Deaf colleges in the Philippines allow students who have hearing impairment to study

and become successful in their chosen careers. The Philippine Institute for the Deaf, the first
oral School recognized by the Department of Education believes that the deaf don’t have to be
mute. The school for the deaf teaches the profoundly deaf to lip read, to speak and to succeed
while recognizing their capabilities and qualities for them to become the best version of
themselves.
The opportunities that college schools offer to the deaf college students include the
Signing Exact English (SEE) and Filipino Sign Language (FSL) for those beginners’ students. The
existing educational policy calls for using the oral method and total communication using
English and Filipino Language and that SEE shall be used in all subjects taught in English.

Colleges for deaf students teach SEE and other manually coded systems of English which
are visual representations of spoken English. Natural visual language like FSL is also taught in
schools and colleges for the deaf using unique syntax and non manual signals of the face and
the body instead of grammatical features of spoken and written languages where students are
facing nowadays.

The educational institutions for the deaf believe that every child has a voice and all we
need is to look for that voice and to listen to them. A deaf enrollee first undergoes hearing and
aptitude evaluation then a one-on-one speech therapy session which will enhance his sign
languages and be able to communicate well with people.

These programs include basic computer skills, home economics, physical education and
sports, dance and theater arts, painting, gardening, crafts, cooking and baking. They also
conducted workshops for parents, so everyone will know how to teach and motivate the deaf
children at home and in their social activities.

Deaf education aims to mainstream students with special needs in a flexible learning
environment for acquiring quality education which optimizes their development mentally and
physically. The educational system for deaf students indulges them by shaping positive values,
providing knowledge, and developing their skills.

The deaf colleges provide equal rights and opportunities on accessible and quality
education for students with special needs, specifically for the deaf Filipinos who have high
regard for education.

I do believe this is valuable for uplifting them from poverty and achieving breakthroughs
for the country’s economic progress and industrial development and to have a prosperous life
in the near future.
