on Modal Verbs Expressing Permission, Obligation and Prohibition!

Education is very important and it should not stop. Amidst this


pandemic we are experiencing right now, your parents, the Department of

to provide you a safe and quality education. Our singular mission is help you
achieve your dreams in life and become a competitive person in this life

What is an obligation?

In its simplest definition, an obligation is a situation in which a person has


the responsibility to do something. The person is obliged or responsible to perform
such act, promise or assignment. Commonly, an obligation is synonymous to the
word duty.

An obligation has two types:

 Firm- fixed or necessity

 Moral- good or right

Let us move on to some important concepts about modals of
permission.

Modal Verb Expressing Obligation- There are two types of modals


expressing obligation.

 One is used to express a firm obligation or necessity. The word necessity


refers to things that are indispensable or necessary to do. The obligation
here is fixed. The modal to be used is must or have (has) to. Use have to if
the subject is plural and has to if the subject is singular.

Examples:

Drivers must follow these traffic signs.

In the above examples , the obligations shown are fixed and firm. It is the
responsibility of the drivers to follow the road signs. Likewise, it is the duty of the
girl to return the books to the library. Here are more examples:

 Business owners must pay their taxes.


 Doctors in the emergency room have to attend to their patients 24/7.
 In America and other western countries, one has to secure a social
security number to transact business and to apply for work.
 The Bayanihan Act must prioritize the Covid-19 victims and front liners.

 The second type of modal of obligation is used to express a moral obligation
or recommendation. Moral obligation is an obligation arising out of
considerations of right and wrong. It is an obligation from ethical motives.The
modal used is should or ought to.

Classmates should be friendly


with each other.

In the above examples, the speaker advises or recommends that it


is the moral obligation of classmates to be friendly with each other. It is
good or right to be friendly. Likewise in the second example, the girl is
advised to walk carefully. It is our duty to be good or to be concerned
to others. Here are more examples:

 Before one talks about an issue, he should read about it.


 In Chemistry class, students ought to memorize the table of elements
to get high grade.
 I ought to study hard so that I will learn.
 In this trying time, people ought to help one another.
 The government should consider the plea of our farmers to grant them
financial aids during the pandemic.

LEARNING ENGAGEMENT
After exploring the ideas and concepts of modals expressing
obligation, how about a short practice exercise? Complete the
