1. GENERAL
1.1.Purpose
The scope of this Method Statement is to establish, detail and explains the plan and
methodologies involved during all operations activities in order to get a satisfactory results.

The contractor reserves his right to adapt his methods for Installation of Grounding and
Lightning Protection Systems in accordance with the guide line provided by project
Specifications, Saudi Aramco Standards, IFC Drawings, relevant codes and procedures with
enumerate the safety requirements and work procedure.
DE - Discipline Engineer E/I - will ensure that the works are performed safely as per
the latest approved drawings and specifications.
DF - Discipline Foreman E/I - will ensure that his crew has to follow the safe work
procedure and works are carried out as per the latest approved drawings.
Attend Safety Tool Box Talks with HSE Department and construction crews.
CO - Crane operator – (ARAMCO certified) shall be responsible for the safe as well as
efficient operations of the crane.
R1 - Rigger 1 – (ARAMCO certified) shall be responsible for the all safe lifting and
rigging throughout the critical lift process activities, he will ensure that his crew
will perform a safe work supporting the crane operator during the whole
activities.
QCI - Quality Control Inspector - will ensure that all the work is executed according to
the PQP and that the requirement of quality dossier is fulfilled. The RFI is
issued in advance as per the QCP. All previous activities related to this is
covered with RFI, inspected accepted and signed off by all parties. Latest
revision of the IFC drawings, Grounding and Lighting Protection layout and
copy of approved MOS are available at site.
Scaffold Supervisor (Aramco Certified) - will ensure that all the scaffolding activities
performed as per Aramco standard by his crew and he is also responsible to

2. SCOPE OF WORK
2.1.Grounding
1. The grounding Installation activities shall be in accordance with SAES-P-111 & Project
Documentation.
2. All electrical equipment's shall be grounded to prevent injury and damages. Equipment
grounding conductors running separately from power conductors (e.g. Connections to ground
grids) shall be installed above ground in PVC conduit, if installed in rigid steel conduit; both
ends of the conduit shall be bonded to the conductor.
3. All process equipment's and pipe lines shall be grounded or connected to the grounding
system to discharge the static electricity.
4. Grounding for system grounding, human safety grounding and electro static grounding shall
be connected to the same ground bus
5. Below ground connection to grounding grids and ground Rod or between the conductor or
ground rods shall be made using one of the following methods.

7. Grounding conductor extending through concrete or asphalt shall be run in PVC conduit or
PVC Coated rigid steel conduit.
8. Underground ground conductors shall be insulated when within 3 meters of a buried metal
pipe line or metal pipe
10. Substation ground grid shall be constructed of minimum of 70sq. mm stranded bare copper
cable.
11. The ground electrode for system grounding shall consist of either (1) rod or pipe electrode or
(2) a combination of rod or pipe electrode and a grid or loop of bare copper conductor buried
a minimum of 460mm. Multiple rod or pipe electrodes shall be interconnected by bare or
insulated copper conductor using thermite welding or approved connectors.
12. Where multiple items of equipment are connected, the supplementary grounding electrodes
shall be interconnected using bare or insulated copper conductor to form grid or loops. The
grid or loops shall be a buried minimum of 460 mm. If an above ground bus or loop is used for
extending the supplementary electrode, this bus or loop shall have two connections to the
Supplementary electrode.
13. The grounding electrode used for system grounding for each area in the facility or plant shall
have a minimum of two connections to the ground grid or ground loop used in the area.
14. In Hazardous locations equipment grounding conductors run in conduit or cable tray shall be
insulated or enclosed within the jacket of a multi conductor cable.
15. Shields and armour of power cable shall be grounded at both ends. Continuity at splices shall
be maintained by bonding across the splices.
16. Metallic cable tray shall be bonded to the local ground grid or ground electrode at both end
points ensuring the bonding continuity is met throughout all the racks in the system.
17. Ground busses in switch gear, switch boards, and motor control centre shall have two
connections to the main ground electrode.
18. Frames of equipment (motors, generators and transformers) operating at 1000 V or greater
shall have two connections to a supplementary electrode.

