COMPUTERIZED MANAGEMENT SYSTEM OF

BARANGAY DISTRICT 1, TUMAUINI, ISABELA

Chapter 1
INTRODUCTION

Our Technology had proven its Capacity on how business, organization


and government keep the productivity and to be competitive. In giving quality
service for its people to satisfy their needs.

We always think that Technology is expensive to have but all this


expenses is worth it because Technology gives a way to expand our
Knowledge, lifestyle and the capability of being effective in terms of service

To computerized is an innovation that takes a particular organization to


equipped in this digital age some of the advantage of having a computerize
system are: It lessen the process of large volume of data that are need to be
done at a particular time, It will lessen the risk of having errors in creating a
document or a report then alternating or recreating a document can avoid,
most of the officers are having hard time to find and keeping the file in their
storage room because in finding a file in a bulk of file in the storage generally
a paper based is expensive in office space, computerized system make it
easier for different individual to access data at a less time consuming and
faster way of gathering data or information of particular organization,
employees may continue having transaction with his/her client.

Information System is the combination of the software and hardware


infrastructure and a well - trained personnel to manage, disseminates data or
information. Collection of data that are organize and stored to create
information that can be used into future use. An information system is one of
the product of technology, it helps the organization to cope with the
technology we have. We can say that technology makes our lives the best
and easy way of living, making a process to be done in our desired time,
helping us to avoid time consuming transaction and keeping important files in
secured accessibility system.

Project Context
Computerized is a control system that manages processes in the
industrial workplace. It reduces human errors and processing time; thus, it
can boost productivity and result in a high quality of production. This can
result in a system well integrated process that can perform much faster and
more accurate than the manual system.
This study focuses on the development of Computerized Management
System for Barangay 1, Tumauini, Isabela. Talking about the advantages help
for the awareness on the ability of Computerized Management System.
This study’s main concern is to perform a appropriate method and, in
that way, it would be more efficient and reliable.
The Computerized Management System is appropriate for use of
barangay employees, who have access to profile information of barangay
residents for the direct reports. Moreover, departmental organizational staffs
which have a business need for an effective and efficient approach for
barangay employees and residents.It will help them accomplish tasks faster
and would also eliminate the need of large staff. It will provide profile-based
information for residents.
Thus, the researchers will propose Computerized Management System
for Barangay District 1, Tumauini, Isabela that will give safer storage, fast
retrieval of files, maintains reliability and accuracy, and faster tracking of files.
Proposing software for the records is very useful to the staff , from hand
written records and manual issuing of barangay clearance, certificates,
another barangay issuance.
Purpose and Description

Computerized Information System is an advance and automated


process of managing a barangay to let go the manual process in the usual
barangay hall such as hand written documents, keeping records inside the
drawer that tends to lose some records. It is automated in such way that all
records and transaction that the barangay is needed will be totally organized,
easy to process and fast.

The purpose of this project is to help Barangay District 1 in making


their work faster and easier. Barangay District 1 still practice manual
processing in information. This project will encourage them to adapt to greater
heights and make them in more ways than one.
Objectives of the Study

The genaral objective of the study is to develop a Computerized


Management System of Barangay Distric 1, Tumauini, Isabela.

Specifically, it aims to develop citizen information that will lessen the possible
errors in searching the particular citizen information an it can generate
automatic Barangay Certificates, lessening the time required on requesting
certificates and more accurate inform ation of the requester. Effective
immediately, ensure to keep the data secured.

This study also aims to help employee inside the Barangay Hall of Barangay
District 1, Tumauini, Isabela to be more efficient on their work to lessen
human errors and balance the time and to be able to sustain the the
certifications that the whole barangay needed in most efficient manner.

 The system creates a secured and accessible storage for the barangay
officials
 Will perform a faster way of finding documents and information about the
barangay and each of the household
 The proposed system includes the issuance of the barangay certificates,
permits and clearance
 The proposed system will allow the user to save and update the
household information
 The system can create new ordinance
Scope and Limitation

Scope

The functional list of the proposed system will:

 Monitor and save the information of the barangay and giving its user
to manipulate all the data that handle by the barangay
 Updating of files
 Printing of (Barangay Clearance, Permits,Certificates etc.)
 Saving ordinance, residence information,blotters reports.

Limitation

 The system cannot be use in mobile phones.


 Users would not be able to create a pdf files in the system
 The system will not allow the user to compute the expenses of the
barangay.

REVIEW OF RELATED LITERATURE AND STUDIES

FOREIGN LITERATURE

Records Management

Storage of records has always been a fundamental objective of


information system. However in the past decade managing sensitive
information throughout its life cycle, from creation of destruction (or
archival), has become significant importance. The increasing awareness
of the impact of technology on privacy has added momentum to the need
to have better enforcement of records retention policies. Organization
today not only have to comply with regulations, but also have to maintain
a balance between operational record keeping requirements, minimizing
liability of storing private information, and customer privacy preferences.
This work will not attempt to define the term “record” in the broad context.
Instead the term will be treated in all its generality and the applied to the
world relational databases. Without attempting to differentiate terms such
as data, knowledge, information and record, it is recommended that the
reader maintain a simple but consistent definition of record throughout this
thesis.

LOCAL LITERATURE

Conde (2007) in this study entitled “Computerized Management


System” cited that the manual process of inputting records and manual
handling of information and reports of the residents is very laborious one.
The proponents developed a computer based, management system to
solve the huge amount of task.

