1.0 INTRODUCTION
This operating manual relates to the Unit 76 Butane Storage & Transfer facilities indicated on
Process Flow Diagram PR-76-PR32-002, PR-76-PR32-003, and PR-76-PR32-005 and P&ID’s
PR-76-SYPI-002/005/006/006-A/006-B/007/007-A and PR-76-SYPI-007-C.
The purpose of the Butane Storage and Transfer Unit 76 is to provide a Butane Storage Tank,
76-MF02 for Butane product produced by the New Skikda LNG plant as well as for Butane
produced by the existing units 10, 5P, 6P and from the IC4 Unit at the Skikda Complex. Three
Butane Transfer Pumps, 76-MJ02-A/B/C, are provided to pump butane from the tank to ships at
the loading jetty.
Secondary Butane Transfer Pumps, 76-MJ05 and 76-MJ05-A are provided to supply butane to
existing transfer facilities and high pressure loading via existing vessel V-521.
Boil off gas (BOG) generated during ship loading is returned from the jetty to the BOG header
where it mixes with BOG from the Butane Storage Tank, 76-MF02. The header gas flows to
BOG handling and Refrigeration Package, 76-ML01 where it is condensed and discharged back
to the Butane Storage Tank. The Propane/Butane BOG Refrigeration Package is described in
detail in Operating Manual 2-4 Propane/Butane Refrigeration, Document No. PP-AAA-PP1-136.

2.0 SYSTEM DESCRIPTION


2.1 Butane Storage & Transfer
The butane produced by the new Skikda LNG plant, as well as, butane produced by the existing
LNG Units 10, 5P, 6P and the IC4 Unit at the Skikda Complex, is stored in the Butane Storage
Tank, 76-MF02.
The new Butane Storage Tank, 76-MF02 has a working capacity of 40,000 tons and is of the full
containment type with an external wall made of pre-stressed concrete and an inner steel wall.
The butane product from the Debutanizer Reflux Drum, 07-MD07, flows through Butane Product
Cooler, 07-MC12, and is stored in 76MF02 at -8.1°C and at 20 to 60mbarg pressure. This tank
is equipped with three submerged in-tank pumps, 76-MJ02-A/B/C for sending butane to the
existing loading arms; two pumps will be operating and one spare.
Secondary Butane Transfer Pumps, 76-MJ05/A, are provided inside the Butane Storage Tank to
supply butane to existing product transfer lines for the bottling center and pressurized tanker
loading.
The Butane Storage Tank shares the Propane/Butane Refrigeration Package, 76-ML01 with
Propane Storage Tank, 76-MF01. Boil off Gas (BOG) from each of these tanks and tanker
loading vapor are sent to 76-ML01 where they are condensed and discharged back to their
respective tanks. In order to keep propane and butane separated, the BOG Compressors
operate on propane vapor. After propane is condensed, liquid propane is used as refrigerant to
condense the butane vapors. Refer to PFD PR-76-PR32-003.

3.0 OPERATIONS
3.1 Normal Running
This section provides a description of the operating parameters for the Butane Storage and
Transfer System. Refer to Section 3.2 for a list of typical operating variables for this system.
3.1.1 Butane Storage Tank 76-MF02
The butane pumped from Debutanizer Reflux Drum, 07-MD07, is stored in Butane Storage Tank,
76-MF02. Also, butane from Units 5P/6P and the GPL Unit flows into this tank. In addition, liquid
butane from the Propane/Butane BOG Refrigeration Package, 76-ML01, flows into this tank.
This liquid is from the BOG which has been condensed in 76-ML01.
The tank operates at an approximate pressure of 20 to 60mbarg. The Butane Storage Tank
primary pressure control is the Propane/Butane BOG Refrigeration Package 76-ML01. The tank
is equipped with dual pressure controllers, 76-PIC-1145A and 76-PIC-1145B for vacuum and
over pressure protection. When the tank pressure drops below the set pressure of 76-PIC-
1145A, it modulates valve 76-PV-1145A to bring in feed gas from Unit 15 to increase the tank
pressure. When the pressure in the tank exceeds the set pressure of 76-PIC-1145B, then the
controller modulates valve 76-PV-1145B to vent excess gas to the LP Flare, reducing the tank
pressure. During normal operation both of these are normally closed.
The tank concrete foundation temperature is electrically heated to prevent the ground beneath
from freezing and heaving. The heating elements, RTD type temperature elements, temperature
transmitters and heater controls are furnished by the tank manufacturer. The heating elements
are installed in straight circuits under the tank and circular circuits in the ring wall, separated into
odd and even circuits. There are a total of four heating zones. The DCS monitors all of the
temperatures of the four zones from 24 temperature transmitters. If any temperature reads less
than 4°C, all heater controllers are turned on. When all 24 temperature measurements are
greater than 5°C, all heater controllers are turned off.