19. Motors, transformers, and generators operating at nominal voltage of 480V shall have
minimum of one connection to a supplementary grounding electrode.
20. Substation fences shall be grounded in a minimum of two locations to the local ground grid or
loop. The grounding conductor shall be connected to the substation ground grid at a minimum
of four locations spaced equally around the loop. The fence shall be connected to the ground
conductors at intervals not exceeding 15 meters. Corner posts and gateposts shall be
connected to the grounding conductor. Gates shall be bonded to the gateposts with flexible
connectors.
21. Electrical equipment in the substation, substation yard, and within 5 meters of the substation
fence shall be connected to the grid or to a ground bus connected to the grid.
22. Soil resistivity of backfill material used for ground grids and ground rods shall be the same as
or less than that of the surrounding soil.
23. The shells of onshore storage tanks in hydrocarbon service shall be grounded at a minimum of
two points on opposite sides of the tank. Each point shall be bonded to the area ground grid
or to a minimum 16 mm x 2.4 m ground rod. The tank shell to remote earth resistance shall
not exceed 10 ohms.
24. The requirements for bonding raised computer floors as described by SAES-P-111 Para. 9. 13
25. Fences which are within 10 m of an enclosed ground grid or ground loop that is connected to
equipment operated at 1000 V or greater shall be grounded at intervals not exceeding 15 m to
the ground grid or loop. All fences within 3 meters of a ground grid or ground electrode shall
be bonded at the nearest fence post to the ground grid or ground electrode.
26. Fences that cross over a ground grid or conductors that connect two ground grids are required
to have a bond between the grid or conductors and the nearest post. If the crossing area is
extensive, the bond is required every 50 m.
27. All overhead metal pipelines, extending from outside pipelines or equipment, whether
containing flammable or combustible liquids or not shall be adequately and effectively
grounded at points of entrance in classified hazardous buildings or areas.
28. The enclosures of instrument devices operating at 50 VDC or less may be grounded using one
of the following options:
Connecting directly to the grid using 25 Sq.mm grounding cable.
By connecting the instruments to a grounded instrument stand or structure.

Using the conduit as ground, provided the conduits are continuous and bonding provided
between flexible and rigid conduit.
By grounding the armour of the cable connected to the instrument.
1. The air terminal shall be UL Listed or Labeled in accordance with UL 96 for lightning protection
service or have approved equivalent certification
2. The air terminal shall be made of material that are resistant to corrosion or protected against
corrosion. (NFPA 780 Sec. 4.2)
3. An air terminal shall not be less than as per IFC Drawing and Project Standard SAES-P-111.
4. The thickness of cast copper or copper alloy air terminal base support shall not be less than
2.4mm. UL-96A sec5.2
5. Each down conductor shall terminate at a ground terminal dedicated to the lightning
protection system. NFPA 780, Sec. 4.13.1.1. Additional bonding between the lightning
protection system and the electrical system is required. Subsection 4.21 .2 of NFPA 780
includes a method for calculating flashover distances.
6. Lightning Conductors shall maintain a horizontal or downward coursing free from "U" or "V
(down and up) pockets. NFPA 780 Section 4.9.4.1.
7. No bend of a conductor shall form an included angle of less than 90 degrees, nor shall it have
a radius of bend less than 203 mm (NFPA 780, sec 4.9.5).
8. Cross-run conductors shall be connected to the main perimeter cable at intervals not
exceeding 46 meter. NFPA-80
9. Tank trucks, tank cars, tanks, other large containers, associated filling apparatus, and other
equipment which during normal operation can cause accumulation of sufficient static charge
to cause an ignition of hydrocarbon vapors in the area shall be bonded and grounded in
accordance with API RP 2003. Also see SAES-8-070 for requirements for control of static
electricity at bulk plants.
10. Bonding, grounding, and other types of protection against ignitions arising out of static or
stray electrical currents shall meet API RP 2003, SAES-P-111,NFPA 70 (see Article 250), NFPA
30 (see Section 5-6), and NFPA 77 (See Chapter 4).

11. Static electricity charges can be created in fuel filters, in vehicle tanks during filling and in
other locations of turbulent fuel flow because fuels are poor conductors. There are many
design details to be aware of in design and operation of fuel distribution facilities to reduce
the risk of ignition.
1. Instrumentation and control systems require a clean earth connection from the plant main
earthing system, to prevent electrical interference on the signals being transmitted.
2. Instrumentation systems require two grounding system that are safety grounding for personal
protection and instrumentation circuit grounding. All exposed non-current carrying shall be
connected to safety grounding system
3. Two conductors, as per drawing, shall be connected from the instrument circuit ground bus to
single tie point on the safety ground grid in a closed loop configuration. The resistance from
the isolated instrument ground bus to the safety ground grid shall be less than 1 ohm
4. Instrument and control earth bars will be checked against the lay out drawings and installation
details
5. Control panel earth reference bars will be megger checked to ensure they are isolated from
the main electrical earthing ground
6. Instrument earth cables from the ground rod to the bus bar will be checked to ensure the
insulation is intact and there is no separate path to earth.
7. Instrumentation equipment will be inspected to ensure the earthing facilities and connection
is as per the detailed drawings.
8. Special attention shall be paid to the earthing of shielded conductors. Continuity throughout
will be checked. Particularly where intermediate junction boxes are installed and single point
earthing will be checked to eliminate the possibility of circulating currents.
9. Records and reports shall be completed and turned over to client to confirm performance of
all work in accordance with job specifications and regulatory code requirement.
10. Ensure that inspection and the test plans (ITP) are developed and approved for use on the
project.

