1.0 Introduction
Thisdocumentsummarizestheplanningprocessand10%conceptualdesignfor1stPlaceandGalloway Street,NEtoimprovemultimodalfunctionalityandareacirculation.Thisprojectwasinitiatedbythe DistrictDepartmentofTransportationtoimproveaccessandcirculationfortheconfluenceof pedestrians,bicyclists,buses,andvehiclesattheFortTottenMetrorailstation.Thestudyareaincluded roadwaysandpathswithin1/4mileoftheMetrorailstation.Thereareseveralsignificantchanges comingtothearea,includingaplannedreconfigurationoftheRiggsRoad/SouthDakotaintersection andseveralmajorrealestatedevelopmentsinvariousstagesofplanningandconstructioninthe immediatevicinitythatwillsignificantlyincreaseresidentialandcommercialdensities.Theseandother projectsunderscoretheneedtoprovidesafeandefficientmultimodaltrafficcirculationintheproject studyarea.Theprimarygoaloftheprojectistoimprovecirculationsoallmodescansafelyaccessand navigatethestationareaasthesurroundingneighborhoodevolvesandincreasesthedemandforthe useoftheFortTottenMetrorailstation. Stakeholder&PublicImprovement
Numerouscoordinationanddesignreviewmeetingsandfieldvisitswereconductedoverthecourseof theprojectincludingDDOTDivisions,DCOfficeofPlanning,NationalParkService,andWashington MetropolitanAreaTransitAuthority.Theprimaryissuesthatwereaddressedwiththevariousagencies included:coordinationwithongoingprivatelanddevelopments,maintainingbusoperations, reconfigurationoftheKissandRidelot,andprotectionofNationalParkServicelandsfrom encroachment. Inaddition,aseriesofthreepublicmeetingswereheldoverthecourseofthisstudy.Fullpublic meetingagendas,meetingmaterials,andnotescanbefoundasanappendix.Thethreemeetings included: Thekeythemeheardfromthepublicacrossthemeetingswastoimprovepedestrianconnectivity throughthestationareaandtothesurroundingneighborhoods,particularlybyformalizingtheworn pedestrianpathsacrossNationalParkServicepropertybetweenGallowayandGallatinStreets.The otherkeyissueraisedwastoimprovetheperceptionofsafetythroughregularmaintenanceand improvementssuchaslightingundertherailroadbridges. DesignCriteria
FunctionalClassification:ItisunderstoodthattheprojectcorridorisclassifiedasaCollector. DesignSpeed:Thepostedspeedis25mph,thereforeadesignspeedwouldbebetween25and30mph. Forgeometricpurposesadesignspeedof30mphwasused,howevertherewerelocationswhere existinggeometrywasheldtoavoidsignificantconstructionimpacts. Minimumlanewidths:A12footminimumlanewidthwasusedforthisproject.TheAASHTOminimum is10feetforthistypeofroadway;however,WMATArequestedlargerlanewidthstobetter accommodatetherelativelyhighnumberofbussesinthecorridor. PercentofHeavyVehicles:Basedonexistingtrafficcountsandusingaconservativeapproach,the percentageofheavyvehicleswasassumedtobe2%. DesignVehicles:AASHTObuswasassumedasadesignvehiclealongthecorridor.Withinthe reconfiguredKissandRidelot,amodifiedsingleunittruck(SU)wasusedtoreplicateaWMATA maintenancevehicle.TheWMATAStationSiteandAccessPlanningManualwasconsultedfor circulationintheKissandRidelot.AnAutoTurnanalysiswasalsoconductedatintersectionsalongthe corridorandwithintheKissandRidelot.TheAutoTurnanalysisforcriticalturnmovementsare includedasanAppendix. GeneralGuidance:Theproposeddesignwasalsodevelopedinaccordancewithothergeneralguidance includingtheFHWAManualonUniformTrafficControlDevices(MUTCD),AmericanAssociationofState HighwayandTransportationOfficials(AASHTO),AmericanswithDisabilitiesAct(ADA),andother guidelines,standardsandspecificationsasappropriate.
1.4.
