This report features the accomplishments of the Group for the month of
January 2010 based on the Program Thrust of the Chief, PNP and the 3-Point
Agenda of the Director, CIDG.

single, jobless, who has also a pending Warrant of

Investigation conducted disclosed that on said time and
date, one of the suspect Ana DELA CRUZ approached the victim on the pretext
of seeking her assistance to look for sacks of fertilizer and showed her the
money later turned out to be bogus money. Another suspect Joan VERGARA
approached her as they boarded their hired vehicle where the other suspect was
already waiting and by means of false pretenses and fraudulent acts, victim was
gyped of Php 5,000.00 cash.

The blue BMW turned left at the Maharlika Highway towards
Tiaong town proper while the truck turned
right towards Dolores town. The operatives
were able to catch up with the BMW car
and subdued the occupants. However,
about two hundred (200) meters away the
BMW hit a side railing of the Maharlika
Highway in Brgy. Lalig and crashed. One
(1) of the occupants who sustained gunshot
wound alighted from the vehicle and
escaped at the nearby residential area.
Pursuing police operatives caught up with
him and was later killed after a brief gunfight. Another suspect who got stuck
inside the vehicle engaged the operatives in a firefight but was hit and killed.

IN LEGASPI CITY, ALBAY
On January 24,
2010, a text message was received by
4ARCIDU of this Group from PSUPT
HANZEL MARANTAN of PPSMC,
Quezon PPO informing that a hijacking
incident transpired in Sta. Rosa City,
Laguna at around 11:00 PM of January
24, 2010 wherein one (1) ten-wheeler
truck with Plate No. UFJ-756 loaded
with five hundred (500) sacks of refined
sugar was forcibly taken by unidentified
male suspects.

they received reports that a truck was seen unloading sugar in Brgy. Paciano
Rizal, Calamba City, Laguna. The team immediately proceeded to the place to
validate the information and discovered that the truck with Plate No. XGK-453
driven by a certain Severo MELCHOR y Barrios of Brgy. Palo Alto, Calamba City,
Laguna which prompted the investigators to trace and contact the owner of the
hijacked truck to inquire about the description of the sacks of sugar for easy
identification.
In a follow-up
operation Severo MELCHOR y Barrios was
taken into custody and disclosed that on or
about 11:00 AM of January 25, 2010 he
received a call from Percival SUMADSAD
@ Boyet who want to rent his closed van
to deliver sacks of sugar and instructed
him to bring his van at Brgy. Paciano Rizal,
Calamba City, Laguna. Upon arrival
thereat, SUMADSAD and further instructed
him to deliver the sacks of sugar in
exchange for Php 2,000.00 as van rental:

amended by RA 9287 was filed against the arrested suspects docketed under
NPS No. INQ-10A-00114-00122, and a separate case against PO3 SIMBULAN

Prosecutor’s Office.

CRUZ was filed before the Provincial Prosecutor’s Office, Hall of Justice,
Olongapo City, Zambales docketed under IS No. III-19a-INQ-10A-00008
assigned to Assistant Provincial Prosecutor Joy P. Bayona.

ADMINISTRATIVE ACCOMPLISHMENTS:
PERSONNEL MANAGEMENT
As of January 31, 2010, the Group has an actual strength of 1,265;
registering a 65.75% of the 1,924 authorized strength. Of this number, 262 are
Police Commissioned Officers (PCOs), 909 are Police Non-Commissioned
Officers (PNCOs) and 94 are Non-Uniformed Personnel (NUP). Likewise, 8.20%
of the uniformed personnel are assigned at HCIDG while 91.80% are assigned at
the Regional Units and Special Operating Divisions. Based on the authorized
strength of 1,924, CIDG has a percentage fill-up of 84.52% for PCO’s, 61.00%
for PNCOs and 75.81% for NUP.
With the end view of enhancing the accountability and responsibility of all
Regional Chiefs, Division Chiefs and Special operating units, HCIDG undertook
the following courses of action:

INTELLIGENCE ACCOMPLISHMENTS:
The Group recorded 130 Summaries of Information (SOI), provided three
(3) VIP security operations and intelligence coverage and prepared two (2)
COPLANs against Organized Crime Groups, Criminal Gangs and Most Wanted
Persons.
On the implementation of OPLAN MAGIC EYE II, the Group identified and
investigated fifty-five (55) PNP misfits.

ASSESSMENT AND CONCLUSION
From the foregoing data, the CIDG’s accomplishment for the month of
January 2010 has so far met the expected target in terms of the number of
operations conducted, persons arrested and cases filed in court.
Majority of the flagship projects carried out by the Group have gained
significant increase in its accomplishment because of the enhanced
sustainability in the implementation of its programs with the expeditious use of its
resources. Noticeably, there were more arrest of most wanted persons
especially in the municipal/city level and the neutralization of OCG’s and CG’s as
compared to last month, which proves that our regional units are exerting their
best efforts to run after TMWP’s and criminal syndicates. Our operations against
illegal drugs and drug traffickers and loose firearms have likewise resulted in a
noticeable increase in a number of persons arrested and operations conducted
as match-up in December 2009.
The CIDG is never remiss in carrying out its mandate to run after criminals
and offenders as shown in the operational accomplishment for the previous
months. The OPLANs embodied in the different flagship projects are the
guidelines the CIDG follow in pursuing its mission.
