 Introduction
European School Sport Federation was estabilshed in 2020 just few days before Covid-19
cises hit the world. From that time till now, those who were included in the work of ESSF
from the beginning, made great efforts to set goals and make plans for the future of the
federation.

European Open School Championship – Fudokan Karate 2023 in Serbia (Belgrade, Požarevac,
Zrenjanin and Veliko Gradište) is the first competition for school karate at European level.
ESSF chose karate as one of the most popular sports among school children, as well as for its
availability all around Europe.

European Open Fudokan Karate School Championship is a special sport event designed to explore
innovative competition formats which create their own path through the field of school sport network.
The event is a gateway for celebration school sport events entering to the ESSF sports system. This
type of event also allows the ESSF to establish solid cooperation with European and international
sport federations (IFs) and other sports institutions linked to new sports. These events establish new
pathways to high-end championships, with the goal of aligning events on european level and not only.
However, these event shall be designed to give even more schools and selected teams and individuals
the opportunity to take part.

ESC Fudokan Karate is open to the participation of school teams of the ESSF members, as well
as non ESSF members and directly applying schools, provided that they follow all ESSF
regulations and that the institutions that wish to enter the event are recognized by an official
national or sports authority.

Age categories for ESC are outlined in their respective sport-specific rules.
The educational program and the sports format of the event shall always be adopted to the
age of participants.

So, let us start together in this mission of making ESSF recognizable around Europe! We look
forward to making history together!
 About BELGRADE
Belgrade in short
Belgarde is located at the mouth of the Sava and the Danube rivers, where the Panonian Plain meets
the Balkans. Complete with all the suburbs Belgrade hosts a population of around 2 million. The rivers
gave rise to the Belgrade port, but not just that but spectacular views, riverboats converted into night
clubs, bars and restaurants, islands and beaches on Big War Island and Ada Ciganlija, riverbanks such
as Ada Huja and Ada Medjica, scenic nature, green parks to name but a few. The Danube quay seems to
be perfect for long walks and sports: running, rowing, cycling, playing tennis in one of the tennis courts
or working out in the open air gyms. On the island of Ada Ciganlija visitors can enjoy many things, such
as: swimming, bungee jumping, roller blading, playing football or baseball, climbing, eating out or just
visiting the Adventure park.

Belgrade has a diverse architecture, from baroque, neoclassicism, art nouveau, art deco to modernism
and brutalism. Take a walk around Belgrade, get to know both Serbian and Yugoslav cultural heritage
there are so many tales one can hear, and if you are into sightseeing don’t forget Kalemegdan fortress
in downtown of the city and sacral monuments: Temple of Sveti Sava, Ružica church and Belgrade
cathedral.
 About POŽAREVAC
Požarevac in short
Požarevac is a city in Central Serbia. It is about 75 km away from Serbian capital, Belgrade and it is the
administrative centre of the Braničevo District in eastern Serbia. It is located between three rivers:
Danube, Great Morava and Mlava and below the hill Čačalica (208m). As of 2011, the city has a
population of 44,183 while the city administrative area has 75,334 inhabitants.

About ZRENJANIN
Zrenjanin in short
Zrenjanin is a city and the administrative center of the Central Banat District in the autonomous
province of Vojvodina, Serbia. The city urban area has a population of 76,511 inhabitants, while the
city administrative area has 123,362 inhabitants (2011 census data). The old name for Zrenjanin
is Veliki Bečkerek or Nagybecskerek as it was known under Austria-Hungary up until 1918.
Zrenjanin is the largest city in the Serbian part of the Banat geographical region, and the third largest
city in Vojvodina (after Novi Sad and Subotica). The city was designated European city of sport.
 About VELIKO GRADIŠTE
Veliko Gradište in short
In the foothills of the Carpathian and Homolje Mountains at the confluence of the blue Danube and the
gold-bearing Pek, lies Veliko Gradiste. It is, above all, a beautiful little town with wide streets, and
multitude of flower gardens, always green lawns and nicely arranged terraces. With its beautiful
Danube quay and the old bazaar, it is a feast for the eyes and a balm for the soul, and the Silver Lake
with its wood of white acacias is a health factory. At a distance of 114 km from Belgrade, Veliko
Gradiste lies on the Iron Gate road, and as Veliko Gradiste’s territory starts in Ram, this area is called
the entrance to the Djerdap gorge.

