MESSAGE

The Local Government of Barangay Sagucan updated Barangay Development


Plan (BDP) for the year 2023-2026 This Barangay Development Plan contains
relevant information, plans, programs and situational analysis of the five sectors
namely; Social, Economic, Environment, Infrastructure and Institutional sector for CY
2023-2026.

This book is in-filled with important and updated data about Barangay Sagucan
people and economy. Best hoping that this will serve as a reference for the barangay
and the municipal administration to embark on priority programs and banner projects
that will open the barangay’s frontiers for more development opportunities.

It is hope that this Barangay Development Plan (BDP) for 2023-2026 will
familiarize the existing situation of every citizen and serves as basis for our quest for
development and improvement of quality of life.

Lastly, I would like to thank the constituents of this barangay behind working in
collating data & conducting householdsurveysy and actively attending Group Focus
Discussions and also to Municipal Planning and Development Office (MPDO) and
Staff for extending their help and support to us in realizing this revision and updating of
the Sagucan Barangay Development Plan.

WHEREAS, the Barangay Development Council has endorsed for approval and adoption by the
Sangguniang Barangay the Barangay Development Plan (_______ - _______) for Barangay Sagucan,
Vincenzo Sagun, Zamboanga del Sur;

WHEREAS, after review, the said Barangay Development Plan, as attached, is found to be aligned with
the development policies of the Barangay Government and the Municipal Development Council;

NOW THEREFORE, on motion of Sangguniang Barangay Member Hon. Dina L. Sandalan duly seconded
by Sangguniang Barangay Member Hon. Warlita Cole,

Chapter 1 – Introduction
1.1 Rationale

Local government units are mandated to provide basic services to promote the overall
development of the community and its people. However it is reality that most rural
communities do not have the financial capability to implement the identified demand driven
programs and projects. Hence the need to prioritize the projects in order to maximize the
utilization of limited funds.

1.2 Objective of the Plan

The plan is primarily aimed at presenting and appreciating the existing situation by the
barangay people themselves, analyzing the situation using standards and other means of
measurement to come up with identification of needs and corresponding interventions.

1.3 Scope of the Plan

The scope and coverage of the plan is limited to the barangay of Sagucan for the period of 3
years. The plan is composed of two (2) parts, the barangay profile which is the result of the
participatory situational analysis which defines the collective ideas of the residents in terms of
the history, culture and traditions, and resources as well as their strengths, weaknesses,
opportunities and threats. The second part is the barangay development plan that starts with the
expression of the collective vision and mission and presentation of their sectoral programs and
projects.

1.4 Methodology

The participatory approach in plan formulation was used giving weight to the data and
experiences shared by the workshop participants. The data and information were provided by
the people themselves and processed using the PSA tools. Formulation of the vision and the
identification of the prescribed PPAs were conducted through the tools prescribed by DILG
Memorandum Circular 2021-187 .

Chapter 2 – History

In the early times, a certain Datu Mustafa whose settlement is from the Municipality of
Dinas, Zamboanga del Sur, ruled Sitio Sagucan. The Datu collected revenues or taxes
in the form of can or sack of rice during harvest seasons.

Sagucan was derived from those two words “To Saguk”. This means that to “fetch rice”
to the place as they are commanded by the Datu during harvest time.
During those times, Sagucan was still a sitio. It was then a settler from other nearby
places called it, as the Subanen inhabited the place. It was ruled by a Timuay, a
Subanen Chieftain and later became a barrio.

In the early of 1974, Barangay Sagucan was raided and attacked by undetermined
armed group belonging to the secessionist Moro rebels who revolted against the
government during martial law. This resulted to damage of properties and even lives of
the settlers. Because of the said experience in the community, some of the populace
evacuated to its mother municipality, Margosatubig.

Barangay Sagucan, has only three prominent, families particularly known Binghgot,
Lasam and Gampongan. These three prominent families sometimes were intermarried
each other that is why inhabitants living in this place are mostly relatives.

The first elected Teniente Del Barrio was the late Tuloy Emia and the Vice Teniente
del Barrio was the late Roman Binghot who donated the first school site of the primary
school until succeeded by the following such until such time, we called them as Punong
Barangay/ Barangay Captain:

Chapter 3 – Situational Analysis

This chapter provides a comprehensive framework for assessing the factors, contexts, and
relationships that shape a particular situation in the community. This chapter introduces the concept of
Participatory Situational Analysis (PSA), a powerful methodology that seeks to bridge this gap by
actively involving stakeholders in the analysis process.
Here, the importance of including the voices and perspectives in understanding complex
situations is emphasized. It recognizes that individuals and communities possess valuable knowledge,
experiences, and insights that can enrich the analysis and lead to more contextually relevant and
sustainable solutions. By engaging stakeholders, PSA aims to foster ownership, empowerment, and
collaborative decision-making, ensuring that the analysis reflects the realities and priorities of those
involved.

