VII.
DIMENSIONS:
The dimension of valves shall be strictly as per ATTACHMENT NO. 2A to 02F(as applicable). No
deviation is acceptable.
VIII. INSPECTION:
1. All valves shall be thoroughly inspected before dispatch for dimensions, fault, and irregularities &shall
be clear of scale or internal deposits, visual checks & then pressure tested.
2. All valves shall be free from manufacturing & material defects.
3. DQA (WP) or Third Party approved by Indian Navy will inspect all items as per approved QAP.
IX. TESTING:
1. All castings shall be radiography quality. Radiography shall be carried out as per approved standard quality
control procedure.
2. The extent of radiography shall be as per material standard.
3. All NAB castings for shall be Class 1 or Class 2 category as per NES 863. Generally castings for
Hull valves( Underwater) are class 1 & other valves are class 2.
4. The procedure & acceptance criteria of radiography shall be as specified in ANSI B16.34 annexure “B”.
5. All materials are to be tested as per respective material specifications.
6. All valves are to be hydro tested as per BS 6755 part I rate “A”
a) During shell (valve body) test there shall be no visually detectable leakage from the valve including
the valve stem seals.
b) The seat test acceptance level for all valves shall be leakage rate A (i.e. No Visual
leakage)
7. All ball/plug/butterfly (if necessary) valves shall be tested for electrical continuity across the discharge
path (Antistatic Testing) in accordance with BS 5146.
8. Method of rubber bonding shall be tested in accordance with ASTM D429.
9. All gearboxes are to be tested for water tightness against water column of 5 meters.
XII. WARRANTY;
SUPPLIER SHALL:
(a) Warrant all material & equipments to be free from defects in design, material & workmanship.
(b) Warrant that all items will satisfy the requirements of intended use & be suitable for the application.
(c) Agree to repair or replace partly or wholly any item under this warranty which proves to be guarantee
defect for stipulated performance as per MAZAGON DOCK Commercial STACS.
(d) RESPONSIBILITY:
Final testing & approval made by the owner’s representative / inspector shall not relieve the manufacturer
for his own responsibility & contractual obligations.

1. Functional characteristics :-
a) The actuator will be required to operate butterfly valves in the sprinkling lines operating on
sea water. The pressure in the line is 8 bar.
b) The actuator should be expressly designed for 90 Deg rotation and realized with simple and
traditional principles. The technical parts, which transmits torque should be designed to give
advantage of work with minimum friction loss and should be designed to have very small
weights and dimensions.
2. The actuator shall be equipped with :-
a) Solenoid Valve for opening and closing.
b) The solenoid valve should be operated by 24V DC max 1A.
c) The valve status indication ( Open & Close ) ( Potential Free ).
d) Potential free signal ( Valve fully Open )
e) Potential free signal ( Valve fully Closed )
3. The pneumatic actuator should be designed to be compact, robust and practically maintenance-free and incorporate a
suitable mechanism like rack & pinion, which ensures positive engagement and constant torque output throughout the
entire stroke.
4. The actuator should have the following general features:-
a) Housing:- Housing should be preferably precision extruded or cast to offer a light weight,
compact body with leak proof pressure porting. External coating, preferably anodized should be
provided for resistance to corrosion and wear.
b) Piston :- Piston should be one-piece piston with integral rack to ensure positive engagement
with pinion. Piston should be anodized to provide resistance to corrosion and wear.
c) Pinion :- Surface treated with low friction coating for smooth operation.
5. The manufacturer should include the following technical information about the pneumatic actuator :-

d) Other accessories like manual override, air filter regulator, quick exhaust valve, accumulator
etc.
6. Air Supply
The air supply to the actuator will be from low-pressure air ( 7 bar ) from the ship’s main compressor / air bottles
through reducer. Quality and quantity of Low pressure air required for valve operation should be specified in the
technical offer.
7. Remote Control / Monitoring
a) The control and monitoring is to be interfaced with the ship’s Integreted Machinery Control
System ( IMCS ). The responsibility of the interfacing would rest with the IMCS vendor
selected by the Navy. However, requisits inputs in the form of signals would have to be made
available.
b) The output signals should also indicate any malfunction of the valve like Jamming of the
valve / actuator, air supply not available, low/high air pressure etc.
8. The actuator is essentially an integral part of a butterfly valve
8(a) Torque capability – the rated torque capability of each actuator shall be sufficient enough to seat,
unseat and rigidly hold, in intermediate position, the valve disc it controls under the operating
conditions specified under this specification.
8(b) Stop limiting Device - valve actuators shall be equipped with adjustable mechanical stop limiting
devices to prevent over travel of the valve disc in the open and closed position.
8(c) Safety Factor - Actuator housing, supports and connections to the valve shall be designed with a
minimum safety factor of 5 based on the ultimate strength or a minimum safety factor of 3 based on the
yield strength of the material used.
9. Actuators that include worm gearing shall be totally enclosed in a gear case and shall have bronze worm gears and
hardened steel worms that operate in a lubricant.
10. The design shall be verified by subjecting one prototype actuator of each model and torque rating to a shop torque
test equal to or greater than twice the rated torque. After testing, the actuators shall be completely dismantled and
carefully examined for evidence of damage.
11. The design shall also be verified by cycle testing of one prototype actuator of each model Through a full 90 °C with
full rated actuator torques at thepoint of unseating. After testing, the actuators shall be completely dismantled and
carefully examined whether or not excessive wear and / or permanent deformation that would affect its function
have occurred.
12. Compliance to Naval Engineering Standard 360 is to be met with respect to Nominal Size, Length, Height, Weight,
End connection details, Operating Torque, Output Torque etc of the actuators.

TYPE TESTING
The first of each type of valve is to be type tested at the manufacturer’s premises. A type test has to be carried
out successfully & to be in accordance with the requirements of NES 375.
Type tests shall be carried out on valves as given below.
I : INSPECTION
1. Visual inspection of valve, including dimensional inspection to specified sizes as per
drawing & material suitability.
2. Functional check.

4. Every cycle shall consist of applying the rated differential pressure to the ball in the closed position then
opening the valve to the wide- open position, & then closing the disc.
5. On completion of the cycle test, the valve shall be drop tight (leak tight) in both directions under the rated
differential pressure.
6. After the hydro test corrosion resistance & bond integrity of the mating seat surface material & base
metal combination is to be checked.
7. The wear resistance of the seating surface material shall be checked after 10,000 opening &
closing cycles under full rated pressure of fluids without damage to the seat.
8. As a proof of design, Leak Tightness performance of the mating seat shall be demonstrated by
conducting gas leakage test for duration of 20 min at 1034 Kpa (gauge). Valves larger than 500 NB
shall be tested for a minimum duration of 10 minutes. Impregnation of mating seat surfaces is not
permitted.