Climate in Belgarde, Požarevac, Zrenjanin and Veliko Gradište

Those cities have a humid subtropical climate, with four seasons and uniformly spread precipitation.
Monthly averages range from 1.4°C in January to 23.0°C in July, with an annual mean of 12.5 °C.
During ESSF WSC Fudokan Karate 2023 it is expected average daily range from 20°C to 23°C.

Accommodation for participants

Due to expected enormous number of participants (over 5000 students), the competition will
be held in four cities : Belgrade, Požarevac, Zrenjanin and Veliko Gradište.
Accomodation details will be part of Bulletin 2.

Ports of Entry

Travelling

Travel to the official ports of entry is to be arranged and financed by each participating
delegation.
Delegations are to arrive on May 29, 2023 and depart on June 03, 2023 after breakfast. The
organisation of an extended stay for the delegation (before or after the event) is a matter
of the delegation concerned. It shall not be the responsibility of the Local Organising
Committee (LOC).
LOC will ensure a transportation from ports of entry to accomodation.

VISA

Each participating delegation is required to check whether a visa is needed to enter

Serbia. Please contact the related Embassy or Consulate to consult visa application
procedure. For any request of invitation letters or any queries over VISA, please contact
Mr. Boris Tomić at [email protected] .

Insurance

Each participating delegation is required to provide insurance for each member of its
delegation. At a minimum, the insurance is to cover civil liability, material damage and
medical costs.

Measures Related to Covid-19

The Local Organizing Committee will carry out relevant work against COVID-19 in accordance with the
joint prevention and control policies of the National Health Commission.

All athletes must have for kumite event their own regulation safeties (mouthguard, gloves, groin
guard). It should be noted that the glasses are forbidden. Soft contact lenses can be worn at the
contestant's own risk. Contestants must wear a white karate gi without stripes, piping or personal
embroidery. The national emblem or flag of the country will be worn on the left breast of the jacket
and may not exceed an overall size of 12 cm by 8 cm. Only the original manufacturer’s labels may be
displayed on the gi. In addition, identification issued by the Local Organizing Committee will be worn
on the back.

 ATTENTION
An athlete can participate in Individual Categories only in his/her age category.
If he/she participates in Team Category for an older age group, he/she cannot participate in the
same Team Category in his/her age group.
Example: one cadet athlete can participate in individual categories for cadets. He/She can
participate in team kata for junior. In this case he/she cannot be part of team kata cadets.
The KUMITE event of FUKU-GO has the SAME RULES for each category as in INDIVIDUAL KUMITE
or Kogo Kumite according with the category as below.

It should be noted that the mask and bodice, are mandatory for all classes children to juniors and teams

In Kumite competition the participants will compete with the following grade subdivisions:
1) up to blue belts;
2) brown to black belts.

It should be noted that for all Kumite athletes, weight control will be mandatory.

For children and juvenil categories, the participants can register unlimited number of competitors
per category. For cadets and juniors categories, the participants can register only 24
athletes/country/ each weight category and 2 team/country /each weight category.

IKKAIDO-FUDOKAN KARATE-ESSF
European Ikkaido Celebration
for people with and without disabilities

Karate is a big family. Please motivate your disabled students to join our family and be a significant
part. We want to offer them a platform where they can show their ability and perform their karate.
Ikkaido first should be a celebration for them. Please, give them a chance of being included in the
championship.
First, - like a celebration - they demonstrate their kata and, if necessary, they can be assisted by
another karateka or coach (e.g. blind ones). The kata is freechoice, and they will be awarded with a
special Ikkaido medal.
Second, - like an inclusive competition - they perform an inclusive team kata together with karateka
with no disabilities against another team. Then their team performance will be judged.

CELEBRATION IKKAIDO CATEGORIES

1. Individual Kata Celebration
Categories: Boys/Girls
Only for students with disabilities, for all age categories, the kata is free.
This category is only for students with disabilities to show their ability to perform a Karate kata.
If the athlete is unable to enter the tatami or perform the kata alone, he/she can be assisted by a
carrier (e.g. blind people).
For all age categories the kata is free, but it should be known in all karate styles accepted.
Wheelchair kata is completely free.