ProposedImprovementsandCostEstimates
Apreliminaryconstructioncostestimatewasdevelopedforthepreferredconceptualdesign.Payitems wereidentifiedandroughquantitytakeoffsweredeveloped.Unitcostswereassignedbasedon historicalcostdatafromtheDistrictofColumbia,DDOTandothersources.Itisassumedthateachof thethreesegmentswillbeaseparateconstructioncontractbasedonpropertyownershipand coordinationrequirements:1stPlace,WMATAProperty,andGallowayStreet.Thesegmentsare describedingreaterdetailinthe10%ConceptualDesignDevelopmentsectionbelowaswellasinthe designdrawingsAppendix. Costsarebasedon2010dollarswitha20%contingencyappliedtototalcostforeachsegment.The estimatedoesnotincludefurthercostsforengineeringdesignoracquisitionofanyrightofwayor easements.Followingisaconstructioncostsummary.Amoredetailedbreakdownofthecostestimate foreachsegmentisattachedasanAppendix.

2.1. AlternativesAnalysis
Multipleimprovementalternativesweredeveloped,analyzedandpresentedtothepublic.The alternativeswerequitesimilarwithinclusionofthegeneralcomponentsmentionedabove.Detailsof thedesignalternativesaswellaspubliccommentsonthealternativesareattachedasappendicesto thisreport.Followingdescribestheprimarydifferencesinthealternatives: Alternative1Onstreetparkingwasnotincludedon1stPlaceNEalongtheParkandRidelot. OnstreetparkingwasnotincludedalongthenorthsideofGallowayStreetNEwestofSouth DakotaAvenue.ThesidewalkalongthesouthsideofGallowayStreetNEdidnotincludea buffer. Alternative2OnstreetparkingwasnotincludedalongthenorthsideofGallowayStreetwest ofSouthDakotaAvenue.ThesidewalkalongthesouthsideofGallowayStreet,NEincludeda buffer. Alternative3Onstreetparkingwasincludedon1stPlaceNEalongtheParkandRidelot.On streetparkingwasincludedalongthenorthsideofGallowayStreetNEwestofSouthDakota Avenue.ThesidewalkalongthesouthsideofGallowayStreetNEdidnotincludeabuffer. Basedonthealternativeevaluationprocess,publiccommentandcoordinationwithstakeholders,the preferredalternativeultimatelydevelopedmostcloselymatchedAlternative3.Allalternativesincluded reconfiguringtheexistingKissandRideparkinglot,howevertheparkinglotlayout,entryandexitpoints weresignificantlydifferentintheultimatepreferredalternativebasedondetailedcoordinationwith WMATA. Thefollowingsectionsprovideadetaileddescriptionofthe10%designelementsassociatedwiththe preferredalternative.
2.2.
Horizontal,VerticalandEdgeGeometry
1stPlaceandGallowaySt,NE TransportationAccessStudyandImprovementPlan
1stPlaceNEatRiggsRoadNEInordertoaccommodatevehicularmovementsatthe1stPlace, NEandRiggsRoadNEintersection,theexistingroadwaywidthwillbemaintainedon1stPlace NEuntilPCStation203+00.00,butwillbeshiftedslightlyeasttoaccommodatetheproposed multiusepathonthewestsideoftheroadway.Theimprovementswillnarrowtheroadway southofPCStation203+00.00,furtherincreasingthecurvatureofthehorizontalalignment. BusDrivewayEntranceatFortTottenMetroStationPlazaInordertoslowvehiculartraffic andprovideadditionalspacefortheproposedmultiusetrail,thesouthwestcornerofthebus drivewayentrancewillberealignedtocreateamoretraditionalTintersectionbetween1st PlaceNEandthebusdriveway,opposedtotheexistingflatterangledturn. Kiss&RideLotatFortTottenMetroStationPlazaInordertocreateadditionalpedestrian spaceattheFortTottenMetroStationentranceandreducepedestrianmotoristconflicts,the entrancetotheKissandRidelotwillbeclosedandallvehiculartrafficwillbereroutedtothe existinglotexit.Theimprovementwillalsoinvolverealigningthelotexittoaccommodatetwo waytraffic. Theexistingverticalalignmentof1stPlaceNEandGallowayStreetNEisgenerallyflat(0%to4%),but slopingdownfromahighpointatRiggsRoadNEandtothelowpointatSouthDakotaAvenueNE.No modificationstotheexistingverticalalignmentsareproposed.Detailedverticalalignmentdesignwillbe completedinalaterdesignphase.