3.1.2 Butane Transfer Pumps 76-MJ02-A/B/C
The Butane Storage Tank, 76-MF02, is equipped with three submerged in-tank Butane Transfer
Pumps, 76-MJ02-A/B and C. Butane is pumped out to the low pressure loading facilities by
utilizing two of the three pumps; the third pump is an installed spare. The pumps are manually
started/stopped either from the DCS or locally.
To protect the pumps, each has a recycle flow control system which recirculates flow back to
Butane Storage Tank, 76-MF02. To facilitate operation of these pumps when in full recirculation
mode and assist in equalizing the temperature in Butane Storage Tank, 76-MF02, each pump
has a manually controlled discharge valve. When this valve is closed by the discharge controller,
all the pump flow recirculates.

The manual valves, 76-HV-1265, 76-HV-1266 and 76-HV-1268, have continuous position feed
back transmitters to allow the operator to monitor the discharge valve positions.
Butane flow to the jetty is controlled by controller 76-FIC-1262, which throttles valve 76-FV-1262
in the butane line going to the jetty.
3.1.3 Secondary Butane Transfer Pumps 76-MJ05 & 76-MJ05-A
The Secondary Butane Transfer Pumps, 76-MJ05 and 76-MJ05A, can be manually
started/stopped either from the DCS or locally. The pumps supply butane to existing vessel V-
521 in the GPL Unit. The butane flow is controlled by 76-FIC-1309, which throttles valve 76-FV-
1309.
To protect the pumps, each has a recycle flow control system which recirculates flow back to
Butane Storage Tank, 76-MF02. To facilitate operation of these pumps in full recirculation mode
(to help equalize the temperature in 76-MF02), each pump has a manually controlled discharge
valve. When this valve is closed by the discharge controller, all the pump flow recirculates.

3.3 Temporary Operation


3.3.1 Secondary Butane Transfer Pumps – 76-MJ05/05-A
The Secondary Butane Transfer Pumps, 76-MJ05/05-A, are provided to supply butane to existing
product transfer facilities and high pressure loading via exiting vessel V-521.
3.3.2 Butane Holding Mode
Butane product from the debutanizer overhead will be sent to the butane storage tanks via the
butane header. During the holding mode the heat leakage into the butane storage tank will be
removed continuously by the Unit 76 BOG Propane/Butane Refrigeration Package, 76-ML01.
3.3.3 Butane Loading Mode
During loading, butane will be pumped from the storage tank via the Butane Transfer Pumps, 76-
MJ02-A/B/C, into the loading header leading to the loading arm header on the LPG jetty platform.
Butane will normally be loaded into the tanker using dedicated loading arms.
At the beginning of the loading operation, butane from the loading system will be used to
cooldown the loading lines and arms. Once the cool-down operation has been completed the
butane pumping rate will be increased until the design flow is obtained.

3.3.4 Restarts
When the liquid level is below the top of the electric motor for Secondary Butane Transfer
Pumps, 76-MJ05/05-A, restarts must be restricted to allow more time for the motor to reach
thermal stabilization. Do not, under any circumstances, attempt to restart the pump within a

