MINUTES OF THE 4TH SPECIAL MEETING OF THE CHURCH COUNCIL HELD ON OCTOBER
18, 2020 AT GRACE BAPTIST CHURCH, MAIN AVENUE, PETRONILA VILLAGE,
KAPARANGAN, ORANI, BATAAN.

I. CERTIFICATION OF QUORUM
The Council Secretary Lydda D. Baltazar certified the existence of a quorum sufficient for
the Church Council to validly transact business.
II. CALL TO ORDER
Pastor Lino D. Vinzon presided and called the meeting to order at 11:35 a.m.
III. OPENING PRAYER
Chief Deacon Remigio M. Ronquillo led the opening prayer.
IV. APPROVAL OF THE AGENDA
The Pastor informed the Council on the matters regarding the following:

a) Memorandum Circular No. 2020-110 by the Department of the Interior and Local
Government dated 17 August 2020 states that: older persons may go out of their
residences and enter commercial establishments for purposes of obtaining essential
goods and services and for work (in permitted industries including those in the
informal setting) in all areas under the ECQ, MECQ, GCQ and MGCQ.
b) Bataan IATF Resolution No. 27 dated 29 September 2020 allowing Religious

Gatherings throughout the Province of Bataan and Providing for Health and Safety
Guidelines and Standards for the conduct thereof.
c) The Bataan Weather Page released an announcement that person aged 15 years old
and 65 years are also allowed to go out of their residences.
With the current issues, the Pastor asked the Council on the matter whether the GBC
Church will accept church members aged 15 to 20 years and 60 to 65 years old? This will
be today’s agenda to be discussed by the Council.
Deacon Luisito R. Vinzon moved and seconded by Chief Deacon Remigio M. Ronquillo for
the approval of the aforementioned agenda.
V. RATIFICATION OF HEALTH PROTOCOL
In compliance with the Bataan IATF Resolution No. 27 dated 29 September 2020 allowing
Religious Gatherings throughout the Province of Bataan and Providing for Health and
Safety Guidelines and Standards for the conduct thereof, the Pastor issued a Health
Protocol through GBC Facebook Account to be followed during GBC face to face worship
service effective October 18, 2020 as follows:
1. Ang mga members po na aattend sa Worship Service ay magpa-register

sa ating Church Secretary.
2. Ang mga bilang na papayagan (pansamantala) ay mga 40 katao na may

edad na 21 taong gulang pataas hanggang 59 taong gulang.
3. Ang mga may karamdaman, mga nagdadalang tao ay huwag po munang

makilahok.
4. Ang bawat isang aatend ay kinakailangang naka face mask at face shield
ng maayos.
5. Ang lahat po ng aatend ay dadaan po as usual sa disinfection, foot bath,

hand sanitation at temperature check.
6. Ang bawat isa ay inaasahang mag-observe ng One (1) meter physical

distancing saan mang lugar sa bahay sambahan.
7. Ang mga pagbati sa bawat isa ay gagawin laman sa pag senyas o pag
wave ng mga kamay.
8. Ang disinfection ng bahay sambahan at mga kagamitan sa pagsamba ay

isasagawa bago at pagkatapos gamitin.

9. Ang paghuhugas ng kamay gamit ang sabon o pagdisinfect gamit ang
alcohol ay ugaliin bago at pagkatapos ng pagsamba.
In compliance with the city government ruling, the Council unanimously approved and
adopted the following health protocol:
RESOLUTION NO. 16, SERIES OF 2020
“RESOLVED, AS IT IS HEREBY RESOLVED, for the ratification of

the health protocol to be followed during the GBC Sunday Worship Service
(face to face) effective October 18, 2020:
1. Ang mga members po na aattend sa Worship Service ay magpa-

register sa ating Church Secretary.
2. Ang mga bilang na papayagan (pansamantala) ay mga 40 katao na

may edad na 21 taong gulang pataas hanggang 59 taong gulang.
3. Ang mga may karamdaman, mga nagdadalang tao ay huwag po

munang makilahok.
4. Ang bawa isang aatend ay kinakailangang naka face mask at face

shield ng maayos.
5. Ang lahat po ng aatend ay dadaan po as usual sa disinfection, foot

bath, hand sanitation at temperature check.
6. Ang bawat isa ay inaasahang mag-observe ng One (1) meter physical