2.3.
TypicalRoadwayCrossSections
TheexistingroadwaytypicalsectionsaredescribedinSectionIExistingConditions.Withtheconceptual design,typicalsectionchangesareproposedfor1stPlaceNEandGallowayStreetNE.Duetothe varyingnatureofthecorridor,sixbasictypicalsectionsareproposedasfollows.Thetypicalsectionsare alsopresentedintheConceptualDesignDrawingsintheAppendix: 1stPlaceNEatRiggsRoadNEProposedimprovementsforthefirst400feetof1stPlaceNE southofRiggsRoadNEincludemaintainingtheexisting12northboundandsouthbound throughlanes,whilewideningtheexisting10turnlaneto12.Theexistingthroughlaneswill alsobestripedandsignedtoincludesharedlanemarkings.Theproposedcurblineisshifted fromtheexistinglocationonbothsidesofthestreettoallowfortheadditionof6bufferto separatethesidewalkfromtheroadwayoneachsideandwideningthesidewalks.A6sidewalk willreplacetheexisting5sidewalkontheeastsideof1stPlaceNE,andtheexisting6sidewalk onthewestsidewillbewidenedtoa14. 1stPlaceandGallowaySt,NE TransportationAccessStudyandImprovementPlan
1stPlaceNEWestoftheWMATAParkingLotEntranceProposedimprovementsinthenext sectionof1stPlaceNEinvolvebothnarrowingandrealigningtheroadwaytoprovideadditional pedestrianandbufferspace.Theexisting17northboundandsouthboundlaneswillbereduced to12andrealignedeastward.Theexistingthroughlaneswillalsobestripedandsignedto includesharedlanemarkings.Theexistingnonbuffered5sidewalkswillberelocatedtoeach includea6buffer,andwillbewidenedto14onthewestsideand6ontheeastside. 1stPlaceNEWestoftheFortTottenMetroStationEntranceandPlazaProposed improvementsinthissectionof1stPlaceNErequiresnarrowingtheroadwaybymovingthe westsidecurblineeastward,whichalsotightenstherightturnradiusforsouthboundbuses enteringthestationbusloop.Theexistingtwo11northboundandsouthboundthroughlanes willbereducedtoasingle12throughlaneineachdirectionwitha8parallelparkinglaneon theeastsideoftheroad.Themaintainedthroughlaneswillalsobestripedandsignedto includesharedlanemarkings.The10bufferontheeastsideof1stPlacewillbereducedto6 andtheexistingrailingwillberemovedtowidentheexisting5sidewalkto9,whilemaintain thecurblineintheadjacentWMATAparkinglot. GallowayStreetNEattheFortTottenMetroStationEntrancePlazaProposedimprovements includemaintainingthecurblineonthenorthsideofGallowayStreetNEandcreatingcurb extensionsonthesouthsidethatwillchannelizeandshortenpedestriancrossings.The12 throughlanesineachdirectionwillbemaintainedandthetaxiqueuelaneonthesouthsidewill bemaintainedasaloadingzoneforprivateshuttles.Curbedmedianwillreplacethecontinuous turnlane,withpocketsforleftturnmovementsatdesignatedlocations.Thethroughlaneswill alsobestripedandsignedwithsharedlanemarkings.Theexistingsidewalkonthesouthside willbewidenedwherecurbextensionsareinstalled. GallowayStreetNEEastoftheFortTottenMetroStationEntranceandPlazaProposed improvementswillmaintaintheexistingcurblineonbothsidesofGallowayStreetNE,withthe exceptionofrelocatingtheKissandRidelotentrancetotheeastendofthelot,andplacinga dropofflaneinplaceofthecurrententrance.Thesingle12throughlaneineachdirectionwill bemaintained.Theexistingthroughlaneswillalsobestripedandsignedtobesharedlanes. Theexistingsidewalksoneachsideoftheroadwillalsobemaintainedindimension,andwillbe improvedwithstreetscapeelementsandcrossingimprovements. 2.4.
