CHAPTER 4: EMERGENCY RESPONSE & CRISIS MANAGEMENT

TYPES OF EMERGENCIES – Standard Response Protocol


Below are the critical types of emergencies that comprise moderate to high vulnerability level that
possess threat to life, Facility and or Business Operation.
1. Suspicious Package/Mail
Hazardous materials or explosives sent via package or mail with an intention of creating harm,
panic or disruption to a business operation/facility.

Standard Response:
If you suspect that you have received a package that may contain hazardous material:

1. Remain calm and do not panic.


2. Immediately notify security and provide required information.
3. Inform your immediate supervisor or manager.
4. Do not shake or empty the contents of any suspicious envelope or package.
5. Place any suspicious envelope or package in a plastic bag or other type of container to
prevent the contents from leaking.
6. Leave the room and close the door or section off the area to prevent others from entering
(i.e., keep others away).
7. Keep your hands away from your face to avoid contaminating your eyes, nose and mouth.
8. Wash your hands with soap and water to prevent spreading any substance to your face.
9. If possible, list all people who were in the room or area when the envelope or package
arrived. Give this list to responding Security.
10. Prevent others from entering the area and potentially becoming contaminated.

If you suspect that you have received a package that may contain explosives:
1. Remain calm and do not panic.
2. Immediately notify Security and provide required information.
3. Switch off portable radio or mobile phone.
4. Isolate the package and evacuate the immediate surroundings.
5. If possible, open all door and windows of the facility and remove potential shrapnel within
the area.

2. Bomb Threat/Suspected IED


A bomb threat is generally defined as a threat, usually verbal or written, to detonate an
explosive or incendiary device to cause property damage, death, or injuries, whether or not
such a device actually exists.

Improvised Explosive Device (IED) - Device placed or fabricated in an improvised manner
incorporating destructive, lethal, noxious, pyrotechnic, or incendiary chemicals designed to
destroy, incapacitate, harass, or distract a person, group of persons, facility, or business
operation.

Standard Response:

Receipt of a Bomb Threat Call


When a bomb threat is called in, the procedures listed hereunder should be followed:

1. Keep the caller on the line and attempt to get as much information as possible. Ask for
the message to be repeated to confirm it. If possible, record the message through bomb
threat call checklist form.
2. If the caller does not indicate the location of the bomb or the time of possible detonation,
ask for other information.
3. Inform the caller that the building is occupied and the detonation of a bomb could result
in death or serious injury to many innocent people.
4. Pay particular attention to background noises, which may give a clue as to the location of
the caller.
5. Listen closely to the voice (male or female), voice quality (calm or excited), accents, and
speech impediments. Immediately after the caller hangs up, report the call to Security.
6. To assist the individual receiving the call, a bomb threat call checklist will be provided and
should be kept nearby. Use Bomb Threat Checklist Form. (Annex B)

Receipt of a Recorded or Written Bomb Threat


While written messages are usually associated with generalized threats and extortion
attempts, a written warning of a specific device may occasionally be received. It should never
be ignored. When a written threat is received, the procedures listed below should be
followed:

1. Save all materials, including any envelope or container. Once the message is recognized
as a bomb threat, further necessary handling should be avoided.
2. Every possible effort must be made to retain evidence, such as fingerprints, handwriting
or typewriting, paper, and postal marks, which are essential in tracing the threat and
identifying the writer.
3. Report the threat immediately to Security.

Discovery of a Suspect Device/IED


An employee, tenant, contractor who finds an object that exhibits signs of being suspect
should not touch the object and should notify Security immediately.

1. All staff should be evacuated from the office. Occupants of adjacent and nearby offices
and others in the vicinity should be alerted of the possible dangers. Steps should be taken
to prevent persons from entering into the area containing the threat.
2. On arrival, the EOD will take all further responsibility for the removal and disposal of the
suspect device.
3. Below is an action card, which spells out the Dos and Don’ts and the required actions to
be performed by individuals who may discover a suspected object.

How to Identify Suspicious Envelopes or Packages


A suspicious envelope or package might include the following:

1. Excessive postage
2. Handwritten or poorly typed address
3. Incorrect title
4. Title without name
5. Misspelling of common words
6. Oily stain, discoloration, or odor
7. No return address
8. Excessive weight
9. Lopsided or uneven envelope
10. Protruding wires or aluminum foil
11. Excessive security material such as masking tape, string, etc.
12. Visual distractions
13. Ticking sound
14. Restrictive endorsements, such as “personal” or “confidential”
15. City in the postmark that does not match the return address

3. Building Fire
A fire involving the structural components of various types of residential, commercial or
industrial buildings.