2. Kata Team
Boys/Girls
Minimum one and/or maximum two people with disabilities per team, for all age categories.
Each team will be composed of 3 athletes (1 athlete can be from another group, e.g. older, younger,
sex, ...)
Mixed teams are allowed, (e.g. two girls plus one boy starts at girl competition, two boys plus one
girl ...)
Each team must have minimum one and maximum two people with disabilities (inclusion aspect).
No Application of kata (bunkai) necessary.

A. CELEBRATION AGE CATEGORIES

All age categories are the same as in the official program.

B. DISABILITY CATEGORIES
An official classificatory (medical doctor) may classify athletes at the beginning of the competition.
There are 4 classification categories of disabilities for the competition:
• Wheelchair User ;
• Blind and Visually Impaired ;
• People with Learning and Mental disabilities e.g. autism ;
• People with physical and other disabilities ;

JUDGES
There will be judges selected for Ikkaido competition and advices during judge course.There will be
additional instructions for IKKAIDO judges.

WFF-IKKAIDO RULES FOR PEOPLE WITH DISABILITY

Official Clothing
Competitors and their responsible persons must wear an official uniform (Karate Gi).

Competition Area
1. The competition area must be suitable for people with disability and equipped in such a way that
dangers are excluded.
2. The competition area must have a sufficient size, allowing to perform the forms without any
problems.
3. To ensure a smooth presentation of the forms a stable, plain surface is required. Usually mats for
tournament are suitable.

The Organization of Kata Competition

1. The choice of a Kata is free, it should be from all styles accepted.
2. It is up to the organizer, to merge groups because of low participation. The competitors or
responsible persons are expected to be part of the decision, which is to be made in the interest of the
athletes.
3. The single competitions consist of single presentations, which are separated according to gender.
4. It has to be distinguished between standing and seated groups. Furthermore, it has to be
distinguished according to the degree of disability (up to 50%, from 50% to including 70% and from
80% to 100%).
5. It is possible, not to differentiate the degree of disability within the groups. The Kata presentations
will be evaluated with flag system. At the end the participants with the lowest degree of disability
(from 50% to 70% including) will get subtracted from their total evaluation. At the end of the match
the best presentation will be announced.

Jury Committee
1. For each round, the jury (5 judges) will be appointed from the chief judges or from the ground /
mat leader.
2. The judges of a kata competition should not be from the same nation, national association, district
or club as one of the participants, as far it is possible.
3. In addition, administrative persons for the evaluations and announcers or speakers will be
introduced

Decision Criteria
Kata has to be performed with competence. A clear understanding of the traditional principles which
are included in the kata must be visible. When evaluating the performance, the judges have to take
into account any restrictions by each individual disability and have to pay attention to:
a) A realistic demonstration of the meaning of the kata;
b) Understanding of the used techniques ;
c) Timing, rhythm, speed, balance, impression and strength application;
d) Correct, adequate respiration for the performance of the techniques ;
e) Correct focusing on the attention and the concentration ;
f) Correct positions with right tension in the legs, excluding e.g. wheel chair drivers;
g) Adequate body tension, e.g., in the lower abdomen ;
h) Correct performance of the techniques of the demonstrated style;
i) The realization should also be valued in respect to other criteria, such as the degree of difficulty of
the shown kata.

Realization of Competitions
1. The appearance of "disabilities" is so complex, that it seems impossible to satisfy all kinds of
disabled athletes with their individual competition rules. The WFF Ikkaido competition rules are
flexible to use. Competition rules for „people with disability” differ primarily from general
competition rules by restrictions with the repertoire of forms, because the physical or the mental
conditions according to the kind and degree of disability of the individuals are extremely different.

2. With reasonable doubt about the restriction due to the disability of the participant, it is up to the
organizer and in agreement with the competitor or the responsible person, to withdraw the
participant from the starting list. This means that competitors which are able to perform according to
general competition rules, don’t have to be evaluated according to this set of present rules. Decision
should be made in the interest of the athletes.

3. This form set of rules was created to allow people with disability to measure themselves in
competitions in the area of the Martial Arts in terms of inclusion. The set of rules should be available
not only to everybody who is organizing inclusion competitions, but it is appreciated to initiate
further competitions for people with disabilities. The only condition is, that prior to the distribution,
permission is granted.