11. Safety ground and instrumentation circuit ground must conform to NEC, Article 250.
Grounding system recommendations and requirements provided by manufacturers of
instrumentation and control systems (e.g., distributed control systems) shall also be taken into
consideration.
12. All exposed non-current-carrying metallic parts that could become energized with hazardous
potentials must be reliably connected to the equipment grounding circuits.
13. All metal equipment and enclosures within a panel or series of panels (i.e., instrument cases,
hinged doors, racks, etc.) shall be bonded with bonding jumpers and connected to a safety
ground bus with copper wire with 4mm2 cross-sectional area. All metallic conduit shall be
grounded at both ends by bonding to a grounding conductor, a grounded metal enclosure, or
to a grounded metal cable tray as per project specification.
14. Two conductors, 25 mm2 minimum, shall be connected from the safety ground bus to a single
tie point on the safety ground grid in a closed loop configuration.
15. Instruments devices operating at 120 VAC or 125 VDC shall be grounded per SAES-P-111.
3.3. JSA for Grounding and Lightning System Installation and Testing (000-ZA-E-M09701)
2. All personnel shall wear the correct and appropriate and approved PPE at all times when
engaged at the job site location.
3. Perimeter of work area(s) will be safety taped or barricaded and appropriate signage displayed,(e
i: Authorized Person Only) other signage appropriate to the task being undertaken shall also be
displayed, Flashing lights shall be provided at night at trench locations.

4. Aramco certified Work Permit Receivers shall be engaged for permit work requirements and will
be present at the job site location for the duration of activities.
5. Aramco certificated Crane/Fork Lift Operator and Riggers will be used, at all times for the
duration of the work activities.
6. All lifting tools shall be load tested and certificated prior to start any activities.
7. Original Permit To Work, Method Statement and Risk Assessment and/ or JSA shall be displayed
at worksite in visible locations.
8. Job Specific Tool Box Meetings shall be conducted before starting any activity.
9. Gas testing shall be done before starting the work and at interval recommended or required by
Saudi ARAMCO for the complete duration of associated work.
10. All electrical equipment, lifting tools and tackles, etc., shall be inspected and tagged the monthly
color code every month.
11. Crane shall be inspected and certified in accord with the ARAMCO standard requirements.
12. Trailer shall be inspected and certified in accord with the ARAMCO standard requirements.
13. Boom truck shall be inspected and certified in accord with the ARAMCO standard requirements.
14. Fork Lift shall be inspected and certified in accord with the ARAMCO standard requirements.
15. All Permit to Work will be closed after the completion of the activities, or the end of each shift
unless otherwise extend by special consent of foreman. Work Permit will automatically closed
during any accident happen in the plant and a new permit will be apply for the same activities
when the area is cleared.
16. Closure of associated permits shall be ensured for works such as de-isolations, box-up of
confined spaces etc.,
17. Maintain the necessary standards of cleanliness and tidiness within the workplace, at all times
for the duration of the work activities.
18. Contractor Site Safety Officer shall be present at the job site at all times while workers are
performing, their work activities and associated responsibilities.
19. Contractor Safety Officers shall be assigned to monitor safety condition of the work area, and are
authorized to stop any activities if the conditions at the site changed to such an extent that
continuing of working would be determined to be unsafe.

4.2.Additional Notes
QC inspector shall be ensure all Grounding and Lightning Protection conform to the
applicable Projects Standards and material receiving inspection has been conducted,
covered with RFI and accepted.
The Quality Inspector shall ensure the Grounding and Lightning Protection conform to the
Specifications and drawings.
All earthling-bonding jumpers are effectively grounded as per project specifications and
standards.
The QC inspector shall use the relevant SAIC checklist to record his inspection findings. Any
deficiencies noted shall be logged into the Logbook (QEIL System) and issued to
Construction and ensure the comments are rectified before issuing RFI.