Standard Response:
1. In case of fire, activate the fire alarm or shout “Sunog” to alert others who can activate
the alarm.
2. All employees and tenants are required to know the location of the nearest fire alarm pull
station.
3. Immediately notify security and provide required information.
4. Do not attempt to fight a fire single handed specially if you are not trained to do so.
5. The activation of the fire alarm mobilizes the Emergency Response Team (ERT) and also
signals that an evacuation has to be undertaken immediately.
6. Wait for instruction from Evacuation Leader or Marshal in case signal to move out has
been released.

4. Utility Failure - Power Outage or Disruption, Water Outage, Gas Leak, Data and Telephone
Network Failure, Air-conditioning System.
Utility Failure is a short-term or a long-term loss of the required services to a particular
facility/business operation. These covers the following; Power or Electrical Supply, Water
Supply, Data and Telephone Network, and Air-conditioning System.

Standard Response:

Power Outage
In the event of power outage, Building Management has generators that will immediately
supply electricity to affected areas of the Facility.

1. Remain calm and do not panic.


2. Immediately notify security and provide required information.
3. Keep flashlights and batteries at easily accessible locations throughout your work areas.
4. Avoid unnecessary movement.
5. Do not use candles or other type of flame for lighting.
6. Unplug all electrical equipment (including computers) and turn off light switches.
Water Outage
1. Immediately notify security and provide required information.
2. Turn off all faucets/valves to avoid overflowing once supply has returned.
3. Do not attempt to open large spouts or nozzles.

Data and Telephone Network Failure
Communications networks may fail due to technological malfunction, or may be damaged or
overwhelmed during a disaster.
1. Immediately notify security and provide required information.
2. Security will direct report to IT group for immediate rectification.
Gas Leak
If you smell gas OR hear blowing or hissing noise:
1. NOTIFY the nearest Security or call security hotline and provide required information.
2. DO NOT use any phone inside the building.
3. DO NOT turn on or off any electric lights or appliances.
4. DO NOT open or close the windows.
5. DO NOT try to shut off the gas.
6. DO NOT light candles or other type of flame for lighting.
7. DO NOT re-enter the building until authorized to do so.
An individual exposed to natural gas for a prolonged period of time might experience the
following symptoms: dizziness, fatigue, nausea, headache, and irregular breathing. Exposure
to extremely high levels of natural gas can cause loss of consciousness or even death.
1. Take the victim outside immediately.
2. If the victim is unresponsive or lacks normal breathing immediately call for medical
assistance.

5. Inclement/Severe Weather
Inclement Weather are conditions where any combinations of wind gust, storm, heavy rains,
and strong sea currents are present and/or observed with or without the corresponding
storm/typhoon signal from the locale weather station PAGASA.

Standard Response:
1. Be alert and take time to read and understand advisories from HR or Security and Safety
Group.
2. Stay indoor away from windows and glass doors.
3. Check for water leaks within your respective areas and report to security any findings.
4. Check for protruding/open electrical wirings and avoid contact.
5. Listen to radio for update on flooded areas within your location.
6. If you evacuated, return home only when officials say it is safe.

6. Workplace Violence
Workplace violence is violence or the threat of violence against workers. It can occur at or
outside the workplace and can range from threats and verbal abuse to physical assaults and
homicide, one of the leading causes of job-related deaths.

Workplace violence can occur in any workplace setting. However, some settings or factors
may pose a greater degree of workplace violence risk. Employment situations or factors that
may pose higher risks for Commercial Business include, but are not limited to:

1. Shifting schedules – Working late night or early morning hours.


2. Exchanging money with the public.
3. Working alone or in small numbers.
4. Working in a setting with uncontrolled access to the workplace.
5. Working with a population which might expose one to potentially violent persons.
6. Having duties that include the delivery of passengers, goods, or services.

Standard Response:
“Threatening Situation” is a situation where one person, through intimidating words or
gestures has induced fear and apprehension of physical or other harm in another person but
there is no immediate danger of such harm being inflicted.

