CHAPTER I. BACKGROUND
MUNICIPALITY OF GUIMBAL - MDRRMC
A. Introduction
Guimbal is a coastal town, six feet above sea level having nine kilometers shoreline
facing the blue water of Panay Gulf. Known to be fishing and farming town. Guimbal is proud
for being self-sufficient in agriculture and fisheries.
Guimbal, just like other coastal municipalities is not void of gruesome happening. In
1827, there was a great flood that changed the course of the river in its present site.. It also
changed the position of the town after the flood, the town was extended east of Bagumbayan .
This local settlement continued to experience flood threats and sea spurs for years.
The famous Jar-ao river adjudged as the cleanest body water in Iloilo and one of the best
in Western Visayas likewise threatened the lives and properties of the residents along the
riverbed. Being the end user of Tubungan and Igbaras waters, a great volume of water
overflows to Jar-ao river especially during typhoons and on rainy days passing through the
barangays along the riverbanks. To safeguard the mouth of the river (Guibuangan) strong dikes
were built and a vast area of land was reclaimed and proposed to be revved as the commercial
and trade of the municipality.
On the other hand, low-land barangays specially along the riverbeds cannot be totally
protected with strong dikes for the major reason of the great volume of water when it floods, a a
natural phenomenon which cannot stopped or pre-determined. To possibility of dangers brought
by floods, typhoons, earthquake, landslide and drought including fire is present.
The coastal/beach area has not been spared of any of these disaster and calamity. There
are barangays which are more than any others at risk of erosion and landslide. A large number
of households are hazard and risk for fire. Every household is vulnerable to calamities and
disasters, a situation that needs a pro-active analysis and preparation.
The phenomenon of sea water rise and the effect of typhoon contribute to the risk of
harmful effects of storm surge in the coastal areas in the municipality. Specially, Guimbal has 12
barangays located in the coastal areas facing Panay Gulf which are vulnerable to storm surges.
The 12 barangays have been given priority, made contingency plans and performed proper
actions as to prevent, mitigate, prepare, respond and recover in possible onslaught of storm
surge in the areas. Through the headship of the Local Government Unit under the proactive
Leadership of Mayor Janette Garin-Colada and with the support of various clusters, this concern
was given due importance and a major concern of the Municipal Disaster Risk, Reduction and
Management Council.
Guimbal being “Alisto” town strongly believes that natural calamities cannot be avoided
but we lessen its impact by empowering our constituents through family preparedness programs,
intensive information dissemination and prompt coordination of different agencies.
Municipality of Guimbal was adjudged as the Country’s Hall of Fame Awardee in Best
Municipal Disaster Risk Reduction and Management Council by the National Disaster Risk
Reduction Council and Office of Civil Defense for 2009, 2010 and 2011. The Gawad KALASAG
Award for the Best Municipal Disaster Risk Reduction Council (4 th-to 6th class municipalities)
Search for Excellence in Disaster Risk Reduction and Management and Humanitarian
Assistance is a manifestation that MDRRMC functions well for the welfare of the community.

The Municipal Disaster Risk Reduction and Management Council (MDRRMC) through the
MDRRMO- Designate has a well coordinated and well coordinated and well organized disaster
and crisis management program for rescue, relief and disaster mitigation.
Guimbal’s experience and with the growing threat due to natural and man-made disasters
push the local administration to strengthen the programs as well as made functional the
Municipal Disaster Risk reduction Council. LGU Guimbal started through re-organizing the
MDCC through Executive Order No, 38A Series of 2008. The Municipal Mayor was the
Chairman with members and various units composed of Municipal Officials, Department Heads
and Employees. Barangay were also tapped and Disaster Coordinating Councils in the
Barangay level were intensified. LGU Guimbal then organized various seminars on disaster
preparedness and most importantly created Guimbal Responders for Emergency and Alert
Team ( G.R.E.A.T.) with membership from various barangays, PNP, BFP and the employees of
LGU. The end result of the Disaster Management Seminar is the conceptualization of
contingency plans for every staff units, task committees and the operation center. This is also
tha case in the barangay level, were membersof various units, committees of operation center
were identified and were oriented with their specific functions.
To fully sustain this program, LGU Guimbal has initiated the year-end search for
outstanding and functional Barangay Disaster Coordinating Council. For 2009, the local
government has conducted the evaluation twice.
On the context of business and economy, it is very vital element that safety and insurance
must be first considered. Guimbal is safe in terms of threat to natural and man-made disasters.
Investors can be assured that their investment cannot be lost because of disaster catastrophes.

Scenario:
Typhoon makes landfall in Municipality X, Province Y. This leads to the occurrence of flooding,
landslides and storm surges in the municipality. The strong winds uproot trees and topple down
electric posts and telecommunications facilities. Roads and bridges are rendered impassable for
a certain period of time. There are projected 400 deaths, 10,000 injuries and 500 missing
persons. Some are reported to be trapped in their respective homes due to the flooding.
Furthermore, a lot of families need to be transported to evacuation centers. While the local
responders are already deployed, majority of them and their families are victims themselves.
Furthermore, debris is all over the area making SRR operations difficult to perform.