4.0 START-UP
This section outlines the steps necessary to place the Butane Storage and Transfer System in
service. For the purpose of this section of the operating manual, it is assumed that the following
conditions exist: The system and equipment have been pre-commissioned, tested,
commissioning has been completed, including dryout and cooldown and system is purged and
ready for start-up.
4.1 Butane Storage Tank Cooldown
The Butane Storage Tank will have been cooled down by following the commissioning
procedures and under the recommendation of the tank vendor. The start up of the tank is part of
the cooldown which includes basic steps below:
1. BOG system and dual pressure controller 76-PIC-1145A and 76-PIC-1145B which also
controls the Butane tank pressure, are lined up with 76-PIC-1145B set at approximately
60mbarg and 76-PIC-1145A set approximately 20 mbar-g. These control valves are
normally closed with the BOG Refrigeration System the primary pressure control.
2. Butane flow is required through the cooldown line to the tank at -8°C before introducing
Butane flow through the rundown lines; additionally, Butane level in the tank is required to
maintain the tank temperature at -8°C.
3. Upstream cooldown spray nozzles isolation valve is slowly opened to increase the
cooldown flow gradually to the cooldown spray nozzle line in Butane tank while
maintaining the Butane rundown pressure steady.
4. The cooldown line and the Butane rundown will have been cooled down and filled up to
Butane Tank inlet valve. Butane is admitted initially to the Butane tank through 3”
cooldown line connected to the Butane spray nozzles located under the suspended roof.
PRECAUTION
The cooldown rate should not exceed 3°C per hour in order to meet the
differential temperature criteria of not more than 30°C between two adjacent
points. Total gradients across the inner tank bottom and shell surfaces shall
not exceed 50°C. To monitor temperature gradients throughout the tank
cooldown process, thermal sensor elements have been fixed at various tank
locations.

5. If the temperature gradients listed above are exceeded, the flow rate of liquid introduced
to the tank must be stopped until the temperature differences fall within the allowed
gradients. The instance may arise where a thermal sensor has poor thermal attachments
and therefore exhibits warmer temperatures than actually occurring at that location.
Judgment needs to prevail in this case and the temperature reading should be adjusted
or ignored based on other readings.
6. The flow rate of cold gas exhaust and liquid inlet shall be regulated to prevent a partial
vacuum from occurring due to pressure drop caused by too rapid cooling of the tank.
Make up feed gas is used to prevent a vacuum from occurring.
7. The tank pressure will be controlled at 30mbarg normally by releasing excess gas to the
LP flare through the Boil-off system which has a maximum operating pressure of
250mbarg.
8. When the average of bottom plate temperature is approximately at -8.1°C and the
conditions of gradient limitations are met, the flow of Butane through the top fill lines may
begin. After establishing flow through the top filling lines, the flow to the cooldown
nozzles must be stopped.

9. With butane flow established to the tank, the vent gas shall continue to flow to the LP
flare until analysis indicate that the nitrogen gas has been displaced/diluted to a point
where the BOG Propane/Butane Refrigeration Package 76-ML01, can be brought on line.
10. After an accumulation of approximately 650M3 or 15cm of liquid level has been reached
the initial cooled down stage of Butane tank is considered as completed and the flow into
the tank can be continued through any of the top fill lines.
11. The next operation to bring the Butane Storage Tank to normal operation service includes
verifying the submersible Butane pumps are ready.
NOTE: For Butane Transfer Pumps, 76-MJ02-A/B/C and Secondary Butane Transfer Pumps,
76-MJ05/05-A, cooldown of the systems are completed during commissioning activities and the
pumps are ready to start. Cooldown applies only after pump has been allowed to warm to
ambient condition or during installation. At all other times the pumps should be kept in cold
condition to allow for immediate starting as needed.
4.2 Butane Transfer Pumps, 76-MJ02-A/B/C Startup
Final cooldown and circulation of Butane through the loading lines requires sufficient butane
inventory in the Butane Tank, 76-MF02, to allow commissioning of one of the loading pumps.
1. Before pushing the start button, make sure that no boil-off gas is flowing through vent on
discharge line (boil-off gas indicates system is not cooled down completely.)
2. Ensure pump bypass valve is set to ensure pump is operated at minimum continuous flow
when the pump discharge valve is closed during start-up or temporary system
requirement changes.
3. Ensure that the pump discharge pressure gauge, flow meter or ammeter can be observed
by the operator so that quick evaluation of the pump performance can be made.
4. Push the start button to start the pump.
5. Adjust discharge and bypass valve (kickback) by opening to desired flow conditions and
observe operation for several minutes.
6. Verify that valves are lined up in lines, to and from the jetties, and maintain cold
circulation of the system at all times.
7. Repeat the above steps when placing additional loading pumps in service.
4.3 Secondary Butane Transfer Pumps, 76-MJ05/05-A
1. Before pushing the start button, make sure that no boil off gas is flowing through vent or
discharge line (boil-off gas indicator system is not cooled down completely).
2. Ensure pump bypass valve is set to ensure pump is operated at minimum continuous flow
when the pump discharge valve is closed during start-up or temporary system
requirements changes.
3. Ensure that the pump discharge pressure gauge flow meter and ammeter can be
observed by the operator so that quick evaluation of the pump performance can be made.
4. Push the start button to start the pump.
5. Adjust discharge and bypass valve (kickback) by opening to desired flow conditions and
observe operation for several minutes.
6. Verify that valves are lined up in line to and from the users of butane from 76-MJ05/05-A
and maintain cold circulation of the system at all times.
7. Repeat the above steps when placing additional Secondary Butane Transfer Pump in
service.