 Composition of the Delegation
Each delegation shall consists of:

HEAD OF DELEGATION
There is a mandatory number of one (1) head of delegation per register delegation.
 The head of delegation shall be the sole intermediary between the delegation and the
Local Organising Committee, the ESSF Delegate.
 He/she may not combine the function with any other official role (i.e., coach, referee, etc.).
STUDENT ATHLETES
Each team HAVE UNLIMITED number of students.
All student athletes must be attending schools which provide a general e ducation. The following
are not eligible to participate:
 Attendees of vocational schools who only attend a school as a complement to their
vocational training and are not full-time students with segment of general education.
 Students enrolled at schools which provide sports training without any general education.
 Part-time (e.g. afternoon) sports schools which take pupils from a variety of schools for
training in one or more sports.

TEAM OFFICIALS (COACHES AND OTHER TEAM OFFICIALS)

COACHES
All coaches and refeerees must attend the Meeting. Coaches and referees who do not take part in the
seminar will not be able to enter the competition areas.
Coaches must proof of the qualifications and mandatory number it is on bellow:

OTHER TEAM OFFICIALS

 Each team can enter (optional) maximum 2 other team officials.
 The function of each other team officials must be specified during the registration
process (Doctor, Physiotherapist, Trainer, Statistician, Team manager etc.).
REFEREES
 Each country should bring referees mandatory (for kata and for kumite) who will participate in the
seminar and work during the competition. At the end of the competition all referees and judges
will receive a Certificate of participation and a Certificate with the qualification achieved.
 Referees and Judges who possess a qualification from other international federations, W.F.F. will
recognize their qualification with a corresponding W.F.F. qualification.
 It is necessary to make proof of qualifications.

Delegations can register up to 1 additional adult per 10 participants.

 REGISTRATION
How to register
 All members/schools who intend to participate in the event should fill in a registration form,
which can be found enclosed to Bulletin 1. All application are sent to email [email protected] .

The registration process is divided into 2 phases:

Phase 1
December 15, 2022 – March 01, 2023
During registration phase 1 registering delegations shall indicate their intention of participating,
the number of teams per category that they wish to enter, and an exact number of participants per
team. All ESSF members and Non –ESSF members are expected to pay the deposits for their teams or
reach an agreement with the ESSF by March 1, 2023.

Phase 2
March 02, 2023 – May 10, 2023
During registration phase 2, countries are expected to enter the exact detailed information for
each participant (name, date of birth, gender, photo, dietary requirements). In addition,
submitting the travel plan is required. Registration form 2 will be sent on delegation e-mail.

 Financial Conditions
Please note that this section of this bulletin is relevant for ESSF members and Non ESS
members.

To participate, each Delegation is required to make two (2) payments:

1. Deposit payment
2. Balance fee payment

1. DEPOSIT PAYMENT

Along with the entry and in order to have access to registration phase 2, participating
coutry will need to pay a deposit of 100€ per participant entered in Phase 1.

Please note that the participation to the event is granted only by the deposit
payment. Deadline of deposit payment: March 01, 2023 (23:59 CET)

The sum will be deducted from the total participation cost.

The deposit must be sent as a single payment for the whole delegation by the
organisation responsible for school sport (federation, trust, ministry…).
The deposit is non-refundable in the event of non-participation.
 Waivers to the payment of the deposit, for whatever reasons, are to be discussed with the ESSF
office and to be agreed upon before the deposit payment deadlines.

The deposit for the registered teams per category shall be paid by March 01, 2023 (23:59 CET)

If the deposit is not paid within the given deadline, the registrations will not be
considered valid and the team will be automatically deleted.

Deposit shall be paid by bank transfer to the to the following account (all bank charges are to
be met by the participating country):

2. BALANCE FEE PAYMENT

The balance fee payment is the participation fee minus the deposit which has already been paid.
The balance fee payment is to be paid before the start of the event to the LOC account (all bank
charges are to be met by the participating country) or can be payed in cash upon arrival.

PARTICIPATION FEE
The participation fee covers full board accommodation for the duration of the event plus
competition, cultural programme activities and all local transport from the arrival to the official
port of entry to the departure of the team.

The participation fee is composed of:

 100€ per delegation member (non ESSF member)

CHARITY GALA DINNER

A charity gala dinner is organised during the event. All Heads of Delegation are expected to
take part in the dinner. The gala dinner fee is 50€/person, to be paid together with the final

More information on the Gala dinner will be given in Bulletin 2. The participation to the gala dinner will be
declared over the registration process Phase 2.

The balance fee payment is to be paid before the start of the event to the following LOC
account (all bank charges are to be met by the participating country).
