2nd Progress Report
MEMORANDUM
1. References:
a. Homicide Blotter entry number 8980;
b. Spot Report dated June 6, 2021;
c. 1st Progress Report dated June 7, 2021.
2. In connection with the above references please be informed that at about 10:15
am this date, Michael Mercado y Lintag (W1), 15 years old, single, jobless, and residing at
2070 Batangas Line Paco, Manila accompanied by his cousin/guardian Mark Arvin
Pagulayan y Santos (W2), 34 years old, with live-in partner, aircon installer and residing at
No. 2080 Batangas Line St., Barangay 800 Zone 87, Paco, Manila personally appeared
before this office who both stated that they were present at the place of incident and
witnessed the incident and further averred that they identified the persons involved in the
mauling and stabbing to death of the victim. With this information, elements of this office led
by the undersigned immediately conducted follow up operation in the area of Brgy. 767
where the suspects were reportedly residing.
3. At about 12:00 pm this date, the team together with the witnesses proceeded at
1661 Estrada St., Barangay 767, San Andres Bukid, Manila wherein, the witnesses spotted
and pointed to Homicide investigators one of the suspects identified as Rodelio Padua y
Dimacutac as the same person who were part of the group that attacked the victim Kenneth
Pagulayan. Hence, acting upon the given information, IOC PSSg Mark Daniel de Guzman,
PSSg John Teody Siguen and PMSg Dennis Suba effected the arrest of the said suspect and
appraised the same of his constitutional rights in a manner that he fully understood and
consequently conveyed to this office for custodial investigation.
4. Further, at about 3:30 pm on even date, Orlando Bandril y Biado, 59 years old,
married, Executive Officer of Brgy. 766 Zone 83, and residing at 2549 Granate St. San
Andres Bukid, Manila personally appeared before this office and executed his sworn
statement and turned over one (1) bladed weapon approximately 10 ½ inches long including
the handle with blood stain. He averred that on June 6, 2021 at about 4:35 pm along Sagrada
Familia St. corner Granate St. he, together with his Brgy Tanods were roving when they saw
a commotion of a group of no less than six (6) men mauling and stabbing a man (victim) who
eventually died on the spot. Thereafter, the suspects immediately fled towards the direction
of Barangay 766 and ran after the assailants. In the course of the pursuit, upon reaching at
an alley near Granate St. he saw one of the suspects threw something on the ground. He
(Orlando) checked the object thrown by one of the suspects and found out that it was a
bladed weapon with blood stains. The other Tanods continued pursuing the other suspects
but lost track in the process. Thereafter, Ex-O Orlando took the knife for safekeeping and
reported the matter to Chairman Arnulfo Ladines and eventually turned over the said murder
weapon to this office for proper disposition.
5. Moreover, at about 5:30 pm this date W1 and W2 executed their respective sworn
statements identifying eight (8) other suspects that are still at-large identified as follows:
S1- Virgilio Celis y Elogario aka “Vir”, 20 years old, single, jobless and
residing at No. 1661 Estrada St., Barangay 767, San Andres Bukid, Manila;
S2- Leo Celis y Elogario, 30 years old, with live-in partner, vendor residing at
No. 1661 Estrada St., Barangay 767, San Andres Bukid, Manila;
S3- Alex Celis y Elogario, 25 years old, single, jobless, residing at No. 1661
Estrada St., Barangay 767, San Andres Bukid, Manila;
S5- Diosdado Fontelo Jr. y Radam aka “Jay-R”, 21 years old, single, jobless
residing at. 1661 Estrada St., San Andres, Bukid, Manila;
S6- Angelo Hunyo, 40 years old, jobless, residing at Radium St., Dagonoy San
Andres, Bukid, Manila;
S7- aka “Akim Pitailan”, 14 years old (minor) and residing at No. 1661
Crizolita St., San Adres Bukid, Manila; S8- aka “Bambi Layon”
S9- Rodelio Padua y Dimacutac, 29 years old, single, jobless, residing at No.
1661 Estrada St., Barangay 767, San Andres Bukid, Manila (Arrested).
6. W2 averred that he and the victim went to Sagrada Familia St. corner Granate St. to
claim the victim’s winnings on the bet that he had won for pigeon racing against S1. While
they were walking towards an alley near Granate St. they were suddenly attacked by the
suspects together with S1 who was holding a knife at this juncture W2 and the victim ran
outside the alley to evade the group of suspects however, the suspects chased them. While
the victim was running away, he tripped and fell on the ground which paved way for the
suspects to gang him up. W2 further averred that he saw S1 and S2 simultaneously stabbing
the victim on the back while S6 struck him on the head with a hammer all while S3, S4, S5,
S7, S8, and S9 confederated in mauling the victim who died on the spot.
6. A case for murder will be filed against the above-mentioned suspects before the
office of the Manila City Prosecutor.