Barangay Sagucan is topographically elevated, it has an elevation of 100 to 300 meters


above sea level. Purok Balatong and Purok Likway has the highest elevation with 200
to 300 masl. The rest of the Puroks are 100-200 masl.

Barangay Sagucan is generally categorized as rolling to moderately steep. There are seven (7)
puroks which most of the area are considered as sloping to undulating and partly rolling to
moderately steep. It is located in Purok Balatong, Okra, Petchay and Tangkong. Purok Talong
and Kamunggay is considered as Rolling to moderately steep and Purok Likway is considered
as Sloping to undulating to rolling to moderately to partly undulating to rolling.

Barangay Sagucan has 4 surface drainage that flows down to Purok


Kamunggay, Purok Talong, and Purok Kamunggay that confluence with 4
creeks, namely: 1. Belungis Creek (Purok Kamunggay) 2. Seguhan Creek amd
Merugos Creek ( Purok Talong) and Kensaman Creek (Purok Petchay). There
are no Rivers located in this Barangay.

Climate

The climate in the municipality of Vincenzo Sagun is Tropical rainforest climate


(Classification: At), ___________, and ________. Over the course of the year,
the temperature typically varies from ______ to ______.

Precipitation

The chance of wet days in June (221.78mm / 8.73in) varies significantly


throughout the year. The wetter season lasts 6 months, from June to November.
The drier season lasts months, from January to May. The smallest chance of a

Rainfall

Rain falls throughout the year in Barangay Sagucan. The most rain falls during
the (≥ 1.0 mm) 234.39 days (64.22%) days centered around ___________, with
an average total accumul+ation of 4.88 inches. The least rain falls around

The observed seasonal rainfall for the Province of Zamboanga del Sur
as reflected in Table 4 indicated a reduction during the Northeast
Monsoon or the “amihan” season of 294.4 millimeters, the summer
months of March to May recorded a 298.7 millimeters of rainfall, the
Habagat season has 598.8 milliliters of rain and the transition season
months of September to November has the highest recorded of rainfall
of 663.2 millimeters of rain among the four seasons.
g. Soil Type

Records show that the soil of Barangay Sagucan is classified into hydrosol type.
This is the Class X and the Class Bu. The soil in the lowland areas is classifies as
the class X. The soil in the upland areas on the other hand, is of the class Bu.

h. Land Suitability

The lowland area of the barangay is best suited for vegetable and can also be
utilized as fishing areas while upland is good for corn, sweet, potato, cassava,
coconut, banana and other diversified crops.

Table 1 shows that barangay Sagucan is mostly Alienable and Disposable lands
which occupies 575.7 hectares of the total land area while the Forest lands is
only 6.1 hectares.

284 it has an average of 1 household size, a density of 2/km 2 and a growth rate of -0.02

The population and households are distributed in the Seven (7) puroks with
most household population is located in Puroks Petchay and Okra. The least
number in Purok Lekway. For the male to female ratio is _______.

The barangay population is predominantly on the age group of Adult


ages 18-35 followed by the age group of Adult ages 6-12 then by the age group
of Adult ages 36-50.

unemployed, only Twenty-Two 22 are OSY and Six 6 are OSC. There are

dominates more on the practiced religion of the constituents in the barangay. Followed
by the Roman Catholic with the total number of Three Hundred One (301) from the
total population.

As shown in the Table 8, a greater number of Elementary School aged 6-12 are now
going to school due to close partnership of the school and the barangay officials on
monitoring if the __________ are religiously going to school. The problems on out-of-
school youth lessen on all levels of education and child labor have already been
addressed due to the help of _______________.
The following reasons namely: ________, ___________, and ______________ are no
longer barrier since the project has rendered forums and ____________ as well as
awareness on the different laws on child labor.

3.a.3 Social Development

Health
a. Health and Nutrition

Among the diseases that the recurring and occurs during the rainy season are
flu, cough, colds and fever. A Barangay Health Station was also established
manned by RHU personnel (Midwife and Nurse) and assisted by Baranga
BHWs and Barangay Oficials.

b. Medical Health Facility/ Personnel and Services

There is a Barangay Health Station in the barangay where a service of a rural


midwife is available during ________ of the week. The midwife is also
responsible for the conduct of various health-related activities including checks
up.

Patients that needed medical attention are referred to the main health center at
Regional Health Unit, Kabatan Vincenzo Sagun, ZDS of about Five (5)
kilometers away.