BicycleandPedestrianConsiderations
2.4.1. PedestrianDesireLinesandCrossingDistances
Severalpedestriandesirelineswereidentifiedthroughthestationareathatarenotdirectlyservedby markedcrossingsorsidewalkconnections.Aftercrossingthebusonlylane,pedestriansgoingtoorfrom thestationentrancehaveastrongtendencytobearnorthwestandnortheastfromthestationentrance directlytowardstheirdestinationsoneithersideofthetracks,ratherthanfollowthemarkedcrosswalk underthetracksbeforeproceedingwestoreast.Theproposedimprovementsprovidemarked crossingsoneachsideofthetracksfollowingtheseobservedpedestriandesirelines.Movingthe crossingsoutfromunderthetracksalsoimprovesvisibility. ThereisalsostrongevidenceofpedestriansdesiringtocrossGallowayStreetNEattheeastendofthe station,connectingtoneighborhoodstothenorth.Inaddition,numerouswornpathsareobserved connectingthesouthsideofGallowayStreetNEtotheneighborhoodsouthoftheprojectcorridor.The proposedimprovementsincludetheadditionofanewmarkedcrossingacrossGallowayStreetNEatthe eastendoftheFortTottenMetroStationarea.TheNationalParkServicehasindicatedthatitdoesnot intendtoimprovetheconnectionssouthofGallowayStreetatthistime.
2.4.2. BuffersandTrafficCalming
Theimprovementsfor1stPlaceNEincludethecreationofabufferspacebetweenthe pedestrian/bicyclezone(currentlyasidewalk;amultiusetrailisproposed)andtheroadway.Abuffer createsaphysicalseparationbetweenusersandimprovestheexperientialqualityofthecorridorfor pedestriansandbicyclists.Trafficcalmingmeasuressuchascurbextensionsatintersectionsslowtraffic andimprovetheexperienceofallusers.Theconsolidationofseveralwideorcontinuousdriveways alongthecorridorimprovestheaccessmanagementandreducestheconflictpointswithpedestrians.

2.4.3.
SharedLaneMarkingsandFutureTrailConnections
Sharedlanemarkingsareincludedthroughtheentirecorridortofacilitateonstreetbicyclemovement. TheMetropolitanBranchTrailisamultiusetrailconnectingUnionStationinDCtoSilverSpring, Maryland.TheplannedroutegenerallyparallelsthetracksthroughthewestsideoftheFortTotten Metrostationarea.Correspondingly,thenewsectionofwidenedpathwayonthewestsideof1stPlace, NEisincludedtoaccommodatethefutureMetropolitanBranchTrailroutesubjecttothedraft EnvironmentalAssessment(EA). TheEastCoastGreenwayisenvisionedasanationaltrailconnectingFloridatoMaine.Theplanned routepassesthroughthestationareaalongGallowayStreet,connectingtotheMetropolitanBranch Trailimmediatelywestofthestation.Correspondingly,thenewsectionofwidepathwayonthesouth sideofGallowayStreetisincludedasasegmentofthefutureEastCoastGreenwayroute.Thedesignof thisnewpathwaysegmentincludesaretainingwallrequiredtoconnectwiththeexistingslopesouthof theroadandstaywithinDDOTrightofway.
2.4.4.
BicycleParking
WhilesomebikeparkingcurrentlyexistsdirectlyattheFortTottenMetroStationentrance,the potentialdemandforbikeparkingishigherthantheavailablespaces.Currently,approximately10U racks(withacapacityof20bikestotal)and3rentablebikelockers(withacapacityof6bikestotal) provideatotalof26spacesandtheonlybikeparkinginthearea.Severalbicycleswereobservedlocked torailingsandgatesinhighervisibilitylocationsadjacenttothestationentrance. WMATAiscurrentlystudyingprojectedbicycleparkingneedsthrough2030andevaluatinghigher securitybicycleparkingoptionstofulfillthataddedcapacity.Basedonthegrowthprojections,an estimated35additionalbikeparkingspaceswillbeneededattheFortTottenMetrorailstationby2020. By2030,anestimatedtotalof100bicycleparkingspaceswillbeneededatthestation. AccordingtotherecommendationsoftheMetrorailBicycle&PedestrianAccessStudy(October2010), thisadditionalbicycleparkingshouldbelocatedclosertothestationentrancesandcouldconsistof coveredinvertedUracks,ondemandrentallockers,additionalannualrentallockers,andadditional invertedUrackslocatedinasecureroomorcage.Severalareasremainopenimmediatelyadjacentto thestationentrancetoplacetheadditionalbicycleparking,including:betweenthebridgepiers(which wouldalsofunnelpedestrianstothemarkedcrosswalk),insidethestationgates,immediatelyeastand westofthestationentrance(atthesouthedgeofthesidewalk),andontheislandwestofthestation. 1stPlaceandGallowaySt,NE TransportationAccessStudyandImprovementPlan

2.5.