Saayo (2008) developed the system “Computerized Management


System” due to increasing population of the barangay, and the barangay
currently implementing the manual system, every resident spends a lot of
time during filling of personal files.
Admissions profiles can also include transcripts of interviews records of
interactions with the applicant, and other relevant data. If the student was
accepted, the admission profile will be used to generate a student profile
for record keeping purposes, with the profile including records of personal
data of the students like name, address, age, birthday, and some
important details, and being maintained by the registrar. Education had
been industrialized for the past centuries. From teaching and learning
under a tree to developing the minds and skills of students through
effective, efficient and modern way. One of the best methods of student
administration is the Student Manage System. Student Management
System is professional and academic discipline concerned with the
strategic, managerial and operational activities involved in the gathering,
processing, storing, distributing and use of information, and its associated
technologies, in society and organizations. Specifically, this computer-
based management system is complementary networks of
hardware/software that people or organization use to collect, filters and
process, create and distribute data. Management Systems are
implemented within an organization for the purpose of improving the
effectiveness and efficiency of that organization. Admissions profiles can

Dr. Peter G. Knight in his study, The Online Information System, can
store data that is, its file or its database, are usually organized in such a
way that individual pieces of data can be retrieve and for modified quickly
and without necessarily accessing any other piece of data in the system.
Rice (2006) computer enhancements proved to be more remarkable
and even for a global communication to access immediate information
system to information technology that is used by people to accomplish
specified organizational individual object. The technology that may be
used in gathering, processing, storing and dissemination of information
and the users are trained in the use of that technology.

When firms develop more technologies oriented, they must become


more conscious of security and control issues close to their information
systems and safeguard the resources more strictly than ever before. As
our civilization and the domain it comes to be contingent on computers
and information system more and more, firms must put out a better
determination in making their system not vulnerable and more reliable.
Software is a relatively new industry, less than fifty years old, and it has
spent much of that time trying to figure out how to create reliable software

Imagine what would happen if you were link to the Internet that didn’t
have a firewall or antivirus software. What do you think would be the
outcome? To answer that question your computer would become disabled
in a matter of seconds, and can take as long as few days to recover
(Laudon & Laudon 2010). In Chapter 8 it discussed why systems today
are vulnerable. When enormous amounts of data are stored in electronic
form, they become more vulnerable to different kinds of pressure than
when they were existed in manual form. Information system are
vulnerable to technical, organizational, and environmental threats from
internal and external sources. The weakest link in the chain is deprived
system management. If managers at all levels don’t make security and
reliability their number one priority, then the threats to an information
system can easily become real.

*Automated Records Management System

The automated records management system is the arms that will hold
the business in its goal to a paperless office environment. From the
acronym itself, the ARMS is that management process that will protect
information and data to ensure that all the records and the files in the
system database of the business organization is protected and easily
accessed by users in the framework. In the shortest definition of the
automated records management system, It is simply that process that is
employed by the organization in the maintenance of records and files from
the very moment that they arrive to the business or were created by the
enterprise up to the period when they will be deemed ready for eradication
and deletion from the archived or active database. The records handled
by the automated records management system may come in tangible
forms that will translated to digital formats with the use of latest
technologies in the market.

Chapter 3
Methodology
This chapter presents the procedure which the researchers made us
of, including the description of respondent’s locale of the study and tools
utilized for gather data and information for the development of the study.

Research Design

The Proponents used the Qualitative Research Design in their study to


obtain data. It involves the observation and interviewing the barangay officials
to gather necessary data from the participants.

Research Procedure

The proponents used the SDLC (system development life cycle) to


illustrate the process of the computerized information system of barangay 1,
Tumauini, Isabela. It consists of 4 phases which are the system planning,
system design, system analysis and system implementation which are
interrelated to each one.

Research Instrument

The proponents will be using different data gathering tools, which can
help to gather the relevant information needed in order to achieve the goal of
the proposed study. Here are the research instruments:

Observation- The method involves watching and recording the behavior of


individuals or groups, or the events that occur in a particular place. The
proponents will conduct observations to review the processes and activities
involved in the barangay hall.

Interview- “An interview is a procedure designed to obtain information from a


person’s oral response to oral inquiries”. The proponents will interview to
gather and seek information. The proponents will conduct interview to the
stakeholders including barangay workers, and assigned employee in the
barangay hall about the process involved in issuing clearances and other
services that barangay issued to its constituents.

Internet Research- Internet Research continues to provide an outlet for the


publication of the latest research relating to internet technologies and
applications, and their impact upon society. It is recommended reading for
academics and practitioners alike, regularly providing material of interest and
value to both communities. The proponents will gather additional information
through World Wide Web related to the study.

Library Research- A Library Research begins when you need information to


solve a problem, to fulfill an academic assignment or for your own purposes. It
is a way of getting information by the use of books and journals. The
proponents will also gather data by using books for the additional information
needed in the study.

Survey Questionnaire- A very important aspect of research work is a survey


or questionnaire. A questionnaire is usually composed of one or more
questions, answered by a number of people. Survey is the used of asking
questions to the respondents that is related to the study. The proponents will
provide survey to all the users of the system for them to comment or write
what are the needs and don’t to the system made by the proponents.

Data Gathering and Procedure

For the purposes of this research, in depth interviews will be used. In


depth interviews are personal and unstructured interviews, whose aim is to
identify participant’s emotions, feelings, and opinions regarding a particular
research subject. The main advantage of personal interviews is that they
involve personal and direct contact between interviewers and interviewees, as
well as eliminate non-response rates, but interviewers need to have
developed necessary skills to successfully carry an interview.
As far as data collection tools were concerned, the conduction of the research
involves the use of semi-structured questionnaire, which will be used as an
interview guide for the researches. Some certain questions will be prepared,
so as for the researchers to guide the interview towards the satisfaction of
research objectives.

Statistical Tools

The researchers will use frequency distribution, percentage list, ranking and
averaging and weighted mean as tools for the data gathered. Weighted mean
is scaled using the table below.
