Standard Response:
If you suspect that you have received a package that may contain hazardous material:
If you suspect that you have received a package that may contain explosives:
1. Remain calm and do not panic.
2. Immediately notify Security and provide required information.
3. Switch off portable radio or mobile phone.
4. Isolate the package and evacuate the immediate surroundings.
5. If possible, open all door and windows of the facility and remove potential shrapnel within
the area.
Standard Response:
1. Keep the caller on the line and attempt to get as much information as possible. Ask for
the message to be repeated to confirm it. If possible, record the message through bomb
threat call checklist form.
2. If the caller does not indicate the location of the bomb or the time of possible detonation,
ask for other information.
3. Inform the caller that the building is occupied and the detonation of a bomb could result
in death or serious injury to many innocent people.
4. Pay particular attention to background noises, which may give a clue as to the location of
the caller.
5. Listen closely to the voice (male or female), voice quality (calm or excited), accents, and
speech impediments. Immediately after the caller hangs up, report the call to Security.
6. To assist the individual receiving the call, a bomb threat call checklist will be provided and
should be kept nearby. Use Bomb Threat Checklist Form. (Annex B)
1. Save all materials, including any envelope or container. Once the message is recognized
as a bomb threat, further necessary handling should be avoided.
2. Every possible effort must be made to retain evidence, such as fingerprints, handwriting
or typewriting, paper, and postal marks, which are essential in tracing the threat and
identifying the writer.

Standard Response:
1. In case of fire, activate the fire alarm or shout “Sunog” to alert others who can activate
the alarm.
2. All employees and tenants are required to know the location of the nearest fire alarm pull
station.
3. Immediately notify security and provide required information.
4. Do not attempt to fight a fire single handed specially if you are not trained to do so.
5. The activation of the fire alarm mobilizes the Emergency Response Team (ERT) and also
signals that an evacuation has to be undertaken immediately.
6. Wait for instruction from Evacuation Leader or Marshal in case signal to move out has
been released.
4. Utility Failure - Power Outage or Disruption, Water Outage, Gas Leak, Data and Telephone
Network Failure, Air-conditioning System.
Utility Failure is a short-term or a long-term loss of the required services to a particular
facility/business operation. These covers the following; Power or Electrical Supply, Water
Supply, Data and Telephone Network, and Air-conditioning System.
Standard Response:
Power Outage
In the event of power outage, Building Management has generators that will immediately
supply electricity to affected areas of the Facility.
5. Inclement/Severe Weather
Inclement Weather are conditions where any combinations of wind gust, storm, heavy rains,
and strong sea currents are present and/or observed with or without the corresponding
storm/typhoon signal from the locale weather station PAGASA.
Standard Response:
1. Be alert and take time to read and understand advisories from HR or Security and Safety
Group.
2. Stay indoor away from windows and glass doors.
3. Check for water leaks within your respective areas and report to security any findings.
4. Check for protruding/open electrical wirings and avoid contact.
5. Listen to radio for update on flooded areas within your location.
6. If you evacuated, return home only when officials say it is safe.
Workplace violence can occur in any workplace setting. However, some settings or factors
may pose a greater degree of workplace violence risk. Employment situations or factors that
may pose higher risks for Commercial Business include, but are not limited to:
Standard Response:
“Threatening Situation” is a situation where one person, through intimidating words or
gestures has induced fear and apprehension of physical or other harm in another person but
there is no immediate danger of such harm being inflicted.
Standard Response:
1. If you observed or you are the first person on the scene, immediately notify security and
provide required information.
2. Notifying security mobilizes the Emergency Response Team (ERT) and also signals
isolation and partial closure of area has to be undertaken immediately.
3. Take the person and the threat seriously while waiting for security assistance.
4. Advise the person that threats of suicide or self-harm are taken seriously and that you
may need to refer them to someone who is more appropriately trained or qualified to
provide assistance.
5. Inform the person that you have a duty of care to ensure that they are safe and have
appropriate support.
6. If the person refuses to seek such support, wherever possible seek their agreement to
contact a support person or service on their behalf.
7. Suicidal Threats shall be escalated to local police authorities.
8. Carnapping
The act of taking, with intent to gain, of a motor vehicle belonging to another without the
latter's consent, or by means of violence against or intimidation of persons, or by using force
upon things.
Standard Response:
1. If you received a call or notified by customers or tenant about carnapping incident or
missing motor vehicle parked along mall parking spaces immediately notify security and
provide required information.
2. Separate investigation shall be conducted by Security and shall be escalated to local Police
Authorities for appropriate investigation and disposition.
9. Kidnaping
Is the abduction or unlawful transportation of a person, usually to hold the person against
his or her will. This may be done for ransom, in furtherance of another crime, or in
connection with a child custody dispute.
Standard Response:
1. Upon learning of or suspecting a kidnapping incident occurred at mall premises
immediately notify security and provide required information.
2. Give all the known details about the circumstances of the abduction, the medical
condition of the hostage and the content of any communications from the kidnappers.
Robbery committed while the person accused is armed with a dangerous weapon. Robbery
(sometimes referred to as an aggravated form of theft or larceny as it implies the use of force)
usually attracts a greater punishment in the criminal codes where it is accompanied by the
use or presence of a dangerous weapon.
High Intensity Earthquake is a constant and violent shaking of the ground, causing great
destruction, as a result of movements within the earth's crust or volcanic action.
Above type of emergencies are considered general emergency as it directly poses imminent
danger to life, facility and business operation.
Standard Response:

3. Immediately notify security and provide required information.

2. Specific Area Alert – Alarm Sounds – CODE BLUE
Applies to any emergency that may affect or threaten the well-being or safety of employee,
tenant, customers or contractors and or assets and operations in a certain portion/location
of the mall.
Examples:
A fire not seriously threatening the facility and/or personnel but generating sufficient
smoke to obscure operational movement and limiting operations at certain
area/location.
May consider emergency at adjacent premise.
May require activation of other ERT members.
Examples:
An accident requiring extensive search and rescue, first aid support and evacuation
off the site.
An accident requiring PNP and other law enforcement intervention and assistance.

This checklist is designed to help your staff to deal with a letter bomb threat effectively and to record the
necessary information
Actions to be taken on notice of a letter/mail/package bomb:
1. If the threat is received by mail, do not further handle the letter, envelope, or package.
2. If the threat is received by e-mail, save the entire e-mail message, including any attachments and
print out a copy for police.