1. Employee should immediately notify security and his/her immediate supervisor.


2. Do not engage into verbal altercation as this could possibly lead to potential violence.
3. Maintain distance and avoid further communication until security arrives the area.
4. If possible, record the conversation with precaution as this could aid in the investigation.
A situation is an “emergency” if an injury has occurred or there is an immediate threat of
physical harm. Individuals should always consider their personal safety first in all emergency
situations. If possible, the “Emergency Response Procedure” should be followed whenever
an emergency occurs.
1. If you observed, or you are the first person on the scene, quickly assess the situation and
risk.
2. Immediately notify security and provide required information.
3. If possible, remove all harmful item within the immediate area.
4. If possible, record all pertinent information – name and condition of victim, cause of
injury, other relevant information.
5. Notifying security mobilizes the Emergency Response Team (ERT) and also signals
isolation and partial closure of area has to be undertaken immediately.

7. Suicide
The act or an instance of taking one's own life voluntarily and intentionally. Normally, this is
being undertaken by depressed person at any given opportune time and place.

Standard Response:
1. If you observed or you are the first person on the scene, immediately notify security and
provide required information.
2. Notifying security mobilizes the Emergency Response Team (ERT) and also signals
isolation and partial closure of area has to be undertaken immediately.
3. Take the person and the threat seriously while waiting for security assistance.
4. Advise the person that threats of suicide or self-harm are taken seriously and that you
may need to refer them to someone who is more appropriately trained or qualified to
provide assistance.
5. Inform the person that you have a duty of care to ensure that they are safe and have
appropriate support.
6. If the person refuses to seek such support, wherever possible seek their agreement to
contact a support person or service on their behalf.
7. Suicidal Threats shall be escalated to local police authorities.

8. Carnapping
The act of taking, with intent to gain, of a motor vehicle belonging to another without the
latter's consent, or by means of violence against or intimidation of persons, or by using force
upon things.

Standard Response:
1. If you received a call or notified by customers or tenant about carnapping incident or
missing motor vehicle parked along mall parking spaces immediately notify security and
provide required information.
2. Separate investigation shall be conducted by Security and shall be escalated to local Police
Authorities for appropriate investigation and disposition.

9. Kidnaping
Is the abduction or unlawful transportation of a person, usually to hold the person against
his or her will. This may be done for ransom, in furtherance of another crime, or in
connection with a child custody dispute.

Standard Response:
1. Upon learning of or suspecting a kidnapping incident occurred at mall premises
immediately notify security and provide required information.
2. Give all the known details about the circumstances of the abduction, the medical
condition of the hostage and the content of any communications from the kidnappers.

3. Notifying security mobilizes the Emergency Response Team (ERT) and also signals

4. Police authorities will be contacted and shall lead the investigation.

10. General Emergency –Hostage Taking/Armed Robbery/Explosion/High Intensity


Earthquake/ Active Shooter.
Hostage taking is defined as the seizing or detention of an individual coupled with a threat to
kill, injure or continue to detain such individual in order to compel a third person or
governmental organization to take some action.

Robbery committed while the person accused is armed with a dangerous weapon. Robbery
(sometimes referred to as an aggravated form of theft or larceny as it implies the use of force)
usually attracts a greater punishment in the criminal codes where it is accompanied by the
use or presence of a dangerous weapon.

Explosion is a violent and destructive shattering or blowing apart of something, as is caused


by a bomb, chemical reaction, or sudden release of energy.

Active Shooter is defined as an individual who is actively engaged in killing or attempting to


kill people in the area where crowd is present. In most cases active shooters use a firearm(s)
and display no pattern or method for selection of their victims.

High Intensity Earthquake is a constant and violent shaking of the ground, causing great
destruction, as a result of movements within the earth's crust or volcanic action.

Above type of emergencies are considered general emergency as it directly poses imminent
danger to life, facility and business operation.

Standard Response:
1. Remain calm and do not panic.
2. Move away from affected area as much as possible, seek cover and assistance.
3. Immediately notify security and provide required information.
4. Notifying security mobilizes the Emergency Response Team (ERT) and also signals
isolation and partial closure of area has to be undertaken immediately.
5. Do not attempt to take pictures of suspects.
6. Follow instructions from security/ERT Member or responding authorities.