The center serves as the place for consultation of Fever,


Birth giving and other health related programs of the Municipal Health Office.
Three (3) midwife, who receives salary from the municipal government, is
assigned in the barangay. There are Seven (7) barangay health workers (BHW),

Two (2) Barangay Nutrition Scholar (BNS) rendering health care services and
they received honorarium from both barangay and municipal government.

A total of 86 children aged 0-5 years old weighed by the Barangay Nutrition
Scholars. Of these, Eighty One (81) have normal weight, Four (4) are below
normal (BN) and One (1) on below normal very low (BNVL). The barangay
government recommended for the continuation of supplementary feeding and
promote proper nutrition for every household to maintain the good nutrition among
children.

Above table shows that Level 3 water system is available only in Purok
Kamunggay, Petchay, Okra, Tangkong and Talong– while purok Balatong
have access to level 2 & Likway has the level 1 source of water. Total
households with doubtful source are none.

d.2 Access to Sanitary Toilet Facilities

EDUCATIONAL INSTITUTIONS

There is only One (1) complete Elementary School located Purok Petchay. It
occupies an area of One (1) hectare of government-owned land. It has Nine (9)
teachers manned by a school principal. On the other hand there are One (1)
complete High School Junior and Senior High School located at Purok Okra. It
has Nine (9) teachers manned by a school responsible. The Elementary school
has Eight (8) instructional classrooms with LRC (Learner’s Resource Center),
and the High School has also Eight (8) instructional classrooms with LRC
(Learning Resource Center).

Sports and Recreation

Basketball and Volleyball tournaments and other sporting activities are held
annually especially during fiestas and/or Araw ng barangay. School is also
having sports activities bringing the school children into a spirit of
sportsmanship. Barangay plaza is also a venue of the constituents for their
recreation during free time.
Peace and Order and Safety

There are 20 active CVOs in the barangay. Their duties and responsibilities are to
protect and provide safety on the life and properties of all the constituents in the
barangay. They attended skills training conducted by the Provincial Government
in coordination with the Philippine National Police and Municipal Local
Government Unit to learn new strategies of crime prevention and enhance
awareness in anti-emergency efforts of the government.

There are no reported Rebel Forces (NPA) in the Barangay. Moreover, the
Barangay Sagucan is a very peaceful Barangay which Lupong Tagapamayapa
recorded only 5 cases of family issues that can be settles immediately with
harmonious settlement.

On illegal drugs, barangay Sagucan was already certified as Drug-Cleared


Barangay in the year 2023 and as of today the barangay continue the campaign
against illegal drugs.

Barangay Development Council

Section 106 of RA 7160 provides that each Barangay shall have multi-sector
development plan to be initiated by the Barangay Council for the purpose of setting
direction of economic and social development and coordinating development efforts
within its territorial jurisdiction.

Administration of Justice

To carry out the Barangay justice System, the Lupong Tagapamayapa was organized
in the Barangay which is composed of the _________. The Lupon exercises
administrative supervision over the conciliation of parties in disputes. Lupon meets
regularly to provide forum to have an exchange of ideas among the members and the
public in matters relevant to amicable settlement of the disputes.

Public Order and Safety

There are _________ Barangay Tanod in Barangay _______________, all receiving


honorarium from the Barangay. Its duty and responsibility are to safeguard and
protect the life and properties of the Barangay People. CVO members had attended
skills training conducted by the provincial government in coordination with the DILG

emergency efforts of the government.

SANGGUNIANG BARANGAY

The barangay being the basic political unit, serves as the primary planning and
implementing unit of government policies, plans, programs and activities in the
community, and as a venue wherein the collective view of the people may be
expressed and considered, and where disputes may be amicably settled. The
organizational structure of the barangay government of Sagucan places the Punong
Barangay at the helm of local government leadership. Under the Punong Barangay
are the members of Sangguniang Barangay and SK Chairperson who serves as the
local legislative body. Under the supervision of the Punong Barangay are the
Barangay Secretary, Barangay Treasurer and Utility Workers.

3.a.8 Capacity Development of Barangay Officials

Barangay New Elected Officials (BNEO) of Barangay Sagucan have


undergone seminar conducted by the DILG entitled BNEO for GREAT
Barangays Program. This program is designed to meet the challenge of
reinvigorating the political and administrative leadership at the community
and barangay level, and to prepare barangays and their officials in actively
fulfilling their roles and their relevance to development.

Barangay Sagucan are continuously availing capacity building programs


that suit their unique role in local governance. It might be free or with
charge unless it recognizes the barangay’s special nature as a
governmental institution that relies mostly on voluntary work from the
community.