RESOLVED FURTHER, that the aforementioned resolution will be temporary

and subject to changes based on the city directives to be followed under MGCQ.
RESOLVED FINALLY, that this Resolution will supersede the previous

resolution pertaining Health Protocol under MGCQ.
APPROVED UNANIMOUSLY.”
VI. ALLOWING THE GBC MEMBERS AGED 15 YEARS OLD TO 20 YEARS OLD AND 60
YEARS OLD TO 65 YEARS OLD TO ATTEND THE CHURCH WORSHIP SERVICE
(FACE TO FACE).
The Pastor then solicited the opinion of the Council regarding the said agenda.

Bro. Norberto O. Rodriguez, Jr. opined that since the government released an
announcement allowing the said age groups without any restriction on mobility, the GBC
Council can allow these members to attend the church worship. Accordingly, the youth
members are looking forward to join the church activities during the worship services.
Deacon Luisito R. Vinzon also suggested that since it is a government issuance, the
Council should abide with the said announcement.
Deacon Remigio M. Ronquillo explained than some of the members of the Council are
elderly and considering the span of time that the government prohibited their mobility,
these will be the time that they can again participate in the worship service.
Deacon Ronald G. Oliveria moved and seconded by Deacon Luisito R. Vinzon to allow 15
to 20 years old and 60 to 65 years old to attend the Sunday worship service (face to face).
There being no comment, the Council unanimously approved and adopted:
“RESOLVED, AS IT IS HEREBY RESOLVED, to allow 15-20 years

old and 60-65 years old to attend the Sunday worship service (face to
face) in compliance with the health protocol of the Grace Baptist Church.
The Pastor announced that live streaming for Sunday Worship Service and Prayer
Meeting will continue every Sunday at 9:30 a.m. and every Wednesday at 7:00 p.m.,
respectively.
VII. OTHER MATTERS
a) Playing of Musical Instrument – the Council will allow the young people to use and
play the musical instrument under the guidance of the Chairman of the Music
Committee subject to:
 Observance of social distancing;

 Musical instrument must be disinfected before and after its use;
 Rehearsal must be done earlier (9:00 am) prior to the scheduled Sunday
Worship Service with the guidance of Music Committee Chairman Ferdinand
A. Oconer.
Accordingly, each Deacon will have its respective microphone and no sharing is
allowed to ensure compliance with the health protocol.
b) Confirmation of Attendees – the Council approved to increase the number of

attendees from 40 to 50 persons. The members who will register must confirm their
attendance a day before the scheduled date to give the slot(s) to other members who
are also interested to join the worship service.
There being no comment, the Council unanimously approved and adopted:

“RESOLVED, AS IT IS HEREBY RESOLVED, to increase the number
of attendees from 40 persons to 50 persons.
c) Offering during Worship Service -To comply with social distancing, those who will
do offering will start from the center aisle and will exit to the left side going to their
respective seat.
d) Checking of Attendance – It was agreed that checking of attendance and

temperature will be assigned solely to Sis. Dang Ignacio. Checking of attendance will
be based on the listing to be furnished by the Church Secretary.
e) Church Maintenance – Pastor Lino D. Vinzon asked the Housekeeping Committee if

they need volunteers that will assist in disinfecting the church before and after
worship service.
Sis. Rosalie N. Antonio, Chairperson of the Housekeeping Committee explained that

there is no need for volunteers since the Committee on Housekeeping can still
manage with its chores.
VIII. CLOSING PRAYER
Deacon Ronald G. Oliveria led the closing prayer.
IX. ADJOURNMENT
There being no other matters to be discussed, the meeting was adjourned at 12:07 p.m.