Emergency callout refers to the escalation process that needs to be followed in the event of

ERT Member Roles and Responsibilities:
Designation Responsibilities
ERT Leader/Incident Commander It is the responsibility of the aforementioned to ensure
that Site is properly equipped with appropriate and
sufficient emergency response equipment. ERT members
are properly trained to respond to various emergencies.
The linkage with external emergency services should be
strong and able to support maximum effectiveness in the
event of emergencies.

In case of Emergency Alert:


1. Shall respond to the alert and take control of the
event from the established Emergency Command
Center.
2. Assess the emergency and initiate effort to bring
the emergency under control.
3. Arrange an immediate organized response in
accordance with magnitude of emergency; and
appropriate emergency response procedures
(ERP).
4. Activate and implement the Business Continuity
Plan as deemed necessary to restore site full
operation.
5. Ensure that written procedures shall be reviewed
and revised as necessary to ensure continual
improvement.
6. Call for evacuation depending on the alert
classification of emergency.
7. Ensure contact with CMT.

Asst. Incident Cmdr Shall act as emergency controller in the absence of


Incident Commander. AIC shall assist in the Incident
Commander in the implementation of applicable
emergency procedures.

In case of Emergency Alert:


1. Initialize briefing as to the current situation and
potential consequences of the emergency
immediately upon learning of emergency.

2. Use all available resources to assist with the
administrative response to the emergency to
minimize if not negate the effect.
3. Coordinate with Communication Officer for

4. Advise all concerned personnel and stakeholder of
the event and its likely consequences.
5. Conduct emergency event debriefing.
Medical Team Leader Shall be the lead officer responsible in providing medical
assistance, dispatch of first aiders and transportation
requirement for patient the requires immediate hospital
evacuation.

In case of Emergency Alert:


1. Shall lead medical assistance requirement and
forming of first aiders.
2. Shall ensure readiness of basic first aid equipment
and medical supplies.
3. Shall ensure relationship and contact with nearest
hospitals and ambulance.
4. Shall generate report on medical related cases.
5. Shall ensure reporting to IC or AIC.
Medical Team Asst. Team Leader Shall act as team lead for medical in the absence of MTL
and assist the team in the implementation of required
medical support.
Firefighting Team Leader Shall be the lead officer responsible in the readiness and
completeness of fire equipment, assembly and dispatch of
fire fighters.

In case of Emergency Alert:


1. Shall lead the team and initiate immediate fight
against fire.
2. Shall assist responding Fire Responders (BFP) and
Filinvest Fire.
3. Shall maintain relationship and contact with
nearest Fire Department.
4. Shall generate on fire related cases.
5. Shall ensure reporting to IC or AIC.
Firefighting Asst. Team Leader Shall act as team lead for firefighting in the absence of FTL
and assist the team in the implementation of required
action.
Evacuation Team Leader Shall be the lead officer in-charge of site evacuation
whether it is full or partial evacuation. Shall be responsible

in the updating of evacuation plans/layout and ensure
readiness of equipment, assembly and evacuation area.

In case of Emergency Alert:


1. Ensure readiness and completeness of floor
marshals.
2. Ensure proper positioning of marshals.
3. Ensure clearing of evacuation routes.
4. Ensure availability and order at assembly area.
5. Shall generate report on headcount.
6. Shall ensure reporting to IC or AIC.
Evacuation Asst. Team Leader Shall act as team lead for evacuation in the absence of ETL
and assist the team in the implementation of required
action.
Salvage & Search Team Leader Shall be the lead officer in-charge of search and retrieving
critical materials/documents. Shall be responsible in
ensuring readiness and completeness of his team in the
event of emergency.

In case of Emergency Alert:


1. Shall lead the team in the search and retrieving
requirement.
2. Shall ensure proper orientation and familiarity of
site.
3. Shall generate report on retrieved data.
4. Shall ensure reporting to IC or AIC.
Salvage & Search Asst. Team Shall act as team lead for salvage and search team in the
Leader absence of SSTL and assist the team in the implementation
of required action.
Crowd Control & Security Team Shall be the lead officer in-charge of crowd control and
Leader security. Shall be responsible for the orderly conduct of
evacuation, and security of facility to avoid looting.