5.0 SHUTDOWN
5.1 Normal Shutdown
The following steps are based on a planned shutdown of the Butane Storage and Transfer
System.
5.1.1 Butane Storage Tank
The Butane Storage Tank will normally remain in service unless the existing units 5P/6P, GPL
and the new LNG plant all shut down and Butane flow to the Butane Storage Tank, 76-MF02
from each of the units is stopped and no butane flow is required to be pumped from the tank to
the ship loading jetties.
It is expected that once the tank, 76-MF02, is cooled down and placed in service, it will remain in
service. As units that supply Butane to the Butane Tank shut down ensure that the Butane line
inlet valves to the tank are closed.
The valves to be closed are:
• 76-ESDV-1255 and 76-ESDV-1127 in butane line from Butane Product Cooler 07-MC-12 in
Unity 7 to Butane Storage Tank 76-MF02.
• 76-ESDV-1351 and 76-ESDV-1352 in butane line from GPL to 76-MF02
• 76-ESDV-1361 and 76-ESDV-1362 in butane line from Units 5P/6P to 76-MF02
5.1.2 Butane Transfer Pumps
The Butane Transfer Pumps, 76-MJ02-A, 02-B and 02-C are shut down except when sending
Butane to the loading jetties. It is expected that the pumps and the lines to and from the jetties
and kick back lines will be left cold and ready for service at all times unless one requires
maintenance.
5.1.3 Secondary Butane Transfer Pumps
The Secondary Butane Transfer Pumps, 76-MJ05/05-A, are shut down except when transferring
Butane to V-521 for distribution.
The pumps and lines to the users and the kick back lines are kept cold and ready for service at
all times unless for maintenance.
5.2 Process Upsets and Production Loss
In the event of an emergency requiring a shutdown of the Butane Storage and Transfer System,
the system should be shut down.
1. Loss of Electrical Power
Loss of electrical power to any one of the Butane Transfer Pumps, 76-MJ02-A, 02-B and 02-C
will cause the pump to stop if it is running and will not be able to start it if it is down until power is
restored. Butane flow to loading jetties will be stopped.
Loss of electrical power to Secondary Butane Transfer Pumps, 76-MJ05/05-A, will cause the
pump to stop if it is running and will not be able to start it if it is down until power is restored.
Butane can not be transferred to users until the power is restored.
2. Loss of Instrument Air
Loss of instrument air to any one control valve will result in that valve going to its designated fail
safe position. As indicated on each P&ID, FO valves go to “fail open” position and FC valves to a
“fail closed” position.
The following valves will fail open: 76-PV-1145-B, 76-FV-1264, 76-FV-1267, 76-FV-1269, 76-
FV-1286, and 76-FV-1287

The following valves will fail closed: 76-ESDV-1255, 76-ESDV-1127, 76-ESDV-1351, 76-ESDV-
1352, 76-ESDV-1361, 76-ESDV-1362, 76-FV-1368, 76-PV-1145-A, 76-ESDV-1162, 76-HV-
1265, 76-HV-1266, 76-FV-1262, 76-XV-1282, 76-HV-1268, 76-HV-1298, 76-HV-1299 and 76-
FV-1309.
3. Loss of Feed Gas
Loss of Make-up Feed Gas from the Feed Gas System to the Butane Storage Tank, 76-MF02,
for vacuum prevention, will require the operator to stop pumping out of Tank, 76-MF02, to the
LPG loading line, to avoid pulling a vacuum on the tank.