StreetscapeandLandscapeDesign
TheseriesofpublicmeetingsheldbetweenNovember2009andMarch2011informedthedevelopment ofastreetscapedesignfortheprojectcorridor.Keyprojectgoalswereidentifiedatthemeetingsand includecreatingacomfortableandinvitingpedestrianenvironment,particularlyinthepedestrianplaza attheFortTottenMetroStationentrance.Throughthepublicinputprocessandsubsequentdesign efforts,severalstreetscapeelementsareincludedintheproposeddesigntoaccomplishtheabovegoals, andinclude: Sufficientspaceforcomfortablepedestrianusealongtheirprimarydesirelines. Bufferspacebetweenthestreetandsidewalkon1stPlaceNE. Awidesidewalk(approximately10'wide)waspreferredalongthesouthsideofGallowayStreet, NE,ratherthanreducingthesidewalkwidthtoprovideasidewalkandbufferinthelimited rightofway.(AdditionalwidthwasalsodesiredasafuturesegmentoftheEastCoast Greenway) Streettreesbothalongtheroadwayandthroughoutthepedestrianplaza. UseofthedecorativepouredInplaceconcretewalksincombinationwithdecorativeunit paversintheplazaarea. Decorativepedestrianscalelighting(WashingtonGlobe). MedianconstructionundertheWMATAtraintracksbridgetoimprovepedestriancrossingsand channelizevehiculartraffic. Seatingareaswithbenchesandlandscapinginthepedestrianplaza;focusedadjacenttothekiss &rideparkinglotandbusbayareas. Improvedlandscapingatvariouslocationsalongthecorridor,includingstreettrees,arain gardenandtreecanopyareasinthepedestrianplaza.

2.11. RightofWayandPropertyImpacts
TheprojectincludedapropertysurveyaswellasacompletemetesandboundssurveyoftheWMATA property.ThemetesandboundssurveywasconductedassumingDDOTwouldconstructimprovements onWMATApropertyandthatpropertywouldultimatelybetransferredtoDDOT.Basedonthecurrent surveyandpropertyinformation,alloftheproposedconceptualdesignworkwilltakeplaceeitheron WMATAproperty,withinDDOTRightofWay,orminimallyonNationalParkService(NPS)land. Threelocationsshouldbenotedforfuturedesignphaseswithdesignconsiderationsrelativetorightof wayandpropertyimpacts: ThedesignofthenewpathwaysegmentonthesouthsideofGallowayStreetincludesa retainingwallrequiredtoconnectwiththeexistingslopesouthoftheroadandstaywithin DDOTrightofway. Asmallwedgeofproposedwidenedsidewalklocatedadjacenttothebusloopentrancemay requireNationalParkServiceproperty. TherealignmentandconsolidationofdrivewaysandtheremovalofinformalparkingonDDOT rightofwayalong1stPlace,NEsouthofRiggsRoadwillrequirecoordinationwiththeadjacent propertyowners.
2.12. TrafficAnalysisandTrafficControl
Acomprehensivetrafficanalysiswasperformedasapartoftheprojectandisincludedasanappendix. PhaseIII(GallowayStreetNE)Theworkassociatedwiththisintersectionrequires modificationstosidewalkgeometricsandimprovementsinthebufferzone.Itappearsthat constructionwillhavealimitedimpactonvehicularmovement,butwillrequiretheclosureof onelaneduringinstallationofconcretepadsintheroadwayatexistingbusstops.Bicycleand pedestriantrafficwouldbeabletoaccessthesidewalkonthenorthsideofGallowayStreetNE duringmostoftheconstruction,withpossibleclosureduringtheinstallationofconcretebus padsonthenorthsideofGallowayStreetNE.