In case of Emergency Event:


1. Shall ensure proper positioning of security
personnel in aid of evacuation.
2. Shall ensure readiness and completeness of
required emergency equipment.
3. Shall control all entry point and ensure readiness
of exit points.
4. Shall ensure safety of evacuees at evacuation area.
5. Shall assist in the accounting of personnel.
6. Shall ensure clearing of evacuation routes.

Team Leader absence of CCSTL and assist the team in the
implementation of required action.
Alarm & Communication Team Shall be the officer in-charge of ERT communication and
Leader initiator of Alarm. Shall be responsible in ensuring
effectiveness of alarm and communication system.

In case of Emergency Event:


1. Shall confirm emergency and initiate sounding of
alarm whether it is general or partial activation.
2. Shall communicate with IC or AIC
3. Shall generate report on alarm activation.
Alarm & Communication Asst. Shall act as team lead for alarm and communication in the
Team Leader absence of ACTL and assist the team in the
implementation of required action.
Equipment & Utilities Team Shall be the lead officer in-charge with facility equipment
Leader and utilities. Shall be responsible in shutting down and
activation once site is declared clear or under control.

In case of Emergency Event:


1. Shall ensure shutting down of facility
elevators/lifts, escalators and utilities –
electrical/power and water supply to avoid further
damaged.
2. Shall ensure power up/activation once clear
instruction or declared safe to resume operation.
3. Shall ensure readiness of gensets/back up power,
water supply, air-conditioning, IT connections.
4. Shall generate report in case of damages.
5. Shall ensure reporting to IC or AIC.
Equipment & Utilities Asst. Team Shall act as team lead for equipment and utilities in the
Leader absence of EUTL and assist the team in the
implementation of required action.

Non ERT-Member Roles and Responsibilities
Designation Responsibilities
FSI Department Managers/ When Alert is declared, call IC or AIC and check if your area
Supervisors is affected. Once confirmed affected, alert your staff and
get ready for evacuation call.

When General Alert is declared, alert your staff and


prepare for evacuation.
FSI Employees When General Alert is declared all employees will cease
work immediately and;
1. Move quickly to designated emergency assembly
areas and wait for signal to move out/prepare for
evacuation.
2. Give their names to their marshal/evacuation
team leader as they arrive at emergency assembly
area.
3. Wait for cancellation or return to work
announcement from the IC or AIC.
Store When Alert is declared, coordinate with Site Security/IC or
Managers/Supervisors/Staff AIC and check if your area is affected. Once confirmed
affected, alert your staff and get ready for evacuation call.

When General Alert is declared, alert your staff and


prepare for evacuation.

Wait for signal to move-out.


Contractors/Workers When Alert is declared, coordinate with your respective
Safety Officer and check if your area is affected. Once

Emergency Alert Classification:
1. Local Alert – No Serious Alarm – CODE YELLOW
Applies to any emergency, which can be dealt with or contained using internal emergency
services.

Examples:
 Vehicular accident not involving serious physical injury and can be treated by site
medical team/first aiders.
 Non –toxic spills
 Minor incidents that do not possess harm or not considered as life threatening.
2. Specific Area Alert – Alarm Sounds – CODE BLUE
Applies to any emergency that may affect or threaten the well-being or safety of employee,
tenant, customers or contractors and or assets and operations in a certain portion/location
of the mall.

Examples:
 A fire not seriously threatening the facility and/or personnel but generating sufficient
smoke to obscure operational movement and limiting operations at certain
area/location.
 May consider emergency at adjacent premise.
 May require activation of other ERT members.

3. General Alarm Alert– Alarm Sounded – CODE RED


Applies to any emergency where the whole facility maybe threatened and external assistance
is required.

Examples:
 An accident requiring extensive search and rescue, first aid support and evacuation
off the site.
 An accident requiring PNP and other law enforcement intervention and assistance.