6.0 SAFETY/EMERGENCY SHUTDOWN


6.1 Safety Critical Shutdown Systems
There are a number of safety interlocks associated with the Butane Storage and Transfer and
each one is designed to prevent a hazardous situation from developing. Below are brief
descriptions of the safety interlocks provided for the system.
6.1.1 I-7650 – 76-MF02 Butane Storage Isolation
The 76-MF02 Butane Storage Isolation I-7650 interlock will trip feeds into Butane Storage Tank,
76-MF02.
On Manual trip or Hi-Hi Level or Pressure in the Butane Storage Tank, 76-MF02, the inlet feed
valves, 76-ESDV-1255/1127, 76-ESDV-1351/1352 and 76-ESDV-1361/1362, will be tripped, in
addition valves from BOG refrigeration package 76-ML01, 76-ESDV-1377/1378, 76-ESDV-
1380/1381, will be tripped.
On Manual or Hi-Hi Pressure in the Butane Storage Tank, 76-MF02, make-up gas valve 76-
ESDV-1162 will close.
6.1.2 I-7651 - 76-MF02 Butane Transfer Pumps Trip
The 76-MF02 Butane Transfer Pumps Trip I-7651 interlock will trip 3 Butane Transfer Pumps and
2 Secondary Propane Transfer Pumps.
On Lo-Lo Level or Pressure in the Butane Storage Tank, 76-MF02, the Transfer Pumps, 76-
MJ02-A/B/C and 76-MJ05/05-A (see interlocks I-7652/7653/7654/ 7655/7656) will trip.
6.1.3 I-7652 – 76-MJ02-A Butane Transfer Pump Trip
The 76-MJ02-A Butane Transfer Pump Trip I-7652 interlock will trip Butane Transfer Pump 76-
MJ02-A.
On Lo-Lo Discharge Flow or high high seal gas pressure (76-PAHH-1185B), the Transfer Pump
76-MJ02-A, will be tripped (signal 76-XY-1276) and recycle valve, 76-FV-1264, will be opened.
Additionally, manual trip from GPL Jetty 76-HZ-1195 will trip the Butane Transfer pump 76-MJ02-
A.
6.1.4 I-7653 – 76-MJ02-B Butane Transfer Pump Trip
The 76-MJ02-B Butane Transfer Pump Trip 1-7653 interlock will trip Butane Transfer Pump, 76-
MJ02-B.
On Lo-Lo Discharge Flow or high high seal gas pressure (76-PAHH-1186B), the Transfer Pump,
76-MJ02-B, will be tripped (signal 76-XY-1277) and recycle valve, 76-FV-1267, will be opened.
Additionally, manual trip from GPL Jetty 76-HZ-1195 will trip the Butane Transfer pump 76-MJ02-
B.
6.1.5 I-7654 – 76-MJ02-C Butane Transfer Pump Trip
The 76-MJ02-C Butane Transfer Pump Trip I-7654 interlock will trip Butane Transfer Pump, 76-
MJ02-C.
On Lo-Lo Discharge Flow or high high seal gas pressure (76-PAHH-1187B), the Transfer Pump,
76-MJ02-C, will be tripped (signal 76-XY-1278) and recycle valve, 76-FV-1269, will be opened.
Additionally, manual trip from GPL Jetty 76-HZ-1195 will trip the Butane Transfer pump 76-MJ02-
C.
6.1.6 I-7655 – 76-MJ05 Secondary Butane Transfer Pump Trip
The 76-MJ05 Secondary Butane Transfer Pump Trip I-7655 interlock will trip Secondary Butane
Transfer Pump, 76-MJ05.

On Lo-Lo Discharge Flow or high high seal gas pressure (76-PAHH-1188B), the Transfer Pump,
76-MJ05, will be tripped (signal 76-XY-1292) and recycle valve, 76-FV-1286, will be opened. In
addition, a High-High liquid level in Butane Separator drum V-512 will ensure Butane flow
controller 76_FIC-1309 is forced to manual in its fail safe position of “closed”
6.1.7 I-7656 – 76-MJ05-A Secondary Butane Transfer Pump Trip
The 76-MJ05-A Secondary Butane Transfer Pump Trip I-7656 interlock will trip Secondary
Butane Transfer Pump, 76-MJ05-A.
On Lo-Lo Discharge Flow or high high seal gas pressure (76-PAHH-1189B), the Transfer Pump,
76-MJ05-A, will be tripped (signal 76-XY-1293) and recycle valve, 76-FV-1287, will be opened. In
addition, a High-High liquid level in Butane Separator drum V-512 will ensure Butane flow
controller 76_FIC-1309 is forced to manual in its fail safe position of “closed”