Evacuation Procedure and Guidelines
In the event of Specific Area or General Alarm Alert and the need to vacate the area is announced by
ERT Incident Commander or Alternate, all personnel are required to assemble at designated
evacuation areas following the process below;
If you are a member of ERT, report to your respective area of assignment. If you are not, follow the
following procedure:
1. Lock up all important documents and materials and turn off electrical equipment in your area;
2. Act in a calm and orderly manner in proceeding to the nearest fire exit. This can be your most
valuable contribution;
3. Proceed directly to the designated assembly points and remain calm;
4. Do not attempt to re-enter the building regardless of how important is the item you have
forgotten in your workplace unless directed by the authorized officer.
5. For Personnel with impairment or medical condition, first aiders shall provide assistance.
Ambulance should be alerted on standby for possible use.
After Reaching the Evacuation Area:
1. Report to your superiors for proper accounting of personnel;
2. Do not leave the assembly area for kibitzing. For personal necessities, seek permission from
your superiors;
3. Do not give any statement to the press/media or to any outsider instead refer them to the
duly designated Public Information Team; and
4. No one is allowed to return or go back inside the premises upon reaching the evacuation area.
After emergency:
1. Do not return to the building until signal is given by the ERT/Management.
2. Do not go home unless authorized by your superior.
EARTHQUAKE
During Earthquake:
If inside the mall
1. Watch for falling plaster, bricks, light fixtures and other objects;
2. Watch out for high bookcases, cabinets, shelves and other furniture which might fall down or
topple;
3. Stay away from windows and mirrors;
4. If in danger, get under a table, desk or bed in a corner away from windows or in a strong
doorway;
5. Encourage to follow your example; and

6. Do not run outside.
If outside the mall
1. Avoid buildings, wall power poles and other objects that might fall;
2. Do not run through streets;
3. If surrounded by buildings, take shelter in the nearest strong one;
4. If possible, move to an open area away from hazards; and
5. If in automobile, stop in the safest place available preferably in an open area;
After Earthquake
1. Check for injuries;
2. Check for fire;
3. Check utility lines and appliances for damage;
4. Clean up spilled medicines, chemicals, drugs and
5. others;
6. Check to see that sewage lines are intact before
7. flushing;
8. Do not eat or drink anything from open container near shattered glasses;
9. Do not turn switches on and off; and
10. Respond to requests for help.
TYPHOON
Before Typhoon
1. Tune in to a radio station for up to date reports;
2. During super typhoons, it would be safe to send female employees home, also male
employees who might not be needed for emergency assistance work;
3. ERT/Security Department shall immediately coordinate to Engineering and Store Operations
Department for necessary emergency actions;
4. Close all windows, skylights, doors and other openings;
5. Remove all loose boards, cans and other items which may be easily blown about;
6. Tie down all yard equipment which is bulky but still might fly loose or move; and
7. Move materials and equipment that might be damaged by water to a safe place;
During Typhoon
1. Check the protection apparatus and all emergency equipment;
2. If necessary, shut off electrical power, furnaces and boilers;
3. Provide materials for quick, temporary repairs to protect equipment; and
4. Activate only a number of exits as this could be taken advantaged by unscrupulous
individuals.
After The Typhoon

BOMB THREAT CHECKLIST
(By Letter / Mail / Package)

This checklist is designed to help your staff to deal with a letter bomb threat effectively and to record the
necessary information
Actions to be taken on notice of a letter/mail/package bomb:

1. If the threat is received by mail, do not further handle the letter, envelope, or package.
2. If the threat is received by e-mail, save the entire e-mail message, including any attachments and
print out a copy for police.
3. Dial Emergency – See Site Emergency Contact List, and notify your supervisor:

If a bomb is found during a security check:

1. Do not touch! Also, do not disturb the surrounding area.


2. Make positive identification of the location, a description of the bomb, and inform Security.
3. Leave the room and get the word out immediately.
4. Leave the area, notify your supervisor and call Emergency Number (See Site Emergency Contact
List).
5. If an evacuation is warranted, Security will activate the building fire alarm.
6. Evacuate the building by walking to the nearest exit and calmly direct others to do the same. Once
outside, move to a clear area at least 150 feet from the affected building. Keep walkways and
roads clear for emergency responders.
7. Do not re-enter the building until advised by emergency response personnel, even if the alarms
have ceased

Suspicious mail (explosives, chemical / biological hazards):

1. Do not shake or submerge packages or letters in water.


2. Do not open it!!!
3. Contact the security immediately and follow their instructions!

Indicators of possible mail or package bombs are:

1. An unusual or unknown place or origin.


2. No return address.
3. Excessive postage.
4. Abnormal size and / or weight.
5. Oily stains on the wrapping or package.
6. Wires or strings protruding from or attached to the package/letter.
7. Different return address than the postmark.
8. Misspellings on the package.
9. Peculiar odors (almonds, shoe polish, etc.)
10. White or color powdery substance on or inside the envelope.
